Question: where do i put puwede
 
i came to the conclusion it should be before the verb in this case but just want to know if i'm right or not, thanksss
 
pwedeng magbasa ako
 
like 'i can read'

It depends on the sentence.
Puwede before verb: Saan kami puwedeng magbayad? = Where can we pay?
Puwede not before verb: Puwede po dito bumaba? = Can I get off here?

Puwede / Pwede ( the latter is the contemporary spelling) rule:
1. Pwedeng + Inf verb + subject
hal: Pwedeng magluto ang nanay mamaya.
Pwedeng lutuin ng nanay ang pansit mamaya.
2. Pwede + pronoun + lig + Inf Verb
hal: Pwede siyang magluto mamaya.
Pwede niyang lutuin ang pansit mamaya.
3. Pwede + particle + pron + lig + Inf verb
hal: Pwede na siyang magluto mamaya.
Pwede na niyang lutuin ang pansit mamaya.
4. Don't forget the Ko, Mo, Ka pron exception : These 3 pronouns precede particles
Pwede + (ko/ mo/ ka) + particle + lig + Inf Verb
hal: Pwede ka nang magluto mamaya.
Pwede mo nang lutuin ang pansit mamaya.
 
Remember there is always the general rule in grammar as there are variations of the rule in the spoken language. Knowing the general position of the word in the sentence could give a better appreciation of the variations. Hope this help.

"I can read" is more appropriately translated as "Kaya kong magbasa."
 
Pwede = possibility
Kaya = ability

Yeah, @nikkidlp is correct here. "Puwede" is often better translated as "am (I) allowed" or "may (I)"

Puwede: Asking permission or refers to what is possible to exist, or to happen.
 
Maaari=Puwede.
