How does the new system work? I've seen there are no more Recently Wrong sets (which for me were very useful).
It's a more pure SRS / spaced repetition flash card system, so if you get something wrong, it shows you that card more frequently. The idea is to space things out to learn more efficiently, prevent over-studying, and learn at repeatedly longer intervals until you've mastered a card. (

Is there a way to do the FlashCards from English to Tagalog instead of viceversa?
Very few people used that feature in practice...I could look into recreating it for the new system, though.
Or to decide how many new FlashCards you want to do every day?
You can review as many or few as you want. For best results, you should do all the cards that are currently "due" on the schedule given. To avoid overloading yourself, you should stick to only adding 5-10 new words/cards each day, since the added cards will need to be practiced again several times more in the future and it adds up quick.
What's the frequency that it uses when showing you new flashcards?
It's a traditional SRS algorithm where the time between reviewing flash cards gets longer the more you get it correct, or shorter if you get it wrong...the interval will vary depending on how much difficulty you're having learning a particular word. After getting a card right the first time, it will become "due" again within a couple minutes, then again in about 12 hours, then again in a day and a half, then again in 5 days, then in a half month, etc. Eventually if you're still getting the card right over a very long timespan and are confident you know it, you can mark it as "Mastered" and take it out of your queue.
