Filipino is a dialect of Tagalog. It's the "standard" dialect.
 
Filipino is Tagalog just as much as Spanish is Castellano
 
Tagalog: Anong pangalan mo?
Filipino: Anong pangalan mo?
Ilocano: Anya ti nagan mo?
Pangasinense: Ngantoy ngaran mo?

When you speak Tagalog, you speak Filipino. When you speak Filipino, you speak Tagalog.
 
It's like speaking "American", "British" and "Australian".
