The one who wrote that is not a native Tagalog speaker. "Langaa" and "b langaa" do not make sense in Tagalog. The rest of it would though.
 
Nd q ma g8s ... specific ... = Hindi ko ma-gets ... specific ...
 
"Ma-gets" is a Taglish slang that means "to get" or "to understand".
 
Hindi ko ma-gets ... specific ... = I don't understand... specific...
