Bitiw is simply standard for bitaw, which is considered nonstandard. Several tagalog only sources also say that bitaw is a noun relating to cock fighting.

They both mean to let go, release hold of something. Bitawan is in UP Talahulugan while the other word is not, I've seen a debate for this word on Reddit or Facebook (can't remember which site) before similar to the Matutuhan vs Matutunan debate. Note: The root word for bitiwan is in UP.
