That is a comment in Bisaya, one of the many languages spoken in the Philippines, mainly in the Visayas and Mindanao area.
It is not a complete statement and as I do not know the main context of the convesation its part of.... roughly translated it says " you guys are crazy, continue talking/conversing in Bisaya, translate it well.... just kidding."
directly translating it:
nagbisaya= talking/conversing in Bisaya
sige = go on/ continue
ra dha= you (as a group) there
Sara oui= I think this was auto-corrected. It was suppose to say 'sira u'o' contraction for 'sira ulo' to mean = crazy
translate mayo= translate well
Charot= gay slang for 'just kidding'.
