Question: A few days ago, I spoke with my mother in her native tongue. Suddenly, she said something along the lines of, "Kabalo lagi ka unsaon pag estorya ug Tagalog." I could be butchering the sentence, but I wrote it from what I heard. I understood a bit, but my question is whether this is Tagalog in another form or a dialect?

It's Cebuano as far as I can tell.

@AMBoy I did, truly. She replied then, "My native language is Tagalog. Why? You want to learn it?" I thought that was the end of it. But there and then, she sputtered a sentence I could not comprehend and left; she was hurrying to work. I sat, baffled, and immediately asked here. So, I thank you for your reply.
 
Do you perhaps know of a site that teaches Cebuano? I'll be dividing my time to learn both, then.

I can recommend you a good handbook on Cebuano/Visayan :
A Handbook Of Cebuano Visayan by Anssi and Nida Raisanen
It can be ordered at Amazon (15,85 €).
Learning Tagalog and Visayan at the same time is very difficult and confusing. My advice would be to stick to Tagalog until you feel at ease with the language and then to venture on Visayan.
