Question: The example sentences of lagay and kalagayan seem almost the same but it says kalagayan is used more often. Can anyone give differences when only one can be used to sound better?
 
Also, recently went to a pinoy restaurant to order takeout and tried "pwede kami magupo dito?" and the waitress responded in English just saying 'no' which made me think it didn't sound natural enough to respond in Tagalog. Is there a more colloquial way to ask if it's ok to sit somewhere? Thanks!

@kuya19 Probably not the issue here, yes/no is just as common in Taglish. Probably didn't feel a need to say "hindi" which is longer and takes more effort when everyone will understand "no". They really just go for the least amount of effort.

@kuya19 Lagay is noun. Kalagayan is a verb. Others can elaborate if that doesn't help.

@kuya19 For pwede... the negative would be di pwede. I can't imagine just saying di or hindi to not be jarring. As for lagay/kalagayan. Kalagayan is something I would use when talking about the state of something and lagay is something I would use when I ask about the state. Ano ang lagay ng panahon xyz, ano ang lagay ng papa mo.
 
Lagay is... more like condition.
 
Kalagayan... is more like situation.
 
I do have to say I don't hear either in casual speech in my day to day life. I hear lagay if we're taking the piss out of boomers. Situwasyon is probably what I would think a more normal word would be.

Lagay is also informal and kalagayan is more formal.
 
When it comes to the 2nd question, it is hard to give an opinion because I wasn't there to witness the whole situation. However, the conversation seems fine based on the text you provided.

Kalagayan is often used to mean "condition".
 
Doc, ano ang kalagayan niya. Doc, what is his/her condition?
 
Ano ang kalagayan ng bansa? What is the condition of the country?
 
Lagay is the root word for verbs (ilagay, inilagay, nilagyan) but can also be a noun, which often means "bribe".
 
Magkano ang lagay sa pulis? How much is the bribe for the cops
