To be honest .... your posting seems to me a bit inappropriate. And quite frankly I doubt, if you really speak Spanish better than English or Tagalog ...

I have learned to speak much slower English ,then the brain does not bleed. :-) of the listener.

Someone is really hellbent on demanding that Filipinos adjust to them rather than them adjusting to Philippine society
 
That's some unbelievable entitlement. Are you one of those people who moved to the Philippines because your US SSI is not enough to not put you in the US poverty threshold?

I think it is the pronunciation of vowels, they are taught english but using their own vowel sounds to speak it, so when you speak they cannot understand your vowel sounds and so the words.
I am from the UK and when i change my vowel sounds to theirs they understand it better.

You made me remember the first time I met my brother-in-law who has a Welsh-British accent. It was a cringe-worthy experience for me as I could barely understand what he was saying.
Now, I hear him speak often enough that I do not experience that 'lag' in my brain.

I think some Filipinos know some English vocabulary and can understand written English texts (they have good reading skills), but they do not have good listening and speaking skills. So maybe try speaking slowly, as suggested by @Malikp.
 
The level of reading and writing skills of people may be higher than the level of listening and speaking skills. It means that people may be good in conversations using reading and writing (by social media or messaging apps), but not that good in face-to-face conversations.
