what would be a more common way to use ilagay?

IMO: In your post you asked for "leave the bags" that's why iwan is better, if you want to specifically tell someone to "put" something somewhere then ilagay is better.

@kuya19 Between context of iwan or iligay...if you are "placing" where you should have permission...you probably are not "leaving". Siyempre..depende...depende...
