Question: "Siyempre kailangan naming magpahinga" (From listening clip). Why there isn't an actor focus marker when magpahinga is actor focus? Thank you for your response

Grammar 101:
 
Kailangan , Gusto, Ayaw, Kaya. The doer (ng), the object (ng , ang). Basically.
 
Kailangan kong, mong, nating, naming, nilang, etc always a (ng) marker for the doer.
 
Kailangan naming magpahinga (exclusive) - We need to rest.
