Trying to grasp word order still, is 'gusto kong humalik niya' t

The good news! The word order is right!
The bad news! The word choice is not!I'll leave the ultimate answer up to a native, but "gusto ko siyang halikan" is probably a better way of phrasing what you're trying to say.

Yeah because "gusto kong humalik niya" is more like English sentence structure "kiss him/her" whereas as the focus I would say is really on him/her, in Tagalog you can express that focus, which is why it is "gusto ko siyang halikan".
We shouldn't (always) think of Tagalog in terms of English/Spanish/French grammar frameworks some of us might have been taught at school/uni - those frameworks are not (always) universal I would say.
