Hello, hello, hello mga kameta! Kamusta kayo dyan? I hope itong vlog na naman natin hindi mawala mamaya
00:17.0
Wishing you guys a good week, happy Monday, happy Monday afternoon. I hope you had great time doon sa inyong mga kung saan kayo nagbakasyon o naghaliparot or whatever marites na ginawa niyo over the weekend
00:32.0
I hope you guys naka-recover po kayo. Sabi ko nga good vibes tayo today. Kaya chinicheck natin yung mga latest updates and developments
00:41.0
At tinitignan natin yung mga top news and headlines today. Not one but multiple things actually have been happening today
00:49.0
Of course unang-una meron update tayo dyan sa response ng Philippine government doon sa United Nations Rapporteur on Human Rights
00:56.0
Yung push for investigation by the United Nations doon sa ICC related issues
01:01.0
Specifically yung mga allegations of widespread human rights violations and extrajudicial killings under the previous administration
01:09.0
Meron din response si dating defense minister, dating senate president and now presidential legal advisor of course si Juan Ponce Enrile
01:22.0
Meron din siyang response doon. Meron siyang almost threat, well not almost it's a threat doon sa mga investigators from United Nations kung gusto nila pumunta dito
01:31.0
Kanina ito pa yung sinabi ni Juan Ponce Enrile. Ay, wait lang. Naka-obvious pala tayo so I can actually show it
01:39.0
So bago tayo pumunta kay Vice President Lenny... Lenny Roberto, sorry. Vice President, Vice President Sara Duterte
01:48.0
Ayan tayo talagang 2023 na tayo. Ayan pa. Rusty pa rusty pa
01:54.0
Let's double-check natin ito. Ipakita natin itong response ni dating defense minister, dating senate president and of course the current presidential advisor si Juan Ponce Enrile
02:10.0
Doon sa demand, requests, or rather almost demand na to investigate yung mga human rights violations sa ilalim ng dating administration
02:21.0
Let's double-check natin ito yung response niya. Ilan taon na pa siya? Ninety-nine? Nak-hundred na po siya o hindi? Si Mang Johnny
02:26.0
Check natin dito para makita natin yung latest sa kanya
02:34.0
Don't worry. Don't worry. Ito ito ito. Ito yung kay Mang Johnny
03:04.0
If I were to be found guilty, I will be arrested
03:14.0
Sir, what about...
03:17.0
They interfere too much in our internal affairs
03:25.0
I'm telling you, as lawyer of the president, I will not allow slurs and curses. I will not recognize the jurisdiction of the International Court of Justice
03:42.0
They have no sovereign power over us. If they will come here, if I were to be found guilty, I will be arrested
03:57.0
Sir, what about...
04:02.0
They interfere too much in our internal affairs
04:09.0
I don't know. Nakikita niyo yung mga kamayanta. Wait lang.
04:12.0
As lawyer of the president, I will not allow slurs and curses. I will not recognize the jurisdiction of the International Court of Justice
04:25.0
They have no sovereign power over us
04:30.0
Ayan, okay. Tinanggal natin. So ito, ito yung stance ng dating senator, defense minister, and current presidential advisor na si Mang Johnny
04:42.0
Yon Ponce Enrile doon sa calls for investigation by the United Nations doon sa EJK or allegations of extrajudicial killing under the previous administration
04:51.0
So ang stance na is too much interference which sounds very much like the previous president Duterte
04:56.0
In that, wala daw silang jurisdiction dito
05:01.0
Well, obviously, a lot of international lawyers, not yung mga dating spokesman, dating mga international lawyers na naging spokesman ni tata, hindi yung mga ganun
05:09.0
Yung mga legit na international lawyers, etc., they'll tell you na hindi po absolute ang sovereignty ng isang gobyerno
05:18.0
And of course, even if we're no longer part of the ICC, the jurisdiction question is not just gonna go away like that
05:26.0
Not to mention, we have signed up along so many other countries doon sa responsibility to protect, yung principle of responsibility to protect
05:34.0
Kaya may humanitarian interventions na tinatawag
05:38.0
Governments don't have absolute sovereignty, including on issues that have to do with basic human rights and all
05:43.0
But anyways, yun yung stance ng government. So far, so far, mukhang the Marcos Jr. administration is standing strongly by the previous president and the previous administration
05:52.0
On at least, investigation related to allegations of extrajudicial killings and widespread human rights violations under the previous administration
06:01.0
So we'll have more updates on that. Baka mamaya mawala naman itong video natin
06:05.0
Hindi talaga bumalik yung video natin na ginawa natin doon sa announcement ng ICC
06:13.0
Hindi na siya bumalik. Hanggang ngayon, hindi siya na-post. So malaking mystery po yan
06:17.0
Hindi pa rin siya... video not available
06:25.0
See? Talagang iba
06:29.0
Whatever is happening
06:31.0
Balikan natin itong issue natin
06:33.0
So today was also an important day because my big announcements
06:37.0
Of course, speech si Vice President Sara Duterte who happens to be also our Deputy Secretary
06:43.0
So she made a number of suggestions on how to move forward pagdating sa education crisis natin sa Pilipinas
06:53.0
Now, before going to aning sinabi niya under the so-called matatag agenda
06:59.0
Let me just go a little bit into the education crisis in the Philippines
07:03.0
Because this is quite serious and I would say
07:05.0
In the constellation of many crises na hinarap na ating bansa
07:09.0
Whether it's inflation, whether it's conflicts of West Philippine Sea, whether it's the issue of corruption
07:15.0
Trapones and all sorts of political dynasties and all of that
07:19.0
Not to mention human rights catastrophe and challenges that we have been facing in recent years
07:25.0
Actually, education crisis sa Pilipinas ay malala
07:29.0
Especially if you put it into a broader international context
07:33.0
So if you look at a number of important studies that have been released in recent years
07:39.0
By international organizations
07:41.0
Kitang-kita talaga na hindi lang napag-iwanan ng Pilipinas ng mga kapit-bahay natin
07:46.0
In fact, by global standards, the Philippines is among the worst in the world
07:51.0
So for instance, dun sa rankings ng students based on math and science proficiency
08:01.0
Yung PISA rankings
08:03.0
Na tinignan nila around 59-60 countries at least
08:07.0
The Philippines was ranked lowest dun sa lahat ng mga bansa na tinest nila back in few years ago lang
08:18.0
At I think only sa math na talo natin isang Central American country
08:23.0
But in terms of sciences, in terms of language proficiencies
08:27.0
We're talking about bottom of the rankings
08:30.0
Not even kulela, talagang next level na bottom of the rankings
08:34.0
And this is really worrying
08:35.0
Now to put things into context
08:36.0
Vietnam guys na kasing hirap ng Pilipinas
08:39.0
If you look at their per capita income, they just overtook the Philippines during pandemic
08:44.0
Thanks to great management of Tate Digon
08:46.0
They actually ranked in the top 10 in the world
08:52.0
If I'm not mistaken, Vietnam ranked number 8 dun sa PISA rankings
08:57.0
When it comes to math sciences and proficiency
08:59.0
So you can see countries that are just as poor as the Philippines
09:02.0
Actually far outperforming the Philippines
09:05.0
Because they're really investing in their educational institutions
09:08.0
And you're seeing that this is gonna pay off
09:10.0
And it's already paying off right now
09:12.0
Because pagdating sa human capital, sinabi natin
09:16.0
Manapakamahalag ang human capital when it comes to bringing investors
09:19.0
Especially high quality investors
09:21.0
The Samsungs and LGs and Hyundais and all of these big companies
09:25.0
Are going billions of dollars into Vietnam
09:28.0
Because they're very comfortable with the regulatory environment
09:30.0
But more importantly, they're also very happy with the human capital they have there
09:34.0
Yung skills level, yung wage levels
09:39.0
Kasi kung mababa lang wages, edi mas mababa pa sa Africa kaysa Vietnam
09:44.0
It's not just the wages, it's productivity
09:47.0
And a big factor behind productivity is high educational standards
09:50.0
And dun nang kita natin na Vietnam has been far ahead of a lot of peers
09:55.0
Completely incomparable to the Philippines
09:57.0
But as worrying as this was, even more worrying was a report that came out just the other year
10:01.0
By the World Bank, kung saan pinakita nga kami eto na
10:04.0
Ang Pilipinas is not only among 50-60 countries
10:10.0
But globally could be among the worst in the world
10:12.0
So ito, pinupost ko pa yung government mismo
10:16.0
Government news channel
10:19.0
So there was a World Bank report last year that talked about the disturbing
10:22.0
Very alarming situation pagdating sa education sa Pilipinas
10:27.0
So dito tinignan nila guys, hindi lang yung literacy levels
10:31.0
Marunong mag-hi, hello or mag-sulat
10:34.0
Or magbasa ng basics lang ang mga estudyante
10:37.0
But they really look at proficiency
10:39.0
Really proficiency
10:41.0
Gano ka proficient mga estudyante
10:44.0
Compared dun sa antas ng kanilang pinag-aralan
10:48.0
And based on this report, the situation is really, really alarming
10:51.0
I mean the word used here was really disturbing
10:54.0
So the report was based on three assessments that was released by the World Bank
10:59.0
So hindi lang yung Program for International Students
11:03.0
Yung PISA na pinakita ko in 2008
11:05.0
But also the Trends in International Mathematics and Science Studies
11:07.0
The Teams in 2019
11:09.0
And the First Cycle of the Southeast Asia Primary Learning Metrics
11:12.0
Southeast Asia PLM in 2019
11:15.0
So they look at the PISA, TIMSS, and CPLM
11:19.0
At ayon sa World Bank, talagang may crisis ang Pilipinas
11:22.0
At of course, lumala itong crisis na yan
11:24.0
Because ng panahon ng pandemic, talaga na shut down maraming eskwela
11:28.0
And the return of the Philippines to face-to-face teaching
11:35.0
Didn't really resume until quite recently
11:38.0
Under Sara Duterte as the Deputy Secretary
11:41.0
Of course, there were a lot of concerns how efficient the transition was
11:44.0
But thank God, at least we're getting back to some element of face-to-face learning
11:47.0
Because nung nagsimula ng pandemic, na shut down yung face-to-face
11:51.0
And then of course, nagrila na tayo sa online classes
11:55.0
That exacerbated the situation
11:57.0
Because marami sa ating mga kababayan ay walang access sa reliable internet
12:01.0
Or they cannot afford reliable internet
12:04.0
Because it's so expensive in the Philippines
12:06.0
But more than that, of course, alam natin pagdating sa kabataan
12:09.0
Online teaching is not the same as face-to-face
12:12.0
Talagang malaking difference yan
12:14.0
I could say that even for us, yung mga nagtuturo sa graduate level or university level
12:19.0
Nakikita natin nangyirapan yung mga estudyante
12:21.0
At nangyirapan din kami mga nagtuturo, mga guru
12:24.0
So I can imagine it's far worse for yung mga primary education or secondary education
12:29.0
Or even senior high school, among others
12:32.0
So the situation is really, really alarming based on sa number ng World Bank
12:36.0
So ang tinignan nila for instance is that
12:38.0
According to global assessments, only 10-22% of grade 4, 5, and 9 students in the Philippines
12:44.0
Posted scores at or above minimum proficiency
12:48.0
So barely 1 out of 5, dun sa grades 4, 5, and 9
12:53.0
Ay nakamit ng basic, yung pinakaminimum levels ng proficiency
12:58.0
By global standards
12:59.0
So based on the numbers we saw, we're looking at up to 90%
13:05.0
90% learning deficiency
13:10.0
Pagdating sa ating mga kabataan
13:12.0
At really primary education level
13:16.0
You're looking at grades 4, 5, all the way to 9
13:20.0
So up to 90% deficiency in terms of educational standards or meeting the global standards
13:29.0
So talagang malalimang problema na ito
13:32.0
So for me, whoever is the education secretary
13:35.0
My point is, dapat talaga decisive yung kanya mga response
13:39.0
And something has to be done about this
13:41.0
And this is precisely what Vice President Sara Duterte tried to address in her major speech
13:47.0
On the education conference in the Philippines today
13:50.0
Oh, by the way, congratulations, mukhang nanalo rin si Sara Duterte
13:53.0
Vice President Sara Duterte
13:55.0
Ay, hindi siya nanalo pala
13:56.0
Na-feature siya
13:58.0
I should have probably used this picture
14:00.0
So I had to confirm kung totoo yan
14:02.0
So na-feature pala siya dun sa Expedition Magazine
14:06.0
Na based out on Dubai
14:08.0
So I had to double check it kung ito ay fake news or hindi
14:11.0
Mahirap na, di ba?
14:13.0
So dinouble check ko, mukhang
14:15.0
Yeah, so na-feature siya as empowered women
14:19.0
So congratulations to our vice president
14:21.0
O, eto, eto, eto, eto, ito yung source niya
14:24.0
International Magazine as Empowering Leader
14:26.0
Talagang wow, iba
14:29.0
Congratulations to our vice president for landing on
14:34.0
An international magazine based in Dubai
14:37.0
Shaw, sinignag natin nan yung background ng expedition na yan
14:40.0
So, today my
14:43.0
... my speech, my major education conference, si Vice President. At kung napansin niyo si Vice President Sara Duterte, hindi siya katulad ni Paolo Duterte. Parati siya all over the news, parating headlines, taming bloggers, taming supporters. She's much more low-key and she seems to be at least really focused on the task at hand and she's taking it very seriously based on at least this is the claim.
15:09.0
So meron siyang initiative, yung matatag initiative kung saan Vice President Sara Duterte is pushing really for some major, major overhaul dun sa ating basic education system.
15:28.0
Let me just bring that out. Saan ko nalagay yan? Now obviously a big part of this push is also a lot of funding. So ayon sa ating Vice President we need also big funding para we will be able to make this major transition.
15:46.0
So eto, basahin lang natin ng mga kamay. One second. So Vice President Education sa kanya Sara Duterte. Today, declare niya yung kanyang matatag agenda which would serve as the agency's road map over the next 6 years, 5 to 6 years.
16:04.0
According sa presentation sa ating Vice President, matatag stands for the following. Make the curriculum relevant to produce job-ready, active, and responsible citizens. So my vocational aspect, my good citizenship aspect, take steps to accelerate the delivery of basic education services and provision of facilities.
16:21.0
Take good care of learners by promoting learning well-being, inclusive education, and positive learning environment. And give support for teachers to teach better. So it's a different way of doing the acronym. Hindi lang first letter but first two letters and then one letter and then two letters.
16:37.0
Anyway, so today sabi niya the DEPEDT stands before you, heart in hand, humbly seeking your support. Improving access, equity, quality, resilience, and well-being will not happen overnight, nor can it be done by DEPEDT alone. We need a national commitment to sustain effort from all sectors of the society.
16:54.0
So prior to presenting matatag, si Sarah Duterte ay nag-enumerate ng mga problema sa education system natin saying, quote, lack of school infrastructure and resources to support the ideal teaching process is the most pressing issue. So ayon sa kanya talaga, we need big budget really to get things going.
17:10.0
Now, I'm just going to show you guys some of the numbers based on the presentation, et cetera, that have been coming out. Bakit Elon Musk ang nakikita ko dito? Okay. Para na makita niyo mga kameta what kind of fundings we're looking at.
17:31.0
So at least there's a recognition there's something fundamental that has to be fixed. So ito ah. So this is what we got online from Heidi Sampang. So these are some of the statistics na nakita natin based on presentation ni Sarah Duterte, Vice President Sarah Duterte.
17:55.0
And of course, so accordingly, there's a hope that, you know, there's hope that. So ito yung numbers na tinitingnan natin. So out of 327,000, barely a third are in good conditions. So marami pang kailangan ayusin dito. So obviously, that's not going to be cheap.
18:19.0
So the question is how much budget we need here. And obviously, the budget that is being asked, that will be asked will not be minimal. So here, we see here there's a discussion of a hundred billion pesos budget, right, in six years. And this is the graphics that has been provided by news media outlets on ano yung mga solution natin sa education crisis sa Pilipinas.
18:47.0
So let me just repost it here, mga kameta, para ma-discuss natin ng konti. So ito po yung tinitingnan nilang solution. So learning crisis, ito po yung overview. So 9 out of 10 Filipino children aged 10 years old struggle to read simple text. So yun yung sinasabi natin na 90% functional literacy deficit.
19:07.0
One out of four parents say children did not learn under distance learning. So that's a big, so we're looking at 75% efficiency at most, 75 to 80%. 72% of students aged 15 years old, low achievers in reading math, science, and reading. 425 private schools permanently closed during the pandemic. 91,000 more classrooms need to be built in just this fiscal year alone.
19:34.0
And the Philippines needs to hire 147,000 more teachers to reduce class size to 35 students per teacher. So yung mga sources na ginamit dito ay World Bank, Alliance of Concerned Teachers, Department of Education, Samaan na naka kay isang pamilya ng Pantawid, Philippine Business for Education.
19:51.0
So this is the graphics that came out by news outlets. So ito yung ganoon kamalala yung problema. So there's no surprise why a significant budget allocation will be requested or has been requested in this regard.
20:09.0
So I really suggest you guys to check in presentation in Vice President Sara Duterte and make your judgments accordingly on the merits or the merits of some of her proposals. But based on my initial understanding of this overall, it looks like, you know, she is A, recognizing the depth of the problem. Second, there's some sort of a roadmap to move forward, the so-called matatag.
20:33.0
And the third, there's of course a certain budget that is being asked here, a significant amount. Ang of course the question for us is this, and this is not prejudicial to anyone in particular, akin lang naman, I am all for giving more budget to the education sector as much as possible dahil sobrang malalim yung problema.
20:50.0
Provided though, of course, I hope more budget goes into transparent fiscal process in the confidential funds. I hope there is really, we make sure that the team in the DepEd or whatever relevant agencies who are in charge of executing a massive plan, a blueprint for overhauling and transformation of education sector, these are really the best people in the business.
21:14.0
And when I'm saying the business, I'm not talking about the business of politics. I'm not talking about the business of performance of populism. I'm not talking about lawyers per se. I'm talking about people who understand education, basic education. You need experts. You need people with graduate degrees, with expertise, with background in this. And we need to get support from World Bank and different institutions all around the world to really deal with this education crisis.
21:36.0
The problem kasi with education crisis is generational, ang magiging negative impact na yan. At mahirapan talagang Pilipinas to catch up with the rest of the world as globalization becomes much more competitive and becomes much more digitally driven.
21:50.0
In fact, kailangan natin ng vlogs on Chachi, BT, all of these AI-driven technologies that are going to append and transform not only the education sector but labor markets among others. So talagang huling-huling na tayo. And in fairness naman, you cannot falsify or deteriorate dun sa mga crisis na meron tayo sa education system. That's why I'm wishing the best for whoever is in charge.
22:11.0
At the same time, we need to have accountability, we have to have transparency, and we have to have really the best team, the best and brightest who really have relevant expertise when it comes to education sector to be in charge of making sure whether it's 10 billion pesos, 100 billion pesos, whatever we're going to allocate there.
22:26.0
Potential billions of dollars that we're going to allocate over the next few years, hopefully this will be used and deployed in the best way possible. So my best wishes to the government and we're going to follow up in the coming months and years, God willing, what's going to happen when it comes to the education sector because we really have to do something about it.
22:45.0
And who knows, maybe Sardu 30 could be the one to upend the system. But we still have to get to know who are really going to execute and implement this on the ground. Operationalization is also as important as the blueprint.
22:57.0
So this is the thing that we're looking at.
23:01.0
Okay. Maraming salamat mga kamayat. I'll keep it here. Sabi nga, walang... Let's be kind. Good vibes lang tayo. So thank you very much. Maraming salamat sa lahat ng mga comment, nag-support sa atin.
23:11.0
As always, sila Mitch Tencho, Sir Michael Uy, Riz Annie, Justin Lumberi, lahat ng mga comment and all here. Good vibes lang tayo here. Okay, so please check the numbers, the data on your own and we'll post it also down there.
23:23.0
And please, as much as possible, guys, please try to come up with an objective understanding. Kasi malalim talaga ang problema nito. So whether you like who's in charge or not.
23:35.0
The question is, how can we help our government and our education sector? And for me, it's something more personal and close to my heart because I'm also an educator.
23:52.0
And of course, I also work with public institutions, in this case, University of the Philippines. So my best wishes to the government. Hopefully, we can deal with this because kawawa naman yung mga estudyante.
24:02.0
Kawawa naman yung bansa natin kung hindi natin maayos talaga itong ugat ng problema pagdating sa education sector.
24:08.0
And this could be really the Achilles heel for the Philippines in the coming decades if we don't deal with this problem in a decisive and radical manner anytime soon.
24:16.0
So my best wishes and let's see how things are going to move forward. I'm going to post sa baba yung sources na ginamit natin dito, where the data came from, etc.
24:23.0
You're free to check them on your own. God bless. Thank you very much and talk to you soon.
