Good afternoon, I'm Denise Dinsay and here are the stories that made it to ANC's rundown.
00:12.8
China orders a Philippine Coast Guard plane that flew over Manila's waters to leave.
00:20.0
Xi Jinping secures an unprecedented third term as China's president.
00:27.0
And Philippine police raid the properties of a house lawmaker implicated in several
00:32.6
murders in Negros Oriental.
00:37.7
Welcome to the program.
00:38.9
A Philippine Coast Guard aircraft encounters several radio challenges from China.
00:44.5
The plane, which was carrying journalists, was ordered to leave by China when it flew
00:50.0
over the Spratly Islands Thursday.
00:52.8
It was again challenged by Beijing as it flew over another hotspot, the Ayungan Shoal,
00:58.7
where China used a military-grade laser on a Philippine vessel last month.
01:04.2
China claims sovereignty over almost the entire South China Sea.
01:09.4
During the four-hour flight, PCG personnel also identified nearly 20 Chinese vessels,
01:15.9
including suspected maritime militia boats, in Philippine waters.
01:22.3
Over in China, Xi Jinping formally tightens his grip on power.
01:26.4
Xi has been handed his third term as president, capping a rise that has seen him become China's
01:32.8
most powerful leader in generations.
01:36.2
His appointment was locked in after a vote by Beijing's rubber-stamp parliament.
01:41.8
This also comes after he secured another five years as head of the Communist Party and
01:47.7
the military.
01:49.3
Back in 2018, Xi paved the way for him to rule China for life when he abolished a two-year
01:55.5
term limit on the presidency.
02:00.8
Back at home, Philippine police raid properties owned by lawmaker Alnorfo Tevez Jr. in Negros
02:06.6
Oriental.
02:07.6
According to his lawyer, Ferdinand Topasho, police searched the four illegal firearms.
02:13.4
But Topasho claims they have already surrendered most of the weapons to authorities.
02:18.8
Tevez is linked to the March 4 slay of Negros Oriental Governor Roel Degamo.
02:24.9
He's also facing murder charges in connection with the killing of former Negros Oriental
02:30.4
board member Miguel Duong and two others in 2019.
02:35.7
I'm confident that Congressman Tevez will be exonerated if only for the simple fact
02:44.9
that he's innocent of these charges.
02:49.8
Topasho asserts his client is ready to answer all allegations once he gets back from the
02:55.8
U.S.
02:56.8
The lawmaker is supposed to return home today, but he has requested to extend his trip.
03:05.5
The task force leading the probe on Governor Degamo's killing meanwhile reveals the murder
03:10.6
was planned since late last year.
03:14.3
Authorities add they are narrowing down the possible motive for the killing, which now
03:19.1
include personal grudge and political rivalry.
03:23.0
But they assert no one is being singled out.
03:26.9
Since December, may mga suspects na po na were recruited to conduct casing and surveillance
03:36.6
intelligence works to determine the best option on how to attack the governor.
03:45.4
And nag-recruit sila.
03:47.1
We are looking into everyone, not only Congressman Tevez.
03:52.6
Of course, it is considered because of what the suspect had mentioned.
04:02.3
The Philippine military, meanwhile, vows to ramp up monitoring of its active and former
04:07.2
personnel who may be engaged in criminal activities.
04:11.2
That's after some of them were tagged in the killing of Governor Degamo.
04:17.3
The army has already said that it will review the transition assistance program.
04:24.5
This program is intended for the retiring personnel.
04:28.1
Now the Philippine army is thinking of including those who will be separated from the service
04:37.0
because of the cases they are facing.
04:39.8
We have taught these people the skill that is very dangerous if used in crimes or in
04:49.3
lawlessness.
04:50.3
So, I think it is also our responsibility to make sure that these skill sets that they
04:58.2
have learned will not be used against our people.
05:03.0
Philippine investigators are reviewing the exchange of online messages by fraternity
05:07.6
members involved in the death of Adamson University student John Matthew Salilig.
05:13.4
The messages by Tau Gama Phi fraternity members show how they tried to conceal their crime.
05:22.1
Five persons of interest have already surrendered to the NBI in the investigation of the alleged
05:27.2
hazing death of John Matthew Salilig.
05:29.7
Contents of the alleged chat group of the Tau Gama Phi fraternity were also submitted
05:34.0
to the NBI and is now under scrutiny.
05:37.2
Members talked about the condition of one member, though Salilig was not named.
05:41.7
Before 9 p.m., Salilig was brought to the house of a frat man which is consistent with
05:46.4
the statement of one member.
05:48.2
The group struggled to bring him inside the house.
05:51.0
A frat man gave instructions to startle and forcibly awaken Salilig, including biting
05:56.3
his fingers.
05:57.7
They were also told not to bring him to the hospital.
06:00.7
They were also instructed to avoid the CCTVs in the house.
06:04.2
By 9.45, the group panicked when they noticed that Salilig was not breathing despite administering
06:10.4
CPR.
06:11.4
At this point, the exchange of messages suggests Salilig did not recover.
06:15.8
It was past midnight when they talked about deleting messages.
06:19.4
They also agreed to dispose of Salilig's body.
06:22.4
They looked for a bed sheet to wrap around Salilig's body and there was an order to replace
06:26.8
the car's plate number.
06:28.2
A canal in Cavite was identified by the group, until there was an order to throw the body.
06:33.7
It was 8 in the morning when members started leaving the group chat one by one, until the
06:38.4
group chat was deleted.
06:39.9
Elias Biggy, an officer of the fraternity, denied the allegations on Wednesday that
06:44.7
he was involved in the planning of the initiation and polishing the paddles, which were specified
06:49.9
in the group chat.
06:51.5
The lawyer of Elias Void, another person of interest, explained that while he had participation
06:56.8
in the initiation, he says it was born out of fear.
07:00.3
The
07:21.7
NBI will create a timeline of events and enumerate the participation of each fratman.
07:27.6
Nico Bawa, ABS-CBN News.
07:32.6
Meanwhile six more people who are allegedly involved in the death of John Matthew Salilig
07:37.5
are expected to surrender to authorities.
07:40.6
That's according to Philippine Justice Secretary Jesus Crispin Remulla.
07:44.9
He adds more witnesses have also been identified.
07:49.4
I got the report yesterday that there were more witnesses who wanted to surface and give
07:57.4
a, to clarify the involvement or non-involvement in the, in what happened in the hazing cases.
08:08.6
Over in Cebu City, four suspects in the alleged hazing death of a university student there
08:14.0
have surrendered to authorities.
08:16.2
Cebu City police say the persons turned themselves in Thursday and they include the master initiator
08:22.4
of the Tau Gamma Phi fraternity rites said to have killed Ronel Baguio in December last
08:28.3
year.
08:29.3
Police say they may file the charges by next week.
08:32.9
That's after one witness in the hazing rites surfaced whose statement could prove vital
08:38.4
to the case.
08:39.8
It adds two more suspects remain at large.
08:46.0
They were moved by their conscience now that they have seen the extent of the incident
08:53.3
and as well as they have been briefed by the elders of their fraternity.
08:57.4
We do not consider them a flight risk.
08:59.6
Actually yesterday they've already committed that they will really face the consequences
09:04.8
of their actions.
09:09.5
President Marcos graces the graduation rites of the Philippine National Police Academy
09:14.5
in Silangkavite.
09:16.2
Our very own Joyce Balancho joins us for an update.
09:19.2
Joyce.
09:20.2
Yes, Denise, Philippine President Ferdinand Marcos Jr. led the giving of awards and diplomas

09:36.3
In his speech, President Marcos congratulated the 208 cadets that comprise the Maasahang

09:51.3
He reminded the cadets to be morally upright and to always defend and protect the rights
09:56.5
of the Filipino people.
09:58.4
The chief executive also said that he hoped that the graduates would serve as catalysts
10:02.9
for restoring public trust to the PNP as well as other law enforcement agencies.
10:08.7
He also encouraged them to keep in mind to always fulfill their duties and responsibilities
10:13.8
with fairness and impartiality, and that delivery of public service should be devoid
10:18.8
of prejudice, favoritism, or discrimination.
10:21.8
Meanwhile, also during the program, the president also witnessed the outstaking of the new
10:26.8
police lieutenants, jail inspectors, and fire inspectors.
10:30.2
Out of the 208 graduates, 186 of them will be joining the Philippine National Police,
10:36.3
11 will be in the Bureau of Fire Protection, and another 11 will be part of the Bureau
10:41.5
of Jail Management and Penology.
10:44.3
Police Cadet Francis Zeneta has been hailed as class valedictorian.
10:49.1
Prior to entering the PNPA, he finished Bachelor of Science in Education, major in mathematics
10:55.3
at the Mindoro State College of Agriculture and Technology as magna cum laude.
10:59.8
Additionally, also Denise, we also saw suspended Buker chief Gerald Bantag attending the commencement
11:06.2
exercises earlier and was beside the president on stage while his son, Steele Bautista Bantag,
11:14.2
received his diploma.
11:15.2
In a separate interview, Steele Bantag said that he plans to join the BFP after his graduation,
11:22.0
and he said he's not affected by the cases or controversies being leveled against his
11:28.1
father.
11:29.1
Meanwhile, PNPA Director of Police Major General Eric Noble, in his speech, also thanked
11:34.0
President Marcos for making time and attending the commencement exercises here in Cavite.
11:39.0
He also said the PNPA is currently developing a parade ground just within this compound
11:45.2
that would be named Marcos Field.
11:48.1
Denise?
11:49.1
Thanks, Joyce.
11:52.0
Naviation authorities working double time to determine the possible cause of the plane
11:57.1
crash in Isabela.
11:59.0
They say every piece of the wreckage will help their investigation.
12:04.0
Wala po siya talagang designated airway.
12:08.7
12:21.9
Ano po ba ang mga nangyari?
12:23.6
Ang po ba i-brought about by weather na lost siya ng control, went into tinatawag natin
12:30.5
unusual state of attitude ng aeroplano, or sira po ba ito ng makina or ng airframe ng
12:37.2
aeroplano.
12:38.2
So mahalaga pong makuha natin lahat yung mga parts niyan para po mapag-aralan.
12:45.3
Captain Edgardo Diaz also says the ill-fated flight could have reached its destination
12:50.6
in about 10 minutes when the crash happened.
12:53.8
A relative of one of the victims, meanwhile, appeals to Isabela's local government to
12:59.7
do something to prevent a similar tragedy from happening again.
13:04.2
13:26.7
natuloy.
13:27.7
Redentor Gabutan is the brother of Josefa Perla España.
13:33.4
At the start of the search, one of España's relatives was able to reach her phone.
13:39.0
No one answered until it lost contact.
13:42.0
But that signal helped search efforts for the plane.
13:47.3
Over now to the oil spill in Oriental Mindoro.
13:50.0
A fisherfull group wants government intervention to address fish supply woes in the province.
13:56.7
Malahaya says this is needed to prevent traders from jacking up fish prices.
14:02.5
The group adds government should require the sunken tanker's owner to provide daily compensation
14:08.7
to affected residents there.
14:11.0
Hindi nga subsidy, dapat arawan sa ahod.
14:15.3
May mga iba pang mga pangailangan yung pamilya nila, may mga anak silang nag-aaral, diba?
14:22.2
Pero kailangan yan, dapat mayroong sahod na i-compensate doon sa oil company.
14:34.0
Environmental advocates, meanwhile, hope to see a more responsible shipping line industry
14:38.9
to prevent more cases of oil spills.
14:42.0
Greenpeace says there must be a conscious effort to avoid sailing in protected waters.
14:48.6
It also asserts companies involved in oil spills should be the ones on top of containment
14:54.1
and rehabilitation efforts.
14:56.3
Nakikita natin na hindi lang sa hindi nag-i-improve ang mga shipping companies and also yung mga
15:05.2
fossil fuel industries in ensuring that their business operations will not harm the environment.
15:11.8
Although, alam natin na the fossil fuel industry itself is harmful to the environment.
15:18.9
Wala tayo nang hihitang improvement na lalo na sa transport.
15:24.3
And case in point, ito ngayon nangyari sa Mindoro, is a reminder for us na walang progress
15:30.0
from these companies.
15:34.3
For a Dig at Quick break, coming up, seven people were killed while eight others were injured
15:39.5
in a shooting incident in Germany.
15:41.7
More on that when we come back.
15:43.7
Stay with ANC's One Down.
16:06.3
Back with more news.
16:07.3
A fatal shooting erupts at a Jehovah's Witness church in the north German city of Hamburg,
16:13.4
leaving seven dead and eight others wounded.
16:17.0
Police say a gunman is believed to be dead, but there could be more than one assailant.
16:22.6
The shooting rampage happened at 9 p.m. local time.
16:26.6
An investigation is now underway to determine the motive.
16:30.8
I cannot give any information on the background at the moment.
16:37.5
This is all still speculation.
16:39.0
We have no indications that the perpetrator is on the run, but rather indications that
16:44.2
the perpetrator is possibly in the building, possibly even among the dead.
16:53.7
Russia unleashes a barrage of high-precision missile strikes in Ukraine.
16:58.8
The strikes killed at least nine people and triggered power cuts in several areas, including
17:04.4
at Europe's biggest nuclear power plant.
17:07.5
Russia said the strikes were in retaliation for a border incursion earlier this month,
17:13.2
where alleged Ukrainian nationalists killed two civilians.
17:17.2
Kyiv has denied that accusation.
17:23.2
The goal of the strike has been achieved.
17:25.3
All the targets have been hit as a result of the strike.
17:29.0
UAV bases were destroyed, transfer of reserves and transportation by train of foreign equipment
17:35.3
were thwarted.
17:40.3
Switching gears now, you may remember Hilary Dayan-Andales as the first Filipino winner
17:45.4
of the Breakthrough Junior Challenge, also known as the Oscars of Science.
17:50.8
It came as no surprise that she ended up studying at the Massachusetts Institute of
17:55.3
Technology, where she's now a graduating student majoring in physics.
17:59.9
Hilary plans to pursue a doctoral degree.
18:03.0
Get this, she got accepted in not one, but seven top universities in the U.S.
18:08.8
Given what she achieved, Hilary hopes to inspire women like her who love science to just reach
18:15.2
for their dreams.
18:16.8
I actually don't think about glass ceilings at all.
18:23.2
So it's an open journey and an open road for me, and I know glass ceiling for me.
18:30.8
Throughout my time at MIT, I've failed some exams.
18:34.1
I've cried about some homework, and I keep all of those documented.
18:41.4
And those just really helped me put everything into perspective that all these failures
18:48.4
really are just learning opportunities.
18:52.4
Asked if there's a frontrunner yet on the seven prestigious universities that want her,
18:58.0
Hilary says so far she's considering Yale, Stanford, and University of Chicago.
19:05.2
And before we go, Disney Plus drops a new heartwarming film that tells the story of
19:10.0
an Asian-American trying to make it big in basketball.
19:14.0
Our Hollywood correspondent, Yon Chavez, talks with the cast of Chang Can Dunk in this report.
19:22.4
In Chang Can Dunk, the new film from Disney Plus, Chang dreams of becoming a basketball
19:27.2
player like his idol Kobe Bryant.
19:29.6
But first he has to accomplish a major life goal, have faith in himself.
19:34.2
Bloomlee stars as the 5'8 student Chang who aspires to prove to everyone that he could
19:38.7
reach the 10' high hoop net and score a dunk.
19:42.2
How keenly did you relate to Chang in terms of his high school experience and as an immigrant?
19:49.8
I think I definitely have more friends than Chang in high school.
19:54.4
I kind of was a little bit more popular than Chang in high school.
19:59.6
But I related to Chang's immigrant experience and like his desire to like want to be seen
20:04.6
a lot.
20:05.6
You know, there's a scene in the movie where Chang sits down with his mother while she's
20:11.0
asleep and like on the couch.
20:13.9
And I've had that moment in my life like many times.
20:18.5
So I think his experience, I think the important things of Chang I completely related to and
20:24.7
was able to kind of embody.
20:26.7
The coming of age movie is loosely based on writer-director Jimmy Hsiao's own experiences
20:31.7
growing up as an Asian-American.
20:33.6
I think that all Asian-American filmmakers when they're making something, they feel
20:37.3
that.
20:38.3
I think all minority people of color who are filmmakers, they feel like they're, because
20:44.1
the opportunities are so slim that when they do get a chance, they are representing more
20:49.4
than just themselves.
20:52.1
But what I've always believed that is if you're pulling from a personal truth, if you're really
20:57.6
being honest with what the story is and what you're trying to say, then you're doing the
21:03.6
best that you can to represent you and whatever community that you belong.
21:07.7
And that's all we can do as artists is to show our truth.
21:11.4
The heartwarming music in the film was done by a pair of Filipino talents.
21:15.5
Angela Asistio is its music supervisor who found songs for the film.
21:20.4
Chang conducts film composer Nathan Matthew David is also Filipino.
21:24.8
He and she and I talked early on about the sort of influences that we wanted to have.
21:31.4
The fact that we were going to include a lot of different genres, you know, I think a lot
21:35.4
of times basketball is associated with hip-hop, but we wanted to, you know, bring in other
21:40.9
aspects of music that could, you know, change the way that the movie feels.
21:50.6
And just working with them was an incredible experience.
21:54.6
The movie also features a song by Grammy-winning film singer Steve Lacey.
21:58.8
Yong Chavez, ABS-CBN News, here in Hollywood.
22:04.6
And that's The Rundown.
22:05.6
I'm Denise Dinsay.
22:06.6
Thank you so much for watching.
