04:47.5
Good morning, I'm Stanley Palisada.
04:49.5
Here are the stories that made it to ANC's rundown.
04:51.5
Police raid several properties
04:53.5
owned by Negros Oriental congressman
04:55.5
Arnolfo Tevez Jr.,
04:57.5
who has been implicated in several murders in the province.
05:01.5
Philippine economic managers estimate
05:04.5
a constitutional convention to amend
05:06.5
the 1987 charter will cost
05:08.5
the government at least 14.7 billion pesos.
05:12.5
And seven people killed in a shooting
05:15.5
at a Jehovah's Witness church in Germany.
05:21.5
Philippine police conduct raids
05:23.5
in several properties owned by
05:25.5
Negros Oriental 3rd District representative
05:27.5
Arnolfo Tevez Jr.
05:29.5
The Criminal Investigation and Detection Group
05:31.5
implements search warrants
05:33.5
in three houses owned by Tevez in Negros Oriental.
05:36.5
The lawmaker has been implicated
05:38.5
in the March 4th slay of Negros Oriental
05:40.5
governor Ruel de Gamo.
05:42.5
He's also facing murder complaints
05:44.5
in connection with the killing of
05:46.5
former Negros Oriental board member
05:48.5
Miguel Dungog in 2019.
05:50.5
Tevez has been in the U.S. on a personal trip,
05:53.5
but his camp said he will definitely
05:55.5
return to the Philippines to face the charges
05:57.5
filed against him.
06:01.5
The task force leading the probe
06:03.5
on governor de Gamo's killing
06:05.5
meanwhile reveals the murder was planned
06:07.5
since late last year.
06:09.5
Authorities add they are narrowing down
06:11.5
the possible motive for the killing
06:13.5
which now include personal grudge
06:15.5
and political rivalry.
06:17.5
But they assert no one is being
06:19.5
singled out in the probe.
06:23.5
Since December,
06:25.5
three suspects were recruited
06:27.5
to conduct
06:29.5
casing and surveillance,
06:31.5
intelligence works
06:33.5
to determine
06:35.5
the best option
06:37.5
on how to attack the governor.
06:39.5
And they recruited them.
06:41.5
We are looking into everyone,
06:43.5
not only Congressman Tevez.
06:47.5
Of course,
06:49.5
it is considered because of what
06:51.5
the suspect had mentioned.
06:55.5
The Philippine military meanwhile
06:57.5
vows to ramp up monitoring of its
06:59.5
active and former personnel
07:01.5
who may be engaged in criminal activities.
07:03.5
That's after some of them
07:05.5
were tagged in the killing of
07:07.5
governor de Gamo.
07:09.5
The army has already
07:11.5
said that it will review
07:13.5
the transition
07:15.5
assistance program.
07:17.5
This program is intended for the
07:19.5
Philippine personnel.
07:21.5
The Philippine army is thinking of
07:23.5
including
07:25.5
those who
07:27.5
will be separated from the service
07:29.5
because of the cases they are
07:31.5
facing. We have taught these people
07:33.5
the skill
07:35.5
that is very dangerous
07:37.5
if used
07:39.5
in crimes or
07:41.5
in lawlessness.
07:43.5
I think it is also
07:45.5
our responsibility to make sure
07:47.5
that these skill sets
07:49.5
that they have learned will not be used
07:51.5
against our people.
08:22.5
There is no direct
08:24.5
or established path
08:26.5
in that area.
08:28.5
Especially that they are being brought
08:30.5
by dozens of
08:32.5
passengers and pilots.
08:34.5
That's why it will take a long time
08:36.5
for them to get off.
08:38.5
Local officials in Isabela
08:40.5
vow to provide aid to those
08:42.5
left behind.
08:46.5
We provide all the necessary assistance
08:48.5
to the relatives, especially
08:50.5
the young kids
08:52.5
that were inside
08:54.5
that plane. It's only
08:56.5
the pilot that
08:58.5
is not from Isabela.
09:02.5
The plane went missing on the afternoon
09:04.5
of January 24, shortly after
09:06.5
taking off from the Cahuayan airport.
09:08.5
It was bound for the town of
09:10.5
Maconacon.
09:12.5
The massive
09:14.5
oil spill in Oriental Mindoro
09:16.5
now threatening the coastlines of
09:18.5
Niwagaw Island in Antique.
09:20.5
Dennis Dato reports.
09:22.5
Residents of
09:24.5
Niwagaw Island in Antique
09:26.5
say the oil spill reached
09:28.5
their shores last Saturday
09:30.5
and has affected at least 2 kilometers
09:32.5
of their prized white sand shores.
09:34.5
Those involved in the cleanup
09:36.5
say they are forced to bury
09:38.5
the collected oil due to the
09:40.5
lack of empty containers.
09:42.5
We will get it
09:44.5
when there are available
09:46.5
empty drums.
09:48.5
We will collect it first
09:50.5
on the beach.
09:52.5
We will get about 100 drums.
09:54.5
100 drums? The one you buried?
09:56.5
Yes, sir. This one.
09:58.5
This one was almost buried.
10:00.5
When it wasn't buried,
10:02.5
my ears hurt and I lost my voice.
10:04.5
The oil spill has also
10:06.5
destroyed several hectares
10:08.5
of seaweed plantation,
10:10.5
the island's primary source of livelihood.
10:12.5
In the meantime,
10:14.5
representatives from the
10:16.5
provincial capital of Oriental Mindoro
10:18.5
visited the island on Thursday.
10:20.5
They brought with them food packs,
10:22.5
drinking water, and medical
10:24.5
supplies for residents
10:26.5
affected by the oil spill.
10:28.5
There's no food.
10:30.5
We can't eat.
10:32.5
We are really hungry, sir.
10:34.5
In the town of Pola,
10:36.5
more residents continue to suffer
10:38.5
from the loss of livelihood.
10:40.5
Many are complaining the government
10:42.5
subsidy is not enough.
10:44.5
I hope you can
10:46.5
help us.
10:48.5
We are really
10:50.5
affected by the oil spill.
10:52.5
There are many
10:54.5
people here
10:56.5
who are really hungry.
10:58.5
The task force created by the local
11:00.5
government unit has discussed the
11:02.5
possible charges it will file
11:04.5
against the owner of the sunken,
11:06.5
empty Princess Empress.
11:08.5
That's the first thing
11:10.5
the investigation will look into.
11:12.5
What will they answer?
11:14.5
Pola Mayor Jennifer Cruz
11:16.5
is also appealing for any kind
11:18.5
of support for the residents
11:20.5
since the town's limited calamity fund
11:22.5
is almost gone.
11:24.5
Dennis Dato, ABS-CBN News,
11:26.5
Oriental Mindoro.
11:28.5
A fisherfolk group
11:30.5
meanwhile wants government
11:32.5
intervention to address
11:34.5
fish supply woes in the province
11:36.5
of Oriental Mindoro.
11:38.5
Pola Mayor says this is needed to prevent
11:40.5
traders from jacking up fish prices
11:42.5
amid a lower catch rate.
11:44.5
The group adds the sunken tanker's
11:46.5
owners should provide daily
11:48.5
compensation to the affected residents
11:50.5
there.
11:52.5
It's not a subsidy.
11:54.5
It should be paid daily.
11:56.5
Their families have other needs.
11:58.5
They have children who are studying.
12:00.5
Right?
12:02.5
It should be paid.
12:04.5
It should be compensated
12:06.5
to the oil company.
12:36.5
Pola Mayor is looking to generating more jobs.
13:06.5
Despite rising consumer prices,
13:18.5
more Filipinos are still optimistic
13:20.5
about the Philippine economy.
13:22.5
The latest Social Weather Station's
13:24.5
survey shows nearly half of
13:26.5
adult Filipinos remain confident
13:28.5
the economy will improve in the next
13:30.5
12 months. Only 9%
13:32.5
expect the economy to worsen
13:34.5
while 33% feel
13:36.5
neutral about the issue.
13:38.5
The data brought the net economic
13:40.5
optimism score to 40,
13:42.5
still classified as excellent,
13:44.5
but it is one
13:46.5
point below the score recorded
13:48.5
in the previous survey.
13:52.5
Meanwhile, President Marcos calls on local
13:54.5
governments to support his administration's
13:56.5
priority legislative
13:58.5
measures to boost
14:00.5
economic and business activity.
14:02.5
These include the E-Governance Act
14:04.5
and amendments to the Build, Operate
14:06.5
and Transfer Law.
14:08.5
Speaking at the National Convention of the
14:10.5
Philippine Counselors League, the President
14:12.5
also rallied for support for the
14:14.5
proposed National Land Use Act
14:16.5
which seeks to
14:18.5
clearly identify
14:20.5
the purpose of real estate.
14:24.5
We will say, this is commercial.
14:26.5
This is industrial.
14:28.5
If you will develop, this is residential.
14:30.5
This is agricultural.
14:32.5
Don't touch that.
14:34.5
If we do this,
14:36.5
this common valuation,
14:38.5
it will be very clear
14:40.5
what will be
14:42.5
the payment for the use
14:44.5
of that land.
14:50.5
Philippine House lawmakers are expected to
14:52.5
approve by next week the implementing
14:54.5
bill on the call for a constitutional
14:56.5
convention to propose changes
14:58.5
to the 1987 Charter.
15:00.5
House Majority Leader Manuel
15:02.5
Dalipe says the bill is one of the
15:04.5
remaining priorities of the lower chamber
15:06.5
before Congress goes on its
15:08.5
summer break later this month.
15:12.5
We're hoping we're gonna
15:14.5
pass it and
15:16.5
we'll wait for our counterparts in the Senate
15:18.5
on how they will be
15:20.5
receiving and
15:22.5
probably discussing what we
15:24.5
have passed.
15:26.5
The Senate, however,
15:28.5
insists Charter change is not a
15:30.5
priority.
15:32.5
It's not the priority
15:34.5
of the President. It's also not our priority.
15:36.5
Binabatikos na nga kami.
15:38.5
Hindi namin natatabos yung aming legislative agenda.
15:40.5
E tapos Charter change pa pag-usapan.
15:42.5
Pag-usapan ng Charter change.
15:44.5
Abot ng taon-taon yan.
15:46.5
So, ang debate napaka
15:48.5
tinde. Napaka
15:50.5
divisive na issue
15:52.5
ang mangyayari dyan.
15:54.5
Baka hindi natin mapigilan
15:56.5
na biglang may political amendments
15:58.5
na ipapasok.
16:00.5
Pagtanggal ng term limits.
16:02.5
Pag-extension ng mga terms.
16:04.5
Siyempre magagalit ang taong bayan dyan.
16:10.5
The National Economic and Development Authority
16:12.5
lays down estimated costs
16:14.5
for the proposed Constitutional Convention
16:16.5
to amend the 1987 Charter.
16:18.5
NEDA said it will cost
16:20.5
the government 14.7 billion pesos
16:22.5
if the election of CONCON
16:24.5
delegates coincides with the
16:26.5
Village and Youth Council polls this year.
16:28.5
That's a fairly smaller
16:30.5
amount than if it will be held separately,
16:32.5
which is estimated to
16:34.5
cost around 28.5
16:36.5
billion pesos.
16:38.5
Amid an expected bumpy ride at the
16:40.5
upper chamber, Senator Robin Padilla
16:42.5
insists it is high time
16:44.5
to update majority of the provisions
16:46.5
of the Constitution.
17:12.5
We're taking a quick break. Still to come, Chinese President
17:14.5
Xi Jinping set to be handed a
17:16.5
third term as president. That's next on The Rundown.
17:18.5

21:20.2
We are now being able to provide the services needed by our citizens, by our consumers.
21:50.2
We are back on the rundown. A fatal shooting erupts at a Jehovah's Witness church in the north German city of Hamburg,
22:01.2
leaving seven people dead and eight others wounded.
22:04.2
Police say a gunman is believed to be dead, but there could be more than one assailant.
22:09.2
The shooting rampage happened at 9 p.m. local time. An investigation is now underway to determine the motive.
22:16.2
I cannot give any information on the background at the moment. This is all still speculation.
22:26.2
We have no indications that a perpetrator is on the run, but rather indications that the perpetrator is possibly in the building, possibly even among the dead.
22:36.2
Three people are wounded in a suspected terrorist attack in Tel Aviv, Israel.
22:51.2
Authorities say a gunman opened fire at a popular street for shoppers before being neutralized by police.
22:58.2
The shooting came hours after an Israeli military raid killed three Palestinian militants in the occupied West Bank.
23:08.2
A wave of Russian missile strikes knocks out power in Ukraine's second largest city of Kharkiv.
23:14.2
The governor says around 15 ballistic missiles hit the city with infrastructure among the targets.
23:21.2
Russia launched the attacks across Ukraine Thursday while people slept, killing at least six civilians.
23:28.2
Moscow's defense ministry says they were in response to a border incursion earlier this month, where alleged Ukrainian nationalists killed two civilians.
23:37.2
Kyiv has denied that accusation.
23:41.2
The goal of the strike has been achieved. All the targets have been hit. As a result of the strike, UAV bases were destroyed, transfer of reserves and transportation by train of foreign equipment were thwarted.
23:56.2
North Korea fires yet another ballistic missile Thursday. South Korea's military said a short-range missile was fired from the north's western port city of Nampo Thursday night.
24:13.2
The latest show of force by Pyongyang comes days before Seoul and Washington kick off major joint military exercises.
24:20.2
North Korean media also reported Kim Jong-un witnessed a ground assault drill that shows the country is ready to respond to actual war.
24:29.2
Relations between the two Koreas are at one of their worst points in decades as the north ramps up its weapons testing and the south turning to the U.S. for increased security.
24:43.2
Chinese President Xi Jinping formally tightens his grip on power. Xi will be handed his third term as president Friday, capping a rise that has seen him become China's most powerful leader in generations.
24:58.2
Thousands of delegates to the National People's Congress will vote on Xi's appointment, but the process is a mere formality for China's rubber-stamp parliament after Xi secured another five years as head of the Communist Party last October.
25:13.2
Back in 2018, Xi paved the way for him to rule China for life when he abolished the two-year term limit on the presidency.
25:24.2
Over in Malaysia, former Prime Minister Muhyiddin Yassin pleads not guilty to corruption and money laundering.
25:32.2
The charges are in connection with a probe on Muhyiddin's political party, Bersatu, over alleged irregularities in stimulus programs aimed at helping the country recover from the pandemic.
25:43.2
Muhyiddin, who served as prime minister between 2020 and 2021, could face up to 20 years in jail if convicted, but is likely to be out on bail while the case is being heard.
26:00.2
The government of the former Soviet Republic of Georgia withdrew a controversial Russian-style bill following two nights of widespread protests.
26:08.2
It announced the move hours after tens of thousands of protesters clashed with police outside parliament.
26:15.2
The controversial legislation would have required organizations receiving 20 percent of funding from abroad to register as foreign agents or face fines.
26:25.2
Demonstrators denounced the bill as reeking of Russian authoritarianism.
26:30.2
Rights experts had warned of the measure's chilling effect on Georgia's civil society and democracy.
26:40.2
U.S. President Joe Biden formally rolls out his 2024 budget proposal that is already facing stiff opposition from Republican lawmakers during a visit to Philadelphia.
26:52.2
The Democratic president stressed his plans to raise taxes on those earning more than $400,000 a year.
26:58.2
This is in a bid to cut the nation's deficit by nearly $3 trillion over 10 years.
27:28.2
Amid the economic upheaval of the past four decades, too many people have been left behind or treated like they're invisible. Not anymore.
27:38.2
Republicans led by House Speaker Kevin McCarthy described Biden's proposal as reckless.
27:43.2
The GOP has been demanding severe cuts to spending in return for lifting the government's legal borrowing limit.
27:50.2
Back here at home, we now have on the line Attorney Ferdinand Topacio. He's the legal counsel of Congressman Arnulfo Tevez Jr., whose houses in Negros Oriental were raided by authorities.
28:02.2
Good morning, Attorney Topacio, and welcome to The Rundown.
28:05.2
Yes, good morning, and thank you for having me on your show.
28:10.2
Good to have you here. Now, please tell us briefly how many warrants were served.
28:14.2
Actually, sir, you will have to pardon me. The reports reaching me are sketchy at the moment because our lawyers on the ground, our people on the ground, were denied access to the premises being searched, which I consider quite irregular.
28:31.2
The tentative reports reaching me is that there were five houses which were served with search warrants by the CIDG.
28:44.2
All right. Based on the reports also that you've been receiving, were all of these in connection with the Digamo case at this point?
28:50.2
We have no information. Our unverified reports is that these are supposed to be in connection with certain unlicensed firearms purportedly belonging to Congressman Tevez.
29:05.2
But since we had anticipated this action after several witnesses had pointed to him as the alleged mastermind of the Digamo killing, yesterday I verified and made sure that all of the firearms of Congressman Tevez,
29:22.2
which were covered by the cancelled LPAPs of the PNP, were properly surrendered to the proper precincts in accordance with the implementing rules and regulations on the licensing and possession of firearms.
29:37.2
And we have the corresponding receipts for this.
29:40.2
All right. So you've already surrendered the firearms in question, Atty. Topacio?
29:45.2
Some of them were surrendered. Well, most of them were surrendered a month ago, I believe, and the rest were surrendered recently.
29:54.2
And they are covered with the proper receipts and we had the proper coordination with the Firearms and Explosives Division as well as the local precinct commanders.
30:05.2
All right. So far since the warrants were issued, have you spoken to your client, Congressman Arnulfo Tevez, Jr.?
30:11.2
What does he have to say about this?
30:13.2
I'm trying actually to contact him in between interviews, but I have already made a briefer that I will try to send to him as soon as I get a hold of him.
30:23.2
When is he coming home?
30:25.2
I have no information. He's supposed to come home today, but recently his congressional staff informed me that he had requested for an extension of his stay.
30:39.2
All right. And lastly, for the rest of the day, what are the next steps you're planning?
30:44.2
Well, the next step should come from the prosecution. The ball is in their court, so to speak.
30:50.2
In both cases, there is an alleged murder attributed to him which was supposedly perpetrated in 2019 that was filed.
31:02.2
And then this incident regarding Governor Degamo, in both of these instances, we have not been officially informed of any charges.
31:11.2
We have not received any subpoena, so we will just await that.
31:14.2
And then based on the evidence that are supposed to be attached to the subpoena when we get them, we will be able to formulate a defense for our client.
31:25.2
And I'm confident that Congressman Tevez will be exonerated if only for the simple fact that he's innocent of these charges.
31:34.2
All right. On that note, we thank you so much for joining us, Attorney Ferdinand Topacio.
31:38.2
It was always an honor and a pleasure. Thank you very much and God bless.
31:41.2
Have a good day. And that's the rundown. I'm Stanley Palisada. We'll be back with more news at 11. Keep it here on ANC.
32:11.2
Oh, no.
32:41.2
Oh, no.
