methods na we have allowed more
00:03.2
transportation to come out.
00:05.0
That's going to prove to be
00:07.2
better for demand.
00:08.2
If we do follow the Health Protocols,
00:11.0
the ability of people to move around
00:12.5
will likely contribute better to growth.
02:00.0
The greatest disruptor of all time is actually COVID-19.
02:08.6
Because of limited mobility,
02:10.0
people are also not being able to go to
02:12.2
physical branches, etc.
02:14.2
The views and opinions expressed in the following program

02:31.0
Hello, everyone.
02:32.0
It's Monday, March 13 here in Manila.
02:35.0
I'm Karen Davila giving you the head start for the day.
02:38.0
We start the week.
02:40.0
Our guests today.
02:41.0
First, we discuss the heightened security measures
02:44.0
in Negros Oriental following the murder
02:47.0
of Governor Roel Begamo
02:49.0
with Major Senon Pancita III
02:52.0
of the Joint Task Force Negros.
02:55.0
And later on,
02:56.0
Jefferson Chua of Greenpeace Philippines
02:59.0
will be joining us as we talk about the impact
03:02.0
of the worsening oil spill in Oriental Mindoro.
03:06.0
Is the government working fast enough
03:09.0
to contain the oil spill?
03:11.0
First, the headlines.
03:13.0
Today's big stories.
03:15.0
House Speaker Martin Romualdez
03:17.0
wants a probe into the absence
03:20.0
of Negros Oriental Governor Roel Begamo's
03:23.0
police escorts on the day of his killing.
03:27.0
The Philippine military deploys more troops
03:29.0
to Negros Oriental
03:31.0
as the hunt continues
03:33.0
for the suspects in Begamo's murder.
03:36.0
And members of the Japanese Coast Guard
03:39.0
arrive in Oriental Mindoro
03:41.0
to help in oil spill containment efforts.
03:47.0
Filipino House Speaker Martin Romualdez
03:49.0
seeks a congressional inquiry
03:51.0
into alleged security lapses
03:54.0
on the day Negros Oriental Governor
03:57.0
Roel Begamo was killed.
03:59.0
Romualdez wants to determine
04:01.0
if there was failure
04:03.0
to provide enough security
04:05.0
for the slain official.
04:07.0
He points out the absence
04:09.0
of Begamo's five police escorts
04:11.0
on March 4,
04:13.0
the day he was gunned down.
04:17.0
Now, on hot copy this morning,
04:20.0
Philippine authorities beef up security measures
04:23.0
in Negros Oriental
04:25.0
as the manhunt continues
04:27.0
for the remaining suspects
04:29.0
in Governor Begamo's killing.
04:31.0
Jose Carretero reports.
04:35.0
This is just one of the checkpoints
04:37.0
in Poblacion Village in Sibulantao, Negros Oriental,
04:39.0
organized by the newly created
04:41.0
Joint Task Force Negros.
04:43.0
The task force will be responsible
04:45.0
for law enforcement operations,
04:47.0
specifically for the province.
04:49.0
It is composed of both police
04:51.0
and law enforcement.
04:53.0
Authorities are advising locals
04:55.0
to expect tighter security
04:57.0
as other law enforcement elements
04:59.0
hunt down other suspects
05:01.0
in Begamo's murder.
05:03.0
Some residents and motorists
05:05.0
welcome the heightened security.
05:11.0
In the meantime,
05:13.0
other task force was also created
05:15.0
that will deal with other aspects
05:17.0
of the Begamo killing.
05:19.0
Special Task Force Begamo
05:21.0
is headed by Interior Secretary
05:23.0
Benjamin Abalos Jr.
05:25.0
and it was organized under the orders
05:27.0
of President Marcos
05:29.0
as part of initiatives to restore
05:31.0
the confidence in government
05:33.0
and peace of mind of the people of Negros.
05:35.0
In the meantime,
05:37.0
task force Negros will also be augmented
05:39.0
by more troops coming from two brigades
05:41.0
and six battalions already assigned in the island.
05:43.0
One of their main focus
05:45.0
is to dismantle private armed groups
05:47.0
involved in the Begamo murder.
05:49.0
We deployed the forces
05:51.0
where they will most likely
05:53.0
go and run.
05:55.0
And we know
05:57.0
that it is not only
05:59.0
the 10 involved.
06:01.0
There are also
06:03.0
support elements
06:05.0
that help
06:07.0
in their hiding and running.
06:09.0
Other elite soldiers
06:11.0
will also be deployed to the province
06:13.0
including the Light Reaction Company
06:15.0
Special Action Force.
06:17.0
The demonstration of our forces
06:19.0
here is both for
06:21.0
to build up the confidence
06:23.0
of future witnesses
06:25.0
at the same time
06:27.0
to enforce the law to the fullest.
06:29.0
The directive of
06:31.0
our President
06:33.0
is to give justice
06:35.0
to Governor Begamo
06:37.0
as soon as possible time.
06:39.0
For now, Defense Senior Undersecretary
06:41.0
Carlito Galvez Jr. says
06:43.0
there's no need to declare
06:45.0
a state of emergency in the province.
06:47.0
What we are doing here
06:49.0
is called His Verbal Order
06:51.0
to call out the Armed Forces
06:53.0
to perform tasks
06:55.0
to support
06:57.0
actively the law enforcement
06:59.0
that is being done here in Negros.
07:01.0
Pamplona Mayor Janice Degamo,
07:03.0
widow of slain Governor, is thankful
07:05.0
for government's swift action.
07:07.0
She is, however, convinced
07:09.0
her husband's death was politically motivated.
07:11.0
The mayor notes the attack
07:13.0
came just two weeks after the Supreme Court
07:15.0
decision upholding Governor
07:17.0
Degamo's win over rival
07:19.0
pride Henry Tevez in 2022.
07:21.0
She also says the violence
07:23.0
could have been prevented if only
07:25.0
authorities listened to their appeal
07:27.0
to address the rising lawlessness
07:29.0
in the province.
07:31.0
I think it was the frustration
07:33.0
of the election that
07:35.0
led them to do that. If you have seen
07:37.0
their guns and ammunition,
07:39.0
maybe the military lost.
07:41.0
Before all of this happened,
07:43.0
long before the
07:45.0
2022 election,
07:47.0
the victims
07:49.0
of murder,
07:51.0
land grabbing, etc.
07:53.0
I was the one who wrote
07:55.0
to the Senate on their behalf.
07:57.0
There was a resolution
07:59.0
that was not taken up.
08:01.0
If it was noticed
08:03.0
immediately,
08:05.0
it could have been prevented.
08:07.0
Jose Carretero,
08:09.0
IBS-CBN News.
08:37.0
to Negros. What is the mandate
08:39.0
of your team?
08:41.0
Yes, ma'am.
08:43.0
Actually, the light reaction company
08:45.0
that was deployed to
08:47.0
the island of Negros as announced
08:49.0
by the Secretary of National Defense
08:51.0
Carlito Velvez last
08:53.0
Saturday is
08:55.0
part of the augmentation of
08:57.0
the forces that we have here
08:59.0
in this island.
09:01.0
Well, of course,
09:03.0
it has been mentioned in your report
09:05.0
that we have six battalions,
09:07.0
two brigades in the whole island
09:09.0
of Negros, not just in Negros
09:11.0
Oriental.
09:13.0
However, we are also looking
09:15.0
into the other side of Negros
09:17.0
which is Negros Occidental.
09:19.0
We have
09:21.0
reasons to believe that
09:23.0
this can spill over to
09:25.0
the other parts of Negros
09:27.0
Island.
09:29.0
However, the
09:31.0
11th Infantry Battalion that we have
09:33.0
that is based in
09:35.0
Barangay Salab,
09:37.0
Seattle, Negros Oriental
09:39.0
should be
09:41.0
augmented by
09:43.0
other battalions
09:45.0
taken from the
09:47.0
five other battalions here.
09:49.0
They are deployed on the ground
09:51.0
while the light reaction
09:53.0
company will be
09:55.0
a standby force
09:57.0
because they are highly
09:59.0
skilled, highly technical
10:01.0
people
10:03.0
skilled
10:05.0
in warfighting that can
10:07.0
be deployed anytime.
10:09.0
They are specialized
10:11.0
in close quarter battle
10:13.0
that should there
10:15.0
be reports already,
10:17.0
should there be targets that can
10:19.0
be zeroed in by the different
10:21.0
units that we have deployed
10:23.0
on the ground, this light reaction company
10:25.0
can easily
10:27.0
go to the target and execute
10:29.0
the mission very swiftly.
10:31.0
There is no doubt that the men
10:33.0
sent are highly qualified.
10:35.0
In fact, members of this
10:37.0
50-man light reaction company
10:39.0
were involved in the battle
10:41.0
of Marawi. What does this
10:43.0
mean? Are we sending also a
10:45.0
signal that what happened in
10:47.0
Negros is not just a
10:49.0
police matter anymore? By
10:51.0
sending the military, are we
10:53.0
also saying that the police
10:55.0
can no longer handle the peace
10:57.0
order in Negros?
10:59.0
Ma'am, actually, what is
11:01.0
happening now in
11:03.0
Negros is
11:05.0
where we are
11:07.0
fully aware, members of the Armed Forces
11:09.0
of the Philippines, that we are only
11:11.0
doing a support mission
11:13.0
to the Philippine National Police.
11:15.0
The current situation
11:17.0
prevents us
11:19.0
doing the
11:21.0
police works,
11:23.0
the police operation. We are not vested
11:25.0
with the power. However,
11:27.0
we are making available
11:29.0
all our capabilities
11:31.0
to the Philippine
11:33.0
National Police and to our efforts
11:35.0
in general so that we
11:37.0
can have an easy resolution to the
11:39.0
case. Of course,
11:41.0
we need
11:43.0
the Philippine National Police here
11:45.0
in Negros. However,
11:47.0
there are things
11:49.0
that only the AFP
11:51.0
can specialize.
11:53.0
For example, the Light Reaction
11:55.0
Company. They are
11:57.0
good in close quarter battle.
11:59.0
We have to take note also
12:01.0
that one of the suspects
12:03.0
apprehended is a former member
12:05.0
of the Light Reaction Company.
12:07.0
Therefore, we have to
12:09.0
employ the same
12:11.0
or even better people
12:13.0
in terms of skills
12:15.0
to address the situation.
12:17.0
That's why we have here the Light Reaction
12:19.0
Company. Of course, we
12:21.0
are fully aware
12:23.0
that these are
12:25.0
police matters
12:27.0
in which the PNP should
12:29.0
be the one really to
12:31.0
enforce the full force of the
12:33.0
law.
12:35.0
Major, who is handling
12:37.0
the investigation? Is it right
12:39.0
to say that it's still the PNP
12:41.0
or is already
12:43.0
the task force, members
12:45.0
of your group already involved
12:47.0
in the investigation of the case?
12:51.0
Ma'am, actually,
12:53.0
if we have to go back
12:55.0
to day one, we have
12:57.0
a lot of efforts. We have this
12:59.0
task force, the GAMO. We have this
13:01.0
special investigation
13:03.0
task group. There are
13:05.0
other efforts even
13:07.0
on the legal and investigative
13:09.0
side, even in the pursuit
13:11.0
side of the operations.
13:13.0
The special
13:15.0
task force,
13:17.0
joint task force, is
13:19.0
created for us to fuse
13:21.0
those efforts.
13:23.0
Well, of course,
13:25.0
we acknowledge that we have
13:27.0
different tasks from
13:29.0
the ground. However, someone
13:31.0
has to make the
13:33.0
compass in order for
13:35.0
us to hit our target.
13:37.0
There are things
13:39.0
also that goes beyond
13:41.0
the investigation
13:43.0
that needs to be pursued
13:45.0
by the pursuing elements
13:47.0
or from the pursuing elements
13:49.0
to the investigation and even
13:51.0
to the legal aspects of
13:53.0
what we are doing
13:55.0
here. So, someone has to
13:57.0
stand there. As of now,
13:59.0
the special joint task force
14:01.0
is led by
14:03.0
Brigadier General
14:05.0
Marion Cizon of the 3rd Infantry
14:07.0
Division. It's all because
14:09.0
that the support system that we
14:11.0
are employing here in Negros
14:13.0
is
14:15.0
a good number
14:17.0
of that is coming from our side.
14:19.0
Okay. Now,
14:21.0
four of the suspected
14:23.0
gunmen are clearly
14:25.0
former members of the military.
14:27.0
That's correct, Major?
14:29.0
Yes.
14:31.0
It is correct
14:33.0
that
14:35.0
even to those
14:37.0
that we are pursuing, we still
14:39.0
believe that some of
14:41.0
them might have
14:43.0
been trained in the armed forces
14:45.0
of the Philippines.
14:47.0
What information do you have?
14:49.0
Is this an organized group
14:51.0
that has been operating
14:53.0
for different,
14:55.0
let's say, different
14:57.0
assignments or
14:59.0
were they just formed
15:01.0
to actually
15:03.0
allegedly kill
15:05.0
Governor Degamo
15:07.0
or have they been operating
15:09.0
already as an organization?
15:11.0
As of now,
15:13.0
Ma'am, actually, we are
15:15.0
getting into the four
15:17.0
more perpetrators.
15:19.0
The mastermind
15:21.0
to the incident
15:23.0
to the Pamplona massacre
15:25.0
is still at large.
15:27.0
And we believe
15:29.0
that he was sold.
15:31.0
I'm curious. Is the
15:33.0
mastermind believed to
15:35.0
also be a former member of the military?
15:37.0
We
15:39.0
believe, Ma'am,
15:41.0
based on the description, based on the
15:43.0
training,
15:45.0
there is somehow
15:47.0
a reason for us to believe
15:49.0
that he is a
15:51.0
former member
15:53.0
of the
15:55.0
Philippine Army Elite also.
15:57.0
And how many gunmen or
15:59.0
suspects are still at large?
16:01.0
Based
16:03.0
on how we have
16:05.0
reviewed the CCTV
16:07.0
or the footages
16:09.0
that are in the venue,
16:11.0
a total of
16:13.0
ten people stormed
16:15.0
the place of
16:17.0
Governor Degamo.
16:19.0
Six are already accounted
16:21.0
and we are pursuing the four.
16:23.0
However, it is clear also
16:25.0
that these ten
16:27.0
are not just
16:29.0
operating on their own. They have
16:31.0
tentacles of violence. They have
16:33.0
support systems that we have
16:35.0
to look into. The
16:37.0
guidance actually to us or the directive
16:39.0
to us is very clear that
16:41.0
we have to get the perpetrators,
16:43.0
we have to dismantle
16:45.0
the private armed groups,
16:47.0
its support system,
16:49.0
and the tentacles and its tentacles
16:51.0
because they really cannot
16:53.0
operate that big or that large
16:55.0
if they don't have good
16:57.0
support systems. And also,
16:59.0
the third instruction to us is to secure
17:01.0
the witnesses and secure
17:03.0
the people of Negros.
17:05.0
Major,
17:07.0
may tanong ko lang.
17:09.0
Has one of the
17:11.0
suspects already admitted
17:13.0
who hired them?
17:15.0
Who is the mastermind?
17:17.0
Are they linked
17:19.0
to a politician?
17:21.0
Actually, ma'am,
17:23.0
we are trying to put
17:25.0
in the pieces of
17:27.0
information that they have been given.
17:29.0
In fact,
17:31.0
it is a
17:33.0
highly sophisticated mission on their part.
17:35.0
There are layers
17:37.0
employed
17:39.0
along the way. However,
17:41.0
it really points to someone
17:43.0
big, to someone
17:45.0
powerful, and
17:47.0
that's why
17:49.0
if we can get into the
17:51.0
one who lead the 10-man team
17:53.0
that stormed the house of Governor Digamo,
17:55.0
and I think there will be a clear picture
17:57.0
of where
17:59.0
our somehow hypothesis
18:01.0
to the situation.
18:03.0
Okay. Have one of the
18:05.0
suspects named the mastermind?
18:09.0
There were implications
18:11.0
that
18:13.0
there is no direct.
18:15.0
Through this,
18:17.0
there is no direct. However,
18:19.0
there were links
18:21.0
of people, and it
18:23.0
has to pass through several levels.
18:25.0
That's why we have to
18:27.0
pursue on this level.
18:29.0
We have to investigate the different
18:31.0
levels so that we can really
18:33.0
get through
18:35.0
who really instructed
18:37.0
or who really is the architect
18:39.0
of all of this.
18:41.0
Did one of the suspects give more
18:43.0
information in terms of, for example,
18:45.0
how much they were
18:47.0
to be paid?
18:49.0
As of now, ma'am,
18:51.0
we are not yet
18:53.0
in the final
18:55.0
position
18:57.0
or information
18:59.0
because the one
19:01.0
who hired them, because apparently
19:03.0
these people are not from Negros or Vietnam.
19:05.0
Most of them are from Mindanao.
19:09.0
But the one
19:11.0
who is in charge of the operation
19:13.0
is still at large, and he
19:15.0
has somehow a direct connection
19:17.0
to the people, and he is the one
19:19.0
who is making
19:21.0
a connivance with
19:23.0
those people that we are talking
19:25.0
about, the big and the powerful
19:27.0
people that we are talking about.
19:29.0
Do you believe that the other
19:31.0
suspects have left Negros Island
19:33.0
or they're still there?
19:35.0
We have
19:37.0
reasons to believe that they are still here.
19:39.0
That's why we have employed
19:41.0
a large number of
19:43.0
troops to the 21
19:45.0
strategic areas that
19:47.0
we have identified,
19:49.0
specifically because we
19:51.0
want to constrict the movement
19:53.0
of these individuals.
19:55.0
We cannot allow them
19:57.0
to leave Negros. The 21
19:59.0
areas include
20:01.0
seaports, airports,
20:03.0
and all strategic areas
20:05.0
where we
20:07.0
can
20:11.0
capture these people
20:13.0
or these individuals. These are the
20:15.0
part of the 10 perpetrators.
20:17.0
Now, Major Pancito,
20:19.0
in previous administrations,
20:21.0
there's already been an effort
20:23.0
to actually dismantle private
20:25.0
armies. It's quite surprising
20:27.0
that you'd have
20:29.0
a 10-man team. Of course, this would
20:31.0
be bigger than 10 men, but
20:33.0
a 10-man team, all
20:35.0
armed, enter a governor's
20:37.0
house and kill him
20:39.0
and also others around
20:41.0
him. I think a total
20:43.0
of eight have been
20:45.0
killed in
20:47.0
that incident.
20:49.0
It also shows that
20:51.0
the dismantling of private
20:53.0
armies, is it right to
20:55.0
say that
20:57.0
it wasn't as successful as
20:59.0
what was publicized in the past?
21:01.0
Or were they dismantled
21:03.0
and then afterwards, with no
21:05.0
follow-through, there was
21:07.0
a resurgence of private armies
21:09.0
again?
21:11.0
Of course, ma'am.
21:13.0
That can
21:15.0
be a conclusion that
21:17.0
we can draw, but
21:19.0
the fact
21:21.0
remains that there are
21:23.0
people, taking for example,
21:25.0
we have to accept this, in our organization,
21:27.0
there were dismissed
21:29.0
members of the organization
21:31.0
that can be easily harmed,
21:33.0
killed, in fact,
21:35.0
by
21:37.0
wealthy
21:39.0
people, and they
21:41.0
can easily be organized.
21:43.0
I
21:45.0
would still love to assume
21:47.0
that we've been
21:49.0
successful in crippling
21:51.0
the private armed groups
21:53.0
in the past.
21:55.0
For this specific
21:57.0
purpose, they might have been pulled in
21:59.0
for a specific mission, and because
22:01.0
of, maybe for economic
22:03.0
reasons or financial reasons,
22:05.0
these people
22:07.0
were enticed
22:09.0
to do this because
22:11.0
of money.
22:13.0
That's why, on our
22:15.0
part in the Armed Forces of the Philippines,
22:17.0
we are really serious
22:19.0
in accounting those
22:21.0
former members of the military
22:23.0
who can't be used, who can
22:25.0
be
22:27.0
taken advantage by
22:29.0
those people
22:31.0
in power, and who
22:33.0
has the will to execute
22:35.0
such things like this.
22:37.0
Now, what has
22:39.0
changed in Negros
22:41.0
with the presence of your elite team?
22:43.0
Are barricades set up?
22:45.0
Is entering the island more difficult?
22:47.0
Exiting the island?
22:49.0
No, ma'am.
22:51.0
Actually, we
22:53.0
somehow have been
22:57.0
conscious that there
22:59.0
should be no change in terms
23:01.0
of the lives of the people
23:03.0
in and out of
23:05.0
Negros Island, and that's what
23:07.0
we are protecting. Actually,
23:09.0
there is only an increased number of
23:11.0
troops. It's all because
23:13.0
we want to protect the peace in
23:15.0
Negros Island, and
23:17.0
the
23:19.0
people still have the liberty.
23:21.0
Only
23:23.0
there may be
23:25.0
inconveniences also on their part
23:27.0
by
23:29.0
talking with them.
23:31.0
These measures that we
23:33.0
are doing, these are
23:35.0
acceptable measures to the people
23:37.0
because it is
23:39.0
the Negrans.
23:41.0
It was them who really
23:43.0
would want also to end
23:45.0
once and for all the violence
23:47.0
that has been happening in the island
23:49.0
of Negros.
23:51.0
On that note, was
23:53.0
a deadline given to you? Is there
23:55.0
a target date, Major
23:57.0
Apansito, for
23:59.0
the elite team?
24:01.0
Actually,
24:03.0
according to the guidance of the
24:05.0
General Headquarters,
24:07.0
it should be as soon as possible.
24:09.0
But on our end, we are
24:11.0
looking at a timeline that maybe we
24:13.0
can solve this in maybe
24:15.0
one or two weeks already
24:17.0
as the elites continue to come in,
24:19.0
as the information is continuously
24:21.0
coming in, and with the help of
24:23.0
the populace, with the help of the right
24:25.0
people giving information to us.
24:27.0
I think
24:29.0
the closure
24:31.0
to the Pamplona Massacre
24:33.0
is really near
24:35.0
its end.
24:37.0
On that note, Major Sen. Apansito,
24:39.0
the third of the Joint Task Force
24:41.0
Negros, thank you for joining me
24:43.0
today. Thank you,
24:45.0
Madam Karen, and to all your viewers, thank you
24:47.0
for having me also in your program.
24:49.0

It's just a matter of making it known to them that we are asking assistance from them."

... So far Japan has answered the call for help. An eight-man team from Tokyo has arrived in Manila on Friday."
32:16.5
... We are here to make every effort to give assistance to Philippine authorities in tackling the disaster. We are determined to make our every effort to combat this disaster to mitigate the impact and save the ocean."
32:36.5
... Aside from Japan, the Philippine Coast Guard is also expecting assistance from South Korea. Quick action is needed in this unfolding environment disaster as the oil spill spreads further. Reports say oil spill has reached the coastal community of Kaluya in the province of Antique, which is 188 kilometers from Oriental Mindoro. The town of Taytay in Palawan has also reported the presence of oil.
33:02.5
The local government of Palawan says emergency measures are in place.
33:32.5
... Dennis Datu, ABS-CBN News, Oriental Mindoro.
34:03.5
... It's already expanded 188 kilometers off the source. It's now in Antique. Based on your experience, and not just that, but any data that you've gathered, just how wide and how expansive has the spill been?
34:21.5
... Based on our satellite imagery from our mapping team in Greenpeace International, we have seen as of March 8, so medyo matagal na, around 6.2 kilometers worth of oil that is continually being spilled. This is equivalent to around 1,000 football fields.
34:40.5
So we can imagine how big that is. And with the spread and the current projections of UPMSI, we can assure that the spill is ongoing. The seepage has not stopped. And we're really racing against time to plug the spill because it's around 800,000 liters.
35:01.5
... And with the projections around 1,000 barrels a day, we will see na mauubos yung 800,000 na yan which will put it way beyond the Guimaras oil spill which is considered the worst in Philippine history.
35:31.5
... We're seeing people already doing the cleanup, but then plugging the leak is now the key. Why haven't they done it yet?
36:01.5
... But also the integrity of the ship. The longer that the ship is there unplugged, this will endanger more the integrity of the ship which could cause more spillage which is why we're really at a race against time to plug that.
36:26.5
... And experts from Japan have arrived? Do they have the expertise for this?
36:56.5
... So we need more information on that so that the public may know that there is hope for plugging this spill.
37:26.5
... More than just actually the cleanup is the plugging of the leak. Does the ship, based on the Greenpeace experience, does the ship need to be brought out of the water? Does it have to be made afloat?
37:40.5
... From the experience in Guimaras, what was extracted was really the barrels of the oil. That is essential to ensure that no oil is spilled further. So that's the most important thing that needs to be extracted.
38:10.5
... Which increases the risk of more spillage again.
38:13.5
... And you mentioned there are 800,000 litres underwater, tama ito? Is this more than actually what was contained in the Guimaras spill?
38:27.5
... In the Guimaras spill, the final figure was around 500,000 litres.
38:33.5
... So this is more? And technically this ship was carrying more?
38:39.5
... The ship in Guimaras was technically carrying more, 2.1 million, but it was plugged.
38:47.5
... But the leak reached 500,000. But so far are you able to measure now just how much the leakage is already? Is it 5,000 litres? Not yet?
39:00.5
... No, because the essential thing in this is really data from the Coast Guard because they're the ones who are there. We cannot ascertain from satellite imagery alone the extent of the oil spill kasi it might be thicker and it might be bigger.
39:20.5
... And we've seen how currents have moved and how coastal communities have tried to clean up the spill as well. So full accounting is essential and the urgency is very much needed by the government authorities to know the exact extent of the oil spill.
39:41.5
... Now let's talk about in terms of policy here. This isn't the first oil spill that we've seen through the years, of course the most famous being Exxon, but then locally you said Guimaras was the worst that we've had. But in terms of policy, what has Greenpeace been fighting for in terms of let's say actually transporting fuel?
40:04.5
... So first we have been calling for more stringent regulations to ensure...
40:12.5
... But what aren't we doing in the Philippines? Why did this happen again?
40:18.5
... That's also a good question and that's also one of the things that we are asking the government. Why does a ship being less than a year old sink right away off the waters of Mindoro? Does this mean that the hull wasn't double-hulled? Which is actually an important element to ensure the seaworthiness of the ships.
40:42.5
... So that needs to be questioned. Why did the ship sink so quickly? Does this mean that regulations were actually not followed in terms of these ships?
40:57.5
... And also these ships regularly ply areas that have a lot of critical and very sensitive marine protected areas. So why do we still have a lot of these accidents?
41:14.5
... And in fact Senator Tolentino in his speech rattled off a lot of maritime incidents in the past month affecting a lot of our marine protected areas. So we need to have clear policy guidelines to have these shipping lines avoid these marine protected areas.
41:35.5
... And what is the effect when it comes to our natural resources? We've seen the damage in Gibaras. Already we're seeing prices of basic commodities go up in the province of Mindoro. But if this is not contained, what are we seeing in terms of the destruction of our sea life and natural resources?
42:06.5
... which contains 60% of the total marine shorefish biodiversity of the world. It's basically the Amazon of the ocean. So we are seeing, we will be expecting huge economic impacts and ecosystem services impacts.
42:25.5
... The IP produces around Php12 billion in fish catch alone. And in terms of tourism, for example, the region generates around Php3.5 billion in tourism revenue. So the effects are far-reaching. But we see the worst effects in terms of biodiversity. It takes years for these areas to recover, especially mangroves and corals which is abundant in the area.
42:51.5
... And Pamalakaya is actually fearing that fish production will be down in the first and second quarter of the year as an effect of the oil spill. Do you see that as a possibility too? The effect will be that great?
43:08.5
Yes, definitely. Especially that this area provides a lot of fish catch. So we will be expecting this slow but steady effect in the prices of fish catch, which we will be feeling anytime soon because there's no clear timeline on disasters like these.
43:33.5
Yeah. Now, are the penalties, is it substantial for companies that actually destroy the environment? I mean, let's face it. Fine, there'll be criminal charges filed against, of course, the owner of the shipping line, but it will never equal to the recovery years and years and years, right? That's needed for our natural resources.
43:56.5
What kind of penalties is Greenpeace fighting for, for companies that actually degrade, well, specifically the marine resources?
44:07.5
Apart from, you know, the...
44:10.5
The criminal is a given, right? But then the point is they'll still be operating, they'll pay fines, but it doesn't change the fact they'll be back there, they're in business.
44:21.5
Yes, and this is really why the calls of Greenpeace are not just against the shipping lines who continue to pollute our marine environment, but the fossil fuel industry in general, no? One of the things that we haven't had any conversations in the public sphere regarding this disaster is who actually is the owner of the oil, no? Back in Timoras...
44:46.5
That's a good point. The owner of the oil, it has not yet been revealed. Only the owner of the ship, the company that is transporting the oil. Very good point.
44:59.5
Which is very interesting because back in Timoras, it was actually identified, no? Agad, to be Petron. And they paid close to, if I'm not mistaken, P120 million in compensations. But we also know that P120 million is not enough, especially in very sensitive areas.
45:21.5
So we should expect these companies to be pursued, no? We should demand reparations from them, especially in the rehabilitation of ecosystem services and marine protected areas, which takes years and which will take millions as well.
45:38.5
All right. On that note, I want to thank you for joining me today, Greenpeace Philippines campaigner Jefferson Chua. Thank you, sir.
45:47.5
Thank you, Ms. Karen.
45:49.5
We're gonna take another break. Head Start will be right back.
46:19.5
Thank you very much.
46:49.5
Thank you very much.
47:19.5
Thank you very much.
47:49.5
Mobility will be key to recovery because we have relaxed some of our quarantine methods and we have allowed more transportation to come out. That's going to prove to be better for demand. If we do follow the health protocols, the ability of people to move around will likely contribute better to growth.
48:19.5
Thank you very much.
48:49.5
Thank you very much.
49:20.5
Welcome back to Head Start. Diversity is set to take center stage with the expected announcement of NASA's crew for its missions to the moon. Take a look.
49:45.5
NASA knows how it will get astronauts back to the moon. But the agency doesn't know yet is who it will send. Among the contenders is astronaut Stan Love.
49:59.5
So everybody in the astronaut office has the background, the basic training and the qualifications to go do that mission. And so everybody's hoping that their name will get called.
50:09.5
The first missions to the moon could launch as early as 2024. Love says the crews will look different than those of the Apollo program during the 1960s and 70s.
50:18.5
We are going to broaden our demographics so it won't be just white guys on the moon.
50:22.5
Victor Glover could make history as the first person of color to reach the moon.
50:26.5
We make our boss's job actually challenging. We make his job hard because he's got to pick some of us. And I think all of us are ready, trained and capable of making this mission a success.
50:35.5
The initiative to ensure diversity in NASA's Artemis program was outlined in the Biden administration's $25 billion funding request to Congress for NASA for fiscal year 2022, which includes the moon missions.
50:48.5
Apollo had a twin sister, Artemis, and this is our generation. And so I think it's a fantastic thing.
50:54.5
Branielle Rodriguez works on the Orion capsule that will transport the astronauts. She is proud to participate in an historic project that will also bring the first woman to the moon.
