The Gcash and AB Capital's partnership, what do we know so far?
00:08.0
Well, from what I have been told, AB Capital and Gcash are both very happy with it.
00:13.0
There have been no systemic issues that we've seen.
00:16.0
I was actually worried about that, to be very honest.
00:19.0
There was a period that I was told that we were anticipating a large number of people
00:24.0
who would come into the Gcash app because of the AB Capital side of things
00:28.0
and possibly cause the crash of either the systems AB Capital and Gcash.
00:32.0
And I've been told that no such thing has happened and the system has been running well.
00:35.0
So I'm happy to hear that particular update.
00:38.0
And interestingly enough, because of the fact that that particular sandbox was approved,
00:43.0
there have been other entities, similar portals that have been reaching out to us now
00:47.0
and also making similar submissions for possible.
00:49.0
So it looks like, without naming names, because like I said, I don't want to preempt any of them,
00:54.0
but it looks like that's something that we can look forward to.
00:57.0
Much more access to the capital markets through different portals
01:01.0
that will have different sandboxes for equities trading within your cell phone, within the apps.
01:09.0
How many more? Do you have like a rough estimate based on those who have reached out?
01:14.0
Are we talking about 5, 10?
01:16.0
No, not 5 or 10. My understanding is that I think there's 2 or 3.
01:22.0
But take note that each of these are likely to have different providers within each portal.
01:29.0
But my understanding is they have yet to give us the final numbers in relation to,
01:33.0
nor have they made a final submission to us on how their platforms will look like.
01:38.0
And that's why I have to laud Gcash for doing this.
01:40.0
They were very excited about this and they've been very cooperative with the regulators.
01:44.0
So that's something that I'm always happy to hear.
01:46.0
I guess that's an underlying message I always try to say when I'm in the public,
01:50.0
when I speak in public, is that come to us, talk to us, work with the regulator.
01:54.0
It's not like we want to stop all these things.
01:57.0
We want to work with you to make sure you're compliant with the law.
01:59.0
And Gcash was one of those entities that have been very cooperative with that.
02:02.0
And while some people are afraid of the word regulations and regulatory,
02:07.0
it's actually for the protection of investors themselves, right?
02:11.0
Yes, correct.
02:12.0
Just not to be overdone. So I think that is the balancing act there.
02:16.0
Commissioner, I know that you guys have a goal of having 888 companies tap the capital markets
02:23.0
for core fundraising by 2024.
02:26.0
Given the wild swings in the stock market, are you still confident you can hit 888?
02:32.0
Yes. Yes, yes. Actually, my understanding, the 888.88,
02:37.0
the reason it's called 888.88 Palabam, just so you're aware,
02:40.0
is because our 88th anniversary is in 2024.
02:43.0
So we're trying to have at least 888 issuers or entities tap the capital markets.
02:50.0
And we've been very successful, I think, with that.
02:52.0
We've launched, actually, our Oasis Roadshow in Davao, I think, just last month.
02:58.0
This week, we're going to Cebu. We invite everyone to come over.
03:01.0
Current numbers, we rely largely on the three crowdfunding portals to help us in relation to this goal to hit 888.
03:11.0
That's SeedIn, Investree, and Round1.
03:15.0
I understand that each of them have several hundred registered issuers already.
03:19.0
For instance, SeedIn, I think, has 700-plus registered issuers.
03:23.0
Investree has 300-plus registered issuers. Round1 has, I think, a couple of dozen.
03:28.0
Their successful ones are a little less. I think each averaged about 100 each.
03:33.0
But in relation to that, that seems to be the direction.
03:38.0
We have so much people, so much potential, so much people interested in getting into the capital markets
03:43.0
when we speak to them in these roadshows.
03:45.0
I'm actually quite excited in relation to this.
03:49.0
For those, I know that you guys are making a big, bold push for the crowdfunding.
03:55.0
How is that going along, coming along, the crowdfunding platform?
03:59.0
You mentioned three very successful ones.
04:03.0
How easy is it to be able to approach these crowdfunding organizations?
04:13.0
Fairly easy, I think. As I understand it, their names are online,
04:17.0
they're on the websites, and they're all registered,
04:19.0
so you can rest assured that at least these are not fly-by-night entities.
04:23.0
Round1, SeedIn, and Investree, they're all legitimate registered entities,
04:28.0
crowdfunding portals within the Philippines, as approved by the SEC.
04:32.0
If you can't find them in our roadshows, I'm sure they are online.
04:36.0
I just can't give you their contact details now.
04:40.0
I don't have that data in front of you right now.
04:44.0
Certainly, I'm sure they would be very happy to have people come into them.
04:48.0
On the point of raising capital, I understand PSE has also been very aggressive in relation to this.
04:55.0
I think they had a masterclass last week, where one of my directors,
04:59.0
the masterclass, where they invited a certain number of entities
05:04.0
under their PSE mentorship program who might be ready.
05:09.0
I understand five or six companies went to that particular event
05:13.0
and are looking forward to possibly raising capital through PSE.
05:20.0
I'm fairly positive here. I mean, I admit that the Q1 was kind of quiet
05:24.0
in terms of IPOs and capital raising, but from the indications I've been getting
05:28.0
Q2, Q3 looks to be aggressive, looks to be exciting.
05:32.0
There will be more issuances. As you mentioned earlier,
05:34.0
Ayala has made a number of submissions also for preferred shares.
05:38.0
That's a fairly large one as well.
05:41.0
Ayala Land has also another submission just recently, I think last week.
05:44.0
This is something that seems to be continuous now.
05:47.0
All right. That's good to know.
05:49.0
I want to end with cryptocurrency, Commissioner.
05:52.0
I mean, Bitcoin is not exactly the sexiest topic these days.
05:56.0
After it has fallen from, what, 63,000 each to, what, less than 20,
06:01.0
especially now in the doldrums as people fear the SVB collapses,
06:05.0
you know, so 2008.
06:08.0
I know that you've also partnered with the UP College of Law
06:12.0
for a study, a research on fintech regulation.
06:15.0
Where is the Philippines in cryptocurrency, digital assets,
06:20.0
in regulating those and making sure investors
06:23.0
in these newer types of investments are protected?
06:28.0
Well, as background, I think everyone knows that
06:31.0
there's two parts of this, the regulatory regime.
06:34.0
There's the VASP under the VSP, the virtual asset service providers.
06:38.0
And there's our incoming digital asset offerings,
06:40.0
digital asset exchange rules, which you should know,
06:43.0
we were actually ready to launch late last year,
06:46.0
a draft for public dissemination.
06:48.0
But because of what happened as FDX,
06:50.0
that was around the time that FDX,
06:52.0
when everything started crashing in relation to that,
06:54.0
the continuation of what we call the crypto winter.
06:57.0
So because of that, we chose to forego release.
06:59.0
No, we held it back.
07:01.0
And our decision was to make the rules a little more strict
07:05.0
in light of what's happening.
07:07.0
We don't want anything similar happening within the Philippines.
07:10.0
So that is undergoing internal revisions.
07:14.0
We're looking at having that, I know I've said this before,
07:17.0
but I'm hoping this year it will happen.
07:19.0
That I'll get these rules out in digital asset offers,
07:22.0
digital asset exchange rules within the year.
07:25.0
And to be honest, I had it.
07:28.0
I had the draft set.
07:29.0
I was about to announce it during the Philippine Blockchain Week
07:32.0
last year, late last year.
07:35.0
With FDX and everything, we just chose not to.
07:38.0
The commission and bank chose to hold it off.
07:40.0
So hopefully this year.
07:43.0
Yes, hopefully this year.
07:46.0
Looking forward to that.
07:47.0
There's so much coming.
07:48.0
I know, there's so much in your pipeline.
07:50.0
You must be very, very busy.
07:52.0
Did I miss anything else?
07:53.0
Any other big initiative or program that you're working on?
07:57.0
If I may, Ma'am Mimi, can I just announce very quickly
08:00.0
that something tomorrow that we'll come up with,
08:02.0
that we're looking like to come up with,
08:04.0
in relation to the company side,
08:06.0
we are looking forward to issuing a general amnesty
08:09.0
for those who have failed to file their GIS
08:12.0
and their AFS for the last few years.
08:14.0
When I say general amnesty,
08:16.0
because in theory, for every submission that you failed to make,
08:20.0
there's a commensurate penalty for that.
08:23.0
What we're looking at now is an amnesty on all that.
08:26.0
There's no penalty for the P10,000 penalty for MC28 non-submission.
08:31.0
MC28 is the requirement to enroll with the SEC
08:35.0
for your company registration.
08:37.0
So moving forward, what we're looking at for a very limited period,
08:41.0
P5,000 fine and a clean slate for your company.
08:44.0
You, of course, have to go through our registration requirements.
08:48.0
But definitely, once this is launched,
08:50.0
hopefully within this week,
08:52.0
this will make a difference in terms of companies
08:55.0
that want to get back into the good graces, so to speak,
08:59.0
and have a clean slate within the SEC.
09:01.0
All right. Thank you so much for that good news, Commissioner,
09:03.0
and for sharing it with us.
09:05.0
Always a pleasure speaking with you, sir.
09:06.0
Thank you very much. Have a good week.
09:09.0
Thank you.
09:10.0
All right.
