00:30.0
Almindoro are causing health problems among residents.
00:51.0
Good evening, I'm Stanley Palisada.
00:53.0
On our broadcast tonight, the Philippine Justice Department says
00:56.0
deportation is an option to force embattled lawmaker Arnulfo Tevez Jr. to return home.
01:03.0
But justice officials say they prefer Tevez,
01:06.0
who are facing several criminal charges, to go back on his own.
01:11.0
Here's tonight's top story.
01:14.0
The House Committee on Ethics and Privileges says
01:17.0
it might decide on the case of Negros Oriental 3rd District Representative Arnulfo Tevez Jr. soon.
01:23.0
The panel is investigating the lawmaker's failure to return to the country despite his expired travel clearance.
01:30.0
Committee Chairman, Co-Opnat Co-Party List Representative Felimon Espares asserts
01:34.0
they have asked Tevez to explain his continued absence
01:37.0
and they will make a decision if he fails to provide a reply on Monday.
01:41.0
Tevez's appeal for a two-month extension of his leave of absence was recently denied.
01:46.0
Under House rules, it can suspend or expel an erring member with the concurrence of two-thirds of all its members.
01:53.0
In a media forum Saturday, Department of Justice Spokesperson Mico Clavano said
01:57.0
they plan to include the suspects in the Digamos Lay in the International Lookout Bulletin
02:02.0
to help authorities monitor their activities and movement.
02:06.0
So far, authorities have arrested four suspects in the March 4 attack.
02:11.0
We have taken our concrete steps na maglabas po ng International Lookout Bulletin.
02:18.0
02:46.0
Clavano adds the DOJ still considers Tevez as a possible suspect and mastermind behind the brutal murder of Digamo.
02:53.0
He hopes Tevez would return and face the charges since they don't want to be forced into seeking the lawmaker's deportation.
03:00.0
We can also go that route.
03:02.0
Although of course we'd want to exhaust lahat ng remedies po natin,
03:07.0
not to go through the type of or that route na mag-request po tayo ng deportation.
03:14.0
So as of right now, siguro nananawagan lang po si Speaker Romualde, Secretary Mulia, na umuwi na lang muna on his own volition.
03:24.0
In the meantime, Philippine prosecutors dismissed one illegal firearms possession complaint against the embattled congressman.
03:31.0
The DOJ said the complaint was dropped for lack of evidence against the lawmaker.
03:36.0
The complaint stemmed from the seizure of firearms during a raid into one of Tevez's homes in Negros Oriental.
03:43.0
But the Justice Department has clarified Tevez is not yet in the clear
03:47.0
since he is still facing eight other charges related to firearms and explosives seized from his other properties.
03:54.0
It goes to show na wala tayong pinipilit dito.
03:59.0
Kung manipis ang kaso, especially in this case na wala namang tinatawag na conspiracy to possess firearms,
04:07.0
dinidismiss po ng DOJ yun dahil wala namang talagang basis.
04:15.0
Russia calls meaningless the arrest warrant issued by the International Criminal Court against Russian President Vladimir Putin for war crimes.
04:23.0
The ICC is accusing Putin of personal responsibility for the unlawful deportation of Ukrainian children.
04:30.0
Kremlin spokesman Dmitry Peskov, however, assures and argues Russia, like many other countries, does not recognize the jurisdiction of the ICC.
04:41.0
Russia signed the Rome Statute in 2000 but never ratified it to become a member of the ICC.
04:49.0
It withdrew its signature in 2016 so it remains unclear how the global body will enforce the warrant.
04:55.0
Meanwhile, Ukrainian President Volodymyr Zelensky hailed what he called the ICC's historic decision.
05:02.0
He said the real number of deported Ukrainian children could be as high as 16,000.
05:10.0
To separate children from their families, to deprive them of any opportunity to contact their relatives,
05:17.0
to hide children on the territory of Russia, to disperse them to remote regions.
05:22.0
All this is obviously Russian state policy, state decisions and state evil.
05:27.0
It starts exactly with the top official of the state.
05:30.0
I am grateful to the team of prosecutor Karim Khan and the International Criminal Court, to everyone in the world who helped us fight for justice.
05:38.0
I am grateful for their integrity and willingness to bring those responsible to justice.
05:45.0
U.S. President Joe Biden also welcoming the arrest warrant on Putin.
05:51.0
Well, I think it justified it, but the question is, it's not recognized internationally by us either.
05:57.0
But I think it makes a very strong point.
06:00.0
He's clearly committed war crimes.
06:03.0
A historian also sees the ICC decision historic, but not likely to have any significant consequences.
06:11.0
An assistant professor of history at the Utrecht University, Eva Vukusic, believes the decision was largely symbolic.
06:22.0
She also says the arrest warrant could drive Putin to stay in power even more, since he would no longer be able to travel freely.
06:33.0
One thing that we should not forget is the fact that no immediate arrest is going to happen.
06:40.0
Putin is not stupid. He's not going to travel abroad to a country where he might be arrested.
06:46.0
So, in some ways, of course, it is historical. It's a really big case.
06:50.0
One that has, you know, the war in Ukraine and the alleged war crimes has been getting so much international attention from the media, from the public.
06:58.0
So, in that regard, it's really historical.
07:01.0
But at the same time, I think we shouldn't get too excited because any potential trial, we're not going to see in a month or in a year.
07:11.0
So, it's going to be a bit of a wait until we see what actually comes out of all of this.
07:16.0
It's a symbolic act.
07:19.0
It's an act where the International Criminal Court's Prosecutor's Office sends a message about what kind of behavior they deem and they intend to prove is unlawful.
07:30.0
So, they send a message to other warring parties elsewhere in the world about what is or is not allowed.
07:40.0
On Friday, the court also issued an arrest warrant against Russia's Commissioner for Children's Rights on the same charges.
07:48.0
Some farmer groups are calling on the Marcos administration to also consider their plight in its drive to bring down rice prices.
07:56.0
Farmers argue while cheaper rice will benefit consumers, they continue to suffer due to a drop in the buying price of their palay harvests.
08:05.0
Jonathan Maestrado reports.
08:09.0
The Uragun Farmers Agriculture Cooperative is the largest farmers group in Libmanan town, Camarinesur.
08:16.0
Libmanan is considered as the rice granary of the province.
08:20.0
Its chief executive officer, Father Granwell Pitapit, said while they mill tons of locally produced rice grains every week,
08:28.0
the price of rice in the market still hovers around 32 to 36 pesos a kilo due to high production costs.
08:36.0
For Pitapit, it's still a long way from the goal of the Marcos administration to bring down rice prices to 20 pesos per kilo.
08:45.0
The president had said the target is within reach.
08:49.0
It's almost 20 pesos, but it's not even half of what's in the rice sector.
08:57.0
It's just artificial. It's just subsidized.
09:02.0
Several rice farmers, however, argue cheaper rice will only benefit consumers, but it would be at their expense.
09:10.0
Paano po niyo nangyayari? Saan niyo yung kukunin 20 pesos sa bigas?
09:14.0
Mabuti po kung palay, medium price.
09:18.0
Pero pag bigas, sa processing pa lang po, hindi kayo.
09:24.0
Sa ngayon po nga, nag-aangal na nga yung magsasaka kasi ang baba na ng peso ng palay.
09:28.0
Kasi ang target namin is kahit sana mag-18 pesos ang kilo ng fresh or 17,
09:34.0
hindi po na kami makapag-cope up dyan kasi yung inputs, ang laki po ng inputs namin ngayon.
09:41.0
Similar concerns were raised by other farmers in Camarines Norte and Camarines Sur
09:46.0
during a two-day dialogue with AgriPartyList representative Wilbert Lee.
09:51.0
The lawmaker asserts farmers need all the help they can get,
09:55.0
adding that he has filed a bill that will require local government units
09:59.0
to allocate part of their local development fund for the agriculture sector.
10:04.0
Lee adds he is confident that President Marcos will keep his promises to farmers
10:09.0
and he will support legislations like the National Fertilizer Subsidy Act and institutionalizing Cadiwa.
10:16.0
Besides cheaper farm inputs, the lawmaker also urges the Department of Agriculture
10:22.0
to speed up the distribution of seeds and fertilizers,
10:26.0
expansion of crop insurance,
10:28.0
and computerization of the registry system for basic sectors in agriculture.
10:33.0
Jonathan Maestrado, ABS-CBN News.

Fisherfolk in the towns affected by the oil spill in Oriental Mindoro
10:42.0
are calling on the local government to allow them to resume fishing in areas untouched by the disaster.
10:48.0
Denis Dato has details.
10:51.0
The Department of Social Welfare provided on Saturday relief goods to residents of the town of Pola,
10:58.0
one of the hardest hit areas by the oil spill in Oriental Mindoro.
11:03.0
More than 20,000 families from nine towns affected by the disaster also received aid.
11:09.0
The humanitarian assistance is expected to help residents survive for another two weeks
11:15.0
with the crisis still far from being over.
11:18.0
However, many residents say they need more than aid.
11:22.0
They want the fishing ban lifted.
11:25.0
But we are more hopeful because we are the ones who will go to the sea.
11:29.0
That is what we are hoping for.
11:30.0
The President is not here yet.
11:31.0
We are thankful that we were able to receive the gift.
11:34.0
We would like to go out to the sea.
11:38.0
Our expenses are really big for the whole family.
11:42.0
Oriental Mindoro Governor Jomelito Bons Delor is appealing for patience.
11:47.0
He says they are still awaiting results of the toxicity level test
11:51.0
conducted by the Bureau of Fisheries and Aquatic Resources
11:54.0
to determine if marine life in the area are safe to eat.
11:58.0
Our goal is to provide areas that are safe to eat.
12:02.0
It means that if the fish are safe, especially if the oil is far from the shoreline,
12:08.0
we can slowly open it for fishing.
12:10.0
In Pola alone, more than 4,000 families are affected by the loss of livelihood.
12:16.0
The majority of them are fisherfolks.
12:19.0
We are asking for help directly because there are so many people who need help.
12:26.0
Fisherfolks in the coastal areas used to sell fish.
12:31.0
They are affected because they cannot sell fish.
12:34.0
And it's not just the loss of income.
12:36.0
Many residents are also getting sick because of the collected oil waste
12:40.0
which continues to pile up.
12:42.0
According to the Provincial Health Office, at least 200 people have fallen ill.
12:57.0
The Philippine Coast Guard has called on the attention of Harbour Star Shipping Services
13:01.0
that their party providers have to dispose of the collected waste.
13:05.0
We are Harbour Star and we have yet to receive any updates
13:10.0
because we are also waiting.
13:12.0
Although our airport is here, it is focused on collecting debris here,
13:19.0
but the collection of waste and transportation to the right place is not yet done.
13:24.0
They will collect it and they have yet to show us their plan.
13:27.0
It's 18 days in a row.
13:29.0
The airport just needs to be quick.
13:33.0
Dennis Datu, ABS-CBN News, Oriental, Mindoro.
13:38.0
The Philippine Justice Department says it will look into the possible liability
13:42.0
of the Coast Guard and the Maritime Industry Authority, or Marina,
13:46.0
over the massive oil spill in Oriental, Mindoro.
13:50.0
Marina had claimed the sunken oil tanker, MT Princess Empress,
13:54.0
did not have the permit to set sail, but the Coast Guard countered.
13:58.0
The vessel had the necessary documents.
14:01.0
The DOJ says an interagency task group has been formed to investigate the incident.
14:09.0
RDC had purchased the MT Princess Empress last year
14:13.0
and had applied for an amendment to the CPC sometime in November
14:17.0
to include this MT Princess Empress.
14:20.0
However, the amended CPC has not been issued yet due to lack of documents.
14:27.0
We are investigating the possible collusion between the Marina or PCG employees or officers
14:36.0
and we're trying to figure out why this MT Princess Empress was able to sail
14:42.0
even though they do not have an amended CPC and they do not have a permit to operate.
14:50.0
Some good news now for motorists.
14:52.0
An oil price rollback is expected next week.
14:55.0
The ratio of gasoline will go down by up to 1 peso and 50 centavos per liter.
15:01.0
Last week, gas prices went up by 1 peso.
15:04.0
Diesel prices, meanwhile, may see a 2 peso markdown.
15:12.0
Philippine Jeepney drivers coming from a nationwide strike earlier this month
15:16.0
find themselves again opposing government.
15:18.0
That's amid a proposal to offer a fair discount on some routes.
15:22.0
Nico Bagsic reports.
15:25.0
Many commuters welcome news about a fair discount.
15:29.0
From 12 peso, the fare for traditional jeepneys will return to the pre-pandemic rate of 9 pesos.
15:36.0
It's a big thing for me, for my allowance, if ever, to reduce 2 pesos on the fare.
15:42.0
On saving, because it's a big thing for us to reduce when it comes to commuting.
15:51.0
It's hard to commute, it's expensive to ride.
15:55.0
While a downward fare adjustment would benefit commuters,
15:58.0
jeepney drivers are opposed to the plan,
16:01.0
even with possible rollback on diesel prices next week.
16:05.0
Many also question the process of receiving the subsidy from the government to bring down the cost.
16:11.0
But for now, if diesel prices go up and they discount 2 pesos, that's it.
16:19.0
Transport Group Piston calls the fare cut a band-aid solution to the real problems
16:25.0
hounding the transport sector in the country.
16:28.0
Piston argues government should instead address rising pump prices.
16:49.0
The Land Transportation and Franchising Regulatory Board says
16:56.0
the discounted fares will only be implemented in certain routes
17:00.0
and will only be in effect for six months due to the limited budget.
17:05.0
But Piston is urging transportation officials to further study the plan,
17:09.0
saying jeepney drivers will be on the losing end if a fare discount is implemented.
17:16.0
Mico Bagsit, ABS-CBN News.
17:20.0
Travelers in the Philippines can expect cheaper airfares next month.
17:24.0
Jackie Manaba tells us why in this report.
17:29.0
Good news for travelers planning to fly to their summer destinations.
17:34.0
The Civil Aeronautics Board has lowered the fuel surcharge rates to level 6
17:38.0
from the month of April from the prevailing level 7.
17:42.0
A level 6 fuel surcharge means that international one-way ticket flight from the Philippines
17:48.0
will be charged a fuel surcharge of P610 to P4,538.40.
17:56.0
For domestic flights, passengers will see a fuel surcharge of P195 to P665.
18:04.0
This means plane tickets purchased in April will be cheaper.
18:08.0
For example, a one-way ticket from Manila to Katiklan in April is P54 lower than March,
18:15.0
while Manila to Hong Kong is P112 lower than March.
18:19.0
The Civil Aeronautics Board says the fuel surcharge was pushed down due to a decrease in jet fuel prices
18:25.0
based on the two-month average of mean of plats Singapore prices.
18:30.0
The general trend is going down.
18:33.0
Pag titignan natin yung mga averages talagang pababa.
18:37.0
Kaya lang hindi natin masyadong magre-reflect.
18:44.0
Mababa tayo ngayon pero you have to remember that yung oil is sold in dollars.
18:56.0
Most of the trade naman globally is done in dollars.
19:02.0
So tumakas yung dollar peso exchange natin ng konti from November.
19:12.0
The lower fuel surcharge comes at a good time because April is one of the busiest travel months of the year.
19:19.0
April is a peak period, one of the months of the year that people tend to travel,
19:26.0
especially that again for the domestic sector, there is a long weekend again come this holy week.
19:35.0
So tama-tama, maganda yung timing ng pagbaba ng fuel surcharge.
19:40.0
Pati ito is significant din especially for local travelers.
19:44.0
Local airlines, Cebu Pacific Philippine Airlines and AirAsia Philippines
19:49.0
welcome the fuel surcharge adjustment as they mount more flights and offer seat sales this summer.
19:55.0
Airlines are allowed to collect lower fuel surcharges if they choose to do so
20:00.0
and depending on how they want to compete with other carriers.
20:04.0
Jackie Manabat, ABS-CBN News.
20:09.0
Cebu Pacific set to add flights from Clark in Pampanga to Taiwan.
20:13.0
Now the carrier says it will fly passengers to Taipei beginning April 29th four times a week.
20:20.0
The island is the latest destination to be included in Cebu Pacific's growing hub.
20:25.0
at Clark International Airport.
20:27.0
It previously opened direct flights from Clark to other destinations
20:31.0
including Incheon in South Korea as well as Bangkok in Thailand.
20:35.0
With this, Cebu Pacific says it will now fly to 34 domestic and 25 international destinations
20:43.0
across Asia, Australia and the Middle East.
20:47.0
The Philippine Health Department is looking to engage more youths
20:51.0
to tap social media platforms and raise awareness on the human immunodeficiency virus or HIV.
20:58.0
This comes amid a recent DOH report that shows most of the newly reported cases in January this year
21:05.0
are teens and even kids younger than 10 years old.
21:08.0
Majority of the new cases acquired the virus through male to male sexual contact.
21:14.0
According to Mary Joy Morin, Disease Prevention and Control Bureau Officer of the DOH,
21:20.0
they have tapped peer educators in communities who will deliver correct information to young people.
21:26.0
Morin also appeals to the public to help government end the stigma
21:30.0
and discrimination associated with HIV-positive patients.
21:37.0
We encourage our young people, if you have a feeling that is different from your body,
21:43.0
please do not hesitate to approach your nearest health facility in your area.
21:50.0
We have available HIV testing. It is free. It is safe. It is voluntary.
21:57.0
We will need your consent before you undergo HIV testing.
22:01.0
And more importantly, it is confidential.
22:04.0
And for those who are identified to have HIV, we have free antiretroviral drugs for you.
22:10.0
This is taken for life, but this will guarantee your healthy immune system
22:16.0
and you will live a longer life just like any ordinary individual.
22:20.0
And please help us address stigma and discrimination.
22:26.0

Welcome back. The Philippines needs more accountants.
23:49.0
This was raised during the centenary celebration of the accountancy profession in the Philippines in Manila Friday night.
23:56.0
Professional Regulatory Board of Accountancy Chairman Noe QuinaƱola says
24:02.0
they are nearly 200,000 registered certified public accountants,
24:07.0
but there is still a big demand for more CPAs in the country.
24:12.0
He asserts accountants are among the drivers for economic growth
24:16.0
and many businesses and agencies need accountants now.
24:22.0
We are keepers of important or critical data and that is financial information
24:28.0
which is used in all sectors, private or public.
24:35.0
We need more CPAs. That's what we need now because not only in the academe
24:43.0
but also in all the sectors of the professional organizations.
24:47.0
Since they are so magagaling, they are being hired abroad.
24:59.0
100 veteran accountants in the past 100 years were honored at the centenary celebration
25:06.0
and organizers hope more young Filipinos will join the accountancy profession.

25:42.0
Lucero's family was in attendance and say that the outpouring support from the family
25:46.0
has been felt especially during these difficult times.
25:50.0
It means so much to me and my family especially since our family in Daly City is very, very small
25:56.0
so it just feels like we're a huge family because of all the support we've been getting.
26:00.0
According to investigators, Narag pulled out a 9mm handgun and shot Lucero as she ran toward their home
26:06.0
in front of their two children, ages 3 and 4.
26:08.0
Narag is booked in the San Mateo County Jail with charges of murder and child endangerment.
