Good afternoon, I'm Denise Dinsay and here are the stories that made it to ANC's rundown.
00:10.0
Justice Secretary Jesus Crispin Remullo shrugs off the International Criminal Court's rejection of the Philippine government's appeal to suspend its drug war probe.
00:20.0
Secretary Remullo, meanwhile, says controversial lawmaker Arnulfo Tevez Jr. is already considered a fugitive.
00:30.0
And three children among those killed in another school shooting in the U.S.
00:39.0
Welcome to the program. Manila's Justice Secretary wishing the International Criminal Court the best of luck in its probe on the Duterte administration's drug war.
00:50.0
In an interview with ANC's Head Start, Secretary Jesus Crispin Remullo shrugged off the ICC's rejection of the Philippine government's appeal to suspend its drug war probe.
01:02.0
He asserts the ICC cannot compel the Philippines to cooperate since it has no jurisdiction over the country.
01:33.0
But if they insist on doing it, well, good luck to them because they cannot enter our country to impose a rule of law different from ours.
01:41.0
And our rule of law here is run by Filipinos.
01:46.0
Remullo then clarified the Philippines is only engaging with the court as part of diplomacy.
01:52.0
The Justice Secretary also daring the ICC to walk the talk and arrest Putin over his alleged war crimes.
02:03.0
The ICC is the ICC and good luck to them also if they want to arrest Putin.
02:08.0
I want to see them do that because they're big on words but let them do it first so we will believe that they can really do what they say.
02:19.0
The Philippine Coalition for the International Criminal Court says the ICC's ruling gives hope for justice for drug war victims.
02:27.0
It admits it is not convinced by the Philippine government's claim there's a robust justice system in the country as thousands of drug war cases remain unsolved.
02:58.0
What we need are thousands, not just hundreds. All the cases where the people were killed have to be investigated by the court.
03:10.0
Carlos Conde of the Human Rights Watch also welcomes the ruling as well as the ICC's move to allow families of drug war victims to participate in the proceedings.
03:22.0
This is definitely welcome news to us, to the human rights community.
03:26.0
The Philippine government actually failed to explain why they wanted the investigation to be suspended.
03:34.0
For practical reasons for the ICC, hearing the testimonies, the voices of the families of drug war victims is also key to determining what exactly happened in the past six or even beyond that.
03:49.0
So it's extremely important. It's not just because the victims of the drug war, the families of the victims of the drug war are given a voice in all of this,
03:58.0
but also they can provide more information to the ICC that might come up during these interactions.
04:07.0
A lawyer for families of drug war victims, meanwhile, says the Philippine government should not renege on its international treaty commitments.
04:15.0
Attorney Neri Colmenares asserts the ICC has the right to investigate the bloody drug war under the Duterte administration.
04:23.0
He also refutes government's claim the ICC probe is a threat to the country's sovereignty.
04:32.0
You signed the ICC article 127. So why did you suddenly change your mind? What does article 127 say?
04:42.0
All of the ICC Rome statutes said that the ICC can continue the investigation on any matter already under consideration by the court before the withdrawal.
04:57.0
Well, the preliminary examination of the court started long before your withdrawal. It was already filed in 2017-2018.
05:05.0
So in fact, that's why you withdrew because the ICC is investigating. You cannot renege on your international treaty commitment.
05:14.0
They really have nothing to gain from that because the Philippines signed the ICC.
05:21.0
An update now on the probe on Negros Oriental, Governor Roel Degamos killing.
05:26.0
Justice Secretary Jesus Crispin Remulia says there are clear links tying controversial lawmaker Arnolfo Tevez Jr. to the murder.
05:35.0
He reveals the suspect stayed in what they called a safe house provided by Tevez.
05:41.0
Remulia also accuses Tevez of running a criminal organization in Negros Oriental with dozens of killings linked to the lawmaker.
05:50.0
It really gives you a creepy feeling that something was wrong out there, that the values of the people were really affected by the money going around.
06:03.0
So there was so much money going around that it was already obscene, to say the least.
06:09.0
When the events transpired and leading up to the events, they were staying in a place provided by Congressman Tevez.
06:17.0
It was a place controlled by the Tevez family where these armed men were staying.
06:23.0
When they were recruited and they were given jobs, they were already being asked to do things for the Tevez king.
06:32.0
And directing it through one of his trusted men was Arnie Tevez.
06:38.0
When you use a place that definitely belongs to somebody who is being pinpointed as a mastermind, that is already a link.
06:49.0
Remulia says despite the absence of an arrest warrant, Tevez can now be considered a fugitive.
06:59.0
When one is suspected of having committed a crime, he is already suspected to be considered a fugitive if he does not show up.
07:07.0
The actions would speak louder than words here. It's not showing up that he is evading us or trying to evade the law.
07:16.0
Tevez, who has been suspended in Congress for his continued absence, is being deemed a potential mastermind in the Gamos killing.
07:27.0
Brotherly advice from former Negros Oriental Governor Brian Henry Tevez.
07:32.0
He's calling on his older brother, Congressman Tevez, to return to the Philippines and face the charges against him.
07:39.0
The younger Tevez says his family has been greatly affected by the allegations against his brother.
07:48.0
If it's the president himself who guarantees his safety, I think he will be safe enough.
07:56.0
Maybe to stop all this and shed light on everything, maybe it's about time he comes home.
08:07.0
In one way or another, he will have to face all of this, and he has to come home.
08:15.0
Meanwhile, authorities on Monday night conducted another raid on a sugar mill, which the younger Tevez partially owns.
08:22.0
They recovered a sniper rifle and hundreds of ammunition.
08:29.0
Newly appointed prisons chief Gregorio Catapang Jr. vows reforms to prevent abuse and corruption at the state penitentiary.
08:37.0
A day after his oath-taking, Catapang says part of his plans include tougher punishments against erring officers.
08:45.0
He adds there will also be reshuffling of prison guards at the maximum security compound.
08:53.0
09:17.0
O sige pare, pagbibigyan na kita.
09:19.0
Eh babae, hindi pwede sa kanya.
09:21.0
Stricto.
09:22.0
Stricto siya.
09:23.0
Siya na yung magiging frontliner.
09:24.0
Oo, oo, oo.
09:25.0
Kailan natin sir makikita yon?
09:27.0
Ah, next week, next week.
09:28.0
Next week, puro babae na?
09:29.0
Hindi na ba?
09:30.0
Babae yung commander, yung superintendent.
09:33.0
Alright.
09:34.0
Oo.
09:35.0
So unang tatamaan sa reshuffle is the guards?
09:37.0
Oo, yung...
09:38.0
That's 700 siya?
09:39.0
Oo, yung mga guardia.
09:43.0
Catapang also says the reforms he's implementing were sparked by the death of veteran broadcaster Percy Lapid.
09:52.0
I was really designed to be the deputy, ah, bureau corps.
09:59.0
And then nung nangyari dun sa kay Percy Lapid, na-elevate ako as officer-in-charge because na-suspend nga si Bantag.
10:09.0
And sabi ko nga, ah, with the reforms that I am doing now, ah, Percy Lapid did not die in vain.
10:18.0
Because yung pagkamatay niya ignited the reforms, the reformation, the changes, no, that needed to be done in viewport.
10:32.0
Overseas, the U.S. again rocked by a school shooting, this time in Tennessee.
10:38.0
A woman armed with several guns opened fire at a private school in Nashville, killing three children and three adults.
10:46.0
The shooter, who once attended the school, was later killed by police.
10:51.0
An investigation is underway to determine the shooter's motive.
10:58.0
We've also determined, ah, there were, ah, maps drawn of the school in detail of, ah, surveillance, ah, entry points, et cetera.
11:09.0
Ah, we know and believe that entry was gained through shooting through one of the doors, ah, is how they actually, ah, got, ah, into the school.
11:23.0
She does, ah, identify as transgender, yes.
11:28.0
And no motive at this point, ah, anything discovered in the apartment or house?
11:33.0
No, we have a manifesto, we have some writings that we're going over, ah, that, ah, pertain to this day, the actual incident.
11:41.0
We have a map drawn out of how this was all gonna take place.
11:45.0
Ah, there's right now a theory of, that's, that we may be able to talk about later, but it's not confirmed.
11:52.0
And so we'll, we'll put that out as soon as we can.
11:57.0
Deadly mass shootings have become commonplace in the U.S., but a female attacker is highly unusual.
12:04.0
Only four of the 191 mass shootings since 1966 have been carried out by a woman.
12:14.0
I am overwhelmed at the thought of the loss of these families, of the future lost by these children and their families.
12:27.0
And the leading cause of kids' death now is guns and gunfire.
12:33.0
And that is unacceptable.
12:38.0
U.S. President Joe Biden again calling for action from Congress following the Nashville mass shooting.
12:45.0
There have been 89 school shootings in the U.S. so far in 2023.
12:50.0
But with Republicans in control of the House of Representatives, any new gun safety legislation is unlikely this year.
13:01.0
We're monitoring the situation really closely, Ben, as you know.
13:04.0
And, ah, we have to do more to stop gun violence.
13:08.0
It's ripping our communities apart, ripping the soul of this nation, ripping at the very soul of the nation.
13:14.0
You know, the shooter in this situation reportedly had two assault weapons and a pistol, two AK-47s.
13:22.0
So I call on Congress again to pass my assault weapons ban.
13:26.0
It's about time that we begin to make some more progress, but there's more to learn.
13:31.0
But I just wanted to send my concern and hearts out to so many parents out there.
13:40.0
U.S. First Lady Jill Biden also turned emotional upon hearing the news during an event in Washington, D.C.
13:51.0
While you've been in this room, I don't know whether you've been on your phones, but we just learned about another shooting in Tennessee, a school shooting.
14:03.0
And I am truly without words.
14:08.0
And our children deserve better.
14:19.0
And we stand, all of us, we stand with Nashville in prayer.
14:24.0
We're taking a quick break.
14:29.0
Coming up, the proposed merger of Land Bank and the Development Bank of the Philippines gets the backing of President Marcos.
14:36.0
More on that when we come back. Stay with ANC's Rundown.
14:54.0
Back with more news.
15:03.0
The COVID positivity rate in Misamis Oriental reaching a high level of 26.8 percent.
15:11.0
That's about five times higher than the threshold set by the World Health Organization to consider a COVID situation under control.
15:20.0
The Okta Research Group says the positivity rate is considered the fourth highest in Misamis Oriental and should not be overlooked.
15:31.0
In Misamis Oriental, we may consider that maybe even like a surge or something because we are seeing a significant increase in positivity rate.
15:40.0
Hoping that it will start to decrease now and that's the peak, but we can't say that for sure.
15:46.0
While the rest of the world has moved on and largely has accepted that COVID is just here, but it's still here.
15:53.0
I mean, it's not the threat that it once was.
15:56.0
We should not overlook some of these signals that we're seeing if ever there's something more to it.
16:06.0
Philippine President Marcos backing the merger of two state-run banks.
16:11.0
Finance Secretary Benjamin Diokno says the proposed merger of Land Bank and the Development Bank of the Philippines was discussed in a sectoral meeting Tuesday.
16:21.0
He cites the recent turmoil from global banking failures for the need to consolidate the two.
16:30.0
That's really the best practice.
16:32.0
The biggest bank usually is owned by the state globally.
16:38.0
The merged bank will be stronger.
16:42.0
In fact, one likely outcome of this is that maybe the interest rate that they will charge will be lower.
16:49.0
Given what's happening now globally, you have banks which are now being closed, right?
16:58.0
For example, Credit Suisse, who would have thought that Credit Suisse will go under?
17:03.0
So there's really a strong need for solidifying the government bank.
17:12.0
We're not saying that DBP or Land Bank have problems.
17:21.0
Diokno, a former central bank governor, adds the merger will help government save up to P5 billion annually in the next four years.
17:31.0
Land Bank currently has 752 branches, while the DBP has 147.
17:37.0
The merger is expected to take effect by the end of the year.
17:45.0
By merging the two, it will now become the number one bank in the Philippines, ahead of Banco de Oro in terms of assets.
17:55.0
The projected operating cost savings due to the merger could reach at least P5.3 billion per year.
18:02.0
So for the next four years, at least P20 billion.
18:10.0
The Energy Department urges the National Grid Corporation of the Philippines to appeal the denial of its request for an extension on its standby power supply deals.
18:20.0
That's after the NGCP warned the decision could lead to power outages.
18:25.0
The NGCP earlier called on the DOE to intervene after the Energy Regulatory Commission rejected its petition to continue with the month-on-month extensions on its ancillary service agreements.
18:39.0
The DOE now says the grid operator should file a motion for reconsideration before the ERC.
18:47.0
It adds it is the job of the NGCP to ensure stable power supply and it should live up to that responsibility.
18:58.0
Brace for more searing heat.
19:00.0
That warning coming from weather forecasters as they recorded the highest heat index yet this year.
19:07.0
Rafael Bosano has more.
19:10.0
State Weather Bureau Pag-asa recorded the highest heat index in San Jose Occidental Mindoro last Saturday.
19:18.0
Based on their classification, this may be considered dangerous because an individual may experience heat cramps and heat exhaustion.
19:25.0
Further exposure to this heat index may even lead to heat stroke.
19:29.0
Pag-asa data also showed that a high heat index in different parts of Luzon, Visayas, and Mindanao were also recorded.
19:37.0
The heat index is the heat an individual feels based on actual temperature and relative humidity.
19:43.0
They say that aside from extreme heat, the months of March, April, and May have high moisture.
19:49.0
Pag panahonan ng taga-heat dito sa ating bansa, yung mga dry months, yung magiging dominant na hangin natin, yung tinatawag na easterlies, matasang moisture content.
19:57.0
That is why yung pawis natin, imbes na mag-evaporate agad, humalo sa hangin, ay nandito, nararamdaman natin, nakikita natin sa, for example, sa braso natin.
20:07.0
Which is why experts say that it would be best to avoid prolonged exposure to direct sunlight, especially from 12 noon to 3 p.m.
20:15.0
They also warn of warning signs of heat stroke that could lead to devastating outcomes.
20:20.0
Siyempre, nanghihina ka dahil nahihilo, so yun ang mga early signs ng heat stroke.
20:29.0
Pero usually yan, manghihina ka muna because of the temperature. It is fatal if not prevented or managed the soonest possible time.
20:42.0
Senior citizens as well as individuals with hypertension are the ones most at risk to heat stroke.
20:48.0
An individual is advised to drink 8 glasses of water or even more, especially those engaging in physical activities.
20:55.0
Usually, nililimit namin yung sport events namin indoor para maiwasan namin yung heat exhaustion at heat stroke.
21:02.0
There are times naman na kailangan outdoor. So usually, ginagawa namin yung event during the time na hindi masyado mainit.
21:11.0
Usually in the afternoon or nearing na sa gabi.
21:16.0
Pag-asa advises the public to brace for more hot weather in the coming days.
21:22.0
Kasi po, pagpanoon ng April and May, karaniwan doon natin itatala talaga yung pinakamataas na antas ng temperatura, outside temperature that is.
21:30.0
So kung mas mataas ang temperatura, mas malaking chance na mas mataas din po ang heat index value.
21:35.0
Rafael Bosano, ABS-CBN News.
21:40.0

22:00.0
He plans to visit more places and buy local products.
22:04.0
For sure, maybe a few just to support some local stuff.
22:08.0
Something I can give to my parents or something as a present.

22:18.0
He can now buy those items in the new Golocal store in Intramuros, Manila.

There is really market for Philippine products, for Filipino products, both para sa ating mga Pilipino na mga turista at saka sa ating mga foreign tourists.
23:16.0
We witnessed the food traffic during Christmas but we thought it's gonna stop there and very fortunately it didn't.

In fact, it is still increasing the food traffic here in Fort Santiago, here in Intramuros.
23:30.0

23:42.0

23:51.0
