This statement comes after Philippine Defense Secretary Gilbert Teodoro

commenting on the question posed by the country's Coast Guard to Chinese officials

during a security summit in Singapore.

There, the Coast Guard talked about the disconnect in Beijing's words and actions in the West Philippine Sea.

Teodoro argues China, being the stronger country,

has the bigger obligation to be magnanimous and show that it can be trusted.

According to the defense chief, this can be done if China's actions reflect the recognized norms of international law,

such as the United Nations Convention on the Law of the Sea.

Newly appointed health secretary Ted Herbosa names Maria Rosario Vergara as a top undersecretary of the agency.

So those are five new sections and she will be on top of them.

So she will be helping me deliver the goals of her experience and her previous job of taking care of the caretaker of the Department of Health will continue in that segment of operations.

And she requested for that and I gladly gave it because I think she deserves that.

Herbosa meanwhile taps undersecretary Eric Tayag as the chief information officer of the agency as he seeks to digitize operations of the DOH.

He's also been in charge of the KMITS Knowledge Management Information Technology Service in the past administration.

And he told me he still wanted to do because he established the connections with DICT.

That's my priority and I'm going to make it work and make sure that we digitize healthcare so that it becomes accessible in the most remote areas of the country.

But I want to digitize the financing, the disbursement and the spending and procurement of this billions of pesos of people's tax money.

I want them all to go to healthcare.

The Philippine Social Welfare Department clarifies one of their requirements for beneficiaries of the food stamp program.

The DSWD says the requirement to join government's job generating programs is per household and not per individual.

It adds they must present their TESDA or DOLE certifications during the first year of their inclusion in the program.

The agency says the requirement aims to end the culture of dependency on assistance provided by the government.

Top officials from the Finance Department, the Bureau of Treasury and the GSIS met with over a thousand police officers Wednesday.

The GSIS assured the police officers there will be no co-mingling of funds for the pension of civilian civil servants and uniformed personnel.

The police, meanwhile, say they will be open for further discussions.

The Philippine government wants to tweak the pension system for military and uniformed personnel to make it more sustainable.

One of the marching orders of President Marcos to his new health secretary

is to address the rising cases of HIV in the Philippines.

The virus is prevalent within the LGBT community,

which makes up 70% of reported cases.

Now in time for the celebration of Pride Month,

let's discuss the country's HIV situation with Iko Johnson,

president of advocacy group Project Red Ribbon.

Iko, thanks so much for joining us.

Thank you so much for having me too.

Now I wanted to know, what kinds of stigma or forms of discrimination

do you see are faced by individuals living with HIV here in the Philippines?

Well, number one, a lot of people are still stigmatizing and stereotyping HIV

with the LGBT community when in fact everybody can be infected by HIV right now.

Even mothers, even straight individuals can be infected.

So it's a diverse population now,

but unfortunately there's still stigma and discrimination.

People are still stereotyping and typecasting HIV

and attaching and linking HIV with LGBT groups alone.

So in the current registry of the Department of Health,

it has been very evident that cases have been among different populations now,

even children, even mothers, even straight individuals.

So we have to understand that the perspective or the face of HIV is changing right now.

This is not only in the Philippines but all over the world.

So we really have to keep on educating all, everybody about HIV and AIDS

because if we don't educate, if we don't make people aware,

then a lot of people are still going to be scared of taking the HIV test

or even talking about it.

So it's better to normalize the conversation

by bringing forth the facts about HIV and AIDS here in the country.

Now talking about education and awareness,

how can society, the national government, especially the DOH,

contribute to increasing the awareness and education about these local communities

or also, of course, with specific communities or even specific populations?

Well, actually the Department of Health has been doing a lot of job.

But then, of course, that's the Department of Health,

but we have to make sure that the community understands.

So everybody needs to be educated about HIV and AIDS

because right now we still have an HIV epidemic here in the country.

But we cannot just turn a blind eye

because we don't want to talk about sex and sexual behavior and the LGBT community.

We have to understand that everybody can be affected and infected.

So we have to reach out to the different government agencies altogether.

So it's not just a health issue, but it's also a non-health issue.

So we have to make sure that we educate the Department of Justice

so that everybody will have to understand their rights as individuals

and the rights of people living with HIV.

We have to reach out to the Department of Education

because the cases among the youth are increasing.

So we have to make sure that the Department of Education has programs

when it comes to sexual education and that will be part of, or HIV should be part of that.

So the Department of Social Welfare and Development has good programs about HIV and AIDS.

And they have to educate everybody that there are services being provided by DSWD.

The Philippine Information Agency has to be strengthened when it comes to their HIV program

because they have the arm to educate about HIV and AIDS

so that the communities affected and infected with HIV will be informed.

So again, this is not a problem of the Department of Health, but this is an issue of everybody.

A lot of people have been talking about HIV as a health issue,

but when in fact it's a psychosocial issue

because the stigma and discrimination actually prevents people from getting tested

because people are scared to get tested because they don't want to be stereotyped

and typecasted to be promiscuous or even being part of the LGBT.

So we have to make sure, top to bottom, the Department of Health has to strengthen its programs

and the non-health government agencies have to be engaged.

Now, when it comes to bottom to top, we have to make sure that the communities affected

raise their voice and raise their concerns and be part of the solution.

So it's not just a problem of the Department of Health, but everybody's issue.

Now Mico, I hear you and I see that education really is, I guess, the main challenge.

But do you see any other challenges that the government also is facing

when it comes to advocating for this and also when it comes to awareness?

Of course, there are lots of issues because the government agencies need to also be informed

that there are programs, that they have their own programs for the community.

So we need to strengthen their programs.

Of course, there are budgetary constraints.

Of course, in all programs there are budgetary issues.

So to stop the epidemic, we have to make sure that there's allotment of funds

for the programs to be implemented, especially for education.

There are developmental partners who are helping us,

that are helping the HIV community or the HIV response.

But that's not enough.

So everybody, all the government agencies, non-government agencies,

should take part in the solution.

So of course, there are budgetary constraints.

There's still stigma and discrimination.

People don't want to talk about it, even government agencies.

So it's at the back burner.

So they don't want to put it forward.

But we can solve the problem of HIV if we address it now.

By continuously educating, promoting the HIV services, engaging the community,

we can definitely solve this if we together can be advocates of change.

Can you tell us more about Project Red Ribbon

and of course their initiatives in helping to, of course, solve this epidemic?

So Project Red Ribbon is a non-government organization.

We started in 2011 as an advocacy group

and then we became a foundation.

So we help people living with HIV.

Project Red Ribbon is the only foundation with a DUIAN program.

It's a program wherein we help children with HIV.

Right now, we have more than 150 children living with HIV.

That's with support through medical financial assistance.

We provide them livelihood.

For affected families, we provide them shelter.

And then we link them up with corporate organizations.

Now, what's good about Project Red Ribbon right now

is that we form part of a new treatment hub, which is My Hub Cares.

This is located in Ortega Center.

It's an HIV and AIDS treatment facility.

So now it completes the full spectrum of HIV.

Before, Project Red Ribbon would only address the advocacy problems,

provide awareness, testing, prevention.

Now, by partnering with My Hub Cares, which is a treatment facility,

now we can help a lot more people.

Still, there are issues when it comes to treatment,

but we want to address those issues

because HIV issues are human rights issues.

So we have to make sure that healthcare is being provided

to people living with HIV, to the community of people living with HIV.

We have to make sure that they are protected,

that the treatment facility is safe,

that we can provide all the services necessary to make them as healthy as possible

because at the end of the day, if you are taking the antiretroviral medicines,

you cannot transmit HIV anymore, number one.

Number two, you cannot, you can reach your dreams

because you can be as healthy as anybody else.

And you'll have a lifespan that is comparable to any normal healthy individual.

So again, we now complete the full spectrum of HIV

by putting up this HIV and AIDS treatment facility,

which is called My Hub Cares.

So everybody's invited, so don't be scared.

We are offering all the best services for you, free of stigma and discrimination,

and a lot of our services are now free for the PLHIV community

as well as the LGBT community.

The Philippine Central Bank announces a widely anticipated cut

in local banks' reserve requirement ratios.

The RRR is the threshold banks must keep in their reserve

and are not allowed to lend out.

That's a 250 basis point cut for universal and commercial banks

as well as non-bank financial institutions with quasi-banking functions.

Digital banks, meanwhile, will see their RRR lowered by 200 basis points

while the figure for thrift, rural, and cooperative banks

will go down by 100 basis points.

The new ratios take effect June 30th.

Changes in the requirements are seen to significantly affect

money supply in the country's banking system.

The Banco Central previously said it was eyeing to ease the ratio requirements

for lenders instead of further hiking its interest rates.

But it says the lower RRR does not mean a shift in its monetary policy.

RCBC's chief economist, Michael Rickerford, welcoming the BSP's move.

He says this would pump billions of pesos into the country's financial system

or about 130 billion pesos for every percentage point cut in the RRR.

Rickerford also views the move as the BSP making true to its promise

of bringing down the requirement to single-digit levels

to coincide with the end of the term of Governor Felipe Medalla on June 30.

The Philippine Energy Chief calling on the World Bank

to provide more funding for energy transition projects.

Secretary Rafael Lotilia says while the Philippines is thankful

for the World Bank's support, it needs more help in transitioning

to cleaner sources of energy.

Lotilia adds Manila has yet to be included in the World Bank's

energy transition program meant to help countries

to become less dependent on coal.

In the case of the Philippines, with its reform, its power industry,

20 years ago, by privatization and by unbundling,

unfortunately we are not part of any of the just energy transition partnerships

that have already been put in place.

The time for investing in transmission is now,

and this is an ongoing conversation that we have with the World Bank

and with the Asian Development Bank,

and I hope that they will catch up with us.

A global investment banker flags several problematic aspects

of the proposed Maharlika Investment Fund.

Stephen Kunyang says aside from the MIF having no clear-cut purpose,

it also does not know what it is going to invest in.

He also warns sourcing seed money from the land bank

and the development bank also has an impact on the bank's lending capability.

Land bank is going to put in 50 billion pesos.

DBP is supposed to put in 25 billion pesos.

That is very critical because in a bank,

you normally have about 10% Tier 1 capital.

That means you reduce the land bank's borrowing capacity by 500 billion pesos, not 50,

and you reduce the DBP's lending capacity not by 25 billion but 250 billion.

So now you have reduced their ability to lend to the agricultural center,

to lend to infrastructure.

Philippine shares failed to sustain gains from the previous trading session

as the local market joins Asian peers in anticipation of possible further rate hikes stateside.

Michelle Ong reports.

Asian risk assets retreated Thursday as investors reassessed the risks from inflation

and the probability of more rate hikes coming.

The Bank of Canada, the first developed country to hit pause,

surprised markets with a rate hike on the heels of the Reserve Bank of Australia's own hike earlier this week.

Traders now boosting wagers on the Fed, pausing next week,

but hiking again by a quarter point come July,

while the Philippine Central Bank might be forced to adjust to protect its currency.

For the day, the PSC index falling by four-tenths of one percent

to close at 6539 on very thin trade at below 4 billion pesos.

John Carlo Lim, partner of Jollibee and Mang Inasal billionaire Stoney Tankartiong

and Injapsia of Dragonfly Security says

while there is still a downward bias, the moment to be extremely bearish has passed.

It's undervalued, especially relative to the earnings power.

It's underpinning the market.

But having invested in the financial markets for the past 20 years,

the financial market really works that way, right? It is until it isn't.

So people have this recency bias always comparing over the past decade

the performance of the Philippine Stock Exchange versus, let's say, the U.S. equity markets.

But if you go back in time and you look at 2001 to 2010,

the Philippine Stock Exchange actually outperformed the S&P 500 by 7 percentage points per annum.

So it's just a reversal of fortunes.

There's too much recency bias regarding the negativity regarding PSC investing.

But I feel that underneath, there's a lot of opportunities for people who take a long-term view.

Market observer Harold Tan sees Fed moves as continuing to be a main driver of the market.

Of course, market is still trading in a very dry, even without a positive news last Tuesday.

The market just ignored it, kind of like a sell-on news.

Of course, I'm monitoring of the next possible move of Fed,

which we expect that they would keep raising rates for the next two to three months.

Of course, corporate earnings, if they would be able to sustain them.

In corporate stories, Far East Holdings, a private company associated with Ramon Ang's family,

buying more of Top Frontier.

It is subscribing to 45 million common shares of Top Frontier for 241.42 per share,

or an aggregate amount of 10.8 billion pesos to be fully paid in cash on or before the end of June.

Top Frontier is the parent company of conglomerate San Miguel Corporation,

of which Ramon Ang is the president and CEO.

When we achieve our aspirations, we think Hotel 101 might be 90% of the whole Double Dragon portfolio.

So it will be a complete opposite, because there's just so much potential.

Hotel 101 CEO Hanna Yulo Luchini explains, while hotel stay may be cyclical,

But we are really, really, really very serious about our vision to hit 500,000 rooms by 2040

and to become the first Filipino company to be listed in the NASDAQ in the next three to four years.

Because it's an asset-like type expansion, unlike your traditional hotel developers, right?

We pre-sell all of the units during the construction period.

So essentially, we make money two times.

We make money from the selling of the units.

But what we're really after is the managing of the hotel.

So it's a long-term management contract that the unit owners sign up to when they buy a unit

so that they know it will always be managed as a hotel by Hotel 101.

Meanwhile, Vulcan Industrial and Mining Corporation set to issue and offer

550 million new private placement shares at one peso each to comply with the PSC's 20% public float requirements.

This will result in the increase of the subscribed and issued capital stock to 7.18 billion shares.

Proceeds will be used for operations and repayment of advances and or acquisition of mining rights.

Still with Vulcan, it is also officially changing its stock symbol from VUL to ECVC,

meaning East Coast Vulcan Corporation.

Remember back in 2021, mining firm East Coast Mineral Resources officially took over Vulcan in an asset-for-share swap.

And Uchenko-led engineering firm EEI set to build a new training center for construction-related skills

that will better prepare Filipino talent for its upcoming domestic and overseas projects.

The facility will be able to accommodate up to 500 trainees at any given time once completed in December 2024.

It will be located in Tanzar, Cavite.

And finally, the Philippine Stock Exchange says Gilbert Guiboto-Doro has tendered his resignation

as an independent director of the PSC effective immediately after his appointment as Secretary of National Defense.

The U.S. has sent hundreds of firefighters to Canada to help them respond to the wildfires.

Pope Francis doing well after undergoing abdominal surgery.

That's according to his doctor, who says his recovery could take five to seven days.

The doctor adds he does not expect the 86-year-old pontiff to have any limitations on his travels and other activities once he's back on his feet.

the Stars came out to Miami's Casillas Center for Game 3 of the NBA Finals.

But in this round, it was the visiting Denver Nuggets who regained home court advantage by beating the Miami Heat 109-94.

After a fast-paced back-and-forth first half, the Nuggets led 53-48.

By the fourth, the Nuggets lead ballooned to as much as 21 points.

Nikola Jokic recorded another triple-double with 32 points, 21 rebounds, and 10 assists,

while Jamal Murray also had a triple-double with 34 points, 10 rebounds, and 10 assists.

It means that our guys understood Game 2 is not who we are, it's not who we can be,

especially at this stage of the season, and they responded like they always do.

That's one thing I know about our group.

When we don't play well, we own it, and we find a way to be resilient

and get back to playing Denver Nugget basketball, and that's what we did tonight.

Denver also got a big 15-point contribution from rookie Christian Braun,

who won a national championship last year playing for Kansas.

Yeah, I mean, the guys trust me all year.

So, you know, when I get in the game, I just try to defend and, you know, do the little things,

obviously make it easier on me, and like I said, my job's not very hard.

I just got to come in, play with energy, and they find me in the right spots on offense,

and the defense just gives effort.

Miami was held to 37% shooting and was out-rebounded 58-33.

Jimmy Butler and Bam Adebayo combined for 50 points,

but the rest of the team failed to make much of an impact.

It felt like at times, you know, some of those missed shots at the rim or in the paint,

the makeable shots that we've made, you know, the last several months or weeks,

that affected a little bit of our whatever going down the other end.

And that hasn't happened, you know, a lot.

I do want to get to the film because I'm not totally sure about that.

It just felt like that.

You know, we're at our best when we're winning those battles first,

so you can just check that box.

The physical battles, 50-50s, ball in the air, ball on the floor.

We win those battles. We figure everything else out along the way.

Despite the loss, Butler, as he has been all playoff series,

remained calm and confident in his post-game media address.

We feel great. We didn't play our best tonight.

I feel like we just got to come out with more energy and effort,

and that's correctable. That's on us as a group.

No X's and O's can fix that.

So, you know, come out, dive on the floor,

get loose balls, get defensive rebounds,

and maybe, just maybe, it would have been a different game.
