There, the Coast Guard talked about the disconnect in Beijing's words and actions in the West Philippine Sea.

Teodoro argues China, being the stronger country,

has the bigger obligation to be magnanimous and show that it can be trusted.

According to the defense chief, this can be done if China's actions reflect the recognized norms of international law,

So those are five new sections and she will be on top of them.

So she will be helping me deliver the goals of her experience and her previous job of taking care of the caretaker of the Department of Health will continue in that segment of operations.

Herbosa meanwhile taps undersecretary Eric Tayag as the chief information officer of the agency as he seeks to digitize operations of the DOH.

The virus is prevalent within the LGBT community,

which makes up 70% of reported cases.

Now in time for the celebration of Pride Month,

let's discuss the country's HIV situation with Iko Johnson,
30:24.0
president of advocacy group Project Red Ribbon.

Iko, thanks so much for joining us.
30:29.0
Thank you so much for having me too.

Now I wanted to know, what kinds of stigma or forms of discrimination
30:35.0
do you see are faced by individuals living with HIV here in the Philippines?
30:40.0
Well, number one, a lot of people are still stigmatizing and stereotyping HIV
30:47.0
with the LGBT community when in fact everybody can be infected by HIV right now.
30:54.0
Even mothers, even straight individuals can be infected.
30:59.0
So it's a diverse population now,
31:03.0
but unfortunately there's still stigma and discrimination.
31:06.0
People are still stereotyping and typecasting HIV
31:11.0
and attaching and linking HIV with LGBT groups alone.
31:17.0
So in the current registry of the Department of Health,
31:20.0
it has been very evident that cases have been among different populations now,
31:27.0
even children, even mothers, even straight individuals.
31:31.0
So we have to understand that the perspective or the face of HIV is changing right now.
31:38.0
This is not only in the Philippines but all over the world.
31:41.0
So we really have to keep on educating all, everybody about HIV and AIDS
31:48.0
because if we don't educate, if we don't make people aware,
31:52.0
then a lot of people are still going to be scared of taking the HIV test
31:57.0
or even talking about it.
31:59.0
So it's better to normalize the conversation
32:02.0
by bringing forth the facts about HIV and AIDS here in the country.
32:07.0
Now talking about education and awareness,
32:09.0
how can society, the national government, especially the DOH,
32:13.0
contribute to increasing the awareness and education about these local communities
32:18.0
or also, of course, with specific communities or even specific populations?
32:23.0
Well, actually the Department of Health has been doing a lot of job.
32:26.0
But then, of course, that's the Department of Health,
32:29.0
but we have to make sure that the community understands.
32:32.0
So everybody needs to be educated about HIV and AIDS
32:35.0
because right now we still have an HIV epidemic here in the country.
32:39.0
But we cannot just turn a blind eye
32:41.0
because we don't want to talk about sex and sexual behavior and the LGBT community.
32:46.0
We have to understand that everybody can be affected and infected.
32:50.0
So we have to reach out to the different government agencies altogether.
32:55.0
So it's not just a health issue, but it's also a non-health issue.
33:00.0
So we have to make sure that we educate the Department of Justice
33:04.0
so that everybody will have to understand their rights as individuals
33:10.0
and the rights of people living with HIV.
33:12.0
We have to reach out to the Department of Education
33:15.0
because the cases among the youth are increasing.
33:19.0
So we have to make sure that the Department of Education has programs
33:25.0
when it comes to sexual education and that will be part of, or HIV should be part of that.
33:31.0
So the Department of Social Welfare and Development has good programs about HIV and AIDS.
33:38.0
And they have to educate everybody that there are services being provided by DSWD.
33:45.0
The Philippine Information Agency has to be strengthened when it comes to their HIV program
33:50.0
because they have the arm to educate about HIV and AIDS
33:54.0
so that the communities affected and infected with HIV will be informed.
34:00.0
So again, this is not a problem of the Department of Health, but this is an issue of everybody.
34:07.0
A lot of people have been talking about HIV as a health issue,
34:11.0
but when in fact it's a psychosocial issue
34:15.0
because the stigma and discrimination actually prevents people from getting tested
34:20.0
because people are scared to get tested because they don't want to be stereotyped
34:24.0
and typecasted to be promiscuous or even being part of the LGBT.
34:30.0
So we have to make sure, top to bottom, the Department of Health has to strengthen its programs
34:36.0
and the non-health government agencies have to be engaged.
34:41.0
Now, when it comes to bottom to top, we have to make sure that the communities affected
34:46.0
raise their voice and raise their concerns and be part of the solution.
34:51.0
So it's not just a problem of the Department of Health, but everybody's issue.
34:56.0
Now Mico, I hear you and I see that education really is, I guess, the main challenge.
35:01.0
But do you see any other challenges that the government also is facing
35:07.0
when it comes to advocating for this and also when it comes to awareness?
35:12.0
Of course, there are lots of issues because the government agencies need to also be informed
35:20.0
that there are programs, that they have their own programs for the community.
35:24.0
So we need to strengthen their programs.
35:26.0
Of course, there are budgetary constraints.
35:29.0
Of course, in all programs there are budgetary issues.
35:33.0
So to stop the epidemic, we have to make sure that there's allotment of funds
35:38.0
for the programs to be implemented, especially for education.
35:43.0
There are developmental partners who are helping us,
35:47.0
that are helping the HIV community or the HIV response.
35:53.0
But that's not enough.
35:55.0
So everybody, all the government agencies, non-government agencies,
36:00.0
should take part in the solution.
36:02.0
So of course, there are budgetary constraints.
36:05.0
There's still stigma and discrimination.
36:07.0
People don't want to talk about it, even government agencies.
36:10.0
So it's at the back burner.
36:12.0
So they don't want to put it forward.
36:15.0
But we can solve the problem of HIV if we address it now.
36:22.0
By continuously educating, promoting the HIV services, engaging the community,
36:28.0
we can definitely solve this if we together can be advocates of change.
36:35.0
Can you tell us more about Project Red Ribbon
36:38.0
and of course their initiatives in helping to, of course, solve this epidemic?
36:44.0
So Project Red Ribbon is a non-government organization.
36:48.0
We started in 2011 as an advocacy group
36:51.0
and then we became a foundation.
36:53.0
So we help people living with HIV.
36:55.0
