ng development plans and programs in the Chinatown area.
00:13.6
During then-Mayor, now VP Sara's term, being her City Tourism Officer, I headed the Secretariat
00:22.3
of the Chinatown Council, and I would ensure that we had monthly meetings to discuss any
00:30.0
issues that would affect Chinatown, organize events that would promote Chinese culture,
00:37.9
and receive Chinese guests in the city.
00:43.1
More importantly, I, with the Chinatown Council, pushed for the creation of a development plan
00:51.0
for the Davao Chinatown, which would complement the Davao City Tourism Master Plan, wherein
00:58.5
we ensured that Chinatown would be one of the top three tourism development areas.
01:07.1
In my present job, I've continued to promote amity and goodwill between our countries
01:14.6
in the different places in Mindanao that I visit.
01:19.3
Not because Congen Lilin asked me to, but because instilled in me is what I have learned
01:26.9
from my interaction with Davao's Chinese community.
01:31.8
The values of hard work, benevolence, courtesy, wisdom, and filial piety, which are some of
01:41.0
the most important values of Chinese traditional values, much akin to Filipinos.
01:52.4
Through the years, we have walked, worked, and learned greatly from one another, and
02:00.0
if there's anything more that I would like to promote, it is to make all of us, Filipinos
02:06.6
and Chinese, respect each other and affirm our oneness as brothers and sisters.
02:14.3
We are not just friends.
02:16.9
We are family.
02:18.4
Dagang salamat, xie xie.
02:21.4
Congratulations, Ms. Nexon.
02:24.4
Our next laureate is Mr. Jose Ong Tahan.
02:35.4
Mr. Tahan is the former president of APCU Baguio and former chairman of the Filipino-Chinese
02:43.4
Chamber of Commerce of Baguio City.
02:46.9
As an active member of the APCU Baguio Chapter for 42 years, he has lent his assistance
02:53.9
to planning educational, cultural, military, political, and trade visits of more than
02:59.9
100 official delegates from China.
03:16.4
Once again, congratulations to the major contribution laureates.
03:46.4
His Excellency, President of the Republic of the Philippines, Lieutenant Bomong Marcos, Jr.
04:16.9
Ambassador of the People's Republic of China, Huang Shilian, APCO Chairman, Antonio
04:26.9
Na'o Lamino, and APCO President, Sixto Benito.
04:35.9
Distinguished guests, friends, good evening.
04:42.4
It is truly a great privilege to be among the awardees today, and I thank APCO and
04:54.4
the Chinese Embassy for this recognition and honor.
04:60.0
In all honesty, I had no intention to make any submission for this prestigious award,
05:13.0
as I believe my contributions are humble compared to others.
05:21.5
But last February, during the years of Spring Festival celebration in Baguio, our friends
05:34.5
from our consulate office encouraged and urged me to make a submission.
05:48.0
Unexpectedly, I was chosen as one of the awardees, for which recognition I was very
06:01.0
grateful in a testimony that my 42 years of membership and efforts in APCO's 48 years
06:14.5
history has not gone unnoticed.
06:19.5
This distinction and honor, however, is not mine alone.
06:27.5
I share with APCO as we continuously work for increasing enhancement of Filipino-Chinese
06:37.5
friendship.
06:38.5
Again, thank you very much and Mabuhayo.
06:44.5
Thank you so much.
06:49.5
All right, ladies and gentlemen, we will now proceed with the Outstanding Contribution
06:54.5
category.
06:55.5
To help us present our next awards, we would like to request the presence of His Excellency
07:01.5
Huang Xilian, Ambassador of the People's Republic of China to the Philippines, and
07:06.5
Attorney Raul Lampino, APCU Chairman.
07:14.0
Our first laureate with Outstanding Contribution is Ambassador Roberto D. Tiglao.
07:44.5
Ambassador Tiglao is one of the country's renowned journalists, columnists, and public
07:50.5
intellectuals.
07:51.5
He's also a public servant who held various honorary posts in the Philippine government.
08:14.0
Ambassador Tiglao, may we please invite you for a few words.
08:44.5
His Excellency President Ferdinand Marcos, Jr., Honorable Bongbeng Medeldea, the representative
09:01.5
of former President Duterte, His Excellency Ambassador Huang Xilian of the People's Republic
09:09.0
of China, trustees and members of the Association for Philippine-China Friendship.
09:16.0
Ladies and gentlemen, good evening.
09:19.0
It is a high honor for me to be in the same event with the representatives of two former
09:25.0
very respected presidents, President Duterte and my former boss in Malacañang, President
09:33.0
Arroyo.
09:35.6
Both of them, during their presidencies, made heroic efforts to strengthen relations
09:42.6
with China while enhancing friendships with other peoples.
09:47.6
It was indeed praiseworthy as they upended Cold War propaganda by the West portraying
09:55.6
China as hostile to the Philippines when nothing could be further from the truth.
10:03.1
And of course, it's an honor to be here with the presence of President Bongbeng Marcos
10:12.1
since it was his father who made history when he boldly established diplomatic relations
10:18.1
with China on June 9, 1975, tomorrow nearly half a century ago.
10:26.1
President BBM, together with his mother Imelda and his sisters, were among the very few
10:32.6
Filipinos who were able to shake hands with the Asian great leader, the founder
10:37.6
of the People's Republic of China, Mao Zedong.
10:40.6
I'm a fan of Mao Zedong and I hope Mao Zedong's vibes rubbed on President Marcos.
10:48.6
To APCO Chairman Emeritus President Arroyo, Chairman Raul Lampino, Vice Chairman Jeffrey
10:58.1
Leung, and to the other trustees of this association, I'm deeply honored and grateful
11:03.1
to receive this award, especially since it also gives credit to my lifelong work as a journalist.
11:14.1
I will not evade talking about the elephant in the room, about China.
11:21.6
I have been writing about China, specifically the South China Sea dispute, for over a decade now.
11:30.6
In my articles in the Manila Times and in my two books entitled Debunk and Debacle,
11:39.6
these weren't opinion or speculative pieces.
11:42.6
Many of these were investigative reports based on detailed research and documentation.
11:50.2
I've struggled in my writings to expose the hypocrisy and attempts of the West
11:56.2
to demonize China so that it can maintain its hegemony in the world.
12:02.2
Unfortunately, I have not been that successful in convincing too many people,
12:08.2
and I hope this award will convince many of my countrymen to really look into this problem.
12:15.7
It is a challenge re-educating people on the real issues and forgotten histories of nations.
12:23.7
The West has a powerful media machinery, and its agents in media and even in the academia
12:31.7
aren't even aware of this.
12:34.7
I was astonished, for instance, that even my old anti-imperialist comrades
12:41.2
who used to storm the U.S. Embassy's gates in the 1970s are now big fans of the U.S.,
12:49.2
even recommending that the U.S. wars with China.
12:54.2
The author and American intellectual, Noam Chomsky, said it best in one of his books,
13:04.7
He who controls media, controls the mind.
13:08.7
Now guess who controls global media, whose view of the world most of our local media sheepishly follow?
13:18.7
Philippine media must take some of the blame for this continued brainwashing of Filipinos
13:26.7
that we are brown Americans rather than brown Asians.
13:31.2
The difficulty really in understanding the South China Sea issue
13:36.2
lies in the fact that many of us have not realized that after a century,
13:42.2
there is a new world order emerging.
13:45.2
It is becoming a multipolar world that will not be dominated by single power,
13:52.2
which is even at the opposite side of the globe.
14:01.2
I am proud to be awarded among Filipinos who have helped in their own ways
14:05.2
in promoting Philippines-China understanding.
14:09.2
Understanding controversial issues involving close labor
14:14.2
should be of paramount concern during these uncertain times.
14:19.2
The world does not need another world war,
14:22.2
no matter how hard the current hegemon with its military-industrial complex seems to want it.
14:29.8
I would not be receiving this award, of course, without the help of my editor,
14:33.8
intellectual partner, my wife, Betsy,
14:35.8
and the support of my son, Dart, and the creative works of my daughter, Ria,
14:40.8
and my son-in-law, Perry.
14:42.8
To them, my deepest thanks.
14:45.8
Again, may I express my gratitude to APCU for this award,
14:50.8
which I am very proud of. Thank you.
14:56.3
Thank you and congratulations, Ambassador Tiglao.
15:07.3
Our next laureate is Ambassador Jamie T. Cruz.
15:13.8
AMBASSADOR JAMIE T. CRUZ
15:20.8
Ambassador Cruz was a former Special Envoy to the People's Republic of China,
15:25.8
Trade and Investment.
15:27.8
This year, APPCU recognizes his works and contribution
15:32.8
in promoting Philippines-China relations, friendship, and mutual understanding.
15:39.3
Now to receive the award on behalf of Ambassador Cruz
15:43.3
is his daughter, Ms. Kimberly Cruz.
16:09.3
AMBASSADOR KIMBERLY CRUZ
16:16.3
Thank you so much. Let's give a round of applause
16:19.3
to the Outstanding Contribution Laureates.
16:29.3
Finally, we will now recognize the Hall of Famers.
16:34.8
May we request Atty. Raul M. Vino,
16:36.8
Chairman of the Association for Philippine-China Understanding,
16:39.8
and of course, His Excellency, Huang Xi Lian,
16:42.8
Ambassador of the People's Republic of China to the Philippines,
16:45.8
to please remain on stage to help us present the awards.
16:51.8
Our first Hall of Fame Laureate is
16:56.8
Ambassador Carlos Chan.
17:00.4
AMBASSADOR CARLOS CHAN
17:03.4
Ambassador Chan is a philanthropist
17:06.4
who is respected by major organizations
17:09.4
not only from the Philippines and China,
17:12.4
but in other countries with OECD offices.
17:15.4
The Ambassador was appointed as Special Envoy to China
17:19.4
by three consecutive presidents.
17:22.4
His company, OECD, has been helping Filipinos in China
17:26.4
in promoting the Philippines among the Chinese.
17:29.9
The Chinese hold the Filipino-made brand in such high regard
17:33.9
that OECD has successfully established itself
17:37.9
as a global Filipino brand.
17:40.9
Ambassador Chan was also one of the first
17:43.9
major private donors who sent medical supplies
17:46.9
to the Philippines at the height of the pandemic.
17:49.9
He has also donated over 700 schoolhouses
17:54.9
across the Philippines and supported the maintenance
17:58.4
of the Royal Tomb of the Sultan of Sulu in Teochew, China
18:02.4
that stand witness to the 600 years of friendly exchanges
18:06.4
between China and the Philippines.
18:11.4
And on behalf of Ambassador Chan,
18:14.4
let us listen to his son, Mr. Ozen Chan.
18:27.9
Please allow me to deliver the message of Ambassador Carlos Chan
18:31.9
on his behalf.
18:33.9
His Excellency, President Ferdinand Romaldez Marcos, Jr.
18:37.9
His Excellency, former Rodrigo Roa Duterte,
18:40.9
represented by former Executive Secretary Salvador Medaldea.
18:46.9
His Excellency, Ambassador Juan Silian,
18:49.9
members of the Cabinet and other government officials.
18:52.9
APPCEU Chairman Raul Lambino.
18:56.9
APPCEU Vice Chairman Jeffrey Nang.
18:59.9
Fellow awardees, distinguished guests,
19:01.9
ladies and gentlemen, good evening.
19:04.9
I am deeply honored and humbled to accept this award
19:08.9
from the Association Promoting Philippine-China Understanding.
19:13.9
Being selected for the Hall of Fame category for year 2023
19:17.9
alongside other distinguished awardees,
19:20.9
including former President Rodrigo Roa Duterte,
19:24.9
fills me with immense pride and gratitude.
19:28.9
For almost 20 years, I had the privilege of serving
19:31.9
as Philippine Special Envoy to China,
19:34.9
allowing me to represent Philippines in various capacities.
19:39.9
My responsibilities included promoting trade and investment,
19:43.9
fostering tourism, and facilitating cultural exchanges
19:48.9
between our two nations.
19:51.9
These efforts have contributed to mutual understanding,
19:55.9
respect, and warm friendship between Filipino and the Chinese people,
20:01.9
as well as enrichment of the Philippine economy.
20:06.9
I would like to express my sincere appreciation
20:09.9
to former President Gloria Macapagal-Arroyo,
20:13.9
the late President Binigno Noynoy Aquino,
20:17.9
and former President Rodrigo Duterte
20:20.9
for the trust and confidence and for the opportunity.
20:25.9
Lastly, I am so grateful to ABPCU for this invaluable recognition.
20:32.9
Thank you and good evening.
20:35.9
Once again, let's put our hands together
20:37.9
for our first Hall of Fame Laureate, Ambassador Chan.
20:42.9
Our next Hall of Famer is former Philippine President Rodrigo Roa Duterte.
20:51.9
And in behalf of former President Duterte,
20:54.9
Attorney Salvador Medialdeo will receive the award.
21:00.9
Former President Duterte has accomplished long-wished-for dreams
21:04.9
for our country and the Filipino people,
21:06.9
showed their gratitude,
21:08.9
giving him the highest approval and trust ratings consistently
21:12.9
during his whole term of office,
21:14.9
even with a two-year pandemic that caught the whole world off guard.
21:19.9
Among his monumental achievements were the following,
21:22.9
resolution of the Marawi crisis,
21:24.9
our improved relations with China,
21:26.9
resulted in the delivery of emergency weapons
21:29.9
when our soldiers were being outgunned,
21:32.9
the reestablishment of trust relations with China,
21:35.9
which led to the stabilization of the South China Sea issues.
21:39.9
This was also recognized by other Asian leaders,
21:43.9
allowing for the reopening of our fishermen's access
21:46.9
and the expansion of tourism, trade, employment,
21:50.9
and international investments in the Philippines.
21:53.9
The early delivery of millions of vaccines donated by China
21:57.9
protected our frontliners and helped the economy reopen.
22:02.9
May we request Attorney Salvador Medialdeo
22:05.9
for a few words on behalf of former President Duterte.
22:32.9
His Excellency Ferdinand Romaldez Marcos, Jr.,
22:45.9
President of the Republic of the Philippines.
22:48.9
His Excellency Ambassador Wang Zilian,
22:53.9
officers and members of the APCU,
22:56.9
honored guests, ladies and gentlemen.
22:59.9
On behalf of former President Rodrigo Roa Duterte,
23:03.9
I would like to extend his deepest appreciation
23:06.9
to the Association for Philippines-China Understanding
23:10.9
and Embassy of the PROC
23:13.9
for being bestowed this Hall of Fame award.
23:17.9
It is indeed a great honor coming from this great organization
23:22.9
whose main goal is to strengthen the relationship
23:26.9
between the two nations.
23:30.9
I am sure former President Rodrigo Roa Duterte
23:34.9
will always cherish this award with the thought that
23:38.9
both countries must continue to move forward
23:41.9
in order to achieve what is best for all its people.
23:45.9
Mabuhay ang APCO. Mabuhay tayin lahat.
23:50.9
Thank you so much and once again congratulations
23:53.9
to former Philippine President Rodrigo Roa Duterte.
23:56.9
And of course, former Philippine President Rodrigo Roa Duterte
23:59.9
is represented by former Executive Secretary Salvador Medialde
24:04.9
and PDP-Laban President Congressman Jose Alvarez
24:08.9
of the 2nd District of Palawan.
24:15.9
Congratulations to all the 2023 APPCU awardees.
24:24.9
Now at this point, may we invite here on stage
24:29.9
the Department of Finance Secretary Benjamin Zocno
24:33.9
to introduce our guest of honor.
24:53.9
Ladies and gentlemen, the President of the Republic of the Philippines,
25:03.9
His Excellency Ferdinand R. Marcos, Jr.
25:23.9
Thank you very much to Secretary Ben Zocno
25:33.9
for his kind introduction.
25:36.9
His Excellency Ambassador Wang Ziliang,
25:41.9
the Ambassador of the People's Republic of China,
25:44.9
members of the Cabinet present here with us today,
25:48.9
the Honorable Members of the Senate,
25:51.9
and of course, the Association for the Philippines-China Understanding Chairman,
25:55.9
Raul Lambino,
25:57.9
2023 APPCU awardees,
26:01.9
my fellow workers in government,
26:04.9
ladies and gentlemen, good evening.
26:07.9
It is a great pleasure and honor to join you here today
26:11.9
for the Association for Philippines-China Understanding Award Ceremony.
26:17.9
If only to demonstrate how important this ceremony is for us
26:22.9
and all that it symbolizes.
26:25.9
Indeed, this evening is significant for a variety of reasons.
26:30.9
It is a fitting prelude to our celebration of the 48th year
26:34.9
of the formal establishment of the relations between Philippines and China,
26:38.9
a significant event of our history
26:41.9
that reckoned from the presidency of my father.
26:45.9
Built on a long and rich history of commercial and cultural exchanges
26:50.9
and intermingling,
26:52.9
this bilateral relationship has been a boon
26:55.9
to our country's economic strength over the past years.
26:59.9
The figures say it all.
27:01.9
Following centuries-old trade history,
27:04.9
China has emerged as our top partner in terms of total trade,
27:09.9
ranking first as our import source
27:12.9
and second as our export destination.
27:15.9
China and its special administrative regions
27:18.9
are also second home to a substantial number of overseas Filipinos.
27:24.9
This evening's award ceremony is likewise an occasion
27:27.9
not only to honor individuals for their key achievements,
27:31.9
it is also an opportunity to recognize our collective efforts
27:35.9
as a nation to nurture and strengthen this healthy relationship
27:40.9
that has served us so well through the years.
27:44.9
We appreciate the initiative of the Association of Philippines-China Understanding
27:49.9
in having organized this event
27:51.9
and all its efforts to strengthen the bond between our nations
27:55.9
through all these years.
27:57.9
The role of the former president, President Gloria Macapagal-Arroyo,
28:03.9
in rejuvenating the APCO organization,
28:06.9
which led in many ways to the launching of these awards,
28:09.9
must certainly be recognized.
28:13.9
In doing so, she recognized the great importance
28:17.9
of maintaining mutual understanding between our two countries.
28:23.9
Perhaps the highlight of this awards night
28:26.9
is the high recognition bestowed to the former president of our republic,
28:31.9
our Tatay, Digong Duterte,
28:34.9
and I join the entire nation in recognizing the former president
28:40.9
for his strong leadership and for all that he has done
28:43.9
in building a more resilient nation.
28:47.9
But the reverie of tonight's proceedings,
28:49.9
there is a lot more that we can and must do
28:52.9
to celebrate our bilateral partnership.
28:56.9
Time and again, we have proven that it is in our mutual interest
29:00.9
to preserve the special rapport and kindred spirit
29:03.9
that we have established and nurtured throughout our history.
29:07.9
So, we will exert our utmost efforts to strengthen this relationship.
29:13.9
We will strive to make it more comprehensive, more strategic,
29:16.9
all with a view to advancing the paramount interests
29:20.9
of both our nations and our peoples.
29:28.9
It is my firm belief that our relationship
29:33.9
must not be defined by our innate differences.
29:37.9
We may have such differences, all friends do,
29:41.9
but we recognize in the Philippines the commitment of President Xi
29:47.9
and the People's Republic of China to overcome such difficulties.
29:52.9
And I can assure our good ambassador here
29:56.9
that that commitment also is present in the Philippines' efforts
30:01.9
to bring us closer together, Philippines and the People's Republic of China.
30:07.9
So, let us be bound rather by our similarities,
30:11.9
our common purpose, our shared goals.
30:14.9
As a guiding principle, we will pursue constant dialogue
30:18.9
in an amicable approach to our decision-making
30:21.9
and the resolution of issues.
30:24.9
As a peace-loving nation, we will adhere to all intents and purposes
30:27.9
with the fundamental adage that good communication
30:31.9
is key to a good relationship.
30:35.9
For the honorees this evening, the saying is very appropriate.
30:39.9
The reward for work well done is the opportunity to do even more.
30:45.9
Our esteemed awardees shall have fresh motivation
30:49.9
to pursue their worthy causes with more vigor,
30:52.9
but they will also serve as exemplars for our countrymen to emulate
30:56.9
and to provide the spark to generate and spread goodwill
31:00.9
between our countries and our peoples.
31:04.9
All in all, we will draw collective inspiration
31:07.9
and firmer resolve from these proceedings.
31:10.9
We will depend on this relationship more than ever
31:14.9
as we push towards a half-century of our diplomatic relationship.
31:18.9
And we will call upon APCO to assist us in this effort.
31:23.9
To end, let me say that I have nothing but bright optimism
31:29.9
for the future of the bilateral ties of the Philippines and China.
31:34.9
Let us continue to work together to usher in an exciting chapter
31:39.9
for our respective nations, one in which peace and mutual progress
31:44.9
will be at the heart of the stories that we will write side by side
31:49.9
as friends, as partners, and as neighbors.
31:53.9
Once again, congratulations to this year's APCO awardees.
31:57.9
Mabuhay ang APCO.
31:59.9
