I just want to clarify kasi when I was told that remote registration, we're going to help people who do not have access so they can register their SIM cards. This is just regular registration.
Yung concept ko kasi natin when you talk about geographically isolated and disadvantaged areas, this is a technical definition provided for by the law. In fact we have 9,500 free Wi-Fi spots now. Yung free Wi-Fi natin specifically targets geographically isolated and disadvantaged areas.
So yung mga tinitingin natin yung initial selection, they are still under that particular category. Now are there more areas that we have to reach? Sigurado ko yan, I'm sure we would have to reach more hostel areas but again the first 15 are just pilot sites for remote areas.
So do they have difficulty in internet or access? By our standards, yes. And again we admit that 65% of our country is still not connected to the internet. So metong may challenges tayo as far as the SIM registration is concerned for this particular purpose.
So regarding the IDs, so right now the Delcos do not have the Know Your Client, right? So anyone can just register for their fake IDs? Because the Delcos, they have a capacity to verify Know Your Client.
Actually, we're continuing to enhance the development of the capability. Because in the exam, they don't have the provision on verification. But we're doing it. So of course, we don't want to be passing. We just allow anyone to just submit fake IDs. And as mentioned by Yusef, this is a trick.

Pero natin, the national IT is biased at biometric feature. And meron na po yung security component. And we are now forming a task force to further improve the tech related to the national IT system.
So ngayon pa lang po, I know that a lot of Filipinos hindi nila kaya na nakitap at the government because of the proliferation of AI apps. But ngayon pa lang po, binabalaan na namin kayo that the government is really serious in ensuring the mong huling-huling kayo.

Again sir, yung national IT system po natin sa biometric rollout na isasabay natin per remote area. But we have not released the system for post-verification system.
Yung biometric rollout po natin for the national IT system, ito po would be done simultaneously.
So yung ating biometric rollout po national IT system, this is optional. But we just want to make sure that the IT is available even in the remote areas in the country.
So habang binababala po natin to the barangay level yung SIM registration and we promise you we have already written all the LGUs in the country down to the barangay level for this particular purpose, isasabay na rin po yung optional biometric rollout.
But we are working with the telcos during the post-verification system. For example, if Anna May Galentillo, kunwari ako, only registered 2 SIM cards but in their system I registered 5,
dapat alam ni Anna May Galentillo na ilan yung total number of registered SIM niya doon sa telco provider. So I think this is one of the mechanisms that we would be able to use in order to verify if meron pong duplication.
So kung meron yung pangalan mag-register another SIM card, maybe in the initial phase of the registration, I wouldn't be able to know na meron palang 5 SIM cards registered under my name.
But during the post-verification system, you will be notified by your telcos of the number of SIM cards registered under your name and this is one of the first steps.
So that's another one natin na ma-verify na meron pong duplication process. But again we do not want to pre-empt the discussion on post-verification system, we just want to issue a warning to the Filipinos na if they try to gain the system, puhuliin at puhuliin mo namin sila.
Q. Anong mangyayari after April 26? Automatic mo bang mawawala na yung signal ng isang telepono, hindi na magagamit, tapos bibili na ng bagong SIM card o paano?
According to the IRR and the law, we have 180 days from the effectivity of the act within which to register and that deadline will fall on April 26, 2023. But according to the law then, the DICP can extend for another 120 days.
So depending on the rate of the registration natin, evaluation assessment po natin, if there's a need to extend, the deadline could still be extended. But we're not hoping for that. We want to finish this registration as early as possible.
You mentioned about the 5-day period. Yung 5-day period po na yan, kasi according to the law then, after the deadline, let's say whether April 26 yan or the 120-day extension, the users will still be given an opportunity to have their SIMs reactivated.
But based on the discussions of the technical working group which drafted the IRR, we found it sufficient ng 5 days na lang po may ibigay sa ating mga subscribers within which to reactivate their SIMs.
Yung 180-day period na initial and then possible 120-day period na to register, nakita po natin, mahapa na po yun. At the rate that we're going, we can even finish yun in the 180-day period. So if they don't register within that deadline, may 5-day na lang po sila para i-request po sa telcos nila na i-reactivate yung SIM nila. After that po, permanently reactivated na po yung mga SIMs nila.
So, 180 days plus 120 days tapos mayroon pa 5 days, tama ko na?

Kaya po, hindi natin i-encourage yung 120-days na extension. Doon sa April 26 na deadline po, gusto natin ma-register na po natin lahat.

It's provided for regular, DIC can extend it but we have not made any remarks on the particular person.
So samin po ang deadline mo ngayon is April 26 at sana po we are re-exerting all efforts to make sure we finish the SIM registration process during this particular timeline.
Q1. Paranggay clearance po pwede? Alternatibong magagamit bilang ID? May binanggit pa kayong baranggay ID?
E ano ho yan? Kasi pagkakumuha ka ng baranggay clearance, ihihihinig ka ng baranggay clearance.
Pero dito ho sinasabi ho ba ninyo na either NBI clearance or baranggay clearance pwede nang gamitin alternative sa kawalan mo ng ID?
At linawin na rin natin na ito ay dito lang sa SIM registration assisted.
Kasi kung pwede yung nagagamitin yung baranggay, picturan ko na lang yung baranggay clearance kung wala akong ID.
Ba't di na lang ninyo gawin ganun?
Kasi pag nag-register ako, ID yung pipicturan mo. Kasi nagpag-register ako ng 5 numbers ko pati ang mga anak ko.
Ngayon ang hihinigin po doon ay ID. Ba't di na lang ninyo gawin baranggay clearance, picturan mo na lang?
Parehas ko yun sir. So pwede niyo kong isubmit. It's provided for by the implementing rules and regulations of the SIM registration doon.
Yung police clearance po, yung NBI clearance, pati po itong baranggay issued ID. Kasama po siya doon sa valid IDs that you can submit in the system.
So it is the option of the registrant whether to submit their driver's license for example or submit yung kanilang NBI clearance.
Noong paho palang day 1 pwede na kong gamitin pala yun? Hindi lang ninyo binabanggit kasi ID lang nakalagay doon.
Wala namang nakalagay doon na baranggay clearance or any other police or NBI?

The target is now 1 million but we hope to increase the momentum in the next few weeks with the rollout in remote areas and with the help of our LCO officials.

Nung nagtinagyang ko may SIM registration campaign. So we're really trying to maximize ito kong initial period of registration.
