* You can request this website to create a transcript for a video if one doesn't already exist by clicking the "Request AI Subtitles" button below a video. Transcribing usually takes 30-40% of the length of a video to complete if there are no other videos in

The National Research Council of the Philippines, the NRCP President, Dr. Christine Villa-Gonzalo,
00:13.0
the participants in the 2023 Annual Scientific Conference and the 90th NRCP General Assembly,
00:22.0
who are present physically and also who are watching us virtually,
00:27.0
my fellow workers in government, distinguished guests, ladies and gentlemen.
00:33.0
Good afternoon to you all.
00:35.0
I extend my good recognition to the Department of Science and Technology
00:42.0
and, of course, the National Research Council of the Philippines
00:46.0
for successfully organizing the 2023 Annual Scientific Conference.
00:53.0
It is truly a delight for me to stand before our country's outstanding scientists,
01:00.0
researchers and experts from various fields,
01:04.0
especially since it is the first face-to-face meeting that we have had for the last two and a half years.
01:12.0
And I'm glad that I am able to attend this conference
01:22.0
and that we are starting to feel the diminishment of the problems that we have been feeling during the pandemic.
01:33.0
But your inviolable contributions form part of the solid foundations of all that we did for our society.
01:40.0
On behalf of the entire Filipino nation, we thank you.
01:45.0
Because after all, it was science that helped us work through the pandemic.
01:52.0
It was science that brought to us the cures that we were looking for.
01:57.0
It was science that developed the vaccine.
01:59.0
It was science that made us understand what we were facing, the unseen enemy of COVID.
02:05.0
It was science who provided the answers.
02:08.0
And it will continue to be science as we are continuing down the path of high technology.
02:15.0
And high technology and science, once again, will be providing the answers.
02:21.0
And that is why we look to you, our eminent researchers, our eminent institutions,
02:27.0
for the different solutions that we are going to need to have to face this new world that the pandemic has left us.
02:38.0
And so I encourage you all to continue broadening your fields of expertise.
02:43.0
Collaborate with all other experts.
02:46.0
Inspire Filipino youth, especially, to pursue fulfilling careers in science and technology.
02:53.0
We have become familiar with the negative perception of VUCA,
02:57.0
which stands for Volatile, Uncertain, Complex, and Ambiguous Global Environment.
03:04.0
This is true in many sectors today, casting shadows of doubt in our inherent humanistic capacities.
03:15.0
Today, I can see the shroud of uncertainty slowly beginning to disappear
03:21.0
as movers like you have changed our traditional ways of seeing and of building our world.
03:28.0
I cannot think of a better, a more qualified group of individuals
03:34.0
who will help clear the shadows of doubt and become beacons of light
03:40.0
than our women and men in the fields of science.
03:44.0
Indeed, this year's theme speaks well of your community's stand to challenge the uncertainties ahead
03:50.0
with innovation, with research, and evidence-based solutions.
03:55.0
With a visionary, understandable, clear, agile, digital, and diverse future,
04:01.0
well, we can counter the negative perceptions of our environment.
04:07.0
By integrating science and good governance, we can build a future
04:12.0
where our children can look back at our generation and say
04:16.0
that we did truly change the 21st century, and we did that change for the better.
04:23.0
Imagine what we can accomplish together once we light our path with the foundations of science,
04:31.0
sustainable agricultural technology that will help our farmers,
04:35.0
cities that will run on green energy,
04:38.0
safe and affordable medicines for diseases that were once thought incurable,
04:43.0
amongst many other successes that we have seen from the scientific field.
04:50.0
Indeed, I feel that our spirits can run high in thinking about the many other feats
04:56.0
that we can collectively achieve.
04:58.0
Seeing you all here assures me that there are experts like you
05:02.0
who are ready to move mountains and use science and technology
05:06.0
as well as evidence-based solutions that will lead to meaningful action and policies.
05:14.0
Many of our endeavors will depend on our willingness and resolve
05:18.0
to use science and technology for national development.
05:22.0
Let us, therefore, use them well.
05:25.0
These will be our contribution to the expansion of human knowledge
05:29.0
and our collective capability to learn more about ourselves and the world.
05:35.0
Ladies and gentlemen, the future may be uncertain.
05:39.0
The future may be unpredictable.
05:42.0
But I firmly believe that the future belongs to those who plan for and who build it.
05:48.0
We must remain steadfast, overcome the challenges ahead,
05:52.0
and carry on with our collective efforts to build a much better and brighter future for all.
05:59.0
I wish everyone, especially our 2022 NRCP awardees, a productive and successful year ahead.
06:07.0
