The first underwater images of the M.T. Princess Empress,
00:56.1
the sunken tanker who's oil leak has spread to the waters of three Philippine provinces.
01:00.9
The vessel was located Tuesday by a remotely operated submersible
01:04.9
as the Justice Department builds up its case
01:07.4
against the tanker's owner.
01:08.8
Dennis Datu has tonight's top story.
01:13.0
A day after we launched into the sea the Japanese remotely
01:17.4
vehicle, or ROV, has released initial images of the sunken M.T. Princess Empress.
01:24.0
The oil tanker was located at around 400 meters deep,
01:27.6
consistent with the earlier findings of the National Mapping and Resource Information Authority.
01:33.8
The ROV also took videos of several parts of the tanker.
01:38.0
However, the photos and videos are not enough to determine
01:41.7
the damage sustained by the vessel
01:43.7
and whether the cargo it is carrying has begun leaking.
01:47.3
It will take up to five days before experts can release results of their findings.
01:52.2
This development sparked optimism among the incident management team
01:56.1
that the crisis which is now on its third week will soon come to an end.
02:00.3
We are combating something that we haven't seen
02:03.3
all throughout for 21 days.
02:05.8
And right now, there's something, we have an information.
02:09.4
We now have an eye underneath incident area.
02:12.6
It's very important.
02:13.7
This will be the basis of our next steps
02:16.3
in our cooperation with Harbour Star.
02:19.3
They will now have the initial
02:21.7
recommendations of the equipment that needs to be done,
02:25.0
that needs to be used,
02:26.4
and if it needs to be transported.
02:30.0
Justice Secretary Jesus Crispin Rimulya on Tuesday
02:33.2
visited Pola with some representatives
02:36.0
from the National Bureau of Investigation.
02:39.3
Rimulya said all oil spill affected areas
02:42.4
can be considered as crime scenes.
02:44.8
The Secretary also said
02:46.5
the DOJ is building up the cases
02:48.9
that they will file against the owners of Empty Princess Empress,
02:52.7
as well as some members of the Philippine Coast Guard and Marina
02:56.1
for allegedly failing to fulfill their duties.
02:59.7
The DOJ is considering filing of administrative,
03:02.8
civil, and criminal charges
03:04.7
against the ship owner, RDC Real Marine Services.
03:08.9
Aside from the value of the Verde Island Passage,
03:12.4
it can really be damaged,
03:15.7
which is being damaged right now by this oil spill.
03:18.6
As you know, the Verde Island Passage is one of the most sensitive
03:22.2
environmental areas in the world.
03:24.2
That's why it's one of the reasons why the DOJ is concerned.
03:29.4
The DOJ also encouraged Fisher Falk to file a writ of criminal charges
03:34.2
against the ship owner and its insurance company,
03:37.4
according to the DOJ,
03:39.1
before becoming a tanker,
03:40.8
it was a scrap vessel unused for five years.
03:44.0
But Rimulya declined to identify
03:46.0
who commissioned the transport of the 800,000 liters of industrial fuel
03:50.5
aboard the ill-fated ship.
03:52.7
We're securing all the documents.
03:54.2
You know, that's not our priority.
03:56.7
Our priority is to correct the mistakes.
04:00.1
We're not just teaching people
04:03.4
that we're not doing anything.
04:04.7
Are you trying to cover up for someone who's a big shot?
04:08.3
We're not doing anything.
04:10.1
In the meantime,
04:11.1
the fishing ban on areas affected by the Oriental Mindoro oil spill stays.
04:15.3
Oriental Mindoro Governor Emilito Durol says
04:18.1
they decided to keep the ban
04:19.9
because any potential catch will not be safe for consumption.
04:24.3
According to the recommendation of the DAB FAR,
04:29.4
it's not safe for human consumption
04:32.1
because it accumulates the contamination in the flesh of marine products,
04:39.3
of marine life and things that humans consume.
04:46.2
Meanwhile, a marine expert who is also a DOJ consultant
04:49.8
believes the sunken ship is not carrying industrial fuel
04:53.7
but material used in producing asphalt.
04:57.0
I know immediately, by experience, this is it.
05:00.6
It will be used to make asphalt for roads.
05:03.8
It's not diesel.
05:06.6
We need to verify that.
05:08.0
That's why I got a sample.
05:10.0
The Philippine Coast Guard Batangas has confirmed that the oil spill
05:13.0
has reached the villages of Corona and San Isidro in Tingloy Island,
05:16.8
which is part of the Verde Island Passage,
05:19.0
considered as the global epicenter of marine biodiversity.
05:23.0
Some environmental groups say they are ready to help in the restoration
05:27.0
of mangroves affected by the oil spill in Oriental Mindoro.
05:31.0
That is Dato ABS-CBN News, Oriental Mindoro.
05:36.0
An environmental law expert urges the Philippine government
05:39.2
to enact a corporate environment liability law to sanction polluters.
05:44.0
Antonio Lavinia told ABS-CBN News the Philippines lacks such a law
05:49.8
despite previous incidents of major oil spills in the country.
05:53.6
Lavinia says this could compel companies responsible for oil pollution
05:58.2
to pay for damage to the environment and people's livelihood.
06:02.2
He also urged authorities to be transparent about its probe of the oil leak
06:07.0
from the empty Princess Empress.
06:11.4
In the statement that we issued yesterday, yes,
06:15.2
the idea is very strong.
06:18.0
It's been three weeks and we still don't know much.
06:21.4
Including who really contracted this ship.
06:25.2
Many of the agencies are at a loss of what's happening,
06:28.2
what to do, what happened, right?
06:30.4
It's really ignorance that's happening.
06:34.8
But there's a political economy around ignorance.
06:37.4
When things happen and the reason is ignorance,
06:40.2
it's not an excuse because there's a political reason, an economic reason
06:45.0
why we pretend these things are not happening, right?
06:48.6
Or that, you know, here, the regulatory failures are very clear here.
06:53.4
Especially on the part of the Coast Guard.
06:59.6
Possible sanctions on embattled Philippine lawmaker Arnulfo Tevez Jr.
07:04.0
to be decided Wednesday by his House colleagues.
07:07.0
Tevez ignored a Tuesday deadline to appear before the House Ethics Committee
07:11.4
and has yet to return from his U.S. trip
07:14.2
to face the multiple criminal complaints against him.
07:17.0
RG Cruz reports.
07:47.0
Despite the expiration of his travel authority last March 9.
07:50.8
The continuing failure of Representative Arnulfo Tevez
07:55.4
to heed the committee order to appear before the panel
08:00.4
leaves us no choice but to wrap up the investigation in his case
08:07.2
without his valid explanation.
08:10.8
So as far as our committee is concerned, he has not appeared.
08:14.4
And we are preparing a committee report for submission to the committee
08:18.2
and for presentation to the House plenary.
08:21.2
The House chief maintained he had repeatedly urged
08:24.0
and even ordered the lawmaker to return immediately.
08:27.2
The speaker maintained that they respect their colleagues' rights
08:30.2
and that is why he had been given all the opportunities to return and explain himself.
08:34.6
Emerging from their closed-door meeting,
08:36.4
Espares said the panel voted unanimously,
08:38.8
but the contents of the recommendation and the report
08:41.4
could not be disclosed before the House acts on their report.
08:44.6
Tomorrow we will know once our report and recommendations
08:53.4
is accepted and will be discussed
08:59.4
and to be acted by the members of the House during our plenary tomorrow.
09:05.2
Tevez's lawyer, Ferdinand Topacio, laments
09:07.8
the committee did not give his client a chance to explain himself.
09:11.2
When they did not allow him to attend Monday's hearing via videoconferencing.
09:15.4
We would like to appeal to the Committee on Ethics and Privileges
09:22.4
to give Congressman Tevez a chance to air his side,
09:27.4
even via videoteleconferencing.
09:30.4
Why did they make the condition impossible, which is personal appearance?
09:35.6
Espares also explained why they couldn't allow their colleague to join electronically
09:40.0
even if the House rules allow members to join and vote electronically since the pandemic.
09:45.0
Let's go back to the statement earlier,
09:48.0
just because of the provision on the House rules of Section 90,
09:53.0
that if you are not allowed by the House to travel outside,
10:04.0
you are deemed absent.
10:05.8
If you are absent, you are not allowed to join activities here in the House.
10:14.8
Wednesday is the last session day of the House before going on recess till May.
10:18.8
Justice Secretary Crispin Remulla says Tevez has reached out to him
10:22.8
but Remulla says he prefers a discussion in the presence of other people.
10:26.8
I don't want to speak to somebody who is not present.
10:31.8
I don't want words twisted.
10:34.6
So if I talk to him, it will be in front of other people.
10:37.6
He wants to talk to me, but I haven't given an answer
10:40.6
because we're still busy doing what we're doing.
10:43.6
RG Cruz, ABS-CBN News.
10:47.6
Four ex-Philippine soldiers are the latest suspects to surrender
10:51.6
in connection with the March 4th murder of Negros Oriental Governor Robel Degamo.
10:57.6
Justice Secretary Remulla says the suspects acted as major players in Degamo's assassination.
11:03.6
The four men will be turned over by the military to the Justice Department on Wednesday.
11:10.6
There have been four extra surrenders in the Degamo case.
11:14.6
We have almost all the people there.
11:18.6
As part of the team that attacked Governor Degamo, we have almost all of them in custody.
11:25.2
Save for one or two who were eyeing to be really involved in the planning through the military.
11:35.4
Because these are former military personnel, so they're now in custody already.
11:45.2
The unnamed doctor who was implicated in the hazing death of Philippine University student John Matthew Salilig
11:52.0
has come forward to assert his innocence.
11:54.2
He denied allegations that he refused to treat Salilig for injuries he sustained from a fraternity ceremony.
12:01.2
This exclusive report from Jeff Caparaz.
12:06.0
During the Senate hearing on the John Matthew Salilig hazing case on Monday,
12:10.2
the Chairman of the Committee on Justice and Human Rights, Senator Francis Tolentino,
12:14.2
asked the NBI if a supposed doctor mentioned by one of the respondents had been identified and located.
12:20.8
Part of the statement of alias Cotty had mentioned that he sought help from a doctor
12:24.0
who is a cousin of one of the members of the fraternity.
12:27.6
12:46.8
The doctor being referred to by Senator Tolentino went to the Binan City police to give his statement.
12:51.8
He confirmed that he is the cousin of alias Lee and was the one who picked him up.
12:56.8
At paranyaki on February 18, the doctor said,
12:59.8
at that time he just finished his hospital duty and resting at home when he received a call from Lee.
13:04.8
He said, while talking to his cousin, another person cut in and asked him what to do if a person loses consciousness.
13:11.8
Nung kausap ko siya, mayroong parang nagtanong na kausap ko,
13:17.8
kung may taong mawalan ng malay, anong magandang gawin?
13:22.8
Kung anong dapat gawin?
13:24.6
He said he advised that the person be immediately brought to a hospital.
13:28.6
The doctor denies claims he refused to treat hazing victim John Matthew sa lilig.
13:33.6
Reaction ko nung napanood ko nga yung hearing nila,
13:37.6
bakit sinasabi na may doctor daw na nakita harap-harapan yung victim,
13:43.6
which is si Matthew, na hindi tinulungan.
13:46.6
13:59.4
He pointed out, had someone told him the situation, he would have done something.
14:04.4
Assuming that you have an idea, ano sa tingin mo yung gagawin?
14:08.4
Kung meron kang idea sa...
14:10.4
So kung nakakita ka ng isang humihingi ng tulong, lalo na critical,
14:15.2
syempre as a doctor, may oath tayo na tutulungan yung mga nangangailangan.
14:20.2
Pero kung nasa danger ka rin, isipin mo rin yung sarili mo.
14:25.2
The Binyan PNP says it will look into the statements of the doctor
14:29.2
and will cross-reference them with the statements of other suspects.
14:33.2
With regards to the hazing,
14:37.2
sigurado ako wala naman siyang kilalaman doon sa hazing incident.
14:41.2
He's not part of the planning.
14:45.0
The doctor said he wants to clear his name
14:48.0
and he's ready to face the Senate and give his statements to the NBI.
14:52.0
Jeff Caparaz, ABS-CBN News.
14:56.0
The charter change push in the Philippines gets the backing
14:59.0
of the once dominant political party, PDP-Laban.
15:02.0
The decision, reached Tuesday by party members,
15:06.0
came after the Senate chair on charter amendments, Robin Padilla,
15:10.0
threatened to quit from the PDP-Laban
15:12.8
if it does not support his charter change proposal.
15:15.8
The PDP-Laban says it will formalize its support
15:18.8
through a resolution to be issued Thursday.
15:21.8
But the party, chaired by former President Rodrigo Duterte,
15:25.8
made it clear that it will only support amendments
15:29.8
to the economic provisions of the charter.
15:32.8
This was contrary to what Padilla admitted
15:35.8
that he will eventually propose political changes to the constitution
15:38.8
before the midterm polls in 2025.
15:43.8
Isusulong ko yan sa 2024.
15:46.8
Para sa 2025, ipinapaalala ko lang po sa kanila
15:50.8
na nag-file kayo yan.
15:52.8
Pinahil mo yan, naniwala kayo dyan,
15:54.8
one time in your political career.
15:56.8
You believe in this.
15:58.8
So, ano nga.
16:03.8
The acting Philippine health chief denies allegations
16:06.8
he's acting like an authoritarian ruler
16:09.8
and reassigning staff without consultations.
16:12.8
Maria Rosario Vergara says the current restructuring
16:15.8
at the health department is consistent
16:17.8
with the priority agenda of President Marcos Jr.
16:20.8
Vergara says she's implementing a recalibration
16:23.8
to achieve universal health care for Filipinos.
16:26.8
The health officer in charge had been the subject of a complaint
16:29.8
by a group of anonymous health department officials
16:32.8
and employees who oppose her management style.
16:35.8
Vergara addressed the issue at a news conference Tuesday
16:38.8
and said it was typical of the challenges faced
16:42.4
by female leaders like her.
16:46.4
If a woman is vocal and decisive,
16:49.6
she risks being called aggressive, difficult,
16:53.6
while men are loaded for their passion and fire in the belly.
16:57.6
We as women have to perform balancing acts
17:00.6
such as making sure that as leaders
17:03.6
we are likable enough to be personable
17:06.6
but not too likable,
17:08.4
lest we be seen as not competent enough for our jobs.
17:32.4
Up next, the U.S. declassifies intelligence material
17:36.2

18:37.2
We're back on the world tonight.
18:39.2
The U.S. defense chief reaffirms America's willingness
18:42.2
to come to the Philippines' defense in its maritime disputes.
18:46.2
Philippine diplomats are preparing to discuss those disputes
18:49.2
with a visiting Chinese foreign ministry delegation next week.
18:53.2
Bianca Dava reports.
19:07.2
U.S. Secretary of Defense Lloyd Austin III
19:11.2
spoke with Philippine officer in charge of the Department of National Defense
19:15.2
Carlito Galvez Jr. on Tuesday to discuss ongoing efforts
19:19.2
to strengthen the U.S.-Philippine alliance.
19:22.2
The Philippines and the United States
19:24.2
condemned China's illegal activities in the South China Sea
19:28.2
which interfere with the livelihoods of local Philippine communities
19:32.2
and the rights of other claimant states
19:34.0
that seek to operate in the South China Sea.
19:37.0
The defense chiefs were particularly concerned
19:40.0
about the swarming of around 40 Chinese vessels
19:43.0
including a PLA Navy ship around Thuti Island
19:46.0
also known as Pagasa Island
19:48.0
within 12 nautical miles of the Philippines' territory.
19:52.0
Galvez and Austin also discussed plans
19:54.0
to conduct combined maritime activities in the South China Sea.
19:58.0
They likewise welcomed the upcoming engagements
20:01.0
between the two nations
20:02.8
including the largest iteration of the Balikatan exercise
20:05.8
scheduled next month.
20:07.8
Meanwhile, USS America
20:09.8
one of the United States warships
20:11.8
is currently in Manila for a five-day port visit.
20:14.8
The visit marks the first time
20:16.8
the America-class amphibious assault ship
20:19.8
made a port call in the Philippines.
20:21.8
The warship had just completed its annual bilateral exercise
20:24.8
with the Japan Self-Defense Forces known as the Iron Fist.
20:28.8
America Commanding Officer Captain Shockey Snyder said
20:32.8
part of their official schedule
20:34.8
was for the crew to have some rest and relaxation in Manila.
20:38.8
Their visit will also demonstrate Washington's resolve
20:41.8
to their allies and partners in the region.
20:44.8
From Japan, the warship traversed through the Luzon Strait
20:47.8
and the South China Sea
20:49.8
before arriving at the Manila South Harbor on Sunday.
20:52.8
Snyder said they have not had contact
20:55.8
with any vessel from China or any other country
20:58.8
during their four-day transit.
21:00.6
We did not have any contact
21:02.6
with any vessels of any other countries.
21:05.6
Again, all of our transits through to Manila
21:10.6
were all safe and professional.
21:12.6
He also stressed that ships are free to operate
21:15.6
anywhere in international waters.
21:17.6
Not just America, but any Navy,
21:22.6
any of the U.S. naval ships
21:24.6
are free to operate anywhere in international waters
21:27.6
and we do that.
21:29.4
So the waters can remain free for all countries to use.
21:33.4
Snyder also noted
21:35.4
that America will not be taking part
21:37.4
in the Balikatan 2023.
21:39.4
The warship is set to depart Manila on Thursday.
21:43.4
Also happening this week,
21:45.4
a dialogue between Manila and Beijing
21:47.4
to discuss maritime issues between the two countries.
21:50.4
The two-day meeting will be held in Manila
21:53.4
beginning March 23rd.
21:55.4
Leading Beijing's delegation
21:57.2
is Chinese Vice Foreign Minister Sun Wei Dong.
22:00.2
The meeting comes amid dozens of diplomatic protests
22:03.2
from Manila over Beijing's intrusion
22:06.2
and harassment in Philippine waters.
22:08.2
Aside from developments in the West Philippine Sea,
22:11.2
Manila says the talks will also cover economic issues.
22:15.2
Bianca Dava, ABS-CBN News.
22:18.8
Russian President Vladimir Putin
22:21.0
and Chinese President Xi Jinping
22:23.0
had a thorough exchange of views
22:25.0
during a face-to-face meeting in Moscow on Monday.
22:28.0
That's according to the Kremlin.
22:30.0
Putin and Xi also discussed China's peace plan
22:34.0
for Russia's war with Ukraine.
22:36.0
But a spokesperson for the Kremlin
22:38.0
did not give further details,
