That's good po. So Col. you're already a retired military officer. Is that correct? Is my term correct by the way?

Okay. Great. Okay. And now that you've been retired, how long have you been retired po? Just out of curiosity.

Officially 1980.

No.

Actually very little. In this particular case, yung close friend ko, si Gen. Eliseo, nag-watch siya ng unang efforts, resource na binigay na ko.

May nakita ka na siyang mali doon kaya binantayan na niya. So the following two or three days, sabi niya, sir, meron natin ang problema yung election.

So that was in May. When did you all decide to approach the Komileg and request for the transmission lugs? How soon after?

Actually, I was not part of the trio but General DiLeo and I are close. So nung sinabi niya na, sir pwede na pa kaming sumuda sa Komileg, yes by all means go ahead, ask for proof.

So sinabi ko sa kanya, that's exactly what they did, ask for proof. So wala. After four months, walang binigay na proof yung Komileg.

So pasok siya ako. Sabi ko, sige ako naman. Ako naman nang hihinge. Sabi ko, November 26, that was a few weeks after they decided to go to Supreme Court because wala naman binibigay yung Komileg, ako na yung pumasok.

And what day was that when you picked it up?

March 23.

Ah that was March 23. That was the first time you've seen the transmission logs, just a few days ago.

Since TNT asked for it. Kasi ako ay ask mga 4 months later. Pero that's a different point. Kininingan na namin. July pa. Damampas yung 4 months. So in all, 252 days.

When you saw the transmission logs, what did you see? What was your observation? What was your opinion?

Doon pa lang sa official na nila, nakita na namin something was very wrong. Kasi yung pagbuklat namin yung mga first sheets ng transmission logs, nagsimula silang 7 or 8. 8 minutes from 7 o'clock.

Yung kasing voting precepts, nagsasarayan at 7 o'clock. If you don't, it's against the law. So 7 or 8 and you need at least 30 minutes para makomplete yung counting, preparing yung election returns and other administrative tasks that would take at least 30 minutes.

Pinulapas nila ng 7 or 8. So that means well before 7 o'clock, the only way they can justify that is kung nagbuka sila earlier than 7 o'clock. Bawal ngayon. So they would not have done that. The poll watchers would not have agreed to that. So kitamagad na din October nila.

Okay. Colonel, question lang. Again, I may not know as much about this as you do so I'd like to ask you na lang. Are you saying ba na hindi pwedeng mag-send ng transmission yung mga polls, yung mga location areas to their server, the main server before 7pm? You cannot do that until magsara?

Yes. And after magsara, marami kang gagawin. Counting votes, tapos yung preparing ng election returns, marami pa yan. And analysis that should have taken at least 30 minutes. Binigay lang nila ng 7 or 8. What does that mean? Din October nila.

Right. Okay. Pero if I'm not mistaken, they gave an explanation on kung bakit napadala daw agad. Was that something that was acceptable or did you know about that explanation that they were giving?

No. Alam na namin yan. Naghahandaan na kami ng pangbubuwala nila. It cannot be because the law says 7 o'clock magsasara. Bawal na magsasara before that especially kung may nakapila pa na naghihintay mga voto. So maling-maling yan. Mali agad yan.

The fact that kung sinasabi nga nila that they started receiving all the votes before 7pm, mali na yan automatically?

Mali na. Mali na. But the more serious thing is that the chairman in the public forum on elections was that October 13, sponsored by Tuneo University, nagpakita siya ng graph.

Doon sa pinakita niya ng graph, nagpik yung 20 million votes mga a few minutes after nagbuwas. Actually, one minute lang, one minute, nagpik na sa 20 million.

And yet, yung pinakita niya doon sa public forum iba. Iba yung nag-speak noong second hour. In the first hour, 13 million lang, 12 million. So paano naging 12 million, 20 million?

So meron silang 8 million na din nagdag. They cannot, they will not be able to explain that. I'm sure of that.

So sorry, just to clarify, you meant to say paano naging 20 million ang 12 million, correct?

12 million, nanggaling sa server nila. Itong lags na pinakita sa amin, 20 million. Ano ba kayo, nanggagago ba kayo? Kinama ko yung bobo para hindi namin makita na mali yan. Something was very wrong.

Is there a way to, di ba sinabi po niyo earlier na parang pinapreserve niyo yung transmission lags at the telco level?

Telco level.

Okay. So were you able to get access na to the transmission lags from the telcos?

Actually ganito yan. Una-una we know na may contract between telco and the COMELEC, yung non-disclosure agreement. So the telcos cannot give anything to anybody without approval ng COMELEC. Ayaw nilang approval, hiningi namin ayaw nilang approval.

Ah teka lang. Pero unless pag may pagkangwari nagsampa po kayo ng kaso baka makukumpel ang COMELEC na mag-agree para ipare-relision, di ba po?

So only the Supreme Court, dahil constitutional body yung COMELEC. So only the Supreme Court can order him around. So honestly ako naman I don't think mangyayari yan before things matter. Kasi alam naman natin yung Supreme Court. I'm not saying na.

I'm just saying that it is impartial and we always hope for that. But unfortunately that may not always be the case. And that's just my opinion. But we always pray that they will be impartial. So sana hindi tayo umabot doon. Pero kung kailangan umabot doon, ipapaabot ba niyo po ito sa Corte Suprema?

No. Hindi na kami makarating doon. Kung magtagal sila 1 taon, papasok ko sa impeachment. But this is another problem. Alam namin natin kung sino yung nasa Congress. Pero public pressure will push them to continue to initiate yung proceedings. Hindi pwede dahil I'll get people to rally sa Congress kasi that's my business.

So we have the right to push them to do it. Pag hindi nila ginawa, barang sila sa buhay nila. Kung matuloy yan, huli rin sila dahil we can present all these documents, all this evidence na talagang nagdaya sila.

I call that doctor. Mga doctor sila. Hindi sila nag-valuate sa UST kaya may naklaseng doctor.

Pinakita na noong check-in mismo doon sa public forum nga sponsored by Ateneo University. Yabang-yabang pinya. Sabi, this is the cleanest election we ever had. Only to see later on na yung ibibigay nila sa aming transmission marks do not justify what he reported to the people October 14.

Kasi before na nagkaroon ng Smartmatic, yung election results dumarating po yan per region. Alam mo na from San Juan, ito po yung votes. From Davao, ito votes. From Mandaluyog. Tapos dahan-dahan pumapasok po yan. Hanggang gabi yan.

Ito nga yung first time na nakakita ko ng election na biglang pagsara. Nagulat nga din po kami lahat na ganoon karami na ang votum pumasok. Pero wala po makapag-explain kagaya po the way you explained it po kung bakit may anomalya talaga yan.

Hindi nila alam pa lang. Mayroon pa lang Udoño at si General Rio na from the beginning nagbantayan na kami. Nagbantayan na kami and true enough nakita namin yung which before couldn't have been discovered.

Wala namang nag-interest na itignan kung tama ba yung counting, tama ba yung reporting. Wala nobody was interested but I was interested. Sabi ko for the first time magbantay tayo and see what happens. Let's investigate kung ano talaga nangyari.

Q1. Sa pagbabantay niyo ng election ano ba yung intention niyo?

Tututok sa kanilang baril. Pag hindi mo itinigil ng pangungutong ninyo, titirahin ko kayo. Simply tigil sila. So that kind of ano. Nataladaan ako ngayon and I hope nobody doubts my intention, my very sincere intention to be able to help for once to stop this,

this vicious cycle of elections. Election after election may dayaan but nobody was doing it. Bakit ganon sabi ko? Until I decided I am going 85 in 5 years. Sabi ko this may be my last mission in life. That's my feeling.

So kung sino magsabi niyo kay nanggubuwala na gaya nang sustukin ko sila. So that's it. That answers the question. Sabi ko nga, I don't gain. I will not gain anything from this.

So it wasn't a question of who won or lost. It's a question of the integrity of the elections.

Again, sorry po. I just want to make sure that I understand it correctly that what you're saying basically is you would like to know without a shadow of a doubt that the real winners really won fair and square. And that's all it is, regardless of who won. And if let's say BBM won fair and square, by all means he has the mandate of the people and we will honor that.

The other thing that pushed me into doing this, prior to what we did, meron ng report yung international group na nag-observe ng elections and their findings are terrible. Di titimid daw yung Presidente.

Meron na pala. That emboldened me to go for it. Dahil hindi pa, walang ganoon eh. Walang ganoon. General Eli. So kung ako lang kasi hindi ko kaya. How can I do that? Wala akong magiging evidencia. But he was there and he produced the evidence for me. That was the reason.

Ang findings ko is yung official results na pinakita ng commissioner ng COSTA, ng chairman, in October. Hindi yan ang nakita namin sa logs. Later kasi si General Eli gumawa nga ng magaling siya dyan.

Kasi fortunately during the night of the elections, nagpo-sequence siya ng mga resulta. I don't know. Nabilitaan daw niya na after five minutes, yung mga reporter na daradaring ng computer, demanded kung alam mo yung nasa mga computer nila be deleted. So what is that? Why is that?

Then corollary to this, nabilitaan mo naman yung sinasabi ng mga lalikan na nag-usap-usap sila ng smart magic. Sorry smart magic. Smart magic nga. Magic sila ng magic.

Nag-usap sila and honestly, I can report this much later on, we know that there was a conspiracy. We know how they did it and we know who did it. Hindi pa lang namin nilarabas hanggang bakit mapakita namin yung proof na talagang magkagayaan. Pag lumabas na yan, mabibira na kami.

Okay. So you do have information that you will be revealing eventually about that?

Yes. All we are waiting for is to confirm na talagang may dayaan. Pero hindi pwedeng yakyak na yakyak. Wala naman palang dayaan.

Kung ano man lang yung pagkikilos na yan. Ibig sabihin po noon kung baka ang ating kongreso o ating mga senador, baka ilan sa kanila biglang matauhan at magsalita kung totoo nga may nakitang anomalya at napaprove naman na totoo meron, baka kumilos nga na ating ibang parte ng gobyerno para imbistigahan at gawa ng paraan na ma-rectify pong situation na ito. Tama po.

Kami lang ang may interest in finding the truth. Believe me kami lang. Ito mga ito they don't want to know the truth dahil the truth will hurt them. Definitely. Pag napakita namin failure of production siya, failure of production siya halis siya sa trabaho nila.

At least sinasabi po nyo, basta gagawin lang nyo, papakita nyo yung katotohanan. Ngayon, bahala na ang Pilipinas, bahala na kayo lahat kung anong gusto nyo gawin sa information na yan.

And do you think ba itong problema na nakikita natin ngayon sa last elections? First time ba nangyari o nangyari ito previous election 2019?

For me, I mean there was a video with, must have been a few million pesos right there, kitang kita po pero parang wala lang po. Walang ginawa ng omelette about it. I mean technically that is a violation of election rules and whoever the candidate was should have been disqualified, isn't it?

Yes. Ang problema talaga yung mga tao. They didn't care. Nakaya na nila. So what happens?

So it's a question of not caring or feeling powerless? Most Filipinos do you think do not care or do you think they just feel powerless?

I guess feeling powerless is the better reason for that. Like in my case, I would have been powerless to do this. Matigas ang ulo natin.

Well, buti po talaga matigas ulo niya at maprinsipyo kayong tao kasi importante po yan. Yan po yung nakikita ko medyo kulang sa ating bansa ngayon ay yung tapang at yung prinsipyo.

Umaasa nga ako na sa mga nanunood ngayon na magkaroon po kayo ng lakas ng loob din at huwag po kayong susuko sa ganitong laban dahil hindi po kaya ito ng isang tao na tulad ni Colonel. Kailangan po lahat tayo ay tumulong i-amplify yung mga ganitong mensahe at mga ganitong lumalabas na katotohanan.

At kailangan din po, may encourage ko din po lahat ng mga viewers na kahit na lumalabas ng mga ebidensya si Colonel is himayin yung informasyon. Himayin natin lahat at baka nga malaman natin kung totoo o hindi. Malay mo may na-miss po si Colonel, dapat kayo rin tignan din yan. Tama po yan di ba?
