We may now be seated. Good afternoon, and welcome to the 125th Founding Anniversary
00:55.2
Celebration of the Department of Agriculture.
01:15.2
To begin our program, may we call on DA Senior Undersecretary Domingo Panganiban
01:22.2
to give us his welcome remarks and introduction to our keynote speaker.
01:35.2
Magandang hapo po sa inyong lahat. Good afternoon.
01:39.2
Today, I will celebrate a very important milestone in the history of the Department.
01:44.2
We are fortunate to be joined by a dedicated and distinguished public servant,
01:49.2
whose genuine heart for the Philippine farmers and fisherfolks led him to courageously accept
01:56.2
the challenge of taking the helm of the Department.
02:00.2
His sincerity in transforming Philippine agriculture into a leading sector of the economy
02:06.2
is reflected in his steadfast leadership of this Department and the Filipino nation.
02:13.2
It is my distinct honor and privilege to introduce to you our keynote speaker today,
02:19.2
on the occasion of the 125th anniversary of this Department.
02:24.2
Ladies and gentlemen, the President of the Republic of the Philippines,
02:28.2
and concurrently, Secretary of Agriculture of the Department of Agriculture,
02:32.2
His Excellency, President Romuald S. Marcos Jr.
02:35.2
Thank you very much to our Senior Usec, Usec DingPanganiban.
02:49.2
Also with us here is Senator Cinta Villar, na ipinaglalaban,
02:55.2
03:00.2
And of course, yung hinahanap nila sa…
03:04.2
03:10.2
But of course, it is actually Congressman Sandro Marcos.
03:18.2
The UN Representative of the FAO, Lionel Dabadie.
03:25.2
My fellow workers in government, our distinguished guests,
03:32.2
ladies and gentlemen, good afternoon.
03:35.2
It is with immense pride and honor…
03:39.2
Nakangiti lahat dahil may ulan ano.
03:42.2
03:57.2
So, kukontrolin na lang natin yung flooding,
04:00.2
make sure that the Irrigation Association is taking full advantage of all of this rain,
04:06.2
na ma-direct sa tamang lugar,
04:09.2
04:15.2
mahal talaga ng Diyos ang mga Pilipino.
04:21.2
It's with very great pride that I join all of you here today
04:27.2
to commemorate the 125th founding anniversary of the Department of Agriculture.
04:36.2
As we look back to the long and storied past of this institution,
04:41.2
it is crucial that we remember the development of the Department
04:46.2
over the past 125 years,
04:50.2
and we must also recognize its impact on the lives of farmers, fisherfolk, and Filipino people.
04:57.2
Starting as the Department of Agriculture and Manufacturing 125 years ago,
05:05.2
the Department of Agriculture has seen the realization of many milestones,
05:11.2
such as the implementation of the Masagana 99 program,
05:14.2
which made the country self-sufficient and a rice-exporting country,
05:21.2
the implementation of the Agriculture, Fisheries, and Modernization Act of 1997,
05:27.2
this mobilized rural development and modernization of the country's agriculture and fisheries sector,
05:35.2
and the promotion of urban agriculture to address concerns on food supply during COVID-19 pandemic.
05:44.2
So first of all, let me recognize kayo,
05:48.2
ang ating mga kasamahan, fellow officials, and employees of the Department of Agriculture,
05:55.2
and all the attached bureaus and agencies for your lifelong dedication
06:01.2
to serving and shaping our society into what it is today.
06:06.2
If there is one thing that I have always recognized,
06:10.2
I really came to realize this when I was governor of Ilocos Norte,
06:16.2
and I was trying to promote some of the agricultural sectors,
06:20.2
yung fisher, aquaculture namin, yung aming rice expansion,
06:29.2
06:34.2
if there is one thing I learned at that time,
06:37.2
07:03.2
And that is why I am sure that the goals that we have set for ourselves
07:09.2
in the next few years, that we have set for the Department of Agriculture
07:13.2
in the next few years are goals that we can achieve
07:18.2
because we have all the different elements that are required.
07:22.2
We have the expertise, we have the experience, we have the knowledge,
07:29.2
we have the motivation to make things work.
07:33.2
And so that is why, that is what we are trying to do,
07:36.2
to put all your efforts into a single plan that everyone can follow.
07:43.2
07:48.2
na sinasabi na tayo ay magcoordinate,
07:51.2
and there will be a symbiosis of our work,
07:54.2
and we will come to see that these far-reaching goals
08:00.2
that we have put before us can actually be achieved,
08:04.2
that they will come.
08:06.2
But I cannot say that we can do it without any of you.
08:10.2
We have to be together, we have to work together.
08:13.2
I know that it is something that all of you want.
08:16.2
Marami na sa inyong nakausap ko.
08:20.2
Alam ko naman ang motivation talaga ninyo,
08:22.2
pagandahin ang agrikultura.
08:25.2
08:34.2
ay maaabot natin.
08:36.2
Because with your help, we have harnessed the transformative potential
08:41.2
of the agricultural sector in ensuring food sustainability,
08:46.2
generating employment opportunities, mitigating poverty.
08:49.2
Agriculture is and will always be an important contributor
08:56.2
to our national economy.
08:58.2
In the first quarter of 2023, the sector grew by 2.2%,
09:04.2
contributing 9.1% to our GDP.
09:08.2
Despite some modest gains, marami pa tayong kailangan gawin.
09:13.2
Kaya kailangan natin pagmasdan, pag-aralan, at bantayan
09:19.2
09:39.2
But through the years, the DA PANOR program and projects
09:44.2
have continuously provided farm inputs, credit assistance,
09:48.2
equipment, machinery, production, and post-harvest facilities.
09:53.2
09:59.2
para padandahin ang ating productivity.
10:02.2
We must continue to adapt and utilize the latest technologies
10:06.2
and practices that will not only enhance our productivity
10:11.2
and our quality of life, but will also open more doors
10:16.2
to investment and market opportunities for our friends
10:21.2
from outside of the Philippines.
10:23.2
Moving forward, the DA will continue to devise interventions
10:28.2
to advance our agri-fishery practices, improve the competitiveness
10:32.2
of our agri-fishery products, further boost the income
10:36.2
of our farmers and fisherfolk.
10:39.2
In addition, we will expand access to our markets and related enterprises
10:44.2
by enhancing our physical and our digital infrastructure,
10:49.2
leveraging on private sector investment.
10:52.2
As I have mentioned, there is still a great deal of work to do.
10:57.2
But it is on this note I enjoin each of you
11:00.2
to continue to exert all efforts to address the concerns of our sector
11:07.2
so that we can achieve the goals we have set for ourselves,
11:11.2
our sector, and for our country.
11:14.2
Let us continue to engage in collaborative dialogue
11:18.2
with experts, researchers, rural workers to solve the roots
11:23.2
of the lingering problems, learn and adopt climate-resilient
11:27.2
and cutting-edge agricultural technologies
11:30.2
so that we can be prepared for prospective contingencies.
11:35.2
Through this, we can motivate more people,
11:39.2
especially younger Filipinos, to toil to nourish our land and our seas,
11:45.2
propelling the Philippines towards greater heights of security,
11:49.2
prosperity, progress, and sustainability.
11:53.2
So, as one department, let us continue to champion
11:57.2
the well-being of our farmers, fisherfolk, and rural communities.
12:02.2
Let us promote agricultural productivity and resilience
12:06.2
while also maintaining environmental stability,
12:09.2
and let us nurture inclusivity and pride
12:13.2
in the noble work of feeding our people.
12:16.2
We must realize how important the agri-sector is to the Philippines,
12:25.2
not only to our economy but also to every single Filipino.
12:31.2
We have all heard the issues of food supply, of food prices,
12:36.2
of supply chain problems, and these are all of the things
12:41.2
that we have to overcome if we are going to be able to say
12:46.2
that the Department of Agriculture has achieved its ultimate goal
12:51.2
in that we are able to provide to Filipinos all of the food supply
12:57.2
and we are also able to provide the nutrition that we need to give to our people
13:09.2
so we can say that the Philippines is a healthy country.
13:14.2
Beyond that, beyond just the problems that we are facing,
13:20.2
in terms of providing adequate agricultural commodities to our people
13:27.2
at the price that they can afford,
13:29.2
is if you, as you know, one of the great priorities of this administration
13:36.2
is to pull out of the pandemic economy.
13:40.2
And every analysis, even if the analysis will not be productive,
13:45.2
even if it will be done by the banks, even by the World Bank, the ADB,
13:50.2
they always say that your economy will not thrive if your agriculture is not good
14:00.2
because everything that we do in the economy is based on a strong and active agricultural sector.
14:09.2
That is how important your work is.
14:13.2
That is how important it is, not only in providing food to the people,
14:17.2
but also in the development of the Philippines after the pandemic.
14:22.2
Let us always keep that in the back of our mind.
14:25.2
So we will always remember that this work is not just something that you do
14:32.2
because you cannot find another job, you cannot find another work.
14:35.2
Okay, fine, we will go in.
14:38.2
Let us always remember that the agricultural sector plays a very big and important role.
14:48.2
And the improvement of the agricultural sector is already included,
14:53.2
it is equivalent to the improvement of the Philippines.
14:57.2
So long live the development of agriculture.
15:01.2
Long live to all of us.
15:03.2
Thank you very much.
15:05.2
Thank you, Mr. President.
15:10.2

15:25.2
May we now call on stage all the executive committee members of the department on stage.
15:32.2
And our DA guest.
