Soil Health Strategy, programs and policies that will reinvigorate the country's agriculture.
00:07.0
Securing food and nutrition through healthy soils is securing our future.
00:18.0
Thank you very much. Marami pong salamat.
00:21.0
And now, may we call on the Department of Science and Technology Secretary,
00:26.0
Renato Usulidom, Jr. to introduce our guest of honor.
00:36.0
Ladies and gentlemen, the President of the Republic of the Philippines,
00:40.0
His Excellency, Ferdinand R. Marcos, Jr.
00:45.0
Thank you very much, the Science and Technology Secretary,
00:56.0
Secretary Renato Usulidom, Jr.
01:01.0
Senator Cynthia Villar, and the other elected officials that are present here with us today,
01:08.0
the Special Assistant to the President, Secretary Anton Lagdameo,
01:13.0
Senior Undersecretary of the Department of Agriculture,
01:18.0
partner agencies in this first National Soil Health Summit.
01:27.0
I am a little surprised that it is the first because it is something that is so critical.
01:33.0
And that is something that we have been getting a great many requests from
01:40.0
the locals, the LGUs themselves, cooperatives,
01:44.0
in that we have to go and do the soil analysis in their place.
01:47.0
So, at least, whether or not it has been much delayed,
01:51.0
I'm very happy that we are now here to participate in this first National Soil Health Summit.
02:02.0
To all the experts and members of the academe who have taken time to participate in this event,
02:08.0
thank you very much for your participation and good morning to all of us.
02:13.0
Let me greet the Bureau of Soils and Water Management a happy 72nd anniversary
02:23.0
and a joyful 12th anniversary to the DOST Philippine Council for Agriculture, Aquatic and Natural Resources, R&D.
02:33.0
So, congratulations to the different agencies who are celebrating their anniversary.
02:40.0
This is, I cannot think of a more appropriate way to do that
02:44.0
than for us to be attending this first National Soil Health Summit.
02:50.0
We are all aware that our nation is blessed with rich and fertile lands
02:57.0
that fed and empowered our people throughout our history.
03:02.0
While that has been the case, we will still find ourselves burdened by grave and urgent issues
03:07.0
in providing quality and sufficient food for our people,
03:11.0
some of which are caused by factors beyond our control.
03:15.0
Others are within, in fact, our control.
03:19.0
We recognize strengthening our agricultural industry requires a cohesive overall approach,
03:27.0
especially if we want to address the systemic and perennial ills in the sector.
03:33.0
With this, we have begun the consolidation of farmers' cooperatives and associations and their lands,
03:40.0
as well as the introduction of new technologies and machineries to our farmers
03:44.0
and giving them access to more efficient practices.
03:49.0
We have also welcomed major investments in the agricultural industry from local and foreign investors
03:54.0
as part of our plan to provide farmers with the capital and tools they need to boost productivity.
04:01.0
While all these initiatives have a great deal of potential,
04:05.0
we still need to address the growing problem of the degradation, acidification, and pollution in our soils.
04:13.0
As the DNR has reported, 75% of our total cropland is vulnerable to erosion in various degrees,
04:22.0
with agriculture losing about 457 million tons of soil annually.
04:29.0
The conversion of lands for settlements and the loss of about 47 hectares of forest cover every year
04:35.0
contribute significantly to soil degradation.
04:39.0
Aside from these, around 11 to 13 million hectares are considered degraded.
04:45.0
This is on top of the 2.2 million hectares that suffer from insufficient levels of soil fertility.
04:53.0
Making matters worse is the improper use of fertilizers and pesticides that pollute and acidify our soil.
05:00.0
Needless to say, our soil is under threat,
05:03.0
and to continue to neglect this vital agricultural component will lead to even worse crises in the future.
05:11.0
Therefore, I cannot emphasize enough how significant and influential this first National Soil Health Summit is.
05:20.0
With a discourse amongst our leaders and the agricultural sector's brightest minds,
05:25.0
I anticipate that this summit will spark more informed decisions and much-needed innovation in the coming years.
05:33.0
With a focus on sharing information and enhancing programs related to soil health,
05:39.0
I believe that we can promote the sustainable use of our soil for the benefit of future generations.
05:46.0
On the part of government, we have come up with a five-point priority agenda on soil and water management,
05:53.0
such as a national soil health program and implementation of sustainable land management.
06:03.0
This will ensure the proper use and management of soil resources, address land degradation,
06:10.0
enhance crop productivity, and hence improve farmers' income.
06:15.0
The administration shall empower the Bureau of Soil and Water Management to achieve these goals,
06:20.0
especially through capacitating soil laboratories across the country to yield better data.
06:27.0
We are conducting a soil and land resources mapping and evaluation process
06:31.0
that includes soil-based and land-based level assessments, soil sample analyses,
06:36.0
and digital map preparations under the Philippine Soil Land Resources Information Program.
06:42.0
The administration is also exploring water security for climate-resilient rainwater technologies
06:48.0
and the conduct of cloud seeding operations for agriculture.
06:54.0
All this to improve water conditions in production areas, in critical watersheds, and in our reservoirs.
07:01.0
These are all part of the collective efforts to mitigate the effects of the El NiƱo phenomenon.
07:08.0
However, we in government cannot solve the issues affecting our soil and the agriculture sector as a whole on our own.
07:17.0
As such, this summit is an opportune time for all of us here to collaborate,
07:22.0
to share our wisdom and experience to improve our soil and boost our agricultural productivity,
07:29.0
all the while promoting sustainability and environmental protection.
07:35.0
This will play a pivotal role in nation-building and uplifting the lives of our people.
07:41.0
Congratulations on the conduct of this first National Soil Health Summit,
07:46.0
and we look forward to the very useful production and output that will come out of this summit.
07:53.0
