Hindi ko madali naman sigurong kunin by end of this year. For Tawi-Tawi, kasi bawat probinsya may provincial coordinator tasked to expand membership sa bawat probinsya and Tawi-Tawi is required to have at least 2,000.

We are looking at it dahil may 203 barangays, doon lang kami sasampo bawat barangay so we can have our 2,000. And as of now, we already have 1,360 members and we're expanding for Tawi-Tawi.

So that we can have the 10,000. Pero ang problema namin ang pagrehestro kasi hahabol kami sa uras.

I think we're around 600-700 members. Pero karamihan ng mga membro natin nasa mainland. Ang main challenge talaga ng Young Union of Mindanao is kung paano namin maabot sa island provinces like Basilan, Sulu and Tawi-Tawi.

Pero so far, the main bulk of our numbers are here in the mainland especially in Lanao del Sur and here in Maguindanao del Norte. So kung exact number po yun po, around 600-700 po.

So 10,000 then distributed yan sa kada barangay, tegsasampo. For us for Tawi-Tawi, then inner family and relatives nila. Because we have to target at least may one seat. Kung one seat we have to at least 80,000 votes something.

Kaya yun yung distribution na dapat bawat probinsya makapagkukuha ng membro na 2,000 per province.

Simpleng pagkukuha ng membro na meron kadapat sa bawat barangay.

Yan din yung sinabi sa, nung pinag-usapan nila ang Bangsamoro electoral code sa parliament. Sabi niya ang dali naman kunin. Sabi niya tigli lima lang bawat barangay yung ganoon na usapin daw. E kami sampo, at least sampo.

So paano rin tayong 63 barangay sa Norto Tabato? Another problem na yan. As of now, another update na lang po, nasa second reading na po yung pagawa ng municipality sa 63 barangay which is 8.

Maganda na Del Sur. Yung iba naman sa malayo talaga like Cabacan, nasa loob talaga sila, center talaga sila ng North Cotabato which makes it tricky rin talaga sir. So hindi pa tayo makakapagbigay ng conclusion regarding that.

So speed naman ng pag-pass nila knowing na maraming legislative agendas na hinahabol. Kasi technically nag-ahabol na si government of the day. So yan po yung isa sa mga possible na we can point out ng challenges talaga sir.

Q8. At yung representatives nilang uupo? 40% district representatives as we know it. Tapos 10% reserve seats? Okay. Sa P10,000, although sinasabi nilang iba rito kasi iba proposal yan gawing gradual, hindi bigla na P10,000 agad yung minimum.

As far as P10,000 is concerned sir, we are hardliner kami. We don't support the gradual, neither is the P10,000. Dapat talaga zero. Kasi unang-una we're trying to still, you want to invite all small parties or any other sectors willing na makipag-sumali sa electoral exercises natin this coming 25.

I feel like it's very unfair. It's unfair to those. Kasi ang mangyari sir, ito ano na lang din ito, just to add more context. Ang usap-usapan dito, the idea bakit maglalagay sila ng P10,000 is to, it's a big challenge para machallenge yung established political entities dito sa BAR.

And yung established parties na nagpag-register na ngayon, we feel like it's going to be just them. Malilive behind talaga or left behind talaga yung mga small parties as far as we're concerned sir. Kasi napakakunti ng oras knowing na blurred pa yung lines on the qualifications sir.

Knowing na sige, let's talk about mayroong isang abogado tapos ang notary niya is P300 to P400. So you multiply that with P10,000. So yun na yung number of pera na kailangan mo. So that itself knowing na wala, yung ibang parties naman sir, di naman talaga sila going, ang driving force talaga nila is based on monetary capital.

Pero it's basically a message to box them out. Sinasabi nila mas mabuti susunod nalang kayo, build up nalang muna kayo bago kayo sumali. Which is not exactly, di talaga yung main message.

At least sa first regular government, mas represented all sectors. But as of now, it's going to be just probably the government of the day and kung sino man ang makakalaban nila ng traditional politicians sir.

So hindi dapat magpa-box up sa P10,000. And we had this opportunity of coming together, yung mga political parties in the BARMM, nagpatawag yung IAG. And I suggested sabi ko to ensure there will be representatives from the civil society organizations working with the people in the community.

Kasi may registered na. Nahabol nila magpapag-register sa Cumulet as a political party before naaprobahan yung electoral code. Naaprobahan sila prior to that yung membership nila. Kaya ahabolin nila.

So resisting na sila, recognized na sila as political party in the BARMM. Now sabi ko sige 25 political parties yung nandito para siguradong may makaupo mula sa Lanao, Basilan, Tawi-Tawi.

So we agreed and we have this alam, alyansa ng mga mamayan actually. Alyansa ng mga mamayan sa Bangsamoro. Alam BM actually.

na nakatira sa Bangsamoro. Meron tayong mga civil society organizations na Christian-led or Christian ang membership. And we have also IPs. So we have to get together to make a stronger political party coming from all walks of life,

coming from the different communities that we represent and have them represented. Kasi yun sa reserve seat, isa sa youth, isa sa women, isa sa IPs. Maririnig yung boses nila pag wala silang ibang kasama pag sila'y nakaupo na. Mag-isa ka lang to tell you hindi ka maririnig.

Hindi narinig eh. Pero hindi dapat magpabox. Huwag kang magpakahon. Huwag tayong magpakahon sa 10,000 nila. We can do our things sa ground. We have our community-based support naman.

So that would actually encourage different parties to come together.

Q1. So if you're a party-based, dahil sabi mo nasa 600-700 members kayo ngayon, malayo-layo pa yan definitely sa 10,000. Yan ba yung tinitingnan yung ruta ngayon? Makipag-aliansa, makipag-kowales?

... But some parties, some sectors, they want to prevent na ma-whitewash ang advocacy nila. Kaya pag nakikipag-aliansa rin sila, even inside the whole party itself kasi mayroon tayong party democracy rin...

... So that's why some parties decide to stand by themselves and perhaps get by their numbers organically. Pero as far as YUM is concerned, as long as nabibigay naman yung, mabibigay naman yung, magpapush naman ang advocacy para sa mga kapataan regardless of religion...

... sectarian ideals or representing a certain tribe or anything like that. Pero sinusunod naman talaga natin as long as everything na dapat para sa youth ay masusunod. So as far as sa question kanina, YUM is open towards that truth...

... Tatanong ko rin ito kay Ma'am Arlene pero dahil nandyan ka na Paris, tanong ko rin sa ito. Kasi isa sa mga wisdom nito, pagboto sa political parties, mailayo ang focus sa mga votante sa personalidad.

Kasi alam naman natin dito sa Pilipinas, ito yung sad reality. Political parties exist on paper. I'm not saying ito yung nangyayari sa Bangsamoro. At least dito sa pangkalahatan, mahina yung political party system natin.

So kaya nga marami nakatuntok sa Bangsamoro para tingnan baka naman ito makita natin, pwede maging proof of concept na mapatunayan na kaya umalis sa personality centric politics at mag-focus sa partido mismo.

Q1. Advocacy? Ano ang pinaglalaban? Ano ang tinitindigan ng partido? I'd like to ask both of you regarding your experience in terms of recruitment ng mga bago members. Was it difficult or mas madalimang ipanewanag sa mga tao na dito partido dapat ang focus natin, hindi personalidad?

Ito from personality politics. Ang binibenda natin ang advocacy. So isa rin sa mga challenges natin diyan, nakapagpunta rin tayo sa barangays natin sa Maguindana del Norte, specifically sa Eronon Corridor, na most of the time ang mga tao hindi nila tinatanong kung ano yung partido, ang itatanong talaga na who's behind the partido.

We take it with a grain of salt. Of course we totally understand for how many years, maybe 10-20 years, naging ganyan ang trend talaga. Kasi even with the orientations of people here, we still medyo may pagka-feudalist pa rin.

So even with the perception ng tao regarding the party itself, they're not used to, siguro if we're going to talk about an idea mas mataas pa kaysa sa personality, siguro mas successful lang dito yung separatist movements like MILF, umpungan ng MILF, MNLF or even yung nakikita nila may way to enforce their ideals talaga.

So strictly politics lang talaga. So yun nga sir, yung tawanan namin ng mga nakakausap natin, we had talks with some people regarding the issue on our elections right now. Napakaano pa rin talaga, sabi nila kailangan pa ng seminar ng ating kababayan dito sa BARMM.

So may rollout nila towards voter, not just registration but voter awareness regarding kung paano gagawin ang election natin dito sa BARMM. Kasi most of them sir, they have no idea kung ano ang pinagkaiba ng party, ang pinagkaiba ng mga taong ilalagay sa district representatives, all the more sa ating reserve seats.

So sa traditional leaders or ulama, hindi rin natin talaga sure what qualifies them to that position. Sa traditional leaders are we talking about sultanates? Do they get certain accreditation for that? At least sa sector ng youth, alam naman natin as long as you fall under a certain age, the same thing sa women, at least clear cut.

So napakaraming kailangan natin habulin. I feel like just for the sake of argument na lang din sir, kailangan din isama natin sa transition period natin ang voter awareness regarding ang whole parliamentary setup natin dito sa BARMM. Kasi napaka immature talaga ang perception ng tao regarding that.

Q1. Nagkakaroon ba kayo ng struggle in terms of recruitment?

A. Yan lang yan, in-explain namin. You've seen me, sabi ko, you've met me, I've been working with you mula pa noong ARMM hanggang ngayong BARMM, and I've been bringing your voice.

... Except dun sa kung sino mang nakaupo na representative natin sa BAMG if ever naman manalo tayo to listen to your voices. Because we have the Tawi-Tawi Alliance of Civil Society Organizations with 83 member organizations coming from the 11 island municipalities.

Almost all the basic sectors, the 14 basic sectors are represented in the alliance. And pag-miyembro na tayo ng partidong ito, your voices, your concerns, your issues will surely be brought to before the government of the day after 2025 election.

So that's the essence of becoming truthful, of being truthful to your community people, that encourage, that gives you the leverage to invite members to the organization, to the political party.

That's the party that I am bringing to Tawi-Tawi. May trabaho na kami po sa bawat isla, sa bawat municipality at sa mga barangays. Yan lang and I've been serving them. They saw the experience and they saw how we work with them.

What they have is essentially first muna yung mga relatives nila, family members. Pero kami tao po sa community, bali sila po yung kausap. Because I am not from Tawi-Tawi, I am a Balik Islam, wala po akong kamag-anak dito except mga anak po.

These people are those whom we served mula pa dun sa bottom-up budgeting ni Pinoy with NAVSEA and all other interventions that we assist and we deliver to our community people.

We do it when we have community activities. Our invitation, nagsaside meeting po kami after conducting an IEC or an FGD. Then we request for 15 to 30 minutes of their time to explain.

Doon po namin ito ginagawa because we don't have the funding to roam around the 11 island municipalities of Tawi-Tawi. Kami po yung most challenged province because we have isla-isla na munisipyo at isla-isla na barangay.

Well maraming salamat po sa inyong dalawa kay Farice at ma'am Arlene. Mukhang alam na natin yung susunod na gagawin dito. We have to focus on voter awareness.

Di ba minsan may mga nagkakamali pa tayong mga butante? Ilan ba dapat na ibabotong party list kada eleksyon? Akala na iba marami pero dapat isa lang. Iba naman nakakalimutan.

So yan problema yan sa party list. It's always part of the struggle when it comes to elections. Dito naman. Kaya sinisika po natin ipaliwanag ang iba't ibang issues dito sa Bangsamoro.

In particular para sa episode na ito, ito nga pong paparating na 2025 elections sa Bangsamoro. First time mag-ielect po sila na kanilang mga leader.

Kasi mga nakaupo dyan ngayon sa Bangsamoro autonomous region and Muslim in Danau, ang tawag po dyan, yung gobyerno na ngayon dyan, Bangsamoro Transition Authority.

At yung mga nakaupo dyan appointed. Ibig sabihin wala silang directang mandato garing sa mga tao.

Sa demokrasya dapat i-elect mo yung leader at ibibigay mo sa kanya yung mandato. Ikaw yung butante, siya yung elected official.

So mangyayari pa lang yan sa Bangsamoro sa 2025. Pero yan nga, ganoon ba kalinaw sa kanila sa mga butante so far sa Bangsamoro yung proseso?
