The flyover, the first in the city, is a national project pushed by House Speaker Pantaleon D. Alvarez. It has P2.6-billion budget with a construction period of four years ending in 2021. Phase 1 has a budget of P300 million, and the winning contractor is Uticon Builders Inc., said Corporal, a member of the technical working group created for the project. He added Phase 1 would cover Annetteā€™s Chicken House to the PSBank branch in the city and would involve foundation works like footings and columns. The superstructures will be in Phase 2 finishing in 2021, with the complete flyover spanning 1 kilometer from Car Asia to the CAP building. The city government will assist the Department of Public Works and Highways (DPWH) and the contractor in the transfer of affected palmera and other ornamental plants, street lights and other city infrastructure. The city council approved in their session on Monday a resolution authorizing Mayor Allan Rellon to sign a memorandum of understanding relative to the flyover
