The Political Conversations with the Mayors Part 1
00:56.0
Mayor Brian Celeste of Alaminos, Pangasinan.
00:59.0
Yes, Tito Boy.
01:00.0
Mayor, maraming salamat.
01:01.0
Thank you for the invite. It's an honor na nasama ako dito sa episode na ito, Tito Boy.
01:06.0
You were saying that in the beginning, takot ka magsalita sa harap ng publiko?
01:11.0
Actually, I grew up being the scrawny kid, mahiyain, always back of the class.
01:16.0
And I remember back in college…
01:18.0
Scrawny as in payatot.
01:19.0
Payatot. So mahiyain talaga ako.
01:22.0
I knew I had to do something about myself.
01:24.0
If I knew that I stayed the way I am, being the shy kid, I wouldn't achieve a lot.
01:29.0
Kakusapin ko sarili ko na kailangan mo magbago.
01:32.0
You have to get out of your comfort zone for you to grow.
01:36.0
So that's where it all started.
01:38.0
And sakto, my dad asked me, do you want to serve?
01:42.0
Do you want to serve the public?
01:43.0
And sige, sabi ko, for me, it was outside the comfort zone na iyon eh.
01:49.0
Public speaking, public service.
01:51.0
So I tried.
01:53.0
And my dad told me na, if you want to serve, you should be at the lowest position para masubukan mo.
01:59.0
And it was barangay captain.
02:01.0
So it was the lowest form of government and it's a good place to start.
02:06.0
And I saw my dad growing up being a public servant.
02:09.0
And nakita ko naman yung benefits in a sense na the way he helps people.
02:15.0
Nakikita ko yung impact na pwede mong ibigay sa tao.
02:19.0
And nakita ko, if there is a chance for me to serve,
02:23.0
and at the same time help me get out of my comfort zone being that shy kid,
02:28.0
then why not take it?
02:29.0
So it's like hitting two birds in one stone.
02:31.0
So you get to try this certain thing and at the same time,
02:35.0
you get out of that comfort zone which you have been wanting to do.
02:40.0
Pero hindi siya nabi ng dad na kung interesado ka,
02:43.0
kailangan ka tumakbo dahil kailangan kang sumunod sa akin.
02:46.0
Oh no.
02:47.0
Walang gano'ng pag-uusap.
02:48.0
I would always remember that my dad would always give us a choice.
02:52.0
Kaming mga magkakapatid.
02:55.0
So if you said no to your dad, you wouldn't have been in politics or public service?
03:00.0
Probably.
03:01.0
Because I would like to get your take on the very controversial political dynasties.
03:08.0
Anong iniisip mo?
03:10.0
Political dynasties are not necessarily bad.
03:13.0
And in a sense, hindi naman siya pinipilit ng mga dynasties.
03:18.0
It's not them that pushes for it.
03:21.0
It's the people's vote that brings us into the positions we're in right now.
03:25.0
If you want to battle the negative effects of political dynasties,
03:30.0
it's a matter of educating the voters.
03:33.0
The hands of the title, the positions we're in, are in the power of the voters.
03:38.0
So it's much more on educating which people to vote even if they're a dynasty or not.
03:45.0
But are they actually doing something good or not for their respective jurisdictions.
03:50.0
I totally hear your point.
03:51.0
Gaano kalala ang vote-buying sa Alaminos?
03:55.0
Well, it's not as rampant as in other provinces.
04:01.0
Because in our city, ang nakikita pa rin talaga ng tao is yung servisyon ng tao.
04:08.0
No matter how much you pay someone,
04:10.0
as long as you've helped this particular person with the programs that my father has done,
04:16.0
siyempre hindi nila kakalimutan.
04:18.0
So it's not as bad as other areas?
04:20.0
It's not as bad.
04:21.0
Elections can be scary.
04:23.0
It can be so negative.
04:24.0
It can be so chaotic.
04:25.0
It can be so toxic.
04:27.0
Nariyan na yung negative and positive campaigning.
04:31.0
Pwede ka naman lumaban na hindi kayo nagsisaraan.
04:33.0
But what was your experience like in the two elections you've been through?
04:38.0
Sabi mo nga, Tito Boy, that's very, ano na yan?
04:41.0
It's given.
04:42.0
Wherever you go, whatever you do, meron at merong mema.
04:46.0
May mamay lang masabi.
04:48.0
Of course, it's going to sting a little.
04:50.0
Pero sabi ko nga, when it's election time, walang magbabasa ng comments.
04:55.0
What was the biggest issue raised against you?
04:57.0
For me, it was my age.
04:59.0
They would mock me.
05:01.0
This kid is too young.
05:04.0
May gata sa labi, walang alam.
05:05.0
Sinabi pa nga, umuuhog pa.
05:07.0
How did you fight that?
05:08.0
I just told them, at the end of the day, it's your choice if you want to try me.
05:12.0
Yan lang naman yung sinasabi ko.
05:13.0
Just give me the opportunity to serve.
05:15.0
Ngayon na ikay pangalawang term na as mayor, pag-usapan natin yung style of leadership.
05:21.0
Are you in the shadow of your father?
05:23.0
Are you crafting your own style of leadership?
05:27.0
Sino ka bilang isang leader?
05:29.0
My dad and I are very different.
05:31.0
Different in a way na I'm very meticulous.
05:34.0
And your dad is not?
05:35.0
Basta when he was the mayor, he was like, I want this done.
05:39.0
Let's do it.
05:42.0
Ikaw?
05:43.0
I look at the data, I look at the resources, the pros and cons.
05:48.0
So, I look at everything before actually deciding.
05:52.0
And I look at my peers for evaluation.
05:54.0
What do you think of this?
05:55.0
What do you think of that?
05:56.0
Consensual.
05:57.0
So, it's more of a collaborative leadership that I do in the city.
06:01.0
If you were asked as to what your biggest achievement is for your town, anong sasabihin mo?
06:07.0
Yun, ang ginagawa natin ngayon is we're actually developing a new downtown.
06:12.0
And that's something that I would want to leave a legacy.
06:15.0
Kasi, syempre, that's the vision that I have.
06:20.0
Since nung last three years was mainly on pandemic response.
06:24.0
And majority of the funds went to the pandemic response.
06:28.0
So, in terms of infra, infrastructure development, wala masyado.
06:33.0
Because you have to focus on other things, which is the pandemic.
06:36.0
So, marami kami mga plano na ginagawa ngayon.
06:39.0
And hopefully, in this term and the next term, hopefully that I get,
06:44.0
ma-fulfill yung vision ko for Alaminos to have to be its own commercial hub in Western Pangasinan.
06:51.0
How much political resistance do you have in the City Hall?
06:55.0
Ka-alyado mo ba ang mga konsehal?
06:59.0
Ka-alyado mo ba ang mga katrabaho mo?
07:02.0
Or do you fight for your programs, for your policies?
07:06.0
Nung 2019, I could see the tension of the munisipyo noon.
07:12.0
Kasi, syempre, bata and all the department heads were more or less double my age.
07:18.0
So, I knew that I had to do something.
07:22.0
I had to gain their respect somehow.
07:25.0
So, it was a challenge for me.
07:27.0
How'd you do it?
07:28.0
And that's how I did, nung pandemic.
07:30.0
All the services were good.
07:32.0
And people saw what I did.
07:35.0
And, syempre, naging snowball effect.
07:40.0
And a lot of people were proud of me.
07:42.0
And then, sila na rin nadala na, okay, this is my mayor and I'm proud.
07:47.0
Okay, I get it.
07:48.0
Do you have a local party?
07:50.0
Do you belong to a national party?
07:52.0
National party.
07:54.0
Which is?
07:55.0
With the Villars.
07:56.0
Nationalista party.
07:58.0
Okay, how important is that?
07:59.0
I mean, do you believe that the multi-party system in this country, from the lens of local government, does it actually work?
08:07.0
Are you for a multi-party system?
08:09.0
Are you for a two-party system?
08:11.0
You know, something, ano talaga eh, that's the thing, that's the scary about a two-party system.
08:15.0
It might get too polarized.
08:18.0
Okay.
08:19.0
So, that's the scary thing when it becomes a two-party system.
08:23.0
But, with what we have now, parang, oo, nandyan na yan.
08:28.0
It doesn't talk about ideologies or whatever.
08:31.0
You're basically going to a party because someone's here, someone's there.
08:35.0
Kasa kaibigan mo yung ganito, o ganon.
08:38.0
Oo, medyo wala siyang effect in the way that you want to.
08:42.0
But, it's just scary when you put a two-party system and the country becomes too polarized.
08:48.0
I understand.
08:49.0
Polarization happens also in a multi-party system, which happened very, very clearly in the last presidential elections.
08:56.0
Napaka-divided pa rin, napaka-polarized pa rin.
09:00.0
Well, elections in general are polarizing.
09:02.0
Are polarizing.
09:03.0
Pero, ang paniniwala mo, Bryan, pag dalawa, mas lalong magbabakbakan.
09:08.0
Exactly.
09:09.0
And, for me, it doesn't really have an effect.
09:13.0
Parang, being in a political party doesn't really give that a big of an effect, in a sense, when you're managing.
09:23.0
Okay.
09:24.0
When you're managing.
09:25.0
But, in election, it helps.
09:26.0
So, for me, political parties are there when election comes.
09:29.0
Okay.
09:30.0
Four, five years into politics, what are the things that you still want to learn in government service, in public service, in politics?
09:39.0
Actually, one thing that I would want to learn more is urban planning.
09:44.0
Kasi, that's one thing that really…
09:47.0
Ano yan? You're managing a city.
09:49.0
So, when you want to make something, a lot of politicians would just do projects in a pitchy-pitchy.
09:57.0
And then, pag dating na 10 years, 15 years, you would think back, you should have done this.
10:02.0
Right.
10:03.0
We did this, and now, mali pala siya.
10:05.0
And, it takes a lot of…
10:07.0
What are you doing to adjust this?
10:08.0
Do you have experts advising you?
10:11.0
We are getting.
10:12.0
So, itong development na ginagawa namin.
10:14.0
It's not pitchy-pitchy.
10:15.0
Okay.
10:16.0
That's why we're developing a 40-hectare property.
10:19.0
Hindi siya yung basta-basta lang.
10:21.0
Kasi nga, that's hard to undo.
10:24.0
That's the thing that I realized before.
10:28.0
Kaya, ang hirap ngayon, like yung traffic in Alaminos.
10:32.0
You're spending people's money.
10:34.0
That's why you cannot rush things.
10:36.0
Tama yung sinasabi mo.
10:37.0
Hindi ka nahihirapan.
10:38.0
From urban planning, to education, to climate change, to tourism.
10:44.0
Tapos, may araw-araw kang buhay.
10:49.0
Expectations are very high.
10:51.0
Kasi kung disadvantage yung youth mo during the elections,
10:54.0
pag nanalo ka naman, napakatasang expectations.
10:58.0
In a study, somebody said that,
11:01.0
tumataas naman yung expectations sa mga tao,
11:04.0
dahil you have so much energy,
11:06.0
you have so much to give,
11:08.0
hindi ka napapagod.
11:09.0
Well, sabi ko nga eh.
11:11.0
I tell my friends, kasi I have other hobbies as well.
11:15.0
They tell me, like small hobbies,
11:17.0
like photography.
11:19.0
I used to make short films.
11:22.0
So, they tell me,
11:23.0
ba't may time ka pa niyan to do all those things?
11:26.0
And I tell them,
11:27.0
alam mo, we have 24 hours in a day.
11:29.0
You say, 8 hours of that is for you sleeping.
11:32.0
Another 8 hours is you working.
11:34.0
So, that's 16 hours.
11:36.0
Another 4 hours of that is you eating or doing whatever.
11:41.0
And you're still left with another 4 hours that you can do.
11:45.0
And an hour of doing something,
11:47.0
maraming malaking bagay.
11:49.0
Malaking bagay na when you do it every day.
11:51.0
So, that's one thing that I try to manage.
11:55.0
You time manage.
11:56.0
In time mo.
11:57.0
So, 24 hours, how many hours are for love?
12:02.0
Love for the people.
12:05.0
Ano yan? 24 hours yan.
12:07.0
24 hours.
12:08.0
But you also have to take good care of yourself.
12:10.0
I mean, not just health-wise,
12:13.0
but holistically.
12:14.0
Diba? Yung natutunan natin.
12:15.0
Of course, of course.
12:16.0
At the end of the day,
12:17.0
malaking bagay yung mental health.
12:18.0
Tama.
12:19.0
Mahirap yung nagsisimple ka nang wala ka sa mood.
12:22.0
Kasi the days grow longer.
12:24.0
Okay.
12:25.0
Diba?
12:26.0
You know, one of the greatest leaders of the world said one time,
12:29.0
na ang kanyang political equation ay,
12:31.0
what is it that you want in the end,
12:33.0
and what is the best way to get there?
12:36.0
Your comment.
12:37.0
I tell this to my friends.
12:39.0
And sinasabi ko sa kanila,
12:41.0
the one thing that makes me happy in life
12:43.0
is not to actually make me happy,
12:45.0
but to see others happy.
12:47.0
And I know that a part of them being happy is because of me.
12:52.0
So, that's one thing that resonated with me.
12:57.0
And for me, naging sustainable in a sense na you'll always be fulfilled.
13:02.0
That's servant leadership.
13:03.0
You'll always be fulfilled.
13:05.0
Kasi you see the happiness in other people's happiness.
13:08.0
And when you focus on yours,
13:10.0
at the end of the day,
13:12.0
there are always going to be people that will have a better life,
13:15.0
that's always going to be more happy,
13:17.0
and you're always going to want more
13:19.0
when certain things make you happy.
13:22.0
And yun, it's very sustainable
13:24.0
when certain things that make you happy
13:26.0
are other people that are happy.
13:28.0
If you have the power to do this, Brian,
13:31.0
as a public leader, as a public figure,
13:34.0
hypothetical,
13:35.0
nagkasala ang kapatid mo,
13:37.0
kaya mong ipakulong?
13:38.0
Depende sa sala.
13:40.0
In a sense na...
13:41.0
Halimbawa na patunayan na may sala.
13:43.0
O siyempre, the law is the law.
13:45.0
You could have been into business.
13:47.0
I know your dad asked you to get into politics.
13:49.0
You could have been really rich.
13:51.0
You could have been so much,
13:52.0
you could have been a big entrepreneur or a businessman,
13:57.0
but you chose to get into public service.
13:59.0
In hindsight,
14:00.0
I know you've been in politics not for a long time,
14:02.0
in hindsight, you're happy with that decision?
14:05.0
Like I said,
14:06.0
being rich doesn't really make me a fulfilling person.
14:10.0
It's the one thing that,
14:11.0
seeing other people happy is the thing that makes me happy.
14:14.0
Sabi ko sa mga kaibigan ko,
14:17.0
I mean, when they see politicians,
14:19.0
they see them up there.
14:21.0
They see politicians as someone who's above everyone else.
14:25.0
And I told my friends,
14:28.0
actually, you know,
14:29.0
I would give it up just to have a simple life.
14:32.0
And yun.
14:34.0
And I think I still stand by it.
14:36.0
Four years in being a mayor,
14:38.0
having all the authority,
14:42.0
and siyempre,
14:44.0
people would corrupt.
14:46.0
Absolute power corrupts.
14:48.0
And there are instances,
14:49.0
being in a certain position as I have right now,
14:52.0
that it will give you the opportunity to use absolute power.
14:57.0
Okay.
14:58.0
But it's not me.
14:59.0
Last night of the world,
15:00.0
you were supposed to host dinner,
15:04.0
and you were to invite five guests.
15:07.0
Last night,
15:08.0
sinong iimbitahin mo at bakit?
15:10.0
Of course, it would be my family.
15:11.0
Sakto, lima sila.
15:13.0
You will have dinner with your family?
15:14.0
Yeah.
15:15.0
Actually, that's one thing na medyo nawala,
15:19.0
being a politician now.
15:21.0
I mean, being a mayor.
15:23.0
Kasi we all have separate lives.
15:27.0
Right.
15:28.0
I mean, my dad,
15:29.0
my dad still lives in Alaminos,
15:31.0
but he's a congressman now.
15:33.0
Laging nasa,
15:35.0
lagi siyang nasa Manila.
15:37.0
And whenever I'm in,
15:39.0
whenever pag weekend naman,
15:40.0
ako naman yung nasa Manila,
15:41.0
he goes to,
15:42.0
never nagsasabay.
15:44.0
So, long story short,
15:45.0
never nagsasabay yung time namin,
15:49.0
especially with my siblings.
15:51.0
And that's really something that I miss.
15:54.0
Na nakikita na lang kami
15:56.0
pag special occasions.
15:58.0
Yeah, right.
15:59.0
That's something that you really miss.
16:00.0
If you have your way,
16:03.0
would you want to get married
16:05.0
in your 30s or late?
16:08.0
You're 27 now.
16:10.0
On my 30s.
16:11.0
Oh, no, I mean,
16:13.0
my limit is 30.
16:14.0
30?
16:15.0
Because I want to grow up with the kids.
16:17.0
Tama.
16:18.0
So, I'm really inclined to being
16:20.0
a family-oriented person.
16:22.0
Okay.
16:23.0
Probinsyano ka, probinsyano ako.
16:24.0
I'm sure tinatanong ka
16:25.0
ng mga kababayan mo,
16:27.0
Mayor, kailangan mo mag-aasawa?
16:29.0
I'm sure you get that question.
16:30.0
Sabihin ko,
16:31.0
tagal pa yun.
16:32.0
Tagal pa?
16:33.0
It's about three years from now.
16:35.0
Actually, before yun.
16:36.0
That was before.
16:37.0
Ah, yun ang sagot mo?
16:38.0
Oo, but now,
16:39.0
come to think of it,
16:40.0
I have to rephrase my answer
16:41.0
kasi wala pang
16:43.0
nagtatanog sa akin nun recently,
16:45.0
but my life goal would hopefully
16:48.0
by 30.
16:49.0
Mayor Bryan, are you single?
16:55.0
Yes.
16:58.0
Okay.
16:59.0
If you were to create
17:00.0
a slogan for Mayor Bryan,
17:02.0
not the slogan of
17:03.0
the family of the party,
17:04.0
what would that slogan be today?
17:06.0
It would be something
17:08.0
that would resonate
17:09.0
in a lot of people.
17:10.0
Being in politics,
17:12.0
syempre, like I said,
17:13.0
people see you differently.
17:15.0
And siguro,
17:16.0
if I were to have a slogan,
17:17.0
it's,
17:18.0
me, Bryan Celeste,
17:21.0
para lang ikaw at ako.
17:24.0
Something that goes along those lines.
17:27.0
It's hard to make now.
17:28.0
But it's very personal.
17:29.0
It sounds very personal.
17:30.0
It's about ikaw at ako.
17:32.0
You are at the pearly gates.
17:34.0
You are at the entrance of heaven
17:35.0
and God is there.
17:36.0
And he says,
17:37.0
Bryan,
17:38.0
ano ang pinakamabuting bagay
17:40.0
na nagawa mo para sa akin?
17:42.0
Anong sasabihin mo sa Panginoon?
17:44.0
Well, siguro,
17:46.0
I wouldn't say something
17:47.0
that's very band-aid.
17:49.0
But I think it's,
17:52.0
I inspired someone to be better.
17:55.0
Like, holistically.
17:57.0
Like, as a person.
18:00.0
And I think that's something
18:02.0
that I'm really proud of.
18:03.0
And I had a friend,
18:05.0
I told him,
18:06.0
I'm getting a tattoo.
18:08.0
And I want it to be personal.
18:11.0
But if you were to describe me
18:13.0
as a person,
18:15.0
what would it be?
18:17.0
Na yun ang ipapatattoo ko.
18:19.0
And he said,
18:21.0
Bryan, siguro,
18:22.0
pagmamili ako ng tattoo,
18:24.0
to be a lighthouse.
18:25.0
Bakit? Sabi ko, bakit?
18:27.0
Because you helped me find the way.
18:31.0
So, yan.
18:33.0
Now I have a lighthouse tattoo.
18:34.0
People ask me,
18:35.0
bakit lighthouse?
18:36.0
Sabi na, it's so random.
18:37.0
So you have that now?
18:38.0
Oo. It's so random.
18:39.0
Bakit lighthouse? Sabi ko.
18:41.0
Well, I tell them that story.
18:43.0
I find lost souls,
18:45.0
find their way.
18:46.0
And it's something
18:47.0
that I'm very proud of.
18:49.0
Huli na lamang,
18:50.0
as a follow-up,
18:51.0
because you spoke about
18:52.0
the lighthouse.
18:53.0
If your dad,
18:54.0
Congressman Celeste,
18:56.0
were to describe you
18:57.0
in a word,
18:58.0
and don't tell me
18:59.0
to ask your dad,
19:00.0
because I will one day.
19:01.0
If he were to describe you
19:02.0
in one word,
19:03.0
ano sa palagay mo
19:05.0
ang salita
19:06.0
na sasabihin
19:07.0
ng iyong ama?
19:08.0
Ang hirap naman
19:09.0
ang one word.
19:10.0
If my dad would describe me,
19:13.0
determined.
19:15.0
Bryan, maraming salamat
19:17.0
and continue to serve.
19:19.0
Continue to love your country.
19:21.0
Thank you.
19:22.0
Thank you, Tito Boy.
19:23.0
Will always do
19:24.0
for our city
19:25.0
and, of course, our country.
19:26.0
Maraming salamat.
19:27.0
Thank you.
