00:42.6
Okay ba yun?
00:43.8
00:57.9
Oil leaders.
00:59.2
Send stark warning over U.S. emergency oil reserve.
01:08.3
Ang bihira mga sangkay yan po.
01:11.1
Mukhang may emergency oil problem sila ngayon.
01:17.0
Ewan ko ano itong, we are at 30-year low.
01:20.4
Tingnan po natin ang balita.
01:21.3
The high price of Biden's energy dependence.
01:24.2
The administration plans to buy 2.7 million barrels of oil to help...
01:29.2
...replenish the nation's much depleted...
01:31.4
01:44.6
At lumipat nga po sa China.
01:47.2
01:53.9
Emergency stockpile.
01:55.0
Last year, the White House sold off more than 40% of the strategic...
01:59.2
...petroleum reserve to help limit rising fuel prices.
02:03.5
Leaving that stockpile at its lowest level since the early 1980s.
02:07.4
Joining us now is U.S. Oil and Gas Association President Tim Stewart.
02:11.9
Tim, great to see you this morning.
02:14.3
Let's sort of start with context if we wouldn't.
02:18.6
The strategic petroleum reserve.
02:20.5
The Biden administration is selling it off to lower fuel prices.
02:23.9
02:51.7
Pero hindi pa po niya maderecho.
02:54.5
At nalilito-lito po siya.
02:55.7
Halimbawa, may nagpapalakpakan, nagtatanong siya bakit kayo nagpapalakpakan.
02:59.2
03:10.3
And I don't know kung sino po.
03:12.7
Pero ito, malaking problema nila ito.
03:14.4
03:34.9
In the short term, how unprecedented is that in your mind?
03:39.2
And help us understand, what was the purpose of the Strategic Petroleum Reserve?
03:43.0
Sure, you know, originally the Strategic Petroleum Reserve was designed to address disruptions to crude supplies but not necessarily high prices.
03:51.1
And prior to last year, the largest release, well, was 31 million barrels during Desert Storm.
03:57.0
Hurricane Katrina was 30 million barrels.
03:58.7
But in just over 12 months ago, the administration initiated this largest drawdown in our history
04:03.9
because they needed to get through an election cycle, not necessarily a hurricane or a major military conflict.
04:12.0
So now we're at a 30-year low, lowest back since 1983 when we were filling it up.
04:17.0
And back last fall when the oil dropped more than $70 a barrel, the administration started to dip its toe into this.
04:23.1
This latest announcement puts it for January by perhaps about 12 million barrels.
04:27.7
They just need.
04:28.7
168 million more to get us back up to that 21 levels.
04:32.9
And another 300 million or so to fill it all the way up.
04:35.3
It's going to be very expensive and it's going to take a long time.
04:38.2
05:05.8
Especially ang United States of America.
05:09.9
06:14.9
So, there's several problems in here. Let's focus on two.
06:18.0
First of all, I'll put the numbers that you kind of talked about right there up on the screen.
06:22.2
286 million barrels of oil released since the Biden administration has taken office.
06:27.5
I believe we have that.
06:28.7
Grabe, oh.
06:31.6
Laki. 286 million barrels released from SPR since Biden took office.
06:42.4
06:46.9
That graphic, and you talked about historically, 30 million was big. Desert storm, Katrina.
06:53.9
So, again, 286 versus 30, down 40%.
06:58.7
I think the first problem you have to point out is that I would think represents a threat to national security
07:03.8
because you don't know what could come down the line.
07:08.1
What type of military action or natural disaster could predicate the necessity for a bigger release from the Strategic Petroleum Reserve?
07:14.3
And you've already depleted it by 40%.
07:16.0
Grabe.
07:18.5
07:27.0
Di ba?
07:28.7
Vietnam at iba't iba pang mga bansa.
07:30.9
South Korea.
07:32.2
07:39.3
So, ang administration o yung gobyerno ng Amerika ay hindi lamang po talaga for US.
07:47.6
Kundi parang pang-international po talaga yung administration nila.
07:52.4
08:58.7
Oh.
08:59.7
That's right, you know.
09:03.6
And the issue is not just filling it up.
09:06.1
We have to fill it up with the right grade of crude that the refiners can actually use.
09:11.0
The refiners, particularly close to where the strategic petroleum reserve rests,
09:15.4
they still need that heavy sour crude that we relied on for decades.
09:19.1
And right now we're producing mostly light sweet crude.
09:21.9
And that's why we have to export so much.
09:24.3
So it's a two-pronged process.
09:26.1
Well, we've got to fill it up at reasonable levels.
09:28.7
It's not costing the taxpayer too much.
09:30.9
If you recall, during COVID collapse, President Trump wanted to completely top it off at $16, $17 a barrel.
09:38.7
So that's one problem.
09:40.0
But the other problem is we need investments in the refineries,
09:42.3
which allow them to be able to refine more of that light sweet crude that we're producing.
09:47.8
The administration has made it very clear through their actions, their regulatory actions,
09:51.0
they'll do everything possible to make that difficult as well.
09:53.2
So they've really worked themselves into a box here.
09:55.8
And there is a strategic and a global...
09:58.7
global security issue that is at rest here.
10:01.4
If there is a major, major disruption, we're going to be in a world of hurt.
10:05.3
And so we've been encouraging them, look, do this.
10:07.9
Don't, first of all, don't do this.
10:09.4
Now that we're saying we've got to speed up the process of filling this with the right kind of crude.
10:14.9
Yeah, a two-pronged process, as you point out.
10:17.1
And what I was leaning towards was it's a two-pronged problem as well.
10:20.1
You've compromised potential national security.
10:23.9
And secondarily, you just conducted bad business.
10:27.0
Now you're...
10:27.5
But kaya ano mga sangkay, no?
10:28.7
10:44.0
America first.
10:46.3
Make America great again.
10:49.7
Yun yung kanilang...
10:50.9
Yun yung ano mga sangkay.
10:52.6
Yun yung ginagawa.
10:53.3
America first.
10:56.0
Kaya...
10:56.6
Kapag may mga bansa na parang...
10:58.7
Tinatalo ang...
11:00.4
Ano ba tawag ito?
11:01.0
Tinatabla ang Amerika,
11:02.9
11:06.1
ang United States of America.
11:08.6
So, this one is another problem of US government
11:13.1
na kailangan po nilang maresolba.
11:15.5
2.7 million barrels ng oil.
11:19.1
Para lamang po ma-restore
11:20.5
at hindi na po sila magka-problema,
11:24.0
kailangan po nilang bumili na yan.
11:26.3
Ganyan po kadami.
11:28.1
So,
11:28.7
ewan ko,
11:30.6
anong mangyayari ngayon sa United States?
11:32.5
Ang dami na po nilang problema.
11:34.4
Kaya pala,
11:35.0
11:38.2
sabi niya,
11:39.9
wala na ang Amerika,
11:41.9
malaki na ang pinagbago ng US,
11:44.7
at halos...
11:46.7
11:49.7
pero pagsakali daw,
11:51.2
makikita nila mas okay pa raw yung Pilipinas.
11:54.1
11:56.3
Just comment down below tungkol po dito sa nangyayari.
11:58.7
Sa United States of America.
12:00.9
Just comment down below.
12:02.0
Now guys,
