Tonight, the Philippines marks its day of valor
11:43.1
with the President's warning of clear and present threats to the country.
11:48.2
The Philippine Coast Guard says more Chinese ships have intruded in keeping human rights
11:53.8
when it failed to adequately tackle the climate crisis.
12:00.0
Good evening, I'm Tony Velasquez and I'm Pia Gutierrez.
12:18.5
On our broadcast tonight, the Philippine President commemorates a historic wartime event
12:23.3
with a warning of a clear and present threat to the country's very existence.
12:27.4
His Day of Valor message was delivered against the backdrop of China's belligerent acts in the West Philippine Sea.
12:35.0
Pia Gutierrez has tonight's top story.
12:39.9
The Philippines must not back down from challenges that seek to threaten its peace, honor, and very existence.
12:47.2
That statement from President Ferdinand Marcos Jr. as the country commemorates the 82nd Day of Valor
12:53.3
in remembrance of the historic fall of Bataan.
12:56.1
In his speech in Mount Samat in Pilar, Bataan,
13:26.1
We must not back down from challenges that seek to threaten its peace, honor, and very existence.
13:30.5
Especially within our own Bacuran.
13:34.2
While the President did not elaborate on these threats,
13:37.2
his statement comes amid growing concern over China's continued harassment
13:41.0
against Philippine vessels in the West Philippine Sea,
13:44.6
the most recent of which led to the injuries of Filipino naval personnel.
13:49.3
Marcos Jr. said Filipinos should seek inspiration
13:52.0
and learn from the heroism and sacrifice of the nation's war heroes,
13:56.1
and not allow themselves to yield to these challenges.
13:59.2
The President recalled how over 60,000 Filipino and American soldiers
14:04.0
stood against invading Japanese soldiers to defend Bataan, which
14:08.1
But while the battle was lost,
14:22.4
Marcos says the fall of Bataan marked the resurgence of the genuinely indecisive,
14:26.1
independent, and sovereign Philippines,
14:28.0
and called on Filipinos to be inspired by the soldiers' unbreakable will,
14:32.2
courage, and undying patriotism.
14:35.0
Joining the President was Japanese envoy to the Philippines, Endo Kaguya,
14:39.2
who expressed Japan's sympathies and respect to Filipino veterans of the war.
14:43.9
He noted how the Philippines and Japan have since then established
14:47.2
mutual trust and friendship after the war,
14:49.5
working together as strategic partners in promoting peace and prosperity in the region.
14:56.1
The United States reaffirms its commitment to maintain and strengthen
15:00.1
the rule-based international and maritime order that we have protected together for decades.
15:08.0
We must never allow any attempts to unilaterally change the status quo by force.
15:12.7
With this in mind, our trilateral cooperation with the Philippines and the United States serves the rule of law.
15:22.1
The United States meanwhile reiterated its commitment to working with the Philippines,
15:26.1
the Philippines, and other allies towards the quest for peace.
15:28.8
The statement comes as the leaders of Japan, the Philippines, and the United States
15:33.1
are set to meet in Washington this week for a historical trilateral summit
15:37.2
that aims to further strengthen the three countries' defense and economic ties
15:41.4
and advance its shared vision for a free and open Indo-Pacific.
15:45.1
This as the three countries aim to address shared concerns over China's rising aggression in the South China Sea.
15:56.1
The National Day of Valor in the Philippines is marked by protesters outside the Chinese consulate in Makati City.
16:03.5
They denounced China's aggressive actions against Philippine vessels in the West Philippine Sea.
16:08.3
The leader of the fisherfolk group, Pamalakaya, urged the Marcos Jr. administration
16:13.6
to conduct a foreign policy that is independent of any superpower.
16:19.1
Fernando Hicap made a statement after the National Security Council accused Pamalakaya of aligning itself with China.
16:26.1
It is clear that the statement of the National Security is free.
16:37.5
We are a position that cannot be China and cannot be the U.S.
16:41.4
And we don't like war.
16:42.9
We want peace.
16:44.9
We cannot defend and cannot guard that position.
16:50.6
The progressive group Bayan Muna calls on the Philippine government
16:54.5
to implement a demilitarized military system in the Philippines.
16:55.8
to implement a demilitarized military system in the Philippines.
16:56.0
to implement a demilitarized military system in the Philippines.
16:56.1
Thank you for watching!
17:26.3
The Philippine Coast Guard says it has detected more Chinese ships in Manila's waters under the Marcos Jr. administration.
17:34.9
Commodore Jay Tariella believes this means China is forced to flex its muscle more to threaten the Philippines.
17:42.6
Tariella says the Chinese strategy is clearly not working since the Philippines is bent on continuing resupply missions to its naval outpost in Ayungin Shoal despite Chinese harassment.
17:56.1
Are there more vessels now compared with the number of vessels, Chinese vessels that are deployed in President Duterte's time?
18:04.3
We can fairly say there is an increase.
18:07.8
But again, this is in relation with our response of transparency telling the world about their kind of harassment.
18:15.7
But in general, still, you know, the level of provocation of China remains to be the same.
18:24.1
Tariella also rejects criticism.
18:26.1
Tariella also rejects criticism that the transparency campaign of the Philippines is only provoking China.
18:33.2
Chinese trolls online has always been blaming this, what they call, microphone diplomacy.
18:40.3
But as far as the national government is concerned, this is not a microphone diplomacy.
18:44.8
This is an information strategy that we choose to expose the factual narrative of what's happening.
18:51.6
It is.
18:52.6
The mere fact that more countries now are standing up and supporting.
18:56.1
The Philippines and more Filipino people are also supportive of our approach.
19:00.5
That's a very objective of this strategy, not to provoke any.
19:06.9
700 Filipino and American airmen kick off joint military drills in the Philippine province of Pampanga.
19:14.5
The first leg of the Cope Thunder exercise will run until April 19th.
19:18.8
Troops are expected to focus on subject matter expert exchanges and field exercises in ground and air.
19:26.1
The Philippine Air Force says they will also train in sinking a mock enemy ship.
19:32.0
An Air Force spokesperson says Cope Thunder will prepare Philippine airmen for the biennial Pitch Black multinational air drills to be hosted by the Royal Australian Air Force in August.
19:42.9
The focus now is that we're getting ready for deployment of the Pitch Black in August.
19:53.1
Because both forces will participate.
19:56.1
So, ang focus din ng training ngayon is for large force deployment.
20:04.1
Kasi ang ina-anticipate natin, more than just observers and our air battle managers na pinadala natin last year sa Pitch Black.
20:14.5
And I expect natin ngayon is meron ng aircraft involvement ang Philippines.
20:20.9
So, since magde-deploy tayo ng fighter aircraft, yun yung plano for Pitch Black.
20:26.1
A survey commissioned by the Philippine Senate President purportedly shows strong support for young Filipinos to undergo a Mandatory Reserve Officer Training Course or ROTC.
20:40.6
Sen. Juan Miguel Zubiri says the poll done by Pulse Asia shows 7 out of 10 respondents agreeing with the idea.
20:49.0
The survey was conducted in December.
20:51.0
Sen. Ronald De La Rosa hopes a law reviving ROTC in the Philippines will...
20:56.1
...will be passed swiftly.
20:58.0
De La Rosa says this kind of military training is important for defense preparedness.
21:03.1
He also gave assurances that safeguards will be in place to prevent similar abuses that previously marred the program.
21:10.5
The ROTC bill still has to pass second reading in the Senate.
21:15.5
The Philippines' potential trade secrets are among sensitive information that hackers may have access from the Philippine Customs Bureau.
21:24.8
Andrea Taguines reports.
21:26.1
Contain the attack, limit the data breach.
21:31.5
That's the goal of the Philippine Department of Information and Communications Technology as it works with the Bureau of Customs in investigating a hacking incident against the Bureau.
21:40.8
DICT Undersecretary Jeffrey D. says it was the BOC's help desk ticketing system and management information dashboard that were affected by the breach.
21:50.2
A report by cyber advocacy group Deep Web Connect says...
21:56.1
...information of over 2,000 employees and 80,000 BOC customers.
22:01.5
Information in the help desk ticketing system includes profiles of clients and clients could either be importers, exporters or brokers, licensed customs brokers.
22:12.3
According to D, information on cargo movements and potentially even some trade secrets may have been compromised as well.
22:19.9
May mga nagpo-float na mga information.
22:22.3
Computer Emergency Response Team has yet to determine for sure...
22:26.1
...how long the hacking has been going on and who is behind it.
22:29.1
But D assured the public, the BOC's main system was not infiltrated.
22:34.1
The main system is called the E2M or the electronic to mobile system.
22:39.1
Well, hindi yun yung tinamaan.
22:41.1
We will try our best to isolate the E2M kasi yung E2M nandun lahat.
22:46.1
Nakakonek yan sa ASEAN single window which connects all ASEAN countries.
22:51.1
It's like an advanced information system.
22:55.1
Meanwhile, Customs Bureau...
22:56.1
...spokesperson Jet Marunilla told ABS-CBN News...
22:59.1
...there has been no disruption in the Bureau's operations.
23:02.1
Moving forward, D again called on government agencies to heed the DICT's advice...
23:08.1
...whenever the agency's experts detect vulnerabilities in their networks...
23:12.1
...to prevent any more hacking incidents.
23:14.1
Yung mga issues na nakikita natin na tinamaan ang BOC, tinamaan ang DOST, tinamaan...
23:20.1
...most of these na ibigay namin sa kanila in advance.
23:24.1
Masabi namin...
23:25.1
May naka-detect kaming vulnerability, baka tamaan kayo ng hacking.
23:28.1
Pagtuunan naman po natin ang pansin para dumating po yung panahon na mas kakaunti.
23:32.1

24:11.1
...and will send pre-sent results to the telco exchange of telco firms...
24:15.1
...before transmitting these to the data centers of our local board of canvassers and other stakeholders.

for failing to adequately tackle the climate crisis.
32:33.6
The European Court of Human Rights issued its ruling on a case filed by over 2,000 Swiss women.
32:40.6
They argued that heatwaves fueled by climate change have undermined their health and quality of life.
32:47.2
Experts say the ruling could bolster other human rights-based climate cases,
32:51.5
still pending before international courts.
32:54.8
They also say it could force Switzerland to quickly lower its consumption of fossil fuels.
33:03.6
US President Biden announces plans to ease the student debt of Americans.
33:14.4
These involve scrapping up to $20,000 of accrued and capitalized interest
33:19.0
and automatically canceling debts of Americans.
33:21.5
These include borrowers who are eligible for certain forgiveness programs.
33:26.6
I will never stop to deliver student debt relief on hardworking Americans
33:30.3
and it's only in the interest of America that we do it.
33:33.3
And again, it's for the good of our economy.
33:35.9
It's growing stronger and stronger and it is.
33:39.0
By freeing millions of Americans from this crushing debt of student debt,
33:42.2
it means they can finally get on with their lives instead of their lives being put on hold.
33:49.5
Easing student debt is a key issue.
33:51.4
For young American voters, Biden's plan would benefit at least 23 million Americans.
33:57.4
But Republicans have called Biden's approach to the issue an overreach of his authority.
34:04.4
Former US President Donald Trump says each American state should be allowed to determine their abortion laws.
34:11.9
But he would allow abortion in case...
34:14.4
Many states will be different.
34:16.0
Many will have a different number of weeks or some will have more conservative,
34:21.4
than others, and that's what they will be.
34:24.3
At the end of the day, this is all about the will of the people.
34:27.6
You must follow your heart or, in many cases, your religion or your faith.
34:34.1
Trump has taken credit for a US Supreme Court decision that eliminated a nationwide right to abortion.
34:41.4
The ruling has turned the issue into a political liability
34:44.7
with voter backlash credited with limiting Republican gains in the 2022 midterm election.
34:51.4
March was the warmest month on record across the world.
34:57.3

35:28.0
And so seeing records like this month in, month out,
35:32.8
really shows us that our climate is changing, is changing rapidly,
35:37.1
and climate change isn't a future problem.
35:39.4
It is a problem that we have to face here and now.
