The U.S. plans to award Taiwan Semiconductor Manufacturing, or TSMC, a $6.6 billion grant and as much as $5 billion in loans to help the world's top chipmaker build factories in Arizona. This expands President Joe Biden's efforts to boost domestic production of critical chip technology. And with this, TSMC will be constructing a third factory in Phoenix on top of the two facilities in the U.S.
