We're going to talk about residence by investment programs which allow foreign investors, rich ones,
00:05.3
to access permanent residency in a country via an initial payment through so-called golden visas.
00:12.0
Now, European countries are at the top of the list,
00:14.4
offering relatively easy routes to citizenship, visa-free travel across the EU,
00:19.1
and the chance to set up a business or live on the continent at a low cost.
00:23.6
Ranking high at number one is Portugal, which is said to offer the best golden visas in the world,
00:29.2
while Australia and Greece are tied for second in the ranking.
00:33.1
Joining us live this morning, Golden Visa Central's co-founder and president, Vicky Luis.
00:38.4
Hi, Vicky. Welcome to Market Edge.
00:41.0
Good morning, Mimi, and thank you for having me in your show.
00:44.1
All right. So, Vicky, the Golden Greek Visa program was launched back in 2013.
00:49.6
It's been 11 years. How popular has it been?
00:53.3
I mean, I know we have a global number, an estimate, during that time.
00:57.6
From the time it was launched?
00:59.2
They have received 25,000 applications. Of that total, 17,000 have been approved.
01:05.1
Chinese investors accounted for almost 60%.
01:07.7
This is Bloomberg data. And Turkish investors accounted for 7%.
01:11.9
What about for Filipinos? I mean, how many Filipinos have actually availed of this,
01:16.3
and how many more could be in the pipeline?
01:19.6
Well, thank you for your question.
01:20.8
So, since its inception, there has been about 2.3 billion investments brought about by the Golden Visa for Greece already.
01:29.2
And in the Philippines, you know, Portugal is very popular in the beginning,
01:33.9
but now, Greece is gaining traction because it is not only fast,
01:39.6
it's also gaining traction because it's one of the lowest entry points in terms of investment.
01:46.5
So, we've really been seeing an upsurge in the Filipino market.
01:51.2
Could you share with us a number?
01:52.7
How many Filipinos have successfully gained the Golden Visa from Greece?
01:56.9
So, I just launched the Greece.
01:59.2
I launched the Golden Visa in the Philippines in November last year.
02:03.0
Since then, we've been having, so we've done maybe almost 50 applications for Greece.
02:11.7
All right. You did say it's one of the more attractive Golden Visa programs.
02:16.4
And in the past, it was understandable why it was hot.
02:18.8
It offered one of the lowest investment requirements, 250,000 euros.
02:24.3
But today, there are plans for these investments,
02:29.2
to be raised.
02:30.4
I know that earlier this year, Greece already more than doubled
02:34.3
the required investment in hot areas like Thessalonica or Athens.
02:40.0
And for the rest of the year, they're saying it could go up to as high as 500,000 euros.
02:45.6
So, how do you expect that to impact interest and demand
02:50.5
and capability of Filipinos to apply for such Golden Visas?
02:55.4
Correct. So, yes, we acknowledge that there are these changes in the policy,
02:59.2
right? And we know that these Golden Visa programs are not here and meant to last.
03:05.0
They have to change and adjust policies as the country seems, deems fit.
03:10.9
And which is why we are expecting with the increase from 250 to 500 in the inner cities,
03:17.7
we are actually expecting an upsurge in the Philippines.
03:22.4
Really, towards the end of the year, we're expecting to get like 100 families on board.
03:26.9
Thank you.
03:29.2
So, you take advantage of the still low price before the spike hits?
03:33.7
Yes. You're looking at doubling the 15 million pesos to about almost 30 million, right?
03:40.9
And it doesn't make sense.
03:43.3
So, for most of them, it's really something that they want to do now and try to get on board fast.
03:50.7
It is not just now the lowest entry point for an EU residency,
03:57.8
but it's also the...
03:59.2
It's the fastest. So, under six months.
04:01.5
Oh, wow. All right. Could you walk us through, Vicky, just very quickly,
04:04.5
for those who are interested and who are watching us, what are some of the requirements?
04:08.2
Do they have the requirement for them to stay for a certain period before they get the visas?
04:14.6
Or what are the requirements? And what are the perks?
04:17.7
Healthcare? Free education, perhaps?
04:21.5
Yes, thank you.
04:22.5
So, all we need to get you on board, of course, apart from the investment that has to be made,
04:28.6
is your passport.
04:29.2
And if you're bringing your family members, so you're allowed to reunify three generations of your family,
04:36.1
so your spouse, your children up to 21 years old, and your parents,
04:40.6
and including your parents-in-law can be reunified.
04:43.7
And they can avail of the universal healthcare in Greece, which ranks 14th in the world.
04:50.7
And they can also avail of the free education for their children in the public universities.
04:56.0
And, of course, in the private universities, they can also...
04:59.2
They can also get discounted or local tuition fees for their children.
05:03.6
And, basically, you just need a passport, birth certificates, marriage certificate,
05:09.0
and if you're bringing your parents, your own birth certificate,
05:12.1
so that to prove just the connection, right?
05:15.9
And this is so easy, you don't even need an NBI clearance for Greece.
05:20.4
And, most importantly, stay requirement is zero.
05:24.2
You have to go to Greece one day to do your biometrics.
05:27.6
Everything is done remotely.
05:29.2
And the rest are done by your lawyers for you in Greece.
05:33.9
And you go one day for biometrics.
05:36.2
And once you get the permanent residency card,
05:38.2
which gives you access to the Schengen area with your Philippine passport,
05:42.7
in as little as six months, you now, at that point, do not have to go to Greece one single day.
05:49.7
You can fly directly to Italy or Madrid or Paris without even having to pass through Greece.
05:55.8
All right. And how much will it cost, the processing fee?
05:59.3
The 15 million pesos, the 250,000 euros, is an investment requirement.
06:05.9
Does it mean you have to buy a property worth that much?
06:09.9
Or do you set up a business as an investor?
06:13.7
Yes, no.
06:14.6
So, for Greece, we show you properties in the 250 range.
06:19.9
And you have to buy it?
06:21.5
Yes, you would have to purchase that outright.
06:23.4
Because it is a residency by investment program,
06:26.0
they have to see the funds coming in from the main applicant's account.
06:29.2
They have to see the funds coming into the developer's account or the seller's account.
06:34.8
And once that's done, you actually own property that's freehold,
06:39.1
which is the highest form of ownership.
06:41.6
And it's really not a pre-sale project that we're accustomed to in the Philippines.
06:46.2
You actually own the property.
06:47.6
So, you're secure that your money is actually in a very good placed investment.
06:53.3
And for those who might be wondering, for example, your parents today,
06:59.2
apply for this visa program.
07:01.7
How long will it take before that visa program can translate or progress into a citizenship?
07:09.5
Okay, good question.
07:10.8
Because for Greece, it is really for a permanent residency card.
07:17.2
So, if you're just looking for a permanent residency card for mobility,
07:21.8
I think Greece is key.
07:23.8
If you're looking to get the passport for using Greece as your vehicle,
07:29.2
you can get a 7-year stay.
07:31.2
So, that's the difference.
07:33.2
If you're doing something like Portugal, which we also have,
07:36.2
Portugal will give you, you know, a short stay of 7 days per year.
07:40.2
But it gives you the, your end game is the passport, right?
07:43.2
However, in terms of speed in acquiring the residency card to begin with,
07:50.2
Greece is fast.
07:52.2
Like I said, in as little as 6 months, you can get your residency card.
07:58.2
And,
07:59.2
Mimi, you know, I've had clients that did Portugal and are also doing Greece.
08:04.2
Really?
08:05.2
You are allowed to hold 2 or 3 Golden Visa, I mean, Golden Visa residency cards.
08:12.2
What you're not allowed to do is have a passport and then have a Golden Visa.
08:16.2
So, what they're doing is doing Portugal for the passport route in the end game.
08:25.2
And then, they're also doing Greece because of the speed of which they're doing it.
08:28.2
For the permanent residency card, the Golden Visa.
08:32.2
Correct.
08:33.2
All right, all right.
08:34.2
And, for example, your parents got a Golden Visa for the family.
08:38.2
And you did say reunification for 3 generations.
08:42.2
If I'm the daughter today and eventually I have my own kids,
08:47.2
will my own kids be able to take advantage of that visa my parents got or will I have to apply?
08:54.2
No.
08:55.2
So, if you came in as a dependent,
08:57.2
So, it will depend, right?
08:59.2
So, for Portugal, for instance, if you came in as a dependent and then you later on acquire your permanent residency card and then your passport.
09:07.2
Once you get your passport, then you can, of course, when you have children, bring your children and husband along or your spouse along.
09:15.2
When you have the passport?
09:17.2
Correct.
09:18.2
But for the visa route?
09:20.2
For the visa route, so it would be the main applicant that would include you in the application.
09:26.2
So, for Greece, you can bring your parents and then children up to 21 years old.
09:32.2
Okay.
09:33.2
And so, your children are a part of it.
09:36.2
And if your children decide that they want to stay and study in Greece and later on avail of the passport,
09:43.2
then when that child gets married, then they would be able to, you know, bring their spouse and children.
09:50.2
This is certainly a very, very powerful phenomenon.
09:53.2
I mean, I was looking at an Outlook report by Henley and Thomas.
09:56.2
They're estimating a record 128,000 high net worth individuals globally who will move to a new country this year.
10:05.2
Americans, of course, are at the top of the list of applicants.
10:08.2
And then we're seeing some interest from Filipinos.
10:12.2
But I wonder, what is your outlook or visibility for these Golden Visa programs,
10:16.2
considering that several EU countries, members of parliament, are pushing back against programs like this?
10:22.2
They're saying, number one, when you flood the market with so many people,
10:26.2
so many foreign nationals, you tend to squeeze out the locals from the market because the real estate prices shoot up.
10:34.2
The locals can no longer afford the property, which is why, which is one of the reasons why they're raising the minimum requirement.
10:41.2
But there seems to be a lot of blowback there, plus the fact that there's been criticism of lax regulations
10:47.2
when you welcome so many of these visa holders.
10:50.2
What is your outlook on this?
10:52.2
Is this something that, you know, is sort of worrying you down the road?
10:56.2
Well, you know, we acknowledge that these are, the policies are adjusted by these countries depending on the country's needs.
11:04.2
But, you know, to better, of course, to better support their country while sustaining investor interest.
11:11.2
I think that's important.
11:12.2
And this is why we're here to assist clients to navigate them through these changes and the adjustments
11:18.2
and help them to identify, you know, the various Golden Visa programs that's out there that's best suited for them.
11:26.2
And, you know, like I said, all of these, all of these policies change so quickly.
11:35.2
It has gained so much popularity, like you said, in the U.S., in the Philippines.
11:40.2
You know, now people's eyes are open.
11:43.2
They're aware that these programs exist.
11:45.2
And everybody's trying to make a run for it while the prices are still affordable.
11:51.2
You know, most of these people, as you said, they're high net worth individuals.
11:55.2
Really not all of them are looking to relocate.
11:58.2
Most of them are looking just for global mobility.
12:02.2
All right. All right.
12:04.2
And final question.
12:06.2
You know, we remember how this program, the Golden Visas program, was introduced in the aftermath of the 2008 global financial crisis.
12:14.2
It was a way for countries to attract foreign capital and to give, you know, people a plan B.
12:19.2
You know, global mobility, to be able to move around when things get tough or tight in a certain area.
12:25.2
My question is, what about the reverse?
12:28.2
What about countries like the Philippines?
12:30.2
Do you think there is a potential for a country like the Philippines to also attract, you know, foreign nationals to get sort of a special citizenship or visa program?
12:41.2
Maybe we offer for, you know, how the Japanese love our retirement tourism here, our medical tourism.
12:47.2
What opportunities do you see there?
12:49.2
You know, I believe the Philippines has a program to attract foreign nationals.
12:54.2
Mm-hmm.
12:55.2
To attract retirees.
12:57.2
I think we have that for the PRA.
13:00.2
It's not really something that I have been doing as of yet.
13:04.2
I've been doing Europe, which is Portugal, Greece, Spain, and the U.S.
13:09.2
We have a program in the U.S. called the EB-5.
13:12.2
In the Philippines, I know that we have it.
13:15.2
And I think that it would be one day nice to be able to offer these, right, these programs if we have it in the Philippines.
13:24.2
I think it would bring good cash flow to our economy.
13:31.2
I think it's going to be something that I would love to do once we have it, you know, probably.
13:39.2
I haven't really looked into it.
13:41.2
I know it exists.
13:42.2
But I would one day love to do it.
13:44.2
And exciting times ahead indeed for this sort of program.
13:47.2
Vicky, thank you so much for joining us today and for sharing with us insights.
13:51.2
I'm sure you're picking interest from a lot of our viewers who are high net worth individuals.
13:56.2
Thank you again for the time and the insights.
13:58.2
We'll see you soon.
13:59.2
Thank you so much.
