00:17.5
Hello everyone, it is Friday, April 12 here in Manila.
00:21.2
I'm Xpustos giving you the head start for the day.
00:24.0
Our guest for Hot Copy this morning, we have Cybersecurity Analyst, Mr. Art Samaniego.
00:28.6
As we turn our focus to recent hackings in government agencies and the dangers of artificial intelligence.
00:36.0
But first, the headlines.
00:40.0
Today's big stories, U.S. President Joe Biden bowing an ironclad commitment to defend the Philippines in the face of China's growing maritime aggression.
00:51.6
Former President Rodrigo Duterte denies conceding anything to China during his administration.
00:58.6
And disgraced football hero O.J. Simpson dies of cancer.
01:07.0
We begin at the White House where long-simmering tensions between China and its neighbors took center stage during the historic trilateral summit of the U.S., Japan, and the Philippines.
01:17.7
U.S. President Joe Biden launched the summit by reaffirming Washington's commitment to defend the Philippines under a 1950s-era mutual defense treaty.
01:27.9
Biden is expected...
01:28.6
Biden is expected to announce new joint military efforts and infrastructure spending for the Philippines as he hosts President Ferdinand Marcos Jr. alongside Japanese Prime Minister Fumio Kishida in Washington.
01:42.2
Today, we mark a historic moment.
01:45.8
The first-ever leaders' summit between the United States, Japan, and the Philippines.
01:51.9
And it's truly an honor to have you both here as we begin this new era of partnership.
01:57.5
Today, we mark a historic moment.
01:58.6
We commit to writing that story in the future together.
02:03.4
To building in a Pacific that is free, open, prosperous, and secure for all.
02:10.7
And I want to be clear.
02:12.4
The United States' defense commitments to Japan and to the Philippines are ironclad.
02:20.5
They're ironclad.
02:21.9
As I've said before, any attack on Philippine aircraft, vessels, or armed forces...
02:28.6
...in the South China Sea, would invoke our mutual defense treaty.
02:34.2
We meet today as...
02:35.7
President Marcos, meanwhile, thanked both the U.S. and Japan for their support in helping the Philippines counter China's growing aggression.
02:48.9
We meet today as friends and partners bound by a shared vision and pursuit of a peaceful, stable, and prosperous Indo-Pacific.
02:59.2
It is a partnership born not out of convenience nor of expediency,
03:03.7
but as a natural progression of a deepening relation and robust cooperation amongst our three countries.
03:11.7
This is a meeting that looks ahead as we deepen our ties and enhance our coordination.
03:18.3
We seek to identify ways of growing our economies and making them more resilient,
03:23.4
climate-proofing our cities and our societies,
03:27.2
sustaining our development programs,
03:29.2
and forging a peaceful world for the next generation.
03:36.7
Beijing claims almost the entire South China Sea despite Manila's 2016 arbitral victory,
03:43.1
which invalidated China's historical claims.
03:46.3
Japan also has a dispute with China over islands in the East China Sea.
03:53.3
Former President Rodrigo Duterte is setting the record straight on his alleged...
03:57.9
gentleman's agreement with China.
03:60.0
During a press conference aired on SMNI's Facebook page,
04:03.9
Duterte said he conceded nothing to China during his administration.
04:07.8
But he says Manila and Beijing did agree to maintain the status quo in the West Philippine Sea,
04:14.8
meaning no movement, no armed patrols,
04:17.9
and no bringing of repair materials to the BRPC Armada to manage tensions.
04:23.3
A Senate probe on the alleged deal has been sought,
04:26.3
with some critics of the former president...
04:27.9
calling the agreement treasonous and unconstitutional.
04:32.4
President Ferdinand Marcos Jr. also said he was horrified by the deal.
04:39.1
China again calling on the Philippines to honor a supposed promise
04:43.9
and an agreement in their maritime role.
04:46.6
Beijing insists the Philippines' religious promise
04:50.9
to tow away the BRPC Armada from the Ayungan Shoal.
04:55.1
It also slams the Philippine government...
04:57.3
for denying reaching an agreement with China during the Duterte administration.
05:02.6
China continues to claim Manila is the one provoking Beijing
05:06.8
by bringing construction materials to the BRPC Armada
05:10.6
below Navy outposts of the Philippines in the West Philippine Sea.
05:16.8
China has been working with the Philippines to manage the situation under a nai reef
05:21.8
through dialogue and consultation.
05:24.6
The reasons for the current situation under a nai reef...
05:27.3
are clear and obvious.
05:29.8
If the Philippines truly wants to ease the situation under a nai reef
05:33.6
through dialogue and communication,
05:35.3
it should honor its promise, abide by consensus, and stop provocations.
05:45.4
The U.S. Air Force insists its ongoing aerial combat exercises with the Philippines
05:50.8
are not meant to target any current threats.
05:53.6
Bianca Dava has more.
05:56.3
The Philippines...
05:57.3
The Philippine Air Force on Thursday trained side-by-side
05:59.8
with the United States Pacific Air Forces
06:02.1
as part of the first iteration of their bilateral COPE Thunder exercise this year.
06:07.7
Members of the two air forces conducted basic fighter maneuvers
06:11.1
at the BASA airbase in Pampanga.
06:13.8
The drills allowed them to show their capability and readiness
06:16.7
to respond to possible threats in the region.
06:20.7
In the drills conducted, Americans flew four of their F-16 fighter aircraft
06:25.1
while Filipinos also used four of their F-16 fighter aircraft.
06:27.3
The air operation drills were conducted over waters in the western side of Zambales.
06:35.3
For this week, we have air-to-air exercises up until next week.
06:39.8
It will be composed of basic fighter maneuvers to air combat maneuvers
06:43.5
up until tactical intercept.
06:45.5
And then after that, after which, we'll be having some limited air-to-surface.
06:50.0
We practice interoperability here.
06:53.0
So we're trying to prepare our pilots in terms of the communications,
06:57.3
standards, in terms of tactics, techniques, and procedures.
07:00.7
Philippine Air Force Spokesperson Colonel Maria Consuelo Castillo said
07:04.9
the COPE Thunder training is part of the country's preparations
07:08.2
for participating in international exercises,
07:11.6
specifically the Australian-led Pitch Black Warfare exercise scheduled in July.
07:16.9
For the first time, the PAF will send its F-850 lead-in trainer fighter aircraft to the drills.
07:22.1
We're going to have our biggest participation so far
07:25.8
in the Pitch Black exercise.
07:27.3
Which is expected to happen in Australia by July, July to August.
07:32.3
And in the previous years of the Pitch Black exercise in Australia,
07:39.3
normally, we only send observers.
07:41.9
This time, we are planning to send fighter aircraft.
07:46.9
So we will have a large force deployment.
07:49.3
The U.S. Air Force stressed,
07:51.4
COPE Thunder is not directed towards the Philippines' challenges
07:54.5
to its territory and sovereign rights.
07:57.3
Instead, the exercise aims to strengthen the two air forces' bilateral partnership
08:02.2
to maintain a free and open Indo-Pacific.
08:04.9
We've been doing exercises like this for many years now.
08:09.4
And we'll continue to do so.
08:11.0
And not because of any current things going on in the world right now,
08:17.7
but just because both the U.S. and the Philippine Air Force believe
08:21.8
that as we work together to make a free and open Indo-Pacific,
08:26.6
we prepare ourselves.
08:27.3
We prepare ourselves to operate in a joint environment one day
08:31.0
for not any current present threat,
08:34.0
but potentially future threats that we might even not know about yet.
08:37.8
Aside from field exercises,
08:40.1
the Filipino and American airmen also conducted subject matter expert exchanges
08:44.1
on maritime strike and anti-ship tactics.
08:47.5
The first iteration of COPE Thunder will run until April 19.
08:52.0
A second iteration is scheduled in June.
08:54.3
Meanwhile, the Philippine Air Force is expecting the arrival of more air assets
09:01.3
in the next two years as part of Horizon 2 of the AFP Modernization Program.
09:06.6
This year, we are expecting more aircraft coming in
09:11.2
as part of our acquisition and modernization program under the Horizon 2.
09:17.2
So, may mga contracts na ito.
09:19.4
And for the next one to two years,
09:22.7
we are expecting them to come in.
09:24.3
We are expecting more Black Hawk helicopters.
09:27.8
We are expecting C-130s.
09:30.5
Multi-role fighters,
09:32.0
which have been on the PAF's wish list for quite some time now,
09:35.4
are expected to be acquired under Horizon 3.
09:38.8
Bianca Dava, ABS-CBN News, Florida, Blanca, Pampanga.
09:46.7
In other news,
09:48.2
former President Rodrigo Duterte revealing the possible location
09:51.7
of fugitive Pastor Apolo.
09:54.3
Duterte said Kibuloy might be hiding in the Kingdom of Jesus Christ's properties
09:59.7
in Tamayong Village in Kalinan, Davao City.
10:03.4
But Duterte warned it may be challenging for authorities
10:06.4
to search the area given its vast size.
10:09.7
Duterte's revelation came after he denied he is conning
10:13.0
and hiding Kibuloy in his house.
10:15.1
The former president also said he would not accept the pastor
10:18.8
if he will surrender to him.
10:24.3
Meanwhile, another arrest warrant has been issued
10:27.2
against Apolo Kibuloy by a Pasig Court.
10:29.7
Willard Cheng reports.
10:32.3
The Pasig Regional Trial Court Branch 159
10:35.5
ordered that warrants of arrest be issued
10:37.6
against Kingdom of Jesus Christ founder Pastor Apolo Kibuloy
10:41.3
and his five other co-accused
10:43.4
for their case of qualified human trafficking.
10:46.4
The case was filed by the Department of Justice
10:48.9
last March 18 in Pasig
10:51.0
where the alleged crime was committed.
10:53.0
In an order,
10:54.3
predated April 11
10:55.4
and signed by acting presiding judge
10:57.6
Reynelda Estacio Montesa,
10:59.9
the court denied the accused's motion
11:01.6
to defer or suspend proceedings
11:03.7
and stopped the issuance of warrant of arrest
11:06.2
saying it was a prohibited motion.
11:08.9
The court also found probable cause
11:10.8
for the arrest of all the accused.
11:13.0
Kibuloy's camp had argued
11:14.2
that a motion for reconsideration
11:16.4
is still pending with the Secretary of Justice.
11:19.3
But the court agreed with the prosecution's response
11:22.2
that it is not one of the grounds stated
11:24.3
in the Rules on Criminal Procedure
11:26.4
to suspend an arraignment.
11:28.6
The Department of Justice welcomed the court's order.
11:32.0
In a statement,
11:33.0
Justice Secretary Jesus Crispino Remulia said
11:35.5
this is already the second wave of arrest warrants
11:38.2
issued against Kibuloy
11:39.7
following the arrest order issued
11:41.7
by the Davao City Regional Trial Court Branch 12
11:44.4
on his child and sexual abuse cases.
11:47.7
The DOJ also pointed out
11:49.3
the qualified human trafficking case of Pastor Kibuloy
11:52.4
involves a non-bailable order.
11:54.3
Kibuloy's lawyer has yet to respond
11:57.4
to the passing RTC's order.
11:59.8
But in an interview with ANC's Head Start Thursday morning,
12:03.3
Attorney Israelito Torayon said
12:04.9
they will be filing a motion to quash
12:07.0
the warrant of arrest against Kibuloy
12:09.1
in his child and sexual abuse cases
12:11.4
before the Davao Regional Trial Court.
12:14.2
He also insists Kibuloy cannot be considered a fugitive yet
12:18.0
contrary to the statement
12:19.6
of the National Bureau of Investigation.
12:23.2
Torayon assured authorities
12:24.3
Kibuloy is still in the Philippines
12:26.6
adding that the pastor may actually be open
12:28.9
to extradition to the US
12:30.5
where he is facing charges of sex trafficking
12:33.1
by force, fraud, and coercion
12:35.4
and bulk cash smuggling.
12:37.9
The Senate Sergeant-at-Arms
12:39.7
has yet to locate Kibuloy in Davao
12:41.6
as he tried to carry out the body's arrest order
12:44.4
against the pastor
12:45.4
for skipping hearings called by the chamber.
12:48.7
Willard Cheng, ABS-CBN News.
12:53.4
Some businesses in the Philippines
12:54.2
Business news now.
12:55.2
The Asian Development Bank
12:56.4
keeps a positive outlook
12:57.8
on the Philippine economy
12:59.3
despite projecting a slower expansion this year.
13:02.5
Lady Vicencio with the full story.
13:06.3
In its latest Asian Development Outlook,
13:09.4
the Asian Development Bank
13:10.7
sees the Philippine economy expanding
13:12.6
by 6% this year.
13:15.1
While this is higher than the gross domestic product output
13:18.0
in 2023,
13:19.4
the forecast is slightly lower
13:21.4
than ADB's 6.2% projection last year.
13:24.2
As risks to inflation remain on the upside.
13:28.0
For 2025,
13:29.2
growth forecast for the Philippines
13:31.5
is at 6.2%.
13:33.5
Slightly downgrade of the outlook
13:37.5
is basically the upside risk to inflation.
13:45.6
Mainly how the extreme weather events
13:49.2
affect agricultural production,
13:52.1
the food prices,
13:54.2
that can affect
13:56.2
the inflation in the Philippines.
13:59.9
Inflation pressures include
14:01.5
higher shipping costs of imported commodities
14:03.7
which is seen to affect food prices.
14:06.5
For 2024,
14:07.9
ADB forecasts inflation
14:09.6
easing to 3.8%
14:11.5
which is within the government's target range.
14:14.6
The report cited the extension
14:16.1
of lower tariffs on rice,
14:18.1
corn and pork
14:18.8
as a critical measure
14:20.3
in taming inflation.
14:22.1
Despite the growth projection downgrade,
14:24.2
ADB expects the Philippines
14:26.0
to be among the fastest growing economies
14:28.4
in the region.
14:29.9
Developing Asia is seen to expand
14:31.9
by 4.9% this year.
14:34.6
Philippines has been resilient
14:35.8
notwithstanding all of this.
14:37.3
So as I mentioned,
14:39.0
we do think that it's a frontrunner still
14:41.1
in the region.
14:42.2
Growth has remained robust,
14:43.8
driven by domestic demand,
14:46.6
consumption and investment.
14:50.0
As well as I think services sectors
14:51.9
continue to be very resilient.
14:53.3
As in the Philippines,
14:54.1
as inflation moderates,
14:55.3
the ADB expects monetary easing
14:57.3
to pave the way for investments
14:59.2
and for consumption to pick up.
15:01.3
Attracting foreign investments
15:02.7
and private sector participation
15:04.3
will be a key engine of growth
15:06.4
according to Ramachandran
15:07.9
as he urged the government
15:09.7
to sustain infrastructure spending
15:11.5
and improve implementation
15:13.3
of ease of doing business.
15:15.4
Philippines still lags behind its neighbors
15:17.5
as an investment destination.
15:19.2
Infrastructure and logistics gaps
15:20.9
I think continue to hinder
15:23.3
the manufacturing industry.
15:24.1
The manufacturing sector
15:24.8
but also a deterrent
15:26.4
to bringing in investments
15:27.6
and private sector.
15:28.8
He added that reducing market barriers
15:31.1
and improving access to finance
15:33.0
for small-medium enterprises
15:34.7
could be key actors
15:36.2
in driving growth.
15:37.6
For sustainable growth,
15:38.8
the report also recommended
15:40.2
that the Philippine government
15:41.5
invest in human capital
15:43.4
and social sectors
15:44.4
and push for an inclusive
15:46.1
financial system
15:47.1
by giving access to pension funds
15:49.3
and providing more insurance penetration.
15:51.7
Lady Vicentio, ABS-CBN.
15:54.1
The Philippine unemployment rate
15:59.6
drops to its second lowest level
16:01.6
in nearly two decades.
16:03.3
But the government now needs
16:05.0
to entice workers
16:06.0
to rejoin the workforce.
16:08.2
Jackie Pascual tells us why.
16:11.1
The Philippine Statistics Authority
16:13.2
records the second lowest jobless rate
16:15.8
in almost two decades.
16:17.9
The agency says
16:18.9
unemployment rate in February 2024
16:21.3
drops to 3.5 percent
16:23.6
or in the first half of the year.
16:24.1
This is equivalent
16:24.5
to 1.8 million Filipinos
16:26.5
without work.
16:27.8
This is lower
16:28.6
than the 2.15 million
16:30.6
jobless Filipinos in January
16:32.5
and 2.47 million
16:34.7
in February 2023.
16:37.2
Underemployment rate
16:38.3
also dropped to 12.4 percent
16:40.6
from 13.9 percent
16:42.4
the previous month.
16:43.8
Yung Febrero 2024
16:45.0
nag-start ng opening ng klase
16:46.7
sa Kuleyok.
16:48.3
So marami ang
16:50.0
nagkaroon ng opportunity
16:51.9
para doon sa mga
16:54.1
activities.
16:55.2
Nagkaroon tayo ng
16:56.2
planting season
16:58.8
o di kaya harvesting
17:00.2
kaya nagkaroon tayo ng
17:02.4
mga employment opportunities.
17:05.4
Wholesale and retail trade
17:07.2
as well as agriculture and forestry
17:09.4
opened over a million new jobs
17:11.8
each compared to the previous month.
17:14.4
Accommodation and food service
17:15.9
also opened new jobs
17:17.3
and that's expected to continue
17:19.4
as hotels and resorts
17:21.2
become in demand due to the high heat
17:23.5
index.
17:24.1
Substantial din yung dagdag doon
17:26.6
sa accommodation and food service activities
17:28.5
mga 325,000
17:30.0
at construction
17:30.8
230,000.
17:33.8
Activities of course dahil mayroon tayong
17:36.3
summer vacation.
17:38.3
Malaki ang contribution naman
17:39.8
ng construction
17:42.4
lalo na itong mga panahon na to
17:44.4
kasi siyempre
17:45.3
naghabo tayo doon
17:47.7
bagong magtagulan.
17:49.7
This job fair in Quezon City has
17:51.7
500 job vacancies in
17:53.9
various fields attracting
17:55.5
hundreds of job applicants
17:57.2
a sign organizer says
17:59.2
of an improving labor market.
18:01.6
Hindi mawawala yung call center.
18:04.0
Hindi masyadong mawawala.
18:05.0
It's a trend.
18:07.0
Ngayon maraming sales.
18:09.9
HRM madami.
18:11.5
It's because maraming yung nagbubukas na
18:13.4
hotels and resorts.
18:15.3
Nag-offer from blue-collar
18:17.5
janitor, welder
18:19.8
to managerial level
18:21.9
sa supervisor.
18:23.3
Ganyan.
18:23.5
It's a very good area.
18:23.9
Mapa, however, says
18:26.9
the labor force participation
18:28.4
in general has dropped
18:30.1
to 50.75 million
18:32.2
Filipinos with work
18:33.5
compared to 51.27 million
18:36.2
last year.
18:37.7
Karamihan dito ay nagsabi na
18:40.1
household family duties
18:42.4
ito yung pinakamataas
18:44.0
at pangalawa yung schooling
18:45.8
na nagdagdag ng mga 400,000.
18:49.5
The National Economic
18:50.7
and Development Authority
18:51.7
also says the government will
18:53.3
prioritize to encourage
18:54.8
the workforce participation
18:56.3
of women, youth, older people
18:59.0
and those with disabilities
19:00.7
by giving them easier access
19:02.7
to employment or entrepreneurial
19:04.6
opportunities.
19:06.6
NEDA also plans to explore the potential
19:08.7
of part-time work, work-from-home
19:11.0
setup, and other alternative
19:12.7
work modes to help citizens
19:14.7
retool and upskill.
19:17.1

19:22.1
Over in the U.S.,
19:23.3
American football star and actor
19:25.1
O.J. Simpson, who was acquitted
19:26.9
in 1995 of murdering
19:29.2
his former wife, has died
19:31.3
at the age of 76 after
19:33.1
a battle with cancer. Simpson was
19:35.2
one of the best and most popular athletes
19:37.4
of the late 1960s
19:39.1
and 1970s. He parlayed
19:41.4
his football stardom into a career
19:43.2
as a sportscaster, advertising
19:45.5
pitchman, and Hollywood actor.
19:47.6
But things took a turn
19:49.3
after Nicole Brown Simpson
19:50.8
and her friend Ron Goldman,
19:53.3
were found fatally stabbed
19:54.8
outside her Los Angeles home
19:56.7
in June of 1994.
19:59.4
Considered the prime suspect,
20:01.0
Simpson was cleared by a Los Angeles jury
20:03.2
in what U.S. media called
20:05.0
the trial of the century.
20:07.2
But he was found responsible for
20:09.0
her death in a civil lawsuit
20:10.5
and later imprisoned for armed robbery
20:12.9
and kidnapping.
20:16.1
And it's kind of
20:17.2
tragic and sad
20:18.4
for such a talented
20:21.1
guy.
20:23.3
A lovely guy when he was at SC
20:25.4
and, you know, previous to that.
20:27.9
So, whatever happened with
20:29.6
the drugs and the
20:30.8
relationship and
20:33.0
you know, the trial
20:35.7
and everything else,
20:37.3
it's just kind of a sad, tragic
20:38.9
end to his life,
20:41.6
which could have been so much more.
20:44.0
Not missed. Not gonna miss him.
20:47.3
I don't have any personal
20:49.4
animus, and I think
20:50.5
I think
20:50.5
I think
20:53.3
I don't have any hatred
20:54.7
toward him, but I think he murdered his wife
20:56.7
and he got away with it.
21:03.0
We are taking a quick break.
21:04.9
Head start will be right back.
21:23.3
Welcome back to Head Start.
21:44.1
Over the past few weeks, there's been
21:46.0
a surge in viral deep
21:48.1
fake videos featuring
21:49.8
prominent TV personalities.
21:51.5
In this report by Andrea,
21:53.3
an AI expert shares
21:55.4
insights into identifying signs
21:57.6
of video manipulation.
22:00.9
Magandang morning,
22:02.3
Doc, Michelle, and
22:03.7
welcome to Sato.
22:05.3
Trinay ko yung hormo balance, and it's
22:07.4
actually doing great sa akin kasi
22:09.2
nawala yung hot flashes.
22:11.4
Kapamilya host Amie Perez joins
22:13.4
a string of Filipino TV personalities
22:15.3
that have been used for deep fakes
22:17.5
or videos manipulated with the use
22:19.6
of artificial intelligence or AI.
22:22.5
In a sponsored
22:23.1
post on Facebook, Perez is made to
22:25.2
appear as if she's endorsing a drug
22:26.9
for women dealing with menopause.
22:29.0
Nag-appear siya sa feed
22:30.7
ng isang kaibigan ko. Pinadala niya yung
22:33.1
link sa akin, tapos sabi niya,
22:35.3
Mars, ikaw ba to? Talaga akong pinakinga ko.
22:37.8
Ay, parang boses ko talaga.
22:39.9
Ang galing, diba?
22:41.1
Pero sobrang nakakatakot.
22:44.4
The video used
22:45.6
was a real interview from Perez'
22:47.3
previous morning show on DZMM
22:48.9
Teleradio, but was edited towards
22:51.1
the end. Perez asserts,
22:53.1
neither she nor the doctor she spoke
22:55.1
with had mentioned any product during
22:57.1
their whole exchange. The said
22:59.2
drug, called Hormobalance, is not
23:01.2
actually registered with the Food and Drug
23:03.1
Administration. That's why Perez
23:05.1
warns her followers against buying it.
23:07.5
Hindi ko tinitake yung gamot na yun
23:09.4
ever. Ang nakakalungkot doon,
23:11.4
ang daming babaeng nag-comment na
23:13.2
puro tinatanong nila
23:15.1
magkano yung produkto.
23:17.0
An AI expert points out, the splicing
23:19.3
of the video is one of the telltale signs
23:21.3
that it's fake. They are also
23:23.1
parts where the movements of the speaker's lips
23:24.9
are not in sync with the audio track.
23:27.6
Parang siyang dinub. In fact, that
23:29.1
was where this technology started
23:30.9
for dubbing purposes, to make the
23:33.1
dubbed videos more natural.
23:35.5
According to Ligot, there are also
23:37.0
times when scammers just loop one clip
23:39.2
over and over. Parang paulit-ulit
23:41.2
yung ulo niya in the same direction.
23:43.6
That's another known tactic.
23:45.5
Kunyari, yung video clip mo is only
23:46.9
three seconds, pero yung audio
23:49.1
clip mo is maybe half
23:51.1
a minute. Paulit-ulit,
23:53.1
ulit lang yung galaw. Filipinos can also
23:55.2
catch deep fakes by listening for weird
23:57.1
pronunciation of words or intonation.
23:59.9
Kunyari, pesos becomes
24:01.0
pesos kasi nga these
24:03.1
technologies were developed in
24:05.2
English. But as AI
24:07.1
technology evolves, Ligot said
24:09.3
it will only get harder to distinguish
24:11.0
edited videos from real ones.
24:13.3
His advice? Kailangan kinikilatis mo,
24:15.7
ano bang narinig ko? Totoo ba yan?
24:17.5
And we have to adopt
24:19.2
yung mas skeptical na attitude.
24:21.9
Usually, yung mga common
24:23.1
parang ano dyan eh, mga common
24:25.4
uses dyan, either it's a political
24:27.1
message or may binibenta
24:29.4
like hard selling. You should
24:31.1
automatically parang ano,
24:33.4
scrutinize. Ligot
24:35.2
also encouraged the public to report such
24:37.3
videos to social media sites, to
24:39.3
authorities, and to the person being
24:41.2
impersonated. And instead of believing
24:43.3
online ads, the Department of Health
24:45.3
said it's always better to consult with
24:47.2
a doctor for their medical concerns.
24:49.8
In a statement, DOH Secretary
24:51.3
Ted Herbosa said his agency's
24:53.1
agency will continue to file cases against online
24:55.1
pages, making use of the DOH
24:57.1
and FDA logos to trick people.
24:59.6
Wala po kaming ini-endorso
25:01.7
kahit ni isang produkto,
25:03.6
kahit gamot, kahit pagkain,
25:05.4
wala po. So ibig sabihin,
25:07.4
pag may nakita po kayo na nagsasabing
25:09.4
DOH endorses this, doon pa lang ho,
25:11.8
huwag na kayo maniwala.
25:13.2
Just recently, the videos of some ABS-CBN
25:15.6
journalists and anchors were also
25:17.5
manipulated to look like they were endorsing
25:19.8
a slimming treatment. Andrea Taguines,
25:22.2
ABS-CBN,
25:23.1
News.
25:23.3
Magandang morning, Ms. Amie.
25:26.6
And now we are joined by
25:28.4
Cybersecurity Analyst, Senior Technology
25:30.5
Officer of Manalil Bulutin and
25:32.0
Co-Convener of Scam Watch Pilipinas,
25:34.7
none other than Mr. Art Samaniego.
25:36.9
Sir Art, first, your reaction
25:38.5
to this viral
25:40.6
video of horseberry, Amie Perez.
25:43.4
The viral video
25:44.6
of Amie Perez is really
25:46.0
obvious that it's fake.
25:48.9
Because if you will see the movement
25:50.3
of the lips and the movement
25:52.3
of the eyes,
25:53.1
sometimes the lighting, it's really fake.
25:55.5
I don't think deepfake is being
25:57.5
used here. I think good
25:59.5
video editing was
26:00.6
used here. Because
26:02.4
pag deepfake ang ginamit mo, it would be
26:05.2
a different
26:06.3
well, ballgame.
26:09.2
Well, of course, defining
26:11.0
deepfake art,
26:12.8
what are deepfake videos? What is it
26:15.1
exactly? How is it being
26:17.1
done and how does it work?
26:19.5
A deepfake video
26:21.3
or deepfake is a form of synthetic
26:23.1
media. So, ginawa siya.
26:25.6
Created using AI
26:27.0
or artificial intelligence technology.
26:29.6
So, it involves digitally
26:31.4
manipulating videos,
26:33.2
yung mga images or audio to convince
26:35.4
people that they're really
26:37.3
true. So,
26:39.7
ang isang nakikita
26:41.2
natin dito yung person's likeness
26:43.5
with that of the video
26:45.4
being played.
26:47.4
So, ang deepfake,
26:48.9
it would be video,
26:51.0
images or audio.
26:53.1
It had been altered. Naginamit yung algorithm
26:55.1
to make them appear.
26:57.0
Algorithm ha, ito yung
26:58.6
the technology.
27:02.3
To make them appear
27:03.2
really authentic, even though the content
27:05.5
na nakalagay doon does not
27:07.3
exist in reality or
27:09.2
has not really occurred.
27:12.2
So, ang deepfake
27:13.2
nagiging ganyan siya, napakonvincing
27:15.5
niya because
27:16.1
it uses tools and techniques
27:19.1
from one, machine learning
27:21.2
and two, the
27:22.7
AI technology.
27:25.2
So, yung mga facial recognition mo,
27:27.0
like you, Migs, you're always
27:29.3
on TV, you're always,
27:31.2
your voice is always being heard on radio
27:33.3
or on YouTube. They can
27:35.2
really create, well,
27:37.2
the likeness of you. And they can make you
27:39.3
say things that you did not say because
27:41.1
of this
27:41.7
technology.
27:44.7
Yes, of course. Art, for reference,
27:47.1
of course, we're talking about this now,
27:48.9
but I assume it has been
27:51.0
being used, at least,
27:52.5
internationally also. For reference,
27:54.6
is it being used also for
27:56.4
maybe not so
27:58.6
good purposes in the US,
28:00.6
maybe in Europe? And maybe you can give
28:02.5
some examples on how is it being
28:04.5
used now? So, the one
28:06.8
being
28:07.1
used by
28:10.0
the cyber criminals using
28:12.4
Bama,
28:14.5
Zelensky. So, they're really being
28:16.6
manipulated. Pero, actually, the purpose
28:18.5
of these things is for entertainment.
28:20.5
So, well,
28:22.5
deep-take technology,
28:24.1
we know that it has disrupted
28:26.8
the entertainment and media
28:28.7
industry. So, it allows
28:30.5
increasingly convincing
28:32.3
mga digital manipulations. So, pang-entertainment
28:34.8
talaga siya. But the problem is
28:36.6
it is now being used maliciously.
28:39.8
So, deep-take
28:40.7
can be used for harmful purposes
28:42.5
such as yung
28:43.7
fake celebrity videos
28:46.7
yung nangyari kay Chang Ami.
28:49.5
Pero, the
28:50.3
sad part here is that it could be,
28:52.5
used for fake celebrity pornographic
28:54.5
videos. So, it
28:56.5
could also be used for spreading
28:58.2
false information or
28:59.8
well, generating revenge
29:02.5
porn. Ito yung nakikita ngayon
29:04.3
na delikado siya.
29:06.5
Pero, election is
29:08.6
soon coming in the Philippines. So,
29:10.5
this could also be used for disinformation.
29:13.5
So, a few months from now,
29:15.1
the technology or the
29:16.3
technique will be really
29:18.5
improved. So,
29:20.4
ito ngayon ang,
29:22.5
delikado sa
29:23.3
more or less
29:25.0
formation.
29:27.0
Well, of course, the midterm election is
29:28.7
nearing around a year from now.
29:31.4
But, of course, the campaign period will start this year.
29:34.2
Or, not
29:35.1
this year rather, but, of course,
29:37.2
near next year rather. But,
29:39.6
more or less, right?
29:41.4
Kapag, bermonds ng mga
29:43.2
2024, medyo nakita na natin
29:45.2
na pumoposisyon eh.
29:47.2
Right? But, of course, the campaign period will actually start
29:49.3
just days before the election
29:51.5
itself. So, more or less,
29:52.5
within that
29:53.7
360 plus day span,
29:56.4
we will expect,
29:58.0
kind of expect, these types of videos to come out.
30:01.0
Yes. And,
30:01.8
we will expect a lot of improvement
30:04.4
in manipulating
30:06.2
videos. And, there's one problem
30:08.4
here, Migs. We don't have
30:10.2
a comprehensive law that covers
30:12.1
all these things.
30:15.2
So, wala tayong
30:15.9
batas nito. Ito yung,
30:18.2
well,
30:19.8
danger. And, we're recommending
30:22.0
this to the Congress,
30:24.0
to our Senate, that we need a
30:26.0
comprehensive law that would address all these
30:28.0
things. Yes.
30:30.9
And, it will be, it will be,
30:32.7
it will be really
30:36.1
a thing to watch out for,
30:38.2
of course, when we talk about the filing
30:40.0
of candidacies up to the lead
30:42.1
up to, you know, next
30:44.1
year, the campaign period, and, of course, the
30:46.1
campaigns and the election period
30:47.7
itself. But, for
30:50.4
entertainment purposes,
30:52.0
we only talk about AI in terms
30:54.2
of its harmful, harmful
30:56.7
effects. But, just
30:58.4
a little bit of, you know, balancing
31:00.0
us or art, we need to talk about the good
31:02.2
things about AI. What are those
31:04.3
and why? So, AI can be
31:06.3
really helpful in medicine.
31:09.1
So, for example,
31:10.4
when I
31:12.3
went to China and
31:14.2
they demonstrated to us the use
31:16.2
of AI, there was this x-ray
31:18.5
result, x-ray, the
31:20.1
x-ray.
31:22.0
Right? Yung film,
31:24.3
yung, what do you call that?
31:25.7
The x-ray. So,
31:27.9
it was, it was
31:29.2
submitted to AI
31:32.1
and then there's a doctor or there's a
31:34.0
radiologist who, who checked
31:36.1
the x-ray results
31:37.9
so that the doctor
31:39.4
was able to identify around
31:42.2
43 anomalies on the x-ray.
31:45.2
The machine,
31:46.4
the AI, identified
31:48.3
100. And when the doctor
31:50.3
checked it, ayun, nag-to-go.
31:52.0
He missed some,
31:53.9
he missed some obvious things, which the
31:56.1
AI, which AI or the machine
31:58.0
na hindi niya,
32:00.2
hindi siya maaaring magkamali.
32:02.4
So, that's the importance of
32:04.1
AI in medicine. Number two,
32:06.6
AI in manufacturing,
32:09.2
AI in
32:10.0
BPOs. So, you can
32:12.1
really do a lot
32:14.2
of things using AI and even
32:15.9
AI in the newsroom.
32:18.3
So, instead of spending
32:20.2
your time doing the summer,
32:22.0
the memories of the stories, you can give that to AI
32:24.1
and reporters can now do more
32:26.2
useful things
32:27.4
like in-depth report
32:30.0
or investigative reports.
32:32.1
So, ito yung
32:33.0
pwedeng ibigay ng AI sa atin.
32:36.6
Also, we need...
32:38.0
Yes. Why does it
32:40.1
fall to the wrong hands?
32:42.2
Kasi, it's technology.
32:44.3
You can use technology.
32:46.2
Para siyang double-edged sword.
32:47.7
You can use it for good and for bad. That's why
32:50.3
um,
32:50.9
companies,
32:52.8
big companies like Google,
32:55.6
Microsoft, they have this
32:57.1
AI policy. So, one of the
32:59.0
policies that really
33:00.9
struck me is that
33:02.0
it says, AI, their AI
33:05.3
is not allowed to create
33:07.0
a weapon of mass destruction.
33:09.9
Their AI will not
33:11.1
be allowed to create anything that
33:13.0
will harm human.
33:14.9
So, meron na sinusundan na policies.
33:17.7
But, if
33:18.3
you will give AI into the wrong
33:20.9
hands, nako. So, it
33:22.8
could do a lot of things.
33:25.6
Yes. And of course,
33:26.9
that was Miss Amie
33:28.3
said in her soundbite,
33:30.3
nakakatakot. You know, it gives
33:32.9
us worry that, you know, it's just
33:35.0
what's right now. But of course,
33:37.2
the development and the evolution
33:39.0
is like they're one step ahead,
33:40.8
one to two steps ahead in terms of developing
33:42.7
these improvements on
33:44.8
how AI can be used
33:46.4
in a harmful way. That's some of the
33:48.8
recent hackings on government agencies.
33:50.9
There are, of course, the
33:52.8
Coast Guard has been targeted
33:53.9
for
33:55.1
hacking their websites, and
33:58.9
it's been alarming.
34:00.5
Why are the hackers targeting these agencies?
34:03.6
It's just merely ransomware,
34:06.2
if I'm not mistaken,
34:07.0
or testing the vulnerabilities
34:08.5
of these websites, and security
34:11.0
as well.
34:12.3
The target of the
34:15.0
hackers are government
34:16.8
agencies because there are,
34:18.5
these agencies are the most vulnerable.
34:20.9
In terms of maintenance,
34:22.8
in terms of security. So, for example,
34:25.8
the PhilHealth, the PhilHealth
34:27.0
was hacked because their
34:28.8
endpoint security was
34:30.1
expired.
34:32.9
So, if their endpoint security
34:34.8
then was, well,
34:37.1
up-to-date, so hindi sila sana
34:39.0
ma-hack. One of the reasons
34:40.8
was that the procurement
34:43.0
process in the government
34:44.5
is really slow. So, their
34:47.3
software was expired
34:49.1
on April. They've been
34:50.9
requesting for updates, they were
34:52.4
requesting for
34:53.8
new software. So, na-hack
34:57.0
sila, September, and
34:58.8
it was still
34:59.6
all
35:01.6
endpoint security that they were using.
35:05.5
Outdated, outdated.
35:07.2
Outdated yung mga
35:08.5
security. So,
35:10.6
for example,
35:13.1
well, last time it was DOST.
35:15.7
Yes. DOST
35:16.9
was hacked and around 25
35:18.8
terabytes of data.
35:20.9
Were deleted. So, how big
35:23.1
is 25 terabytes? If you will
35:24.9
print all the data on
35:26.7
a short band paper,
35:29.8
pagkatapos, pagpapatung-patungin mo siya,
35:32.8
it will reach
35:33.6
up to 10 floors.
35:35.8
That's how big that
35:37.0
25 terabytes of data
35:39.3
is. So,
35:41.1
again, ang nangyari
35:43.6
dito sa
35:44.5
DOST, it was,
35:48.0
well, I think it was a human error
35:49.7
because they had put
35:50.9
online, their
35:52.2
source codes
35:55.2
nasa online and publicly
35:57.3
accessible. So, good
35:59.4
thing now we have, we have
36:01.2
the National Cyber Security
36:03.4
Plan 2028. So, with
36:05.4
this
36:06.0
executive order signed by the
36:09.2
President, I think we'll have more
36:11.1
security and our government
36:13.5
agencies will be more
36:15.3
secure because it's
36:17.2
mandated there that
36:19.1
each agency will have,
36:20.9
their own
36:21.9
computer emergency response
36:25.0
team or CERT. So,
36:27.0
sabihin nito, they will have
36:28.9
more
36:29.7
people to
36:32.2
take care of our cyber security unlike
36:34.8
now, wala talaga
36:36.8
kulang tayo ng mga tao. Because if
36:38.9
halimbawa yung sa DOST,
36:40.9
it was hacked. So, the
36:42.9
people who responded
36:44.9
were people from DOST,
36:47.1
ah, DICT pa. So, they don't
36:49.0
have their team.
36:51.7
But they did
36:53.2
their job.
36:53.9
They're still
36:55.4
suffering.
36:55.9
That's all.
36:56.4
It's a
36:59.9
When they who
37:02.4
did it, it's
37:04.8
still
37:05.8
stepping out on
37:07.5
the
37:20.9
Maybe one is stressed, one has so many things to think about, and that split second of vulnerability or maybe not thinking so much, it can be a cost for being a victim of a scam.
37:33.4
What are the things that we do on a daily basis that may put us at risk?
37:38.5
So, scammers are really, well, really sophisticated in doing the attacks now.
37:43.6
So, pag sa Pilipinas ka, what they do is that they will send the message very early in the morning.
37:53.4
So, when you receive that at 4 or 5 a.m., asking you to click the link, at kagigising mo pala, of course, what will you do is just, okay, I'll click the link, not knowing that it's a phishing link.
38:08.3
And then they will ask for your details.
38:11.6
So, what we need to do is...
38:13.6
To be really careful in clicking these links because this is the number one reason why our accounts are being compromised.
38:22.0
These phishing links, well, we give our information, we give our login, we give our password.
38:29.5
Your banks will never ask you for those things.
38:33.4
GCash and Paymaya and Maya will not ask you for those things.
38:36.3
So, we need really to change our attitude in looking at these things.
38:41.8
So, dapat po tayo magduda.
38:43.4
So, big...
38:43.6
Be skeptical in everything that you receive online, especially the things you receive or you read on Facebook.
38:51.2
If it involves money, if it involves information, scam po yan.
38:56.3
Please be careful, do not follow those links or do not believe those people telling you that you need to log in or you need to send something, even if those persons are saying that they're your friends.
39:10.0
Your friends, well, they might be hacked.
39:13.6
So, their accounts could have been compromised.
39:16.1
So, you need to be very careful in replying to those messages, especially if it involves money and information.
39:23.9
Yes.
39:24.5
Of course, we do transact online for our needs.
39:28.3
Not just the shopping needs, but of course, the daily needs in terms of the platforms and e-commerce.
39:33.9
How can we mitigate those risks, especially our credit card, our details are saved, our information are saved.
39:41.0
It's all out there.
39:42.5
So, we always...
39:43.6
We always tell our friends when we give talks and, well, seminars about cybersecurity, na dapat, una mong gawin, magduda ka.
39:54.4
So, magduda.
39:55.2
Anything that you receive online, especially now that we have been really sophisticated with the use of AI and deepfakes,
40:02.1
dati mix when you see wrong grammar in the emails, you really know that, ah, wala na to.
40:10.4
This is a scam.
40:12.0
But now, using chat.
40:13.6
Using generative AI, the scammers now can really create or craft an email that is targeted to each individual.
40:27.8
So, kaya mag-ingat po tayo.
40:29.3
Hindi po masamang one, magduda po tayo.
40:31.9
And of course, it's really important na magsumbong tayo.
40:35.4
So, you always report if someone attempted to scam you or you have been a scam victim.
40:43.6
So, you always report because if we will not report, the next victim could be our loved ones.
40:50.6
So, we need to remember that if you're a victim of cybercrime, it's like being a victim of COVID.
40:56.2
The first thing that the first persons that will be affected are those persons near to us.
41:03.0
Contact tracing din, Sir Art.
41:05.4
Contact tracing.
41:07.2
Oh, yeah, yeah.
41:08.0
We need to contact trace also.
41:09.6
So, kasi...
41:13.6
Yung sa mga Facebook messenger.
41:16.7
So, when someone asks you or someone who you did not see for a really long time asks you for your number or for your email,
41:28.2
and then you will give it to them and then they will say,
41:30.5
Oh, I will add you to my address book but I will be sending you code from Facebook so that I can add you.
41:39.0
Naka wag po kayo maniniwala because that's not the code for Facebook.
41:43.6
It's not a code for them but a code of your account.
41:46.5
So, what they will do is that your account or your number, they will just put it to the forget password on Facebook.
41:55.1
And then, it will give them the list of names na meron ganong numbers.
42:01.4
And Facebook will send the login code to you.
42:07.0
And if you will give that to the scammers or someone who asks you for that code,
42:12.5
he can now take over.
42:13.6
So, that's how easy it is to take over a Facebook account for the clueless users.
42:22.4
Kasi mag-gain it agad.
42:24.0
So, we really need to be careful.
42:26.4
If someone is asking you anything like code or phone number or even email address,
42:32.4
be sure that that person is the one who asked for it.
42:35.9
Baka na-compromise yung accounts nila.
42:37.9
Yes.
42:38.7
Thank you, Art, for a deeper dive into deepfake.
42:43.5
Thank you.
42:44.0
Thank you, Art.
42:44.2
Thank you, Art.
42:44.2
Thank you, Art.
42:44.3
Thank you, Art.
42:44.4
Thank you, Art.
42:44.5
Thank you, Art.
42:44.6
Thank you, Art.
42:44.6
And of course, added tips in our everyday lives to avoid these scams.
42:49.1
But lastly, but quickly, Art, you are the co-convener of Scam Watch Pilipinas.
42:54.9
And cybersecurity is highly close to your heart.
42:58.2
And of course, your advocacy.
42:59.6
What is this and how will this help society in Scam Watch Pilipinas?
43:04.5
Scam Watch Pilipinas is a movement that helps educate the public about the dangers of cybercrime.
43:10.9
So, that's our only purpose.
43:13.5
Educate people on how to be safe online.
43:16.6
Because, well, really sad to say, cybercrime is a great equalizer.
43:22.0
There were doctors, lawyers, teachers, school principals, tindera sa palengke, janitors.
43:28.2
They all became a victim of cybercrime.
43:32.2
So, dapat, we need to educate these people.
43:36.9
Not only the masa, but also the educated ones.
43:40.6
Because they're the ones, really, bolero.
43:43.5
They're the ones who are in trouble for cybercrime.
43:46.5
So, please go to scamwatchpilipinas.com and volunteer so that we could educate the public.
43:54.5
We could educate the Filipino people, especially the senior citizens and the children about the dangers of the internet because of the cybercrime.
44:03.5
Alright, thank you very much and happy weekend to cybersecurity analyst Art Samaniego.
44:08.5
Thank you so much for your time here on Head Start.
44:10.5
Thank you.
44:11.5
Thank you, Sir Art.
44:13.5
Switching gears now, a Filipino-American non-profit makes its colorful debut in Washington State as it hopes to introduce Filipino culture to mainstream America.
44:23.0
Bev Lorente tells us more.
44:27.4
Vibrant callers showcasing Filipino fashion illuminated this room in Linwood, Washington as Callers in Bloom, a new Filipino-American non-profit organization, made its debut to the public.
44:40.2
That's the advocacy of Callers in Bloom.
44:43.5
It's uplifting our culture, bringing awareness in the form of beauty, especially beauty pageants, in arts, culture, sports.
44:51.8
So, we are also kind of reminding everyone like our needs is our national sports.
44:57.8
So, we're going to be implementing events in relation to that.
45:02.1
Washington Filipinos welcomed this new organization as an opportunity to further introduce Filipino culture to mainstream America.
45:10.8
I think it's so amazing that another one of our leaders gets to do this.
45:13.3
To put together another non-profit organization for the benefit of the community, whether that's locally or internationally, because more people should just take on this platform to make a difference.
45:23.3
You always feel warm, wonderful, and welcome in this community. So, that's what it feels like to me all the time.
45:29.0
Seattle film designer, Seychelle Wilmott's traditional and modern Filipinana design showcased at the fashion show.
45:36.2
With each creation, reflecting the intricate craftsmanship and vibrant hues of Filipino culture.
45:42.3
Thank you.
45:43.3
From this embroidered barong Tagalog to this delicate terno, the creations left the audience in awe.
45:50.3
Phil and Beauty Queens and Miss Philippines Washington 2024, Isabel de Leon, were among the models.
45:57.4
Their presence meant a lot to young Filipino women in the community who regard them as an inspiration.
46:04.1
It's a big honor and a big responsibility. I owe it to them that I will be able to deliver a good show.
46:11.0
Amidst the applause and cheers.
46:13.3
The launch of Colors in Bloom was formally announced, symbolizing a new chapter in the Filipino-American community's journey.
46:20.0
With a focus on celebrating Filipino culture and fostering unity, Colors in Bloom aims to serve as a platform for collaboration, empowerment, and cultural preservation.

46:37.9
Thank you.
46:43.3
You're watching a quadrupedal robot to be able to walk on the moon. Take a look.
46:50.9
This is Spirit, a robot that is being trained to walk on the moon.
46:56.3
Scientists are testing it in the rugged terrain of Oregon's Mount Hood in preparation for future missions in space.
47:04.3
The research is part of the LASI project, which stands for Legged Autonomous Surface Science in Analog Environments.
47:11.3
Cognitive Scientist, Cognitive Scientist.
47:13.3
Christina Wilson.
47:15.1
Moving forward to missions that are going to occur on our moon,
47:20.1
we're going to have humans and robots really for the first time on planetary missions working side by side.
47:25.6
And so what the LASI project is doing is really looking forward to that time
47:31.5
and considering how should humans and robots collaborate for exploration of planets,
47:38.9
particularly where should they go to collect data.
47:41.9
The idea is to teach spirits how to cope with difficult and changing terrains in the same way humans do,
47:49.0
such as walking from hard or rocky surfaces to soft ground like snow or sand.
47:54.8
With every step that the dog robot takes, it's able to sense kind of mechanical resistance with its leg,
48:05.6
kind of similar to the way that when we walk on uneven surfaces as humans.
48:09.6
And what's very cool is that...
48:11.9
that scientists are interested in that data because it tells us things about how planetary surface formed
48:19.0
and how it moves and how it might move in the future.
48:22.6
The LASI team is comprised of experts from NASA, Texas A&M University, Georgia Institute of Technology,
48:30.7
Oregon State University, Temple University, and the University of Pennsylvania.
48:36.3
The group has a two-year, $2 million grant to help NASA put teams of robots,
48:42.1
working together on the moon.
48:49.3
And that's Head Start today. I'm Migs Bupustos.
48:52.5
Thank you for watching. Stay informed and stay with ANC.
