Renewable energy is an inflation buster.
06:28.0
The more we have renewable, the better we can manage our energy inflation issue.
06:40.1
The challenge right now is to ensure that job creation is sustained.
06:45.2
Not just simply job creation in terms of number, but also in terms of quality,
06:50.1
in terms of decent work, in terms of occupational safety,
06:53.0
in terms of health, in terms of collective bargaining agreements,
06:56.3
in terms of better working conditions, and inclusive workplace environments.
07:02.7
I think the best way that the government can support our young workforce
07:06.8
is to find ways and opportunities to incentivize companies to invest in the Philippines,
07:13.4
not just foreign companies, but also our domestic companies, local companies and industries,
07:18.5
especially enterprise startups that are actually put up by,
07:23.0
young entrepreneurs and conscientious and socially responsible employers.
07:27.5
That's how we start creating jobs.
07:33.6
The social stigma is a systemic issue, right?
07:36.7
I think in traditional healthcare settings, it's always an uncomfortable and intimidating environment.
07:44.7
Kindred is an all-in-one destination for women's health,
07:47.9

07:53.0
compassionate, and non-judgmental healthcare professionals.
07:57.2
One of the things that we're very, very good at is infusing hospitality and technology
08:02.4
so we can increase access to quality care.

Dateline Philippines begins right now.
09:33.2
For those of you watching us on YouTube,
09:34.4
and Facebook,
09:35.4
glad you could join us.
09:36.4
We begin with the Philippine Energy Department assuring the public of adequate power supply for the entire summer.
09:43.4
Even after major power grids in the country were placed on alert due to the extreme heat that caused electricity demand to spike.
09:51.4
Alvin El Chico reports.
09:55.4
The Luzon electricity grid was plunged into red alert status until 11pm on Tuesday after 19 power plants bogged down.
10:03.4
The Visayas grid was also on yellow alert until 9pm the same day due to insufficient power generation.
10:10.4
10:31.4
So malaki po talaga ang dagok ng grand shutdown when it comes to supply.
10:36.4
Power utility Maralco has announced a tentative rotating interruption schedule starting at 2pm.
10:42.4
But supply was able to sustain the demand as the utility was able to muster enough participants for its Interruptible Load Program or ILP.
10:51.4
ILP means big businesses use their own power generators so that the limited power supply will remain sufficient for ordinary customers.
10:59.4
Maralco says,
11:00.4
it remains to be seen if the situation will go back to normal by Wednesday.
11:06.4
If we need to implement measures such as rotating interruptions in some areas of our franchise,
11:17.4
then we will inform our customers ahead of time and to please bear with us in case that happens.
11:24.4
Based on the monitoring of the Philippine Rural Electric Cooperatives,
11:27.4
some areas in Isabela,
11:29.4
under the cooperative ISELCO II,
11:32.4
had experienced power interruption.
11:34.4
The Energy Department had repeatedly assured earlier that electricity supply will be enough for the entire summer season.
11:41.4
DOE Assistant Secretary Mario Marasigan claims,
11:44.4
the sudden shutdown of a plant in Quezon triggered the red alert situation.
11:50.4
Bumigaw niyo yung pagbilaw unit 1 and 2.
11:52.4
That's 764 or 760 megawatts doon nawala sa grid.
11:58.4
Suspected boiler tube leak.
12:00.4
So as we speak, nasa cooling down process pa sila.
12:04.4
But why would 18 other power plants bog down at the same time?
12:09.4
From plant outage, maintenance outage, biglang nag-extend.
12:14.4
So bukod doon sa machine lock, meron pa tayong ibang planta na kinukontrol kailan sila makakabalik.
12:19.4
The DOE says, some plants will only be back in operation by weekend, which means,
12:25.4
aside from relying on the interruptible load program,
12:28.4
consumers need to reduce electricity use to control demand and avoid power outage.
12:35.4
Alvin Olchico, ABS-CBN News.
12:40.4
Philippine energy officials seeing more stable energy supply today.
12:44.4
Wednesday, the National Grid Corporation says some plants are now back up and running in Luzon and Visayas
12:50.4
after they went into forced outage.
12:53.4
The Department of Energy earlier said,
12:55.4
a suspected boiler tube leak might be among the reasons behind the sudden forced outage of most of the power plants.
13:03.4
Despite a better outlook, the NGCP says it will still place both Luzon and Visayas under yellow alert,
13:10.4
starting at 1 in the afternoon until late evening.
13:13.4
This as dozens of power plants are still on forced shutdown, while at least eight are running on derated capacities.
13:20.4
Only 1% of government's irrigation facilities have been affected by extreme heat.
13:28.4
This is according to the Philippine Irrigation Administration,
13:31.4
which attributes this to its preparedness for the hot weather.
13:35.4
The months of March, April, and May are usually the hottest for the Philippines,
13:39.4
but temperatures have been exacerbated by the prevailing El Nino.
13:44.4
The country's El Nino task force has said the dry spell is projected to affect
13:48.4
all but two Philippine provinces by the end of April.
13:53.4
All of our irrigation systems have the effect of El Nino.
13:58.4
But because of our alternate wetting and drying technology,
14:03.4
we have reduced the affected areas.
14:07.4
Because if you do this AWD, you save 20 to 30 percent of water
14:13.4
and the yield of our farmers increases.
14:16.4
So we have to prepare for this hot weather.
14:22.4
In other news, the Supreme Court ruling,
14:24.4
the Commission on Elections committed grave abuse of discretion
14:27.4
when it disqualified Smartmatic from bidding in the 2025 polls.
14:32.4
Adrian Ayalin now joins us with the details of this story.
14:35.4
Go ahead, Adrian.
14:36.4
Yes, Stanley. The Supreme Court has granted the petition filed by Smartmatic
14:40.4
against the Commission on Elections on its disqualification to bid for the 2025 election.
14:45.4
In the decision of the court promulgated on April 16, 2024 here in Baguio City, however,
14:51.4
the contract awarded by the Comelec to MIRU system was not nullified.
14:56.4
The court cited considerations of equity, justice, practicality,
15:00.4
and the doctrine of operative fact in the decision
15:03.4
penned by Associate Justice Jose Maidas Marquez.
15:06.4
The LC noted that the case started when Smartmatic received an invitation from Comelec
15:11.4
to attend the election and procurement summit for the 2025 election.
15:15.4
Private respondents then filed petitions against Smartmatic before the Comelec and Bank,
15:19.4
which ended with the Commission disqualifying Smartmatic from participating in the bidding.
15:26.4
Smartmatic then filed its petitions before the LC.
15:30.4
The LC emphasized in its decision that it granted the petition of Smartmatic
15:34.4
because the Comelec committed grave abuse of discretion when it disqualified Smartmatic
15:39.4
before it had submitted any bid without any reference to the eligibility requirements
15:43.4
prescribed by its Commission.
15:45.4
The LC also referred to Smartmatic as a partner in the bid and awards committee.
15:48.4
As during a media briefing here in Baguio City, LC Spokesperson Atty. Camille Ting said,
15:54.4
Smartmatic did not suffer irreparable injury because the injury would have just been loss of profit
15:59.4
and there are legal remedies that the company can take.
16:02.4
In a statement, Smartmatic said it was vindicated by the Supreme Court decision
16:06.4
and it is ready to explore further opportunities to contribute to the modernization of Philippine elections.
16:13.4
Back to you, Stanley.
16:15.4
Update, Adrian Ayalin.
16:18.4
Now the Justice Department orders a probe into the alleged seditious statements made by House Lawmaker Pantaleon Alvarez.
16:25.1
More from Vivian Guglia.
16:28.2
Please withdraw your support to the Chief Executive.
16:34.5
This call from Davao del Norte First District Representative Pantaleon Alvarez
16:38.7
will be the subject of an investigation ordered by Justice Secretary Jesus Crispin Remulia.
16:43.6
Remulia says the probe will determine whether the lawmaker's remark has risen to the level of the crimes of sedition,
16:50.4
inciting to sedition or rebellion.
16:53.0
Philippine law defines sedition as rising publicly and tumultuously to, among others,
16:58.7
prevent the government or a government official from performing their duties.
17:03.2
Rebellion, meanwhile, is rising publicly and taking arms against the government.
17:08.3
But Alvarez defended his remarks, denying it falls under these crimes.
17:12.4
He stressed that his...
17:13.6
His call was for a peaceful withdrawal of support, adding that it was protected by freedom of speech.
17:19.8
Alvarez, who is an ally of former President Rodrigo Duterte,
17:23.2
issued the call to the armed forces of the Philippines in a rally in Tagum City last Sunday,
17:28.4
expressing concerns that President Marcos Jr.'s policies in the West Philippine Sea
17:33.0
risk further escalating tensions with China.
17:35.8
We do not want war.
17:38.3
18:08.5
Nasa Bill of Rights yan, officially assemble and petition the government for it.
18:13.6
House leaders also condemned Alvarez's remark,
18:17.8
which they say undermined the stability of the government and the rule of law.
18:21.9
House Majority Leader Manuel Jose Manix de Lipe called for legal action against Alvarez,
18:27.1
while Cagayan de Oro 2nd District Representative Rufus Rodriguez believes
18:31.1
such statement could trigger an ethics complaint against his fellow lawmaker from Mindanao.
18:36.4
I called for, especially from an elected official in the House of Representatives to be calling for withdrawal,
18:43.6
that is really rebellion, that is really seditious that they will withdraw support to our incumbent president
18:51.5
who has demanded of the people to govern our country as president.
18:55.2
If others are minded, then that can be a basis for a complaint in the Ethics Committee.
19:01.0
Alvarez maintains he did nothing that constitutes disorderly conduct under the rules of the House of Representatives.
19:07.5
Under the House rules, the House may, upon the recommendation of the Committee on Ethics,
19:12.7
punish its members.
19:13.6
For any violation of the Code of Conduct and for disorderly behavior,
19:18.1
the former House Speaker expressed readiness to respond should complaints be filed against him.
19:23.0
The option of the House of Representatives is that we have the House Ethics Committee.
19:32.4
We will not answer it if there is a complaint.
19:36.3
Alvarez appealed for understanding if anybody was hurt by his remark, but he stands by his statement.
19:41.9
If anybody was hurt, it's not a problem, but to say that I made a mistake in what I said, I didn't make a mistake.
19:50.3
That's what I really want to say.
19:52.4
The Philippine Navy has directed the 9th Marine Brigade to conduct an investigation and ask Alvarez,
19:57.9
a Marine Reservist, to explain the statement he issued.
20:01.6
The Navy took exception to Alvarez's remark and reiterated its support and loyalty to the Constitution,
20:07.1
the chain of command, and the president as the commander-in-chief of the armed forces.
20:11.9
Vivian Gulia, ABS-CBN News.
20:41.9
There is a need for a code of conduct between ASEAN and China in the South China Sea.
20:47.8
Singapore has been watching recent developments in the South China Sea with concern.
20:53.0
We hope that all parties will maintain open channels of communication,
20:57.1
will preserve regional peace and stability,
21:03.0
and ensure adherence to international law, including especially 1982 UNCLOS, the UN Convention.
21:11.9
The court of conduct will not resolve issues of sovereignty or issues of maritime entitlement,
21:20.3
but it is important nevertheless because we believe it is one way to reduce tension.
21:29.0
Manalo, meanwhile, refutes Beijing's claims Manila has been violating its commitments in the West Philippine Sea.
21:35.8
China's insisted Manila reneged on some of its promises, including towing away the rusting BRP Sierra Madre,
21:42.1
in a union show.
21:44.5
We've always said that the Philippines in our dispute or in our approach to the issues in the West Philippine Sea
21:51.7
has always, always adhered to the rule of law.
21:55.4
And in this, in particular, the UNCLOS and the Arbitral Award of 2016.
21:59.9
So I'm, it's, in fact, I think it's China which refuses to adhere to the Arbitral Award.
22:05.5
So I'm not very clear what they mean by saying that we're not adhering to commitments.
22:11.9
A Philippine lawmaker amplifies calls for a house probe on the gentleman's agreement
22:18.5
between the Duterte administration and China.
22:21.4
Zambala's representative, Jay Kong Hun, says with his constituents experiencing China's harassment firsthand,
22:27.9
it is vital to know the details of the supposed deal.
22:31.3
He adds the country's credibility, territorial integrity, and economic well-being are all at stake
22:36.5
if details of the agreement won't be revealed.
22:41.9
Kung isang boses lang tayo, lalong-lalong na sa pakikipag-usap sa China,
22:46.8
23:04.7
iba ang sinasabi ng ating dating Pangulo, no.
23:08.8
Kong Hun adds, the lower chamber will set the timeline,
23:11.9
timeline for the inquiry once Congress resumes its sessions on April 29.
23:18.8
Going back to our top story, we'll be speaking now with the spokesperson of the NGCP,
23:23.9
Attorney Cynthia Labanza, for an update on the country's power supply situation.
23:28.0
Attorney Labanza, welcome to Dateline Philippines.
23:31.9
Good morning.
23:33.4
Alright, now, the power now seems steady, but Luzon and Visayas are still on yellow alert,
23:39.1
and we know that, you know, this is being monitored.
23:41.9
Minute by minute, is there any chance that will change or the power supply will improve?
23:48.5
Well, like you said, this is something that is very volatile and we are monitoring it constantly.
23:54.9
Yesterday, we initially placed the Luzon grid on red alert and yellow alert,
24:02.1
and the Visayas grid on yellow alert.
24:04.3
But as the day went by, there were several other plants that went offline,
24:09.2
so we had to downgrade these.
24:11.9
For Visayas, we had to downgrade the red alert, and the red alert for Luzon was extended,
24:18.6
so we are looking out for anything similar that may happen to the day,
24:22.8
so we will be making announcements as the developments happen.
24:26.5
What is your evaluation?
24:28.1
Is the situation today much better than yesterday when you had, you know, power plants even forced to shut down?
24:34.5
Is it the same scenario you're expecting this afternoon?
24:38.1
Well, today, the reason the situation got better,
24:41.9
was because several plants, a couple of plants went online,
24:45.5
and there was another plant in the Luzon grid that went on what we call a must-run status,
24:54.0
so that the supply situation improved a bit.
24:58.1
So for today, the grid alert over Luzon is only yellow from 1pm to 11pm,
25:04.3
and in the Visayas, it's also yellow alert from 1pm to 10pm.
25:09.8
All right.
25:10.7
What happened with the power?
25:11.9
Power plants, they were forced to shut down yesterday.
25:15.3
Is that something that is normal?
25:17.4
I mean, you know, we encounter several of them having problems.
25:22.1
Well, I wouldn't want to call it normal because, you know,
25:26.1
every year, NGC coordinates with the power plant so that we can arrange the maintenance schedule
25:33.0
so that they won't all be going on shutdown at the same time to maintain, again, the stability and supply.
25:39.6
However, it's really the unplanned maintenance.
25:41.9
But again, though undesired, it really happens with any kind of machinery.
25:47.9
It is unfortunate that there were many, many plants that have been on unplanned maintenance shutdown,
25:54.1
some for months already.
25:55.9
Looking at the data yesterday, there was a very small plant that has been on shutdown in Luzon since August of 2023
26:02.2
and had not returned to the grid.
26:03.9
And around of the 19 plants that were on unplanned maintenance shutdown yesterday,
26:10.1
around more than half of those.
26:11.9
These have been on long-term maintenance shutdowns already.
26:16.0
It's really the bigger plants that shut down within April that had an impact.
26:21.4
That's why we felt a red alert yesterday.
26:23.9
All right.
26:24.5
So we're seeing a situation where the power supply is managed by just a few plants.
26:29.6
What are the measures in place now to call out protocols or the alert system?
26:35.4
What are you monitoring for you to make those calls?
26:39.9
Well, NGC does monitor.
26:41.9
They monitor the supply and the demand situation so that we make these announcements on a regular basis.
26:48.3
We ordinarily have projections several times.
26:52.2
We have a year ahead and we have a day ahead.
26:55.5
And we also have a morning of because these things can really shift within a matter of hours.
27:02.3
So on the part of NGCP, because we are a transmission service provider,
27:06.1
we're just ensuring that our transmission lines, especially those that are servicing these areas,
27:11.5
that are up and running so that whatever available energy is being manufactured by the plants
27:18.5
can be transmitted immediately to the power consumers from the different utilities.
27:24.6
However, I think this is something that NGCP has long advocated.
27:29.2
We must really look at the entry of new stable supply.
27:34.2
It's a very complicated thing to manage the entry of generation.
27:38.6
We have to look at not just the numbers.
27:41.5
We have to look at how much is coming in.
27:43.1
We have to look at the kind of fuel.
27:45.5
I have seen it's a very welcome development that there are many people who want,
27:51.2
investors who want to come in.
27:53.3
But a lot of them I notice are more on the variable renewable energy that means like solar energy,
27:59.8
which means that they can go offline anytime.
28:02.5
But NGCP has always advocated for more baseload plants or plants that you can reasonably expect them
28:11.0
to be running for so long as they have fuel.
28:13.6
Geography is also an important part of the planning for generation.
28:17.5
And of course, on the part of transmission, we have to be ready to connect these plants when they come in.
28:23.5
And it is with pride that we announced the energization of three major backbone lines in the last 12 months.
28:31.6
So as far as the transmission is concerned, the lines are already available.
28:37.2
But we really need to approach energy planning.
28:41.0
Not just transmission, but the entire industry, including generation and distribution.
28:46.2
All right.
28:46.7
Attorney Alabanza, yesterday's power supply challenge was mainly brought about by the fact that there was high demand.
28:53.5
A lot of people were using cooling appliances.
28:56.3
And this may have added and burdened the supply and transmission systems.
29:01.7
Now, we know for a fact, at least Pagasa is saying, this kind of weather would persist still in the next couple of days or even weeks.
29:09.6
Yes.
29:11.0
Into the month of May.
29:13.4
So what is your outlook now as far as power supply situation is concerned?
29:17.9
Transmission for Metro Manila first?
29:21.8
Again, that's absolutely correct.
29:24.0
We have a projected peak demand for 2024 of about 13,800 megawatts more or less.
29:30.9
And we expect that in the middle of May.
29:34.0
So it's just middle of April.
29:35.8
And the demand yesterday was, I think, a little over 13,000.
29:41.0
So we are expecting a bigger peak demand for the year.
29:48.5
It's really when the power plants and your supply falters that the consumers will see it.
29:56.4
So this is something that, again, you cannot fix within a few days or weeks or even months because power plants, additional generation capacity, they have a gestation period of anywhere between five to seven years.
30:08.4
So we really have to catch up.
30:10.5
Yeah.
30:11.0
Entry of new capacity so that we can keep pace with the growing demand, especially since we're encouraging economic development.
30:19.0
And that's really something that needs to be addressed.
30:25.9
Attorney Alavanz, are you there?
30:28.2
Yeah.
30:28.4
Hello.
30:28.8
All right.
30:29.2
All right.
30:29.6
All right.
30:30.2
All right.
30:30.6
Lastly, before we go, I just want to know if you've seen the peak of this already based on your projections at NGCP.
30:38.1
Have we reached peak demand already or expecting?
30:41.0
Are you expecting the situation to worsen in the next couple of weeks?
30:44.5
No.
30:45.1
We are expecting the peak demand by mid-May.
30:48.6
Okay.
30:48.9
So we are expecting more demand for the year.
30:52.2
All right.
30:52.9
On that note, we thank you so much for joining us.
30:54.4
Attorney Cynthia Alabanza, spokesperson NGCP.

BMI, a unit of Fitch Solutions, expects the Philippine peso to stay volatile in the short term due to the constant repricing of interest rates expectations in the U.S.
36:10.7
It says despite weakening by around 2% year-to-date, the peso has helped up relatively well compared to its regional peers,
36:19.6
even defying its expectations for an appreciation in the first quarter.
36:23.9
It expects the volatility to ease once the U.S. Federal Reserve embarks on its first cut in July,
36:29.7
with the peso seen stabilizing at $56.50.

ABS-CBN Corporation posted revenues of $18.5 billion.
36:40.7
That's as core regular advertising revenue for the year grew 16%, hitting $6.7 billion.
36:49.8
This helped offset the 7% decline in consumer sales revenue, mainly due to Sky Cable's lower subscription sales.
36:58.5
Net loss before impairment, one-time gain, and taxes amounted to $4.4 billion, lower than 2022's $5.8 billion.
37:08.1
But including impairment loss,

a significantly smaller one-time gain, and taxes, total net loss, stood at $12.8 billion.

A Philippine telco firm that's over a century old, eyeing nationwide expansion,
37:30.3
Jackie Pascual tells us how Eastern Communications intends to catch a bigger market share outside Metro Manila.
37:38.9
The 140.
37:40.2
year old Eastern Communications is expanding further in the technological space.
37:45.4
The telco is allotting 1.15 billion peso in capital expenditures this year to upgrade its equipment and expand network coverage.
37:54.5
Most of the capex right now is on the refresh, improving network technology and everything that we have in terms of the network component.
38:02.2
Well, we still have a lot for expansion also.
38:05.1
After X number of years, your equipment becomes obsolete.
38:08.7
You know, technology.
38:09.9
You know, becomes obsolete quite quickly, and we intend to upgrade and refresh our network.
38:16.7
It is eyeing to raise its revenue from 4.3 billion pesos last year to 4.8 billion this year.
38:22.1
And one way to do that is by expanding to so-called digital-ready provincial cities like Iloilo, Davao, Cagayan de Oro, and Bacolod.
38:31.6
Where BPOs are heading towards because they're economic magnets.
38:36.9
And those are the areas where we are expanding.
38:39.9
To cover the SMEs that are born out of these areas.
38:46.5
Eastern Communications is banking on the commencement of the Philippine Domestic Submarine Cable Network,
