The second, as already mentioned by the Chief Justice earlier, is the modernization of the Office of the Court Administrator through the pilot of the Office of the Regional Court Managers, or ORCM.

So a little bit about the ORCM.

It aims to decentralize and improve the delivery of administrative services to the trial courts by establishing regional offices empowered to approve admin and fiscal matters and deliver multiple services directly to the courts.

Before, all of these administrative processes were central to the Office of the Court Administrator located in Manila.

And this proved to be quite problematic because it creates bottlenecks for these procedures.
