00:51.7
Good evening, I'm Tony Velasquez. And I'm Tia Gutierrez.
00:55.8
On our broadcast tonight...
00:57.0
Tonight, several Philippine lawmakers are accused by China of stoking tensions between Manila and Beijing.
01:03.4
This follows calls to investigate the increased presence of Chinese nationals in areas hosting joint military facilities of the Philippines and the U.S.
01:12.4
Here is tonight's top story.
01:15.9
Philippine Senator Risa Honteveros will call for a probe into the reported presence of Chinese nationals near EDCA sites.
01:23.7
The senator calls it a national security concern.
01:27.0
That must be addressed.
01:29.2
The Armed Forces of the Philippines earlier said it will look into the influx of thousands of Chinese college students in the province of Cagayan.
01:38.0
Naval Base Camilo Osillas in Santa Ana, Cagayan was named as one of the four new sites for the Enhanced Defense Cooperation Agreement or EDCA.
01:47.2
But it's not just Cagayan.
01:49.4
According to security analyst Chester Cabalza, other key strategic areas like Subic are also seeing an influx of Chinese students.
01:57.0
Subic is fronting the West Philippine Sea also.
02:00.4
So it's not only exclusive in Cagayan, but I think in some of the key strategic locations in Luzon basically.
02:11.5
They're not our enemies, we just have a strategic problem with them in the West Philippine Sea.
02:16.3
We have to put that into context, but at the same time, they should be transparent also in their businesses with us.
02:23.3
But the Chinese embassy in Manila brushes off the allegations.
02:27.0
It slams Philippine lawmakers for their malicious claims over the influx of Chinese students in Cagayan province.
02:34.7
The embassy says the lawmakers are hyping up maritime issues to serve their political agenda and self-interest.
02:42.2
It said these lawmakers' supposed concerns are intended to incite suspicion and hatred against China.
02:49.6
Cagayan Governor Manuel Mamba for his part asserts the Chinese students in the province entered the country legally,
02:57.0
with visas issued by the Department of Foreign Affairs.
03:00.6
Invitation extended to our foreign students is a program of the national government
03:10.8
in response to our president's call for good relations with our neighbors.
03:20.9
I don't want them to disappear in the midst of the good relationship.
03:27.0
They have contributed so much to our local economy.
03:30.1
He also said there is no concrete basis to link the presence of Chinese students to the ongoing tensions in the West Philippine Sea between Manila and Beijing.
03:41.1
I want to apologize because I feel that they should not be dragged in things like this unless there are complaints against them.
03:49.9
In a statement, Commission on Higher Education Chairman Prospero de Vera said,
03:54.6
based on their records,
03:57.0
there are no Chinese students in local colleges and universities in Cagayan province,
04:01.4
but there is a significant number of Chinese students enrolled in St. Paul University Philippines in Tuguegarao City.
04:09.1
He added,
04:10.2
SPUP has been granted autonomy by CHED.
04:13.7
It is also authorized by the Bureau of Immigration to accept foreign students.
04:18.8
De Vera clarified they have not received complaints regarding any violations committed by the university.
04:25.7
He added that,
04:26.9
The security concerns will have to be investigated by security agencies, and they are willing to cooperate.
04:36.7
The Armed Forces of the Philippines insists its joint military drills next week with the U.S. and France are not directed toward any country.
04:46.4
The Chinese Foreign Ministry earlier warned the drills will lead to greater insecurity in the West Philippine Sea.
04:52.2
The ministry also urged Manila to stop making maritime provocations.
04:57.7
AFP Spokesperson, Colonel Margaret Padilla also said,
05:01.2
The annual military drills have been going on for several years,
05:05.2
and is aimed at enhancing cooperation,
05:07.8
fostering training opportunities and strengthening regional stability.
05:12.4
More than a dozen countries will observe the military exercises,
05:16.5
among them Brunei, Indonesia, Japan and Canada.
05:21.7
The Philippine Justice Department asks Timor-Leste to immediately extradite
05:26.7
or deport fugitive ex-Congressman Arnolfo Tevez Jr.
05:30.5
The request was made following reports
05:32.5
the former lawmaker's son had offered $2,000 for Timorese Police
05:36.9
to ensure his father's safety in prison.
05:40.2
Tevez is in pre-trial detention after his arrest in March.
05:44.3
He's facing several murder charges
05:46.1
for the deaths of former Negros Oriental Governor Roel de Gamo
05:49.3
and nine other persons.
05:52.9
A former Philippine lawmaker files a petition
05:55.8
asking the Supreme Court to nullify a voting technology contract
06:00.1
between the country's Election Commission and a South Korean firm.
06:04.6
Adrian Ayalin reports.
06:07.6
Former Kalaokan City 2nd District Representative Edgar Eriza
06:11.4
went to the Supreme Court to file a petition for certiorari
06:14.6
with a prayer for temporary restraining order
06:17.7
against the Commission on Elections and MIRU systems.
06:21.4
Eriza stressed the Commission and MIRU systems
06:23.6
violated the procurement law
06:25.2
and the automated elections law
06:27.3
when they entered into the almost 18 billion peso contract
06:30.9
for the 2025 automated polls.
06:33.6
Maraming red flags.
06:36.2
Sanay lang sila sa mga authoritarian governments.
06:42.0
It's a robbery in progress.
06:43.9
Tingin ko kung mga 10 billion lang
06:48.1
maho-hold up ang mga Pilipino dito.
06:49.7
Nire-require po ng ating automated elections law
06:52.8
na bago maglabas ng terms of reference,
06:55.2
ang COMELEC,
06:57.1
bago maglabas ng bidding documents,
06:59.1
ang COMELEC,
06:59.7
kailangan mag-convene muna
07:01.4
ang Advisory Council.
07:03.1
Ngayon po,
07:04.0
naglabas po ng terms of reference
07:06.0
ang COMELEC
07:06.9
nang hindi po nakoconvene
07:09.3
ang Advisory Council.
07:11.5
Eriza also questioned the use of prototype machines
07:14.4
for the upcoming elections.
07:16.5
He, however, clarified Smartmatic,
07:18.8
another company which lost in the bidding process,
07:21.7
is not behind the petition.
07:23.1
The petition came after the Supreme Court's
07:25.2
said the COMELEC committed grave abuse of discretion
07:28.1
when it disqualified Smartmatic during the bidding process.
07:31.6
Eriza, however, emphasized that Smartmatic machines,
07:34.6
which are already owned by the government,
07:36.9
can be used for the 2025 polls.
07:39.5
Atin ito, in 2022, November,
07:43.5
sinertify ng COMELEC that the 97,000 machines
07:47.5
are all in good working condition.
07:50.5
Gumagana pa.
07:53.5
Pagkatapos,
07:55.1

08:05.1
The most logical to do
08:07.1
para makatipid ng Pilipinas,
08:09.1
hindi pinagawa nila libre.
08:11.1
COMELEC chairperson George Garcia said
08:13.1
he welcomes the petition
08:15.1
and they are ready to respond to the allegations.
08:17.1
Hindi naman natin lahat
08:19.1

08:37.1
He also reiterated that Smartmatic machines
08:39.1
can no longer be used for the 2025 elections.
08:42.1
Unserviceable na po
08:44.1

08:48.1
ABS-CBN is still trying to get a statement
08:50.1
from Miru Systems.
08:51.1
Aside from the petition
08:53.1
before the Supreme Court,
08:55.1
Eriza said he might file impeachment cases
08:57.1
against COMELEC officials.
08:59.1
Garcia said he will face a complaint

once it is filed.

The First Lady admitted she was hurt
12:37.1
when the Vice President attended

Vivian Gulia has this story.
15:10.0
Around 50 more overseas Filipino workers in Israel are set to be repatriated on May 9, according to the Department of Migrant Workers.

15:29.6
So far, the Philippine embassy in Tel Aviv has yet to receive emergency repatriation requests due to Iran's strikes on Israel.
15:36.6
But the government is open to accommodating more OFWs.
15:40.3
Who wish to return home?
15:42.3
Other than normal routine repatriations, kasi nawalan na ng trabaho, wala ng employer, yung kababayan natin,
15:50.9
no Filipino has requested for repatriation dahil natatakot po sila sa rockets ng Iran.
15:56.9
And then, no similar requests for emergency repatriation from our embassy in Tehran, in Iran.
16:04.6
My own personal observation is that our Filipinos in Israel,
16:10.0
are safe and they're calm.
16:12.2
When we had that town hall last Tuesday night,
16:15.8
they all expressed the view that they are safe where they are.

During a congressional briefing, the DFA, DMW, and other relevant government agencies assured the House panel
16:26.6
that contingency plans are in place to respond to overseas Filipinos in the Middle East
16:31.7
in case a security situation worsens following Iran's attack.
16:35.9
The DFA says the plan has already been disseminated to Filipino communities,
16:40.0
in these areas, but it is kept confidential from the general public for now.
16:45.1
We do not want these details to fall into the wrong hands because we need to protect the escape routes,
16:52.7
the contact points, the airport routes, the sea routes of our nationals.
17:00.9
They are always done in coordination with the host government.
17:04.6
Israel remains under Alert Level 2 despite the developments last weekend.
17:08.7
This restricts it.
17:10.1
This restriction has taken a toll on the deployment of Filipinos to Israel
17:12.8
but the government has yet to call for voluntary repatriation.
17:16.2
More than 800 overseas Filipino workers have been repatriated so far
17:20.4

But Migranta International raised concern on the emergency hotline for Filipinos in Israel
17:29.9
Since the war began in Gaza,
17:32.5
we have been receiving reports from our chapters in the middle east
17:35.0
that first of all,
17:36.7
these major Ri- sign reports

17:39.6
sorry for interrupts.
17:40.0
Wala nang maayos na hotline.
17:44.1
Apologies po kung mayroong pagkakataon na hindi nasagot yung telepono.
17:48.6
But we assure our community here that we have another way to call us just in case wala pong hindi po available yung telepono.
17:59.1
This includes the embassy's social media page as well as through the leaders of the Filipino communities.
18:04.3

There are some 30,000 Filipinos in Israel and about 2,000 Filipinos in Iran.
18:22.0
Israeli Prime Minister Benjamin Netanyahu thanked visiting foreign ministers of Germany and Britain for their support
18:28.2
but stressed that Israel would reach its own decisions on security.
18:31.8
I thank our friends for their support in the defense of Israel and I say this,
18:38.4
both support in words and support in actions.
18:41.6
They also have all kinds of suggestions and advice.
18:44.5
I appreciate it but I want to make it clear.
18:48.1
We will make our own decisions and the state of Israel will do everything necessary to defend itself.
18:55.5
This comes as world powers strive to prevent a wider outbreak of conflict in the Middle East.
19:00.3
The situation is very...
19:01.8
It's very concerning.
19:02.8
It's right to show solidarity with Israel.
19:05.9
It's right to have made our views clear about what should happen next
19:10.3
but it's clear the Israelis are making a decision to act.
19:14.2
We hope they do so in a way that does as little to escalate this as possible.
