00:00.0
Good morning, I'm Bettina Magsaysay.
00:07.1
Join me as we give you the rundown of the news you need to know today.
00:11.3
Philippine authorities going after those behind a deep fake audio of President Ferdinand Marcos Jr.
00:19.1
U.S. President Joe Biden signs a multi-billion dollar aid package for Ukraine, Israel and the Indo-Pacific after months of delay.
00:30.0
And Israeli Prime Minister Benjamin Netanyahu condemns the ongoing pro-Palestinian protests across colleges in the U.S.
00:40.5
Welcome to the program.
00:42.7
Philippine authorities set to go after individuals behind a manipulated audio of President Ferdinand Marcos Jr.
00:49.8
A video featuring the voices of Marcos supposedly ordering the armed forces to act against a foreign country has been circulating online.
01:00.0
But the Presidential Communications Office said the audio was manipulated with the use of artificial intelligence or the so-called deep fake.
01:10.4
The ICT Department warrants those responsible will face charges.
01:15.9
Definitely it's a cybercrime. Whether or not there are other laws or crimes committed, we'll leave that to the prosecution, to the DOJ.
01:30.0
We'll have to communicate with YouTube. An account would definitely have some sort of authentication mechanism like a mobile phone and an email address.
01:41.4
And because we already have a SIM card registration act, then it's a matter of identifying who the owner of that mobile phone number is.
01:48.9
Even digital forensics would be able to assist us.
01:54.1
The National Security Council, meanwhile, believes the video is connected to the ongoing military drills.
02:00.0
between Manila and Washington. But it asserts that the Philippines is not on war footing.
02:07.4
We have been doing this for the past, what, four decades.
02:10.6
This is not a prelude to war. This is just a preparation of both countries for whatever threat there may be in accordance with the Mutual Defense Treaty.
02:26.8
Now speaking of the Balikatan exercises,
02:30.0
a U.S. Marine Corps official calls the drills a perfect training ground for the Philippine government's Comprehensive Archipelagic Defense Concept, or CADC.
02:40.2
The concept, which was announced by Defense Chief Gilberto Teodoro Jr. this year,
02:45.8
calls for incorporating all services of the armed forces of the Philippines in defending the country's territorial waters, particularly Manila's exclusive economic zone.
02:57.4
We have great capabilities.
03:00.0
The army, the U.S. Air Force, the AFP modernization efforts are all designed to go to plug into the Comprehensive Archipelagic Defense Concept, right?
03:11.1
So I think it's a natural marrying, natural wedding of capabilities, of modernization, and this is the perfect training ground for us to do that.
03:20.6
There is a natural plug-in point.
03:22.7
I can speak with my Marine Corps hat on.
03:26.8
You know, as we've undergone force design to operate as a...
03:30.0
naval expeditionary force in the littorals, we're bringing that capabilities over here.
03:34.8
We have the Marine Littoral Regiment that's working here.
03:40.0
That is a logical plug-in point for coastal defense.
03:44.4
We're not looking for a fight.
03:46.4
Everything we're doing is defensive in nature.
03:51.8
Lieutenant General Michael Cedar Holmes adds the Philippines and the U.S. have a shared vision, a free and open Indo-Pacific.
03:59.3
He also says...
04:00.0
He also reaffirms Washington's ironclad commitment to Manila under their mutual defense treaty.
04:07.8
I characterize that by the following.
04:10.6
Number one, transparency.
04:12.9
Number two, the order of law, rule of law.
04:17.4
I think number three is the respect of sovereignty.
04:20.7
I think number four is seeking the peaceful resolution of conflict.
04:28.2
So I think that that's what the...
04:30.0
I think that that's the opportunity that the United States looks to join into.
04:33.3
We've done this for 39 years.
04:35.4
The alliance between the United States and the Philippines has been in place for over 70 years.
04:41.9
It's an ironclad alliance.
04:44.0
It's one that we take seriously and we honor and we look forward to training and the opportunities that come with that integration,
04:51.0
both on the ground and in our communities.
04:55.4
The Balikatan exercises began on April 22 and will run until...
05:00.0
May 10 with over 16,000 troops participating.
05:04.2
This year's drills focus on integrated air missile defense, cyber defense,
05:09.3
and other exercises that will serve as a deterrent against external threats.
05:16.4
The Philippine Fisheries Bureau successfully delivers aid to Filipino fisherfolk in the Reed Bank
05:22.7
under the watchful eye of China's Coast Guard and maritime militia.
05:27.3
This report from Andrea Taguinis.
05:30.0
A thousand liters of diesel worth about 60,000 pesos or over a thousand dollars.
05:37.4
That's how much each of the 24 Filipino fishing boats around Reed Bank
05:40.9
had received from the Bureau of Fisheries and Aquatic Resources or BFAR
05:44.6
during its resupply mission in the West Philippine Sea last April 20 to 21.
05:49.8
Fisherfolks say they're grateful since they have one less thing to worry about.
05:53.4
We'll go around and use it again for our next trip
05:58.3
so that we can have less...
06:00.0
for our expenses.
06:02.1
But a much more daunting problem remains.
06:04.7
China's continued presence in the West Philippine Sea,
06:07.3
which they say has led to a reduced fish catch.
06:11.0
Lito Alos, a fisherman from Palawan, said
06:13.1
they used to be able to catch tons and tons of fish even after a short expedition.
06:17.6
Now they're forced to stay weeks out at sea
06:19.7
just to catch enough fish to sell and cover their expenses.
06:23.4
The Chinese are in a lot of trouble.
06:26.9
So it's hard to catch fish here.
06:30.0
It's like if we go to Bahura,
06:33.0
there's also a lack of fish.
06:34.4
They're out of fish.
06:36.4
While we may not have been chased away by the China Coast Guard
06:39.8
for this patrol and resupply mission of the Bureau of Fisheries and Aquatic Resources
06:44.0
here at the West Philippine Sea,
06:45.9
we did spot many Chinese maritime militia vessels
06:49.1
like this one behind me,
06:51.3
scattered here in the area of Reed Bank,
06:54.3
which is known to be rich in oil and natural gas deposits.
06:59.3
But despite that,
07:00.0
despite the situation here,
07:01.8
many Filipino fishermen continue to come out here to fish
07:05.1
undeterred by the big Chinese maritime militia vessels surrounding them.
07:11.0
We have a lot of Chinese fishermen here.
07:12.9
So we're not scared.
07:14.7
In total, authorities sighted 16 maritime militia vessels
07:18.1
stationed around Reed Bank.
07:20.4
The next day, as the sun came out,
07:22.6
so did a China Coast Guard vessel with bow number 4202.
07:26.2
It went as near as 1.5 nautical miles from BIFAR's ship,
07:30.0
the BRP Datu Pagbuaya.
07:32.2
While it didn't come any closer,
07:33.9
the CCG did deploy two speedboats,
07:36.5
one of which encircled the BIFAR vessel
07:38.3
to check on the refueling of Filipino fishing boats,
07:41.2
while the other CCG speedboat transferred some personnel
07:44.3
to a nearby Chinese maritime militia vessel.
07:47.4
Filipino authorities believe this latest display of coordination
07:50.5
between the two entities could be further proof
07:53.1
that the Chinese fishing militia may be under the China Coast Guard's control.
07:57.6
Some Filipino fishermen also say
07:59.4
they don't know what's going on.
07:59.6
They don't know what's going on.
07:59.6
They don't know what's going on.
07:59.7
They don't know what's going on.
07:59.7
They don't know what's going on.
07:59.8
They don't know what's going on.
08:00.0
They don't actually see Chinese maritime militia vessels fishing.
08:03.2
Instead, they seem to be monitoring the area.
08:05.9
They're watching the sea.
08:08.8
That's why sometimes,
08:10.6
it's sad to think that this is ours,
08:13.5
but they're just there to bully.
08:15.4
Meanwhile, Filipino fishermen from Quezon, Palawan
08:17.8
expressed dismay over their missing payaus
08:20.7
or fish aggregating devices.
08:22.7
They had installed 10 payaus near Razul Reef,
08:25.6
which is in the southern part of Reed Bank,
08:27.4
in early April.
08:28.1
But when BIFAR personnel went to check on the ship,
08:30.0
to check on them,
08:30.9
they only found two.
08:32.4
A piece of rope was also seen floating around the area
08:34.8
where one of the payaus was seen.
08:36.8
Pwede naman po natin masabi na
08:38.0
tinangay lang po siya ng mga agos.
08:39.8
Necesarily na may pumuto, may nagtanggal.
08:42.1
Using a rubber boat,
08:43.3
the ABS-CBN News team was able to see
08:45.4
one of the payaus up close.
08:47.3
The payau is able to serve as a breeding ground
08:49.5
for small fish,
08:50.7
which then attract bigger fish.
08:52.8
Apart from the payaus,
08:54.1
the BIFAR also inspected other features of Razul Reef.
08:57.2
This sandbar here at Razul Reef
08:59.8
in Reed Bank is one of the places
09:01.7
that BIFAR visited
09:02.9
for this patrol and resupply mission
09:05.2
so it can inspect the condition of the corals here
09:08.0
and the condition of the marine biodiversity in the area.
09:12.8
The Bureau said it would need more time
09:14.9
to determine whether the sandbar is natural or artificial.
09:18.5
BIFAR vowed to continue conducting maritime patrols
09:21.1
in the West Philippine Sea
09:22.1
to guard against illegal fishing or possible drilling,
09:25.1
particularly in the resource-rich Reed Bank.
09:27.3
A 2013 report from the U.S. Energy Information
09:29.8
Administration claimed
09:31.3
Reed Bank could hold up to 5.4 billion barrels of oil
09:34.8
and 55.1 trillion cubic feet of natural gas.
09:39.3
Andrea Taguinas, ABS-CBN News.
09:43.8
The Philippine Justice Department says
09:46.5
it is making a serious effort
09:48.6
to safeguard human rights
09:50.2
and stop extrajudicial killings in the country.
09:53.7
Justice Secretary Jesus Crispin Remulio insists
09:56.3
reforms are in place
09:58.0
to strengthen the country's criminal
09:59.8
justice system.
10:01.4
Remulio was reacting to a U.S. State Department report
10:04.8
which said extrajudicial killings
10:07.3
were still carried out by Philippine security forces.
10:10.8
The Philippine Foreign Affairs Department
10:12.6
also rejected the report,
10:14.7
saying it does not reflect the situation on the ground.
10:18.6
The DFA called on the U.S. State Department
10:21.0
to exercise due diligence
10:23.4
and ensure more reliable reporting.
10:29.8
A separate report by Amnesty International says
10:33.2
summary executions in the Philippines
10:35.6
persisted in 2023.
10:38.0
The rights watchdog cited a local research group
10:40.9
which said 329 persons died
10:44.2
in police anti-drug operations
10:46.2
or were killed by unidentified assailants.
10:49.6
It notes the killings continued
10:51.6
despite the claim of President Marcos Jr.
10:54.4
that his administration was addressing
10:56.6
the drug problem through rehabilitation.
10:59.8
Amnesty's report also includes
11:02.1
unaddressed issues concerning impunity,
11:05.3
enforced disappearances,
11:07.3
and repression of dissent.
11:11.0
Active and retired Philippine police officers
11:14.5
have allegedly been contacted
11:16.4
by the International Criminal Court
11:18.6
in its probe of the Duterte administration's drug war.
11:22.7
Former Senator Antonio Trillanes
11:24.3
made the claim on social media.
11:26.7
Trillanes said he had highly credible information
11:29.3
that the ICC had contacted
11:32.3
over 50 active and former police officials.
11:36.0
He added if they refused to cooperate,
11:38.6
their status would be elevated to being suspects.
11:41.4
He warns this may result to travel restrictions
11:44.6
and arrest via Interpol.
11:47.0
As for the Philippine National Police,
11:49.2
it says it will take its cue
11:50.9
from the national government
11:52.3
which has repeatedly said
11:54.0
the ICC has no jurisdiction over the Philippines.
11:59.3
We have a working judicial system.
12:02.4
We have courts that can listen
12:05.1
if there are abuses and irregularities
12:09.0
in the hands of the PNP.
12:10.3
And we have proven it
12:12.6
because we have police
12:14.0
that have been arrested,
12:15.3
detained, and convicted.
12:16.6
So that's what the PNP will do
12:18.8
if we break the Philippine jurisdiction.
12:25.2
Vice President Sara Duterte
12:27.1
thanks President Marcos Jr.
12:28.7
for his comment.
12:28.9
Thank you.
12:28.9
Thank you.
12:29.0
Thank you.
12:29.0
Thank you.
12:29.1
Thank you.
12:29.3
We're continuing to trust her
12:30.7
as Education Secretary.
12:32.5
She issued the statement
12:33.9
after the President rejected calls
12:36.1
to replace her as Education Chief.
12:38.7
She assured Marcos Jr.
12:40.3
that she will lead the Education Department
12:42.5
in serving truthfully
12:44.2
for all the country's students.
12:46.7
Calls to fire the Education Secretary
12:49.2
mounted after she allegedly
12:51.2
failed to defend Marcos Jr.
12:53.5
from drug abuse allegations
12:55.1
by her father,
12:56.7
former President Rodrigo Duterte.
12:58.4
First Lady Liza Araneta Marcos
13:01.3
recently admitted in an interview
13:03.6
that this upset her.
13:09.4
Now here's a look at other stories
13:11.4
we're tracking today.
13:13.0
At 8 in the morning,
13:14.1
we will monitor the celebration
13:15.5
of the International Girls in ICT Day.
13:19.1
While at 10 in the morning,
13:20.3
a forum will be held
13:21.7
in UP Diliman in Quezon City
13:23.8
tackling data privacy,
13:26.3
cyberbullying,
13:26.4
and other tech issues.
13:28.4
Happening within the same hour,
13:30.9
the National Wage Coalition
13:32.5
will hold a press conference
13:34.2
about its protest action on Labor Day.
13:37.8
And we will also keep tabs
13:39.7
on the 2024 Balikatan exercises
13:42.2
of the Philippines and the U.S.
13:46.1
Let's now get an update on the weather
13:47.9
from Pag-ASA forecaster,
13:49.8
Ana Clouren.
13:50.5
Good morning, Ana.
13:52.0
Yes, good morning, Bettina.
13:53.6
The Intertropical Conversion Zone,
13:55.3
or IPCC,
13:56.3
is now affecting the southern Mindanao.
13:58.2
And this is the first time
13:58.4
this will bring cloudy skies
13:59.6
with scattered rain showers
14:01.2
and thunderstorms
14:02.0
over Basilan, Sulu, and Tauhi-Tauhi.
14:04.5
Here in Metro Manila
14:05.4
and the rest of the country,
14:07.0
we're expecting a partly cloudy
14:08.5
to cloudy skies
14:09.3
aside from isolated rain showers
14:11.5
or thunderstorms
14:12.4
mostly in the afternoon
14:13.6
or in the evening.
14:15.0
We're not monitoring
14:15.9
any weather disturbance
14:17.0
that may affect the country
14:18.3
for the next three to five days.
14:20.5
And for our temperature forecast
14:22.1
here in Metro Manila,
14:23.6
the temperature will range
14:25.1
from 26 to 36 degrees Celsius.
14:27.5
In Baguio City,
14:28.3
18 to 27 degrees
14:29.8
and in Tagaytay,
14:30.7
it's from 24 to 32 degrees Celsius.
14:33.4
And that's the latest from PAGASA.
14:34.9
This is Ana Clouren.
14:35.8
Good morning.
14:36.6
Thank you very much
14:37.4
for that update, Ana.
14:58.3
Good morning.
15:28.3
We're taking a quick break up ahead.
15:46.1
The White House reveals
15:47.2
it secretly shipped
15:48.3
long-range missiles to Ukraine.
15:51.0
Details of that story and more
15:52.6
when The Rundown returns.
15:54.0
Stay tuned.
15:58.3
We'll be right back.
16:28.3
Welcome back to The Rundown.
16:34.9
The headlines across the web.
16:36.6
Inquirer's banner story online.
16:38.6
Agricultural damage due to El Nino
16:41.0
climbs to 3.9 billion vessels.
16:44.7
Philippine Star's top story.
16:46.6
Filipino seafarers now barred
16:48.7
from boarding foreign vessels
16:50.1
sailing the Red Sea
16:51.7
and the Gulf of Aden
16:52.9
amid recent vessel attacks.
16:56.1
In Manila Bulletin's headlines today,
16:58.3
State Weather Bureau PAGASA says
16:59.8
the El Nino phenomenon
17:01.2
is gradually weakening
17:02.7
but its effects
17:03.8
may still be felt in the country.
17:06.9
And topping JMA News website,
17:08.8
the Philippine government's
17:09.9
budget deficit
17:10.8
hits a three-month high
17:12.4
in March
17:13.1
at nearly 160 billion pesos.
17:19.1
Now news overseas,
17:20.9
U.S. President Joe Biden
17:22.4
signs a hard-fought bill into law
17:24.9
that provides much-needed aid
17:26.7
to Ukraine
17:27.3
for its war with Ukraine.
17:28.0
The security package includes
17:30.8
$61 billion for Ukraine,
17:33.2
$26 billion for Israel,
17:35.4
as well as $1 billion
17:36.6
in humanitarian assistance to Gaza,
17:39.0
and $8 billion for Indo-Pacific nations
17:41.4
including Taiwan and the Philippines
17:43.5
which are facing Chinese aggression.
17:46.4
It's a rare bipartisan victory
17:48.0
for Biden as he seeks re-election.
17:50.9
It also ends months
17:52.3
of wrangling with Republicans
17:54.2
in Congress.
17:55.1
It gives vital support
17:58.0
to America's partners
17:59.0
so they can defend themselves
18:01.2
against threats to their sovereignty
18:02.7
and to the lives and freedom
18:05.2
of their citizens.
18:06.9
And it's an investment
18:07.6
in our own security
18:08.5
because when our allies are stronger
18:10.7
and I want to make this point
18:11.9
again and again,
18:12.9
when our allies are stronger,
18:14.4
we are stronger.
18:16.0
I'm grateful to all those
18:17.7
in Congress, Democrats, Republicans,
18:19.6
Independents who voted for this bill.
18:22.8
Over the past six months,
18:24.6
Ukraine has had a rationing.
18:25.9
The White House also reveals
18:27.4
that the U.S. government
18:27.9
has secretly shipped
18:28.8
long-range missiles to Ukraine
18:30.6
which has now used them twice.
18:32.9
The missiles were contained
18:34.2
in a $300 million military aid package
18:37.3
that Biden approved last month.
18:42.0
More American students
18:43.7
camping out in tents
18:45.0
as they join coast-to-coast protests
18:47.5
against Israel's military actions in Gaza.
18:50.9
At the University of Southern California,
18:53.4
protesters and police
18:54.7
clashed during pro-Palestinian demonstrations
18:57.9
at the University of Texas
19:02.0
amid a heavy police presence.
19:04.6
No clashes were reported
19:05.7
but at least three people
19:07.6
appeared to have been arrested.
19:09.7
The White House has said
19:10.9
it was closely monitoring the situation
19:13.6
saying people have the right to protest
19:16.2
but not to engage in physical intimidation.
19:20.5
The president believes
19:22.2
that free speech debate
19:24.1
and non-discrimination
19:25.1
on college campuses are important.
19:27.3
They're important.
19:27.9
They're important for American values
19:28.8
and so he'll always be very clear.
19:33.0
We will always be very clear about here.
19:39.3
Israeli Prime Minister Benjamin Netanyahu
19:41.8
wants more action
19:43.1
to stop pro-Palestinian protests
19:45.0
that have spread across U.S. campuses
19:47.3
in recent weeks.
19:49.0
The protesters have called for a ceasefire
19:51.4
and for the universities
19:52.9
to divest from companies
19:54.8
with ties to Israel.
19:56.7
Some Jewish and Israeli
19:57.9
students and faculty
19:59.5
however say
20:00.3
the protests have turned universities
20:02.5
into a hostile environment.
20:05.0
Some have reported a rise
20:06.4
in anti-Semitism on campus
20:08.4
but there are also Jewish groups
20:11.2
that have played a vocal role
20:13.1
and led some of the anti-war protests.
20:18.0
What's happening
20:19.0
on America's college campuses
20:20.4
is horrific.
20:22.8
Anti-Semitic mobs have taken over
20:24.3
leading universities.
20:25.8
They call for the annihilation of Israel.
20:27.9
They attack Jewish students.
20:30.1
They attack Jewish faculty.
20:32.5
This is reminiscent of what happened
20:34.0
in German universities in the 1930s.
20:36.8
It's unconscionable.
20:38.7
It has to be stopped.
20:39.7
It has to be condemned and condemned unequivocally.
20:46.2
TikTok CEO expecting to win a legal battle
20:49.6
after U.S. President Joe Biden
20:51.9
signed into law a landmark bill
20:54.2
that could see the popular short video app
20:56.9
banned in the country.
20:57.8
The bill gives China-based ByteDance
21:00.7
270 days to divest TikTok's U.S. assets
21:04.7
or face a ban.
21:06.9
ByteDance will have to seek approval
21:09.1
from Chinese officials
21:10.3
to complete a forced sale
21:12.2
which Beijing has vowed to oppose.
21:15.2
TikTok is set to challenge the bill
21:17.4
on First Amendment grounds.
21:20.3
Make no mistake,
21:21.8
this is a ban.
21:23.4
A ban on TikTok
21:24.4
and a ban on you and your voice.
21:27.1
Politicians may say that TikTok is a ban on you and your voice.
21:27.8
They may say otherwise,
21:28.7
but don't get confused.
21:29.8
Many who sponsored the bill
21:31.1
admit a TikTok ban is the ultimate goal.
21:34.8
It's obviously a disappointing moment,
21:36.5
but it does not need to be a defining one.
21:39.2
It's actually ironic
21:40.0
because the freedom of expression on TikTok
21:42.1
reflects the same American values
21:44.6
that make the United States a beacon of freedom.
21:47.6
TikTok gives everyday Americans
21:49.4
a powerful way to be seen and heard.
21:52.2
And that's why so many people
21:54.0
have made TikTok part of their daily lives.
21:56.4
Rest assured,
21:57.8
we aren't going anywhere.
21:59.0
We are confident
21:59.7
and we will keep fighting
22:01.0
for your rights in the courts.
22:03.2
The facts and the Constitution
22:04.8
are on our side.
22:09.3
U.S. government officials
22:11.0
have accused China
22:12.4
of using TikTok to spy on Americans,
22:15.2
an allegation ByteDance
22:16.8
has repeatedly denied.
22:18.8
The terms of the bill are straightforward.
22:21.3
TikTok continues to operate
22:22.8
as it is right now
22:24.2
until such time as either there is divestment
22:26.7
or the time that you referred to.
22:27.8
And so what we're focused on right now
22:30.7
in implementing the bill
22:31.8
is working through that divestment
22:34.6
in a way that is consistent
22:36.6
with the intent of the law
22:37.8
and consistent with the national security concerns
22:40.7
that brought the law into force
22:41.9
in the first place.
22:44.6
An estimated 170 million Americans
22:47.9
use TikTok,
22:49.0
some of whom are also expected
22:50.6
to take legal action.
22:55.3
And that's the rundown today.
