U.S. President Joe Biden inks a $95 billion aid package for its allies including the Philippines.
00:27.5
Philippine Senators seek an investigation into the illegal use of government-issued IDs by foreigners.
00:34.3
We'll tackle this with Labor Secretary Benny LaGuesma.
00:37.8
And Human Rights Watch urges President Marcos to formally rescind his predecessor's bloody drug war.
00:46.7
Hi, I'm Carmina Constantino. Dateline Philippines begins right now.
00:51.3
Thanks for joining us today. For those of you watching us on YouTube and on Facebook, nice to have you with us.
00:56.6
Topping the midday news, the Philippines and the U.S. calling on China to behave in accordance with international law.
01:03.8
The two countries held their bilateral strategic dialogue in Washington, D.C.
01:08.3
weeks after the historic trilateral summit of the Philippines, the U.S. and Japan.
01:14.0
During that dialogue, Manila and Washington reaffirmed cooperation in various areas
01:18.7
including promoting maritime order and modernizing their alliance.
01:22.7
The two countries then called on China to respect the Philippines' rights.
01:26.6
Both nations also moving to boost efforts in addressing illegal fishing.
01:34.0
A maritime dialogue between the U.S. and the Philippines has been scheduled later this year
01:38.6
to build on the gains made in previous meetings.
01:44.4
U.S. President Joe Biden assigns a hard-fought bill into law that provides much-needed aid to its allies.
01:51.0
The security package includes $61 billion for Ukraine.
01:56.6
$6 billion for Israel.
01:58.3
And $8 billion for Indo-Pacific nations including Taiwan and the Philippines
02:02.5
which are facing Chinese aggression.
02:05.4
It's a rare bipartisan victory for Biden as he seeks re-election.
02:09.7
It also ends months of wrangling with Republicans in Congress.
02:14.1
It gives vital support to America's partners
02:17.0
so they can defend themselves against threats to their sovereignty
02:20.7
and to the lives and freedom of their citizens.
02:24.8
And it's an investment in our own security.
02:26.6
Because when our allies are stronger, and I want to make this apparent again and again,
02:30.9
when our allies are stronger, we are stronger.
02:34.0
I'm grateful to all those in Congress, Democrats, Republicans, Independents who voted for this bill.
02:42.4
The White House also reveals the U.S. secretly shipped long-range missiles to Ukraine
02:48.1
which has now used them twice.
02:51.2
The missiles were contained in a $300 million military aid package that Biden approved.
02:56.6
Last month.
03:00.0
A warning from China as Taiwan receives security aid from the U.S.
03:05.3
Beijing's foreign ministry says
03:07.1
the stronger military ties between Taiwan and the U.S.
03:10.4
will only escalate the risk of conflict in the Taiwan Strait.
03:14.5
China claims the entire island of Taiwan as its own territory
03:18.1
and has threatened to take it by force if necessary.
03:23.6
What I want to emphasize here is that strengthening military ties
03:26.6
and military collusion between the United States and Taiwan
03:29.3
will not bring security to Taiwan.
03:32.1
Nor can it save Taiwan from the doomed fate of independence.
03:35.9
But it will only push up tensions and the risk of conflict and confrontation in the Taiwan Strait.
03:42.0
And will ultimately be like lifting a rock and then stoning one's own foot.
03:56.6
The Philippines Fisheries Bureau successfully delivers aid to Filipino fisherfolk in the Reed Bank
04:01.6
under the watchful eye of China's Coast Guard and maritime militia.
04:05.6
Andrea Taguinas tells us more.
04:09.5
A thousand liters of diesel worth about 60,000 pesos or over a thousand dollars.
04:15.1
That's how much each of the 24 Filipino fishing boats around Reed Bank
04:18.6
had received from the Bureau of Fisheries and Aquatic Resources or BFAR
04:22.4
during its resupply mission in the West Philippine Sea last April 20 to 21.
04:27.5
Fisherfolks say they're grateful since they have one less thing to worry about.
04:31.4
We'll go around and use it again for our next trip to reduce our expenses.
04:39.8
But a much more daunting problem remains.
04:42.5
China's continued presence in the West Philippine Sea,
04:45.1
which they say has led to a reduced fish catch.
04:48.8
Lito Alos, a fisherman from Palawan, said
04:50.9
they used to be able to catch tons and tons of fish even after a short expedition.
04:55.4
Now they're forced to stay.
04:56.3
They're forced to stay weeks out at sea
04:57.4
just to catch enough fish to sell and cover their expenses.
05:01.2
The Chinese are in a hurry.
05:04.7
The fish here are hard to catch.
05:06.9
And we're being forced to go to Bahura.
05:10.7
The fish are also hard to catch.
05:12.2
They're out of fish.
05:14.4
While we may not have been chased away by the China Coast Guard
05:17.6
for this patrol and resupply mission of the Bureau of Fisheries and Aquatic Resources
05:21.7
here at the West Philippine Sea,
05:23.5
we did spot many Chinese maritime militias,
05:26.3
like this one behind me,
05:29.2
scattered here in the area of Reed Bank,
05:32.1
which is known to be rich in oil and natural gas deposits.
05:37.1
But despite the situation here,
05:39.5
many Filipino fishermen continue to come out here to fish
05:42.9
undeterred by the big Chinese maritime militia vessels surrounding them.
05:48.8
We have a lot of fish here.
05:50.7
We're not scared.
05:52.3
In total, authorities cited 16 maritime militia vessels,
05:55.9
stationed around Reed Bank.
05:58.1
The next day, as the sun came out,
06:00.4
so did a China Coast Guard vessel with bow number 4202.
06:04.3
It went as near as 1.5 nautical miles from BFAR's ship,
06:08.1
the BRP Datu Pagbuaya.
06:10.0
While it didn't come any closer,
06:11.7
the CCG did deploy two speedboats,
06:14.2
one of which encircled the BFAR vessel
06:16.1
to check on the refueling of Filipino fishing boats,
06:19.0
while the other CCG speedboat transferred some personnel
06:22.0
to a nearby Chinese maritime militia vessel.
06:24.8
Filipino authorities said that the ship was not in good condition.
06:25.8
Authorities believe this latest display of coordination
06:28.2
between the two entities could be further proof
06:30.9
that the Chinese fishing militia may be under the China Coast Guard's control.
06:35.5
Some Filipino fishermen also say
06:37.2
they don't actually see Chinese maritime militia vessels fishing.
06:41.0
Instead, they seem to be monitoring the area.
06:43.4
We're watching ourselves in the sea.
06:47.0
That's why sometimes we feel sad that this is ours
06:50.9
but they're the ones that are bullying us.
06:53.2
Meanwhile, Filipino fishermen from Quezon, Palawan,
06:55.6
expressed dismay over their missing payaus
06:58.5
or fish aggregating devices.
07:00.8
They had installed 10 payaus near Razul Reef,
07:03.3
which is in the southern part of Reed Bank in early April.
07:06.4
But when BFAR personnel went to check on them,
07:08.6
they only found two.
07:10.1
A piece of rope was also seen floating around the area
07:12.5
where one of the payaus was seen.
07:14.5
We can say that it wasn't just a push of the agos.
07:17.5
It wasn't necessarily a motor that was removed.
07:19.8
Using a rubber boat,
07:21.0
the ABS-CBN News team was able to see one of the payaus up close.
07:24.6
The payau is the most common type of payaus in the Philippines.
07:24.7
The payau is the most common type of payaus in the Philippines.
07:24.7
The payau is the most common type of payaus in the Philippines.
07:24.8
The payau is the most common type of payaus in the Philippines.
07:24.8
The payau is able to serve as a breeding ground for small fish,
07:28.5
which then attract bigger fish.
07:30.6
Apart from the payaus,
07:31.9
the BFAR also inspected other features of Razul Reef.
07:35.3
This sandbar here at Razul Reef in Reed Bank
07:38.4
is one of the places that BFAR visited
07:40.7
for this patrol and resupply mission
07:42.9
so it can inspect the condition of the corals here
07:45.8
and the condition of the marine biodiversity in the area.
07:50.3
The Bureau said it would need more time to determine
07:53.2
whether the sandbar is natural
07:54.8
or artificial.
07:56.3
BFAR vowed to continue conducting maritime patrols
07:58.8
in the West Philippine Sea
07:59.8
to guard against illegal fishing or possible drilling,
08:02.8
particularly in the resource-rich Reed Bank.
08:05.5
A 2013 report from the U.S. Energy Information Administration
08:08.6
claimed Reed Bank could hold up to 5.4 billion barrels of oil
08:12.6
and 55.1 trillion cubic feet of natural gas.
08:17.1
Andrea Taguines, ABS-CBN News.
08:21.9
In other news,
08:22.9
the U.S. has yet to make an extradition.
08:24.8
Request for fugitive televangelist Apollo Kibuloy.
08:28.1
This was confirmed by Philippine Ambassador to Washington,
08:30.7
Jose Manuel Romualdez.
08:32.7
The leader of the Kingdom of Jesus Christ religious group
08:35.1
is wanted in the U.S. for sex trafficking
08:37.8
and bulk cash smuggling.
08:40.5
There are also multiple arrest orders for Kibuloy
08:42.9
here in the Philippines for sex crimes and other abuses
08:45.8
he and his group allegedly committed.
08:48.4
Kibuloy earlier admitted going into hiding,
08:50.7
claiming there is an assassination plot against him.
08:54.8
Human Rights Watch calling on President Marcos
08:57.8
to formally rescind the Duterte administration's drug war.
09:01.5
Carlos Conde warns the culture of impunity
09:03.7
among the police force will continue
09:05.6
unless the president officially and explicitly
09:08.3
junks the drug policies of his predecessor.
09:11.4
Recent reports from the U.S. State Department
09:14.3
and Amnesty International showed
09:16.1
drug-related extrajudicial killings continue in the Philippines.
09:22.1
It is not true that there is a change in policy already.
09:24.8
in the drug war.
09:26.3
Because regardless of what Mr. Marcos is saying about the shift,
09:31.0
the drug war policy of Mr. Duterte is still in place.
09:34.4
Mr. Marcos has not rescinded or junked the policies,
09:39.6
the executive orders that made
09:41.5
Oplan Tukhang, Operation Double Barrel possible.
09:45.4
It's still there.
09:46.3
And the police are still using it.
09:50.6
Conde also notes while efforts are being made
09:53.3
by the Marcos administration,
09:54.8
to institute reforms,
09:56.6
those are not enough to undo the problems
09:58.7
created by Duterte's drug war.
10:02.9
We're talking about accountability.
10:04.7
We're talking about closure.
10:05.9
We're talking about justice.
10:07.5
10:10.7
okay na kami sa human rights,
10:11.8
and then that's that.
10:12.6
No, it has to do more.
10:14.0
We agree with the president when he said that,
10:15.9
look, it can't be done without shedding bloodshed.
10:18.0
The problem is that it's not something that's consistent.
10:22.6
Okay?
10:23.5
You know, the guns,
10:24.8
the government needs to go after the drug trade, obviously,
10:27.4
but it needs to have more institutional reforms.
10:34.1
Over 24 million pesos worth of illegal vape products
10:38.0
confiscated by Philippine authorities.
10:40.4
The items were being sold at a milk tea shop near a school.
10:44.8
Lady Vicentio reports.
10:47.5
About 400 boxes of vape products
10:50.1
were confiscated by the Philippine Trade Department
10:52.4
and the PNP Southern Police District.
10:54.8
in an operation in Baclaran, Paranaque on Tuesday.
10:58.1
These were discovered in a milk tea shop
11:00.2
used as a front for selling vape.
11:02.5
The site is only 20 meters away from Baclaran Elementary School
11:06.1
and operating without registration to sell such commodity.
11:09.8
Under the vape law,
11:11.0
selling vape products within 100 meters of schools
11:13.8
is prohibited to prevent minors from being enticed
11:16.7
to use electronic cigarettes.
11:18.9
The DTI also found out that the brand of these confiscated items
11:22.6
was issued a preliminary order
11:24.4
and was ordered to halt operations.
11:27.0
We established more or less the pattern
11:28.9
since March 15, preliminary order,
11:31.8
the DTI also suspended trading,
11:34.8
meaning manufacturing, importing, distribution, and selling.
11:38.6
We followed this particular brand.
11:41.5
The items were also labeled with flavor descriptors
11:44.9
also prohibited under the vape law.
11:47.3
The confiscated vape products are valued at 24.8 million pesos.
11:52.3
In Flava,
11:53.0
they are the first,
11:54.4
and again and again,
11:55.1
we caught that there's always flavor descriptors,
11:59.4
there's always events using influencers.
12:02.9
It just happened that when it opened,
12:05.1
everything we saw,
12:06.1
their full stock,
12:07.4
that's the full stock.
12:08.5
But there are many other brands
12:10.5
that violate the vape law
12:12.4
and all of that,
12:13.5
we caught it online
12:15.6
and in our physical monitoring.
12:18.3
An initial investigation revealed
12:20.5
that the milk tea shop
12:21.7
is owned by two Chinese nationals,
12:23.8
a known brand, and a known brand.
12:24.2
of the Vapelo brand,
12:24.3
a known brand,
12:24.3
Notice of violation has been given to the owners for multiple violations of the vape law.
12:29.3
The DTI also committed to hold the manufacturer accountable for violating the preliminary order issued to them.
12:35.8
Lady Vicentio, ABS-CBN News.
12:40.2
We're going to take a break now. Up ahead, power, agriculture and water woes piling up as the Philippines struggles with the extreme heat.
12:47.2
Details when we return and watching Dateline Philippines here on ANC.
12:54.3
Thank you for watching.
13:24.3
Thank you for watching.
13:54.3
Thank you for watching.
14:24.3
Benny Laguesma, Secretary. Benny, good afternoon to you. Thanks for joining us today and welcome to the program.
14:31.3
Marina, good afternoon and thank you also for inviting me in your program and let me also greet all your televiewers and supporters.
14:40.9
Okay, magandang hapat po, Sec. Benny.
14:42.5
Senator Jinggoy Estrada asking your department in particular together with another agency to investigate how foreigners are able to use legitimate Philippine government IDs.
14:53.4
He says,
14:54.3
This poses a serious threat to national interest. How have you acted on his call, Sec. Benny?
15:01.6
Actually, Carmina, if I recall correctly, last year pa po yung usapin may kinalaman dyan and I would probably say na yung tungkol yan sa mga POGO workers na mga illegal na nagtatrabaho,
15:16.8
nagpapakita ng mga AEP, mga IDs na secured from other government agencies.
15:22.6
And we have done a lot of things.
15:24.3
Already, we have taken actions to make sure na medyo we can also protect yung integrity ng mga dokumento na ini-issue ng DOLE, especially Carmina, yung alien employment permit.
15:39.2
And having said that, we join actually the Senate and also strongly condemn naman kung mayroong mga crimes na committed by alleged POGO workers in the country.
15:51.6
And we have actually strengthened...
15:54.3
We have strengthened our coordination and collaboration with all other government agencies with respect to POGO workers.
16:03.0
16:08.4
At very recently, meron po kaming napirmahan na data sharing agreement with the Bureau of Immigration para po naman real-time yung aming verification ng validity ng foreign national visa,
16:22.6
16:25.4
Yung alien employment permit, how many are in effect as we speak, Sec. Benny, particularly for POGO workers?
16:36.5
Marami. Kung period of time natin sasabihin, since 2019 hanggang 2023, medyo marami-rami na po yan.
16:47.4
16:52.6
500, 400 plus. Pero to date, a total of 71,000 AAPs, as reported to me, were already cancelled.
17:04.8
17:39.9
Automatic po ba na kinakansela ito?
17:42.8
Revoke po yun, Kalmina. At dapat po i-surrender yun sa Department of Labor and Employment.
17:48.8
Kaya po, mahigpit po ang ating tago-billings.
17:52.6
18:02.7
dapat po yung ID o yung permit na na-issue sa kanila, bukod po sa na-cancel, yung dokumento po dapat ma-isole sa Department of Labor and Employment.
18:11.7
18:22.6
And with the National Printing Office.
18:36.9
Yung alien employment permits, just give us a ballpark figure here, Sec Benny.
18:44.1
Not just regarding Chinese nationals, ilan po ba ang foreign workers natin sa Pilipinas as we speak?
18:52.6
Wala akong hawak na exactong data right now, Carmina.
19:15.4
so pag-coordinate sa Department of Labor and Employment. And in fact, there are a number of instances when we are actually,
19:22.6
required to render reports po. And we have actually responded since 2022 po.
19:37.8
At yun nga po, yung aming koordinasyon na pinagsitibay naming mabuti, lalo na po yung sa BI, Bureau of Immigration. And that explains why we were actually very interested na makisang implementation po
19:51.1
ng itong tinatawag natin.
19:52.6
20:00.2
The focus seems to be on Chinese nationals alone, Secretary Benny. What do you think about this?
20:07.8
Well, dapat po siguro hindi tayo nag-single out lamang dahil wala naman po siguro monopoly o isang nationality na siya lamang po ang pinagagalingan.
20:22.6
Sinuconsider na illegal activities. So I think we have to treat all of those actually availing of proseso ng ating pamahalaan sa bahagi po ng DOLE.
20:50.0
At kung irrespective po ng nationality,
20:52.6
21:27.6
Having said that, Mr. Ekbeni, how much do you agree or disagree with Sen. Jingoy Estrada when he said that the presence of these foreign nationals poses a serious threat to the country's interests?
21:42.7
Sa akin po ang focus po na meron pong mga ibang ahensya na siguro po mas authoritative and competent rather than the Department of Labor.
21:52.6
Our main focus would be yun pong compliance, satisfaction po ng mga requirements at yun pong pagre-report nila sa amin.
22:02.7
Dahil patay din po sa aming ugnayon with Pagcor, hindi na po pwede yung work from home ng mga POGO workers.
22:11.5
Dapat po magtrabaho sila exactly doon sa declared places of work, nang sa ganun naman po ma-closely monitor natin ang mga activities.
22:22.6
I have the impression na under surveillance lagi sila. Ang amin pong gustong makita, maayos din silang nakakapagtrabaho because you know for a fact that we have millions of Filipino workers elsewhere.
22:35.8
Lahat-lahat ng bansa meron tayong Filipino workers and would like to also give the impression that other nationalities are also treated fairly in our country so that our OFWs will get the same treatment.
22:49.4
In fact, gusto po natin talaga na ma-responde.
22:52.6
Peso't magala nga ating mga Filipino workers and their safety will be assured doon din po sa mga host countries.
23:00.0
So the Department of Labor and Employment would always look at compliance of the requirements, balancing interest, and also trying to also protect other nationalities naman sa ating bansa na hindi naman po lumalabag sa mga itinatadhana ng ating bata.
23:15.3
Sir Benny, kanina nabanggit ninyo na wala nang work from home dapat.
23:20.0
Dapat nandun sila nagtatrabaho sa declared places.
23:22.6
Ang problema, and you know this, yung mga linalagay nila na di umano'y doon sila nagtatrabaho, diba meron nagkaroon ng kaso na these were found to be fictitious places of work?
23:36.7
Meron ganun.
23:50.3
Siyempre po hindi naman natin na kung hindi po dinidiklara at kung sabi natin parang ano ba yan, pwede hong ituring na parang safe heaven or safe houses or safe places of work for them,
24:03.8
24:20.3
And before we let you go, I do want to take this moment, Sec. Benny, to give you an opportunity to say what you can and share what you want to share about your good friend,
24:31.2
Atty. Rene Sagisag. You go a long way back. Your thoughts?
24:40.9
Yes, Carmina.
25:15.0
Kaya kami po ay kasama sa bahagi din po ng Department of Labor and Employment.
25:20.3
Rene.
25:26.5
Rene Sagisag.
26:04.4
26:15.8
Maraming salamat po, Secretary Benny Laguesma there.
26:19.0
Secretary of the Labor Department, thanks again for joining us this noon. Really appreciate it.
26:23.5
26:27.9
Thank you. Secretary Benny Laguesma there answering the call of Sen. Jinggoy Estrada, calling on particularly the Labor Department to investigate how some foreign nationals are able to get legitimate Philippine government IDs.
26:43.3
The Senator says this poses a serious threat.
26:49.0
To the country's interest, Secretary Laguesma did say during that interview that they have taken action, they have ensured that the documents issued by the Department of Labor and Employment have the necessary protection.
27:08.7
He did say that to date, 71,000 alien working permits have been cancelled.
27:15.3
They have also revoked a number of alien working.
27:19.0
Permits, he did say, and so far as the POGO workers are concerned, many of those who populate the POGO working areas are now Filipinos.
27:28.6
But this, the Secretary also said, this goes beyond nationalities.
27:33.0
He did say that the law and the protection and all these guidelines should not be particularly imposed on any particular nationality, that this applies to all.
27:47.7
And the basis of that, he said.
27:49.0
And the basis of that, he said, is we have a lot of overseas foreign workers as well in countries all over the world.
27:55.7
And doing what is right here at home would also ensure the protection and safety of our OFWs working elsewhere in the globe.
28:07.5
Right, more news this noon.
28:08.8
Filipino workers bound for Canada now required to undergo a more stringent procedure with the Migrant Workers Department.
28:14.7
And as very own Senator Nandestel says, it's part of government's efforts.
28:19.0
To prevent illegal recruitment.
28:22.4
Like many Filipinos, Evelyn and her husband Raymond dream of working and living in another country.
28:29.8
Although they are currently looking at job vacancies in Europe, they are hoping to build enough work experience to eventually work and live in Canada.
28:39.3
I hope that with our sacrifice, we can bring our family there.
28:47.0
What is the salary there?
28:49.0
Try to compare to what we used to work for.
28:52.6
Yes.
28:54.1
And save our family there.
28:56.8
At least we'll be there together.
28:58.5
The Department of Migrant Workers, however, warned against immigration consultancy firms dabbling in illegal recruitment activities for Canada.
29:07.6
These firms charge exorbitant fees in exchange for a supposed shorter processing time for permanent residency in Canada by way of employment.
29:18.2
To rectify the situation, the DMW issued an advisory requiring all Filipinos bound for Canada under programs such as the Atlantic Immigration, Open Work Permits, Postgraduate Work Permit, Home Child Care Provider or Home Support Worker, and Religious Workers to go through DMW processing.
29:39.4
A supplemental advisory detailed that process, starting with an e-registration with the DMW, submission of necessary employment documents.
29:48.2
and travel documents, OWA membership, and eventually a special exit clearance addressed to the Bureau of Immigration.
29:56.0
30:09.3
At ito rin ay way of monitoring the welfare and well-being of OFWs in Canada.
30:17.3

30:18.2
The Philippine Association of Service Exporters, Inc., a group of licensed recruitment agencies confirmed a huge demand for hospitality, construction, and manufacturing workers in Canada.
30:30.3
But the group reminds applicants that Canada does not ask for placement fees and that permanent residency is a privilege open to workers.
30:39.6
However, some applicants turn to illegal recruiters due to the lengthy and arduous application process.
30:46.5
In fact, despite...
30:48.2
...30,000 job vacancies being offered to Filipinos in Canada every year, only 100 or 10 percent of applicants make it through.
30:57.9
Talagang they are opening the market.
31:01.0
31:06.6
So, kailangan talagang may experience ka.
31:10.1
31:14.8
Magkita tayo saan man.
31:17.1
Yan ay illegal pa.
31:18.2
Pase also warns of illegal recruiters promising jobs not only to Canada but also in Europe.
31:26.4
The group has also noted a proliferation in third country recruitment schemes where Filipinos already working in a certain country are recruited to go to another country illegally.
31:38.2
31:45.8
Pero ang nangyayari...
31:48.2
...dating doon, may trabaho ka.
31:51.9
After two months, wala ka ng trabaho.
31:54.8
Tapos malaki ang seldo.
31:56.4
32:04.7
Wala din.
32:05.4
The DMW advises overseas workers who would like to explore jobs in other countries to finish their active contracts first and return to the Philippines...
32:16.4
...before entering a new application system.
32:18.2
...with either a private licensed recruitment agency or through a government-to-government track.
32:25.2
The process allows the Philippine government to have the ability to monitor the whereabouts and situation of all overseas Filipino workers...
32:33.3
...to ensure their safety and respond to their needs in case of any emergency.
32:38.4
Applicants meanwhile may call DMW hotlines or check their official website to validate the status of any recruitment agency or job order.

SM Investments Corporation,
41:18.3
one of the country's largest conglomerates,
41:20.2
says the country's ongoing
41:21.8
territorial row with China has
41:23.9
no major effect on the company.
41:26.0
Jackie Pascual tells us more.
41:29.6
SM Investments Corporation is allotting
41:31.9
around 115 billion pesos
41:33.8
in capital expenditures this year,
41:36.3
excluding CapEx for its banks.
41:38.6
The group is confident of
41:39.9
growing all its core and non-core
41:41.9
businesses amid inflation
41:43.7
and other external challenges.
41:46.3
At the annual stockholders' meeting,
41:48.1
SMIC Chairman Amando Tetangco Jr.
41:50.6
says many consumers
41:52.1
have adjusted their spending habits,
41:54.4
which is why SM is also
41:56.2
offering products at different price points.
41:59.3
We have seen
41:59.9
steady discretionary spending on
42:02.1
fashion, health and beauty,
42:04.7
pets, toys,
42:06.3
and other discretionary items.
42:09.5
We also see
42:10.1
discretionary spending in the malls
42:12.2
through dining and entertainment
42:14.0
activities.
42:16.3
Customers are adjusting their spending behavior
42:18.5
amid the heightened inflation environment
42:21.0
to continue meeting
42:22.9
their daily needs.
42:24.6
The group is also not affected by the
42:26.6
ongoing territorial dispute with China
42:28.7
even if SM has
42:30.6
eight malls in China.
42:32.6
SMIC says it is much more focused
42:34.9
on its Philippine market.
42:36.8
Really, our strategy
42:39.1
is not deeply affected
42:40.4
or in any way affected by geopolitics.
42:43.3
It is a risk that we look at.
42:46.3
As a way of
42:49.2
risk management, but really
42:50.7
our strategy in terms of our expansion
42:52.6
and the core strategy of our
42:54.8
core businesses are
42:56.9
not impacted by that at all.
42:59.0
Gomez says overall, they are
43:00.7
very bullish with the Philippine economy,
43:02.7
driven by the low unemployment rate
43:04.5
and high remittances sent from overseas.
43:07.3
There are headwinds
43:08.6
on inflation
43:09.3
along the way and some uncertainty
43:12.5
around geopolitics.
43:14.7
But we are still confident
43:16.3
that the fundamentals of the country
43:18.5
remain intact.
43:20.0
So there shouldn't be
43:22.9
significant changes
43:24.9
in the outlook for the long term.
43:27.8
SMIC with SM Prime Holdings
43:29.6
are also tapping the overseas market
43:31.7
with a 3 billion euro
43:33.4
medium term note program.
43:35.4
The company
43:36.3
has been on its
43:39.0
continuous expansion mode.
43:40.5
So we will always be in need
43:42.4
of financing.
43:44.3
We are,
43:46.3
investing in
43:47.5
fixed capital
43:49.7
which would require a steady flow
43:52.5
of sources of financing
43:54.4
for the company. Expand the portfolio
43:56.2
of our sources
43:58.3
so that we have the ability
44:00.6
to fully fund
44:01.9
our expansion.
44:04.4
Expansion plans are underway
44:06.0
mostly to provincial areas.
44:08.1
SM Prime eyes to open 4 malls
44:10.6
this year, 3 of which will be
44:12.4
in the provinces. About 100
44:14.3
supermarket and specialty stores
44:16.3
are also being planned for the year.
44:18.1
As well as 400 new
44:20.1
alpha mart branches and
44:22.1
8,000 to 10,000 additional
44:24.3
residential units this year
44:26.0
including in North Luzon,
44:28.3
Visayas and Mindanao.

World News Now, TikTok's
44:36.3
CEO expecting to win a legal battle
44:38.5
after US President Joe Biden
44:40.3
signed into law a landmark
44:42.2
bill that could see the popular
44:44.2
short video app banned in the
44:46.2
country. The bill gives China-based
44:48.3
ByteDance
44:49.7
270 days to
44:51.7
divest TikTok's US assets
44:54.2
or face a ban.
44:56.1
ByteDance will have to seek approval
44:58.0
from Chinese officials to complete
45:00.3
a forced sale which
45:02.0
Beijing has vowed to oppose.
45:04.1
TikTok is set to challenge the bill
45:06.0
on First Amendment grounds.
45:09.2
Make no mistake,
45:10.7
this is a ban.
45:12.3
A ban on TikTok and a ban
45:14.1
on you and your voice.
45:16.2
Politicians may say otherwise
45:17.6
but don't get confused.
45:18.7
Many who sponsored the bill
45:20.4
admit a TikTok ban is the ultimate goal.
45:23.8
It's obviously a disappointing moment
45:25.5
but it does not need to be a defining one.
45:28.2
It's actually ironic because the freedom
45:29.9
of expression on TikTok reflects
45:32.0
the same American values that
45:34.0
make the United States a beacon of freedom.
45:36.5
TikTok gives everyday Americans
45:38.6
a powerful way to be seen and heard.
45:41.2
And that's why so many people have
45:43.2
made TikTok part of their daily lives.
45:46.2
We aren't going anywhere.
45:48.0
We are confident and we will keep
45:49.6
fighting for your rights in the courts.
45:52.2
The facts and the Constitution
45:53.7
are on our side.
45:57.0
U.S. government officials have accused
45:58.9
China of using TikTok to spy on Americans.
46:02.3
An allegation ByteDance has
46:03.6
repeatedly denied.
46:05.9
The terms of the bill are straightforward.
46:07.9
TikTok continues to operate
46:09.4
as it is right now until such time
46:11.8
as either there is divestment or the
46:13.6
time that you referred to elapses.
46:15.5
And so what we're going to do is to
46:16.0
make sure that we're not going to
46:16.2
be using TikTok.
46:16.7
The focus of the bill that we're
46:17.2
focused on right now in implementing
46:18.1
the bill is working through that
46:20.6
divestment in a way that is consistent
46:23.3
with the intent of the law and
46:24.9
consistent with the national security
46:27.0
concerns that brought the law into
46:28.3
force in the first place.
46:31.4
An estimated 170 million Americans
46:34.3
use TikTok, some of whom are also
46:36.1
expected to take legal action.
46:41.0
Israeli Prime Minister Benjamin
46:42.5
Netanyahu wants more action to stop
46:44.5
pro-Palestinian protests that have
46:46.1
spread across U.S. campuses in recent weeks.
46:49.2
The protesters are calling for a
46:50.7
ceasefire and for their universities
46:52.9
to divest from companies with ties to Israel.
46:56.1
Some Jewish and Israeli students and faculty,
46:58.7
however, say the protests have turned
47:00.6
universities into a hostile environment.
47:03.6
Some have reported a rise in anti-Semitism
47:05.9
on campus, but there are also Jewish groups
47:08.5
that have played a vocal role in that
47:11.0
some of the anti-war protests.
47:13.0
Shifting gears now in sports,
47:17.4
the Miami Heat lit up the top-seeded
47:20.1
Boston Celtics, winning 111-101 in Game 2
47:23.4
of their first-round NBA playoff series.
47:26.6
Tyler Hero led Miami with 24 points and 14 assists.
47:31.3
He hit six of the Heat's franchise
47:33.4
playoff record 23 three-pointers.
47:36.9
The Heat evened their best-of-seven
47:38.7
affair at a game apiece, despite still
47:41.0
missing two injured starters that
47:43.0
were injured in the game.
47:44.0
Jimmy Butler and Terry Rauchier.
47:46.9
The series now shifts to Miami
47:49.4
for Games 3 and 4.
