00:00.0
Good morning.
00:08.2
It's a good day for America, it's a good day for Europe, and it's a good day for world peace, for real.
00:13.2
This is consequential.
00:15.2
I just signed into law the national security package that was passed by the House of Representatives this weekend
00:20.8
and by the Senate yesterday.
00:23.1
It's going to make America safer, it's going to make the world safer,
00:26.6
and it continues America's leadership in the world, and everyone knows it.
00:31.2
It gives vital support to America's partners so they can defend themselves against threats to their sovereignty
00:37.3
and to the lives and freedom of their citizens.
00:41.3
And it's an investment in our own security, because when our allies are stronger,
00:45.5
and I want to make this point again and again, when our allies are stronger, we are stronger.
00:50.5
I'm grateful to all those in Congress, Democrats, Republicans, Independents who voted for this bill.
00:55.7
It's a path to my desk, it was a difficult path.
01:00.5
It should have been easier and it should have gotten there sooner.
01:03.4
But in the end, we did what America always does.
01:06.4
We rose in the moment.
01:08.2
We came together, and we got it done.
01:11.9
Now, we need to move fast, and we are.
01:15.9
Russia has ramped up its airstrikes against Ukrainian cities and critical infrastructure.
01:21.3
Rain down, munitions on you, brave you.
01:23.8
I'm making sure the shipments start.
01:26.1
We're going to start right away.
01:28.1
In the next few hours, literally the few hours, we're going to begin sending in equipment to Ukraine
01:34.6
for air defense munitions, for artillery, for rocket systems, and armored vehicles.
01:39.6
You know, this package is literally an investment, not only in Ukraine's security, but in Europe's security,
01:48.6
in our own security.
01:50.6
We're sending Ukraine equipment from our own stockpiles.
01:53.6
Then we'll replenish those stockpiles with new products.
01:55.7
Products made by American companies here in America.
01:59.0
Our allies in Europe and around the world who have constantly been asking me,
02:03.4
are we going to step up?
02:04.5
We're not going to walk away, are we?
02:06.1
We're all standing together against this brutal dictator.
02:09.5
As I've argued for months, this is directly, directly in the United States' national security interest.
02:16.3
If Putin triumphs in Ukraine, the next move of Russian forces could very well be a direct attack on a NATO ally.
02:23.2
And you all know full well.
02:25.7
That invoking Article 5, the North Atlantic Treaty, would be the first thing that comes to mind,
02:31.5
which declares an attack on one as an attack on all.
02:35.3
If Putin attacks a NATO ally like he's attacking Ukraine today,
02:38.5
we'd have no choice but to come to their aid,
02:41.6
just like our NATO allies came to our aid after the September 11th attacks here.
02:46.6
That's why we're supporting and surging support now to Ukraine
02:51.3
to stop Putin from drawing the United States into a war in Europe and in the future.
02:55.7
In the next few hours, literally the few hours, we're going to begin sending in equipment to Ukraine.
03:03.5
You know, Putin started this war believing he could easily break the will of the people of Ukraine.
03:08.9
When that failed, he changed his strategy a little bit,
03:11.7
thinking we could break the will of NATO, break the will of the United States, break our will.
03:17.0
Well, he's failed again.
03:18.9
America stands with our friends.
03:20.9
We stand up against dictators.
03:22.2
We bow to no one.
03:25.2
To no one.
03:26.3
Certainly not Vladimir Putin.
03:34.4
My commitment to Israel, I want to make clear again, is ironclad.
03:38.5
The security of Israel is critical.
03:41.4
It will always make sure that Israel has what it needs to defend itself against Iran and terrorists it supports.
03:47.3
And with this aid, the United States is going to help replenish Israel's air defense
03:50.7
and provide other critical events so Iran can never carry out the destruction
03:55.1
that it intended to do.
03:56.3
With its attack 10 days ago.
03:58.3
But at the same time, this bill significantly, significantly increases humanitarian assistance
04:04.7
we're sending to the innocent people of Gaza who are suffering badly.
04:08.8
They're suffering the consequences of this war that Hamas started.
04:12.3
And we've been working intently for months to get as much aid to Gaza as possible.
04:17.2
This bill includes $1 billion for additional humanitarian aid in Gaza.
04:23.9
We're going to immediately secure that aid.
04:26.3
And surging, surging.
04:27.6
Including food, medical supplies, clean water.
04:31.6
And Israel must make sure all this aid reaches the Palestinians in Gaza without delay.
04:38.4
And everything we do is guided by the element of gold of bringing these hostages home,
04:43.3
securing a ceasefire, and setting the conditions for an enduring peace.
04:47.6
We're going to immediately secure humanitarian aid in Gaza.
04:50.5
And we're going to immediately secure that aid and surge it, surge it.
04:54.4
You know, just this year, I was told by President Trump that, you know,
04:55.2
of the United States, there are implications for the ability to reach the Palestinians to Israel.
04:55.3
And we reduction of aid will not necessarily do any harm to theona.
04:55.7
I proposed and negotiated and agreed
04:57.6
to the strongest border security bill
04:59.8
this country has ever, ever, ever
05:01.6
seen. It was bipartisan.
05:04.9
It should have been
05:05.6
included in this bill. And I'm
05:07.7
determined to get it done for the American people.
05:10.4
Come together, despite
05:11.8
our differences. I want to thank
05:13.8
everyone in Congress who made it possible.
05:16.5
I want to thank everyone
05:17.7
in Congress who made it possible,
05:20.1
especially the bipartisan leadership.
05:22.5
Speaker of the House, Mike
05:23.6
Johnson, Leader Jeffries,
05:26.1
Leader Schumer-McConnell.
05:28.2
They don't always agree,
05:30.2
but when it matters most, they
05:31.7
stepped up and did the right thing.
05:34.1
And I mean it sincerely. History will
05:35.8
remember this time. History will remember
05:37.8
this moment.
