The views and opinions expressed in the following program do not necessarily reflect the policies and position of this network.
00:19.5
Hello everyone, it is Friday, April 26 here in Manila. I'm Mix Bustos giving you the head start for the day.
00:25.5
In today's big stories, France eyeing to begin talks for a Visiting Forces Agreement with the Philippines next month.
00:35.4
The Philippine Justice Department warns police officers against cooperating with an international probe on the Duterte administration's drug war.
00:46.7
And a top New York court overturns the rape conviction of disgraced Hollywood mogul Harvey Weinstein.
00:55.5
Welcome to the program. We begin with the deepening defense ties between the Philippines and France.
01:02.7
The two countries set to begin talks for a Visiting Forces Agreement next month.
01:07.3
Back in December, top defense officials of the Philippines and France signed a letter of intent to boost security cooperation, including a commitment to start negotiations for a VFA.
01:18.2
Such a deal would allow French forces to train with their Filipino counterparts.
01:25.5
We have an opportunity in May to maybe start officially the negotiations or at least discuss the modalities.
01:34.2
The next meeting is May 20, May 21, so that's the perfect occasion to officially discuss the ways to negotiate the VFA.
01:52.7
The French ambassador to the Indo-Pacific...
01:55.5
...also highlighting the role of the Philippines in maintaining regional peace and the freedom of navigation in the South China Sea.
02:06.8
It's a region of critical importance.
02:11.8
So it's also against this background that it was important for me to come to the Philippines.
02:19.7
The Philippines is a key partner for...
02:25.5
...France in the framework of our Indo-Pacific strategy.
02:33.2
We are both maritime country.
02:37.9
We have very strong convergence in our assessment about the dynamic within the Indo-Pacific.
02:50.9
You also...
02:52.9
...through the Indo-Pacific...
02:55.5
...strategy...
02:56.5
...provide options to meet the challenges posed by the growing assertiveness of China.
03:11.3
As it stands, the Philippines has a visiting forces agreement with the U.S. and Australia.
03:20.4
But it has been expanding defense ties with its allies as maritime tensions...
03:25.5
...with China escalate.
03:26.8
It recently signed separate defense cooperation deals with Canada and the U.K.
03:31.9
It is also negotiating a military access pact with Japan.
03:37.9
Meanwhile, France officially joins the Philippines and the U.S. in this year's Balikatan exercises.
03:43.8
As Bianca Dava tells us, Washington and Manila are also considering holding joint security operations in the West Philippine Sea.
03:53.6
The Philippines and the United States are also considering holding joint security operations in the West Philippine Sea.
03:55.5
The United States are considering joint maritime law enforcement operations within Manila's waters to promote a law-based order in the South China Sea.
04:04.6
Top government officials from the two countries met for the 11th bilateral strategic dialogue in Washington, D.C.
04:11.4
and reiterated the need to maintain peace and security in the critical waterway.
04:16.5
Philippine Ambassador to the U.S. Jose Manuel Romualdez said this would be a first, but once it proceeds,
04:22.6
the country hopes to encourage other allies.
04:25.5
Manila and Washington also agreed to strengthen engagement against false foreign narratives encompassing all kinds of disinformation.
04:37.5
Obviously the false narratives, every time something happens in the West Philippine Sea, China always says it's us who are putting up the aggressive behavior.
04:47.9
On Thursday, the naval vessels of the Philippines, the U.S. and France set sail marking the start of the multilateral maritime agreement.
04:55.5
The Philippines' first maritime exercise for this year's Balikatan.
04:58.6
Armed forces of the Philippines' Western Command Spokesperson Captain Ariel Coloma said,
05:04.1
the Philippine Navy's BRP Davao del Sur and BRP Ramon Alcaraz,
05:08.8
the French Navy's FS Vondemir and the U.S. Navy's USS Harper's Ferry left Puerto Princesa City in Palawan Thursday morning.
05:17.0
For the first time, the navies of the three countries will venture outside the 12 nautical mile territorial waters of the Philippines,
05:25.5
its 200 nautical mile exclusive economic zone.
05:28.9
The drills include division tactics, officer of the watch maneuvers, gunnery exercise and photo exercise.
05:35.5
They have lined up training activities, sir.
05:39.8
In fact, upon reaching eastern coast, yung east coast natin ng Palawan, mag-o-opisa na sila, sir, ng kanilang mga division tactics.
05:53.4
They will be sailing together na.
05:55.5
East coast pa lang, then going up north, up to Mindoro Strait, and then papasok na sila, sir, ng West Philippine Sea.
06:07.4
The MME will run until April 29, after which participating ships will proceed to their respective maritime commitments.
06:15.3
U.S. Marine Corps Lt. Gen. Michael Cederholm believes the Balikatan exercise is the perfect training ground for the Philippines' new defense concept.
06:25.5
The official said, the largest annual bilateral exercise between the two countries will significantly contribute to the comprehensive archipelagic defense concept earlier announced by the Department of National Defense.
06:38.5
This, amid rising tensions between Manila and Beijing in the West Philippine Sea.
06:43.3
As we've undergone force design to operate as a naval expeditionary force in the littorals, we're bringing that capabilities over here.
06:52.0
We have the Marine Littoral Regiment.
06:55.5
That's working here.
06:56.7
That is a logical plug-in point for coastal defense.
07:01.2
Cederholm noted that the Balikatan this year will focus on integrated air missile defense, cyber defense, and other drills that will serve as a deterrent against external threats.
07:11.6
As we improve our interoperability, as both the U.S. services and the AFP go through modernization efforts, it's important for us to be able to gather our forces together,
07:24.3
figure out and consolidate.
07:25.5
We need to constantly figure out how we integrate new capabilities, how we make our readiness better, how we communicate about those.
07:33.2
The Philippine Navy on Tuesday reported the surge of Chinese vessels in the West Philippine Sea as the Philippines and the U.S. formally opened exercise Balikatan.
07:43.0
But Balikatan exercise director Major General Marvin Licudini said China's presence during the drills will not be a problem as long as the country adheres to international law.
07:53.8
We consider the presence.
07:55.5
We consider the presence of the Chinese maritime militia in these areas, particularly in the EEZ part of our waters.
08:06.7
And I believe at the operational level and tactical level, the commanders have already taken into consideration within their planning how to address the problems on the militia.
08:19.9
Aside from France, the Philippines and the U.S. will also conduct drills with Australia.
08:25.5
In this year's Balikatan, Bianca Dava, ABS-CBN News.
08:33.8
The Philippine Justice Department warns police officials against cooperating in the drug war probe of the International Criminal Court.
08:42.2
This follows the claim by a former senator, the court has already contacted over 50 Philippine policemen.
08:49.0
Willard Cheng reports.
08:51.4
The Department of Justice warns current government officials,
08:55.5
who operate with the International Criminal Court,
08:58.0
they may be held accountable under the law as the government reiterated its refusal to recognize the jurisdiction of the ICC.
09:05.4
Well, as mentioned by the Solicitor General, this is a government policy.
09:12.0
So when a government officer or official is coordinating with the ICC against the direction or the orders and the policy of the government,
09:25.4
there may be accountability involved.
09:29.8
But former Senator Antonio Trillanes IV warns Clavano against obstructing justice.
09:34.9
We need to educate this spokesman of the DOJ because what the government cooperation is saying is these are the official documents that are being submitted.
09:48.3
But if the ICC is talking to these people as individuals,
09:54.6
well, there's nothing.
09:55.4
They have the right to stop them.
09:57.1
And in fact, you know, that statement of the spokesman,
10:01.7
he can be held accountable by the ICC if they have obstruction of justice there, probation.
10:07.8
Trillanes earlier claimed ICC investigators have directly communicated with more than 50 active and former personnel
10:14.8
and officials of the Philippine National Police,
10:17.8
informing them of their implication in the crimes against humanity case against former President Rodrigo Duterte
10:24.1
in connection with the ICC.
10:24.6
In connection with this bloody drug war.
10:26.9
Trillanes says this involves mid-level to senior officers of the PNP,
10:31.7
responsible for cases of extrajudicial killings.
10:35.2
Kahit working yung justice system mo,
10:37.2
pero kung hindi mo kakasuhan or investigahan yung mga mastermind,
10:42.2
in this case si Duterte at itong mga general na ito,
10:45.8
bakit hindi nyo iniinvestigahan ngayon?
10:48.0
Sila, DOJ.
10:49.7
Kung gumagana yung justice system,
10:52.5
bakit hindi nyo sila kinakasuhan?
10:54.6
Yung sinasabi po nilang mga tatlo o apat na polis na na-convict
11:00.7
out of the thousands na mga nangmatay,
11:05.4
hindi po interesado dyan ng ICC.
11:07.4
Interesado ang ICC doon sa mga mastermind.
11:11.0
Senator Ronald De La Rosa, who served as chief of the PNP during Duterte's time says,
11:16.4
no ICC prosecutor ever contacted him.
11:19.1
But Trillanes says, this is understandable since De La Rosa is a primary source,
11:24.6
The Philippine National Police meanwhile says,
11:27.7
it will take its cue from the national government.
11:30.5
It also warns active officers against breaking the chain of command.
11:34.9
Wala pong information yung ating mga directorates po concerning po dito sa mga alleged active PNP personnel
11:41.7
na nakikipagtulungan po sa ICC.
11:44.0
Kung ikaw ay isang active personnel at you are performing any activities that is contrary
11:52.2
to what is being expected,
11:54.6
is stated officially ng PNP po din,
11:57.0
posibleng po na may kakaharapin pong sanction po ang sino mga polis
12:01.6
na hindi po susunod doon sa tinatawag po nating chain of command po.
12:06.3
The PNP spokesperson maintains, there are no extrajudicial killings in the country.
12:11.4
The PNP and other law enforcement agencies for that matter does not engage in extrajudicial killing
12:18.1
kasi kung titignan po natin yung legal meaning po ng extrajudicial killings,
12:23.9
ang ibig sabihin,
12:24.6
ito ay deliberate intent na pagpatay sa isang tao without lawful authority coming from any judicial proceeding
12:34.3
at talagang state-sponsored po ito.
12:37.1
Willard Cheng, ABS-CBN News.
12:43.5
Pugitive televangelist Apollo Quiboloy marked his birthday Thursday,
12:47.8
but his followers celebrated the occasion without him as Quiboloy continues to evade arrest.
12:52.6
Pia Gutierrez,
12:54.6
with this story.
12:57.9
Authorities closely monitored on Thursday the activities of the religious group,
13:02.3
the Kingdom of Jesus Christ,
13:04.0
which may be related to the 74th birthday celebration of their leader,
13:08.4
fugitive televangelist Pastora Polo Quiboloy.
13:11.4
The religious leader continues to be at large,
13:14.0
despite the two warrants of arrest issued against him for cases of child abuse and human trafficking.
13:20.3
The NBI Southeastern Mindanao says they have deployed tracker teams
13:23.9
to determine the possible location of the pastor.
13:27.1
Quiboloy in previous years traditionally marked his birthdays
13:29.9
by celebrating with underprivileged children in his compound in Davao City.
13:34.4
But there has been no confirmation from the group
13:36.8
how he will celebrate while in hiding from authorities this year.
13:41.5
The Department of Justice meanwhile believes Quiboloy is still in the country.
13:45.8
Yes, we do have information that he is still within the country
13:49.7
unless there are new developments from the police.
13:53.2
No, but...
13:53.9
As far as our information is concerned at the DOJ,
13:57.2
he is currently still in the country.
13:59.5
But members of Partylist Takbayan wants to be sure
14:02.2
that Quiboloy will not be able to flee the country.
14:05.4
On Thursday, members of the group petitioned the Department of Justice
14:08.8
to issue a whole departure order against Quiboloy.
14:12.6
I hope to issue a whole departure order against Apolo Quiboloy
14:17.5
so that we can make sure that we will be able to answer him
14:20.7
and we will not be able to escape him
14:22.9
and escape him from the country.
14:23.9
The group also plans to formally ask the Department of Foreign Affairs
14:29.2
to cancel Quiboloy's passport.
14:31.7
DOJ spokesperson Mico Clavano says
14:34.1
prosecutors have already filed a motion
14:36.4
seeking to issue a whole departure order against the pastor.
14:40.6
Clavano adds the Bureau of Immigration
14:42.3
has already placed Quiboloy on its lookout list.
14:46.0
Meanwhile, the Philippine Embassy in the United States
14:48.4
says there has been no request so far
14:50.6
for the extradition of Quiboloy to the U.S.
14:53.1
where he said,
14:53.9
Quiboloy is also wanted for sex trafficking.
14:55.6
I think, first and foremost,
14:59.3
they have to serve that first.
15:03.6
Now, if a case is filed against him,
15:09.2
then the extradition will probably,
15:15.4
we have to take a back seat.
15:17.6
Pia Gutierrez, ABS-CBN News.
15:23.9
On Hot Copy this morning,
15:25.3
in celebration of the World Immunization Week,
15:28.1
UNICEF is championing ongoing vaccination efforts
15:30.6
with the Philippine government
15:32.4
to prevent the spread of various diseases.
15:35.5
And I say various with a lot of emphasis
15:37.3
because a lot of viruses have been going on.
15:39.7
Diseases have rather been going around lately.
15:41.9
And with the ongoing measles and pertussis outbreaks
15:44.1
here in the Philippines, as mentioned,
15:45.9
vaccination information campaign
15:48.0
is becoming more vital to save more lives.
15:51.3
To talk more about this,
15:52.2
we're now joined by
15:53.6
Dr. Malalay Amadzai,
15:55.1
the Chief of Health and Nutrition
15:58.1
of UNICEF Philippines.
16:00.7
Dr. Amadzai, thank you so much
16:02.0
for joining us here on ANC Head Start.
16:05.8
Thank you very much.
16:07.2
Good morning.
16:08.7
Now, with much emphasis,
16:10.7
and as I mentioned just moments ago,
16:12.7
on the spread of virus diseases
16:15.5
and, well, the main prevention is immunization,
16:18.8
how important is the awareness,
16:20.9
recognition of, as we celebrate,
16:23.6
this World Immunization Week,
16:25.3
especially with the timely rise in pertussis cases,
16:27.8
measles cases,
16:28.9
in the Philippines this year, Doctor?
16:32.1
Thank you very much.
16:34.3
Immunization is one of the effective mechanisms
16:37.7
to prevent diseases among children.
16:41.1
And these preventable diseases
16:43.1
have only one way to be prevented,
16:46.7
and that is immunization.
16:48.5
So, awareness is important in a sense that
16:52.2
communities should,
16:53.6
should know that vaccines are safe,
16:55.9
they are effective,
16:57.3
and they prevent that,
16:58.9
and that is proven scientifically
17:00.5
throughout years of the vaccination.
17:05.7
Now, Doctor, where can we attribute,
17:07.6
at least for the Philippine context,
17:09.8
when we talk about vaccines,
17:12.2
you could date that at least historically
17:14.4
from COVID vaccines.
17:15.9
And right now, also,
17:17.0
the reason why there's been a rise of
17:18.5
pertussis cases in PEDA patients
17:20.7
is because there is a lack of immunization.
17:23.1
Where do you think,
17:24.4
you know,
17:24.9
where does the hesitancy lie in the Philippines,
17:27.5
in the Philippine context?
17:28.5
Do you think that this is all linked?
17:30.9
Maybe going back to the Dengbaksha controversy,
17:33.8
what happened years ago?
17:35.9
Well, we cannot single out one factor.
17:39.6
Evidence from the field shows that
17:41.9
it is not related purely to that situation
17:46.3
that you mentioned now.
17:48.2
It depends on various factors,
17:50.8
be it in health system,
17:52.3
be it,
17:52.9
among communities.
17:55.1
Vaccination requires a lot of
17:58.4
enabling environment.
18:01.1
Yes,
18:01.8
communities' awareness is important
18:03.7
and we do know that
18:05.4
there could be false information
18:07.5
about vaccines,
18:08.9
community,
18:10.3
cultural practices.
18:11.9
Their beliefs do play a role
18:13.9
in terms of low coverage for vaccines.
18:17.2
And that is where
18:18.6
we are all here to support
18:22.9
and raise awareness among communities
18:24.7
about the effectiveness of vaccines.
18:27.6
But we also need to note that
18:29.9
during COVID times,
18:31.4
the vaccine coverage was quite high for COVID.
18:34.6
It means with the right information,
18:37.4
with the community mobilization,
18:39.0
we are still able to improve the coverage
18:41.7
and also prevent these diseases.
18:45.2
Doctor, at least from your observation
18:47.2
in your time here in the Philippines,
18:49.3
what have been your observations
18:51.9
in the Philippines?
18:52.7
In terms of vaccine hesitancy,
18:54.6
at least in the communities
18:55.7
that you've been with?
18:58.6
Right.
18:59.9
It depends.
19:01.6
There are various reasons
19:03.2
in different parts of the country.
19:05.0
If we come zero to some of the hard-to-reach areas
19:08.0
and where the immunization coverage is low
19:10.9
and where the zero-dose children,
19:13.9
the children who have never been vaccinated
19:16.1
are high,
19:17.8
we can certainly see that
19:19.6
there are some community movements
19:22.7
and there is misinformation.
19:24.5
There could be people,
19:26.8
there are also misleading information
19:29.2
about vaccines that circulate
19:31.2
and that is where communities get hesitant
19:33.5
to vaccinate their children.
19:36.5
However, our experience,
19:39.2
UNICEF experience of working
19:40.9
with Department of Health and provinces
19:43.7
during the COVID times
19:45.3
and during the various vaccine campaigns,
19:47.5
we have the evidences that
19:49.9
when the right information we communicate,
19:52.7
the communities' advocacy
19:54.5
and also community mobilization
19:56.9
plays a good role
19:58.1
in improving the coverage of the vaccines.
20:00.8
It is a continued effort.
20:02.3
Let's mention that
20:04.5
the Philippines is not the only country
20:06.3
that faces the situation.
20:08.3
For example,
20:09.1
there are other countries,
20:10.2
irrespective of their economic situation,
20:13.0
have cases of the vaccine-preventable diseases
20:16.4
and there are other countries
20:19.0
in the regions also struggling
20:20.5
with the vaccine coverage.
20:22.5
However, I see
20:24.9
there is a lot of improvement
20:26.6
and if you look at the current coverage
20:29.4
of the measles vaccine
20:30.9
and barn region,
20:32.2
we definitely see that
20:33.6
this is improving
20:34.9
and the coverage is getting higher
20:36.7
and even we will reach the target, hopefully.
20:39.6
So, it seems that there is light,
20:41.9
there is hope
20:42.9
and definitely communities are also realizing
20:46.1
the importance of vaccines.
20:48.2
Of course, with the small continuous efforts,
20:50.4
we will all reach that goal.
20:52.5
Doctor, let's circle in on the other side.
20:55.1
We just talked about the hesitancy
20:57.0
but what about the ones that are willing
20:58.8
and have the right information
21:00.7
but there are common realities, Doctor?
21:04.2
Let's say access, right?
21:06.0
Let's say access, resources and funds.
21:08.0
There are gaps that needs to be addressed.
21:10.7
Are there also from your observation,
21:12.9
from your experience that
21:14.0
parents want to get their children vaccinated
21:17.3
but there are certain gaps
21:18.8
and there are low turnouts also.
21:20.5
In which demographic
21:21.9
are the gaps,
21:23.1
as I mentioned, Doctor?
21:25.7
As I said,
21:26.9
we cannot single out one factor, definitely.
21:30.5
We see that there are a lot of efforts
21:33.0
in terms of improving vaccine coverage
21:35.6
but this is not one-time solution.
21:38.7
There is no one solution for this.
21:41.3
If we want to sustain the vaccine coverage
21:45.3
and to ensure that children receive vaccines,
21:49.3
those willing to receive vaccine
21:51.6
and also raise awareness
21:54.1
and also convince those
21:56.4
who are not willing to receive vaccine,
21:58.7
we definitely need to work hard
22:02.3
on improving the routine immunization services.
22:06.4
What do I mean by that?
22:07.9
It means that the primary health care
22:11.2
needs to be strengthened
22:12.6
and that, of course, requires human resources,
22:16.5
that requires funding,
22:17.8
that requires structures.
22:20.4
And this has,
22:21.6
has been proven during COVID time worldwide
22:24.9
that primary health care routine services
22:28.0
are very important
22:29.6
and continued efforts are required
22:32.0
to improve those services.
22:34.3
I am glad to see that the immunization
22:38.7
within the primary health care framework
22:40.9
is one of the top priorities of the government.
22:44.3
And this is the top priority
22:46.0
and one of the key agendas of Department of Health.
22:49.8
And I also hear,
22:51.1
and I also,
22:52.1
we are also witnessing
22:53.1
and we are working with government
22:55.3
to improve the human resources.
22:57.7
It means availability of nurses,
23:01.4
vaccinators,
23:02.8
doctors in rural and remote areas,
23:05.7
having them being trained properly.
23:08.2
And it also goes to the overall strengthening
23:11.0
of the health system,
23:12.6
which means adequate supplies,
23:15.6
adequate human resources,
23:18.2
proper information systems,
23:21.1
surveillance and also community mobilization.
23:25.4
All that come together
23:27.4
and proper planning for vaccinating children,
23:30.9
knowing the catchment area.
23:32.4
All of them coming together
23:34.4
will ensure that vaccines reach the communities.
23:38.1
And this effort is ongoing.
23:40.1
We do see improvements there.
23:42.1
We do see a lot of effort is going on.
23:44.4
But given the size of the country,
23:46.4
given the various contexts in the country,
23:49.1
definitely it requires more efforts.
23:51.1
And definitely,
23:52.1
it will take a bit of time.
23:53.7
But yes,
23:54.7
I think we are on the right direction.
23:57.7
Now, when we talk about
23:58.7
and talk about a certain vaccine,
24:02.1
when we talk about measles,
24:03.4
of course, the vaccine has been here for years now.
24:06.6
But then there have been reports
24:08.4
that there are rise of measles cases
24:10.4
in various parts of the Philippines.
24:12.4
Two million doses of measles vaccines
24:14.4
plus one million projected to arrive in the coming weeks.
24:17.9
Will that be enough to solve the problem at least
24:20.4
for this situation, doctor?
24:22.4
Yes.
24:23.4
What we saw that during this phase increase
24:26.4
in the cases of measles
24:28.4
and when the campaign started in Barb
24:30.4
and other parts of the country,
24:32.4
the vaccines were moved to those places.
24:34.4
And definitely, there was internal shifts
24:37.4
from vaccines.
24:39.4
UNICEF is supporting the arrival
24:41.4
of one million doses of the measles vaccine
24:44.4
to the country.
24:45.4
And this will hopefully be filling the gap,
24:49.4
the country,
24:50.4
the current gap for the vaccines now.
24:53.4
However, there are more requests
24:55.4
that UNICEF is attending to.
24:57.4
And those are the procurement of the TD vaccines
25:01.4
around 6.7 million.
25:03.4
We're also working with the UH
25:05.4
to procure the polio vaccines
25:07.4
at the value of 6.3 million.
25:09.4
And there are more vaccines of MR,
25:12.4
measles, rubella,
25:13.4
at the value of 6.4 million
25:15.4
that we are now supporting the procurement.
25:18.4
BCG
25:19.4
at the value of 6.8 million.
25:22.4
Penta vaccines,
25:23.4
which include diphtheria,
25:24.4
pertussis, tetanus, hepatitis B,
25:27.4
hemophilus influenza,
25:28.4
at the value of 5.1 million.
25:31.4
And Hep B, which is hepatitis B,
25:33.4
at the value of 2.02 million.
25:36.4
So actually,
25:37.4
while we are working to bring in
25:39.4
this one million measles vaccine,
25:41.4
which will arrive very soon to the country,
25:44.4
these are the other pipeline vaccines
25:47.4
that we are working to bring in
25:48.4
to the country to support the UH.
25:50.4
And also,
25:51.4
the country has the multi-year forecast
25:53.4
for vaccines,
25:54.4
which we are supporting.
25:56.4
And that multi-year forecast
25:57.4
is also considering all the scenarios
26:00.4
and situation in the country.
26:02.4
So there are lots of strategic efforts
26:05.4
to ensure that the vaccine supply chain
26:07.4
is adequate,
26:09.4
it is continued,
26:11.4
and it is sustained in the country.
26:13.4
Dr.,
26:14.4
I'll sidetrack a bit
26:16.4
and ask your question.
26:18.4
Medical opinion,
26:20.4
or just having your opinion about this,
26:24.4
is the heat index that we're experiencing
26:26.4
in the Philippines a factor
26:27.4
in terms of the immune system?
26:29.4
Because as we say,
26:30.4
prevention is better than cure, right?
26:32.4
People or children and adults get sick
26:36.4
is because maybe their immune system is low.
26:38.4
But is this a factor?
26:42.4
Well, see,
26:43.4
look at the life cycle
26:47.4
of a disease.
26:49.4
Measles is transmitted
26:51.4
through the direct contact, right?
26:54.4
And it is very contagious disease.
26:56.4
The prevention is to have immunity
26:59.4
through vaccine, right?
27:01.4
So vaccine is helping you,
27:04.4
vaccine is helping the children
27:06.4
to be immune,
27:07.4
to get the antibodies in the body
27:09.4
against the measles virus, right?
27:12.4
Nutrition plays a role as well
27:14.4
in the context of improving immunity
27:16.4
of children.
27:17.4
But personally speaking,
27:19.4
I do not see that direct correlation of heat
27:22.4
with the increase in the cases.
27:25.4
However, definitely,
27:27.4
the environmental factors play a role
27:30.4
in the whole life of the children,
27:32.4
their wellness and so on.
27:35.4
But here,
27:36.4
it is important to mention again and again
27:38.4
that vaccine is the preventive method.
27:42.4
Vaccine is the solution
27:45.4
for preventing the cases
27:46.4
and outbreaks.
27:48.4
Now, in other cases,
27:49.4
especially, of course,
27:50.4
we talk about pediatric patients
27:52.4
and that is where immunization
27:54.4
is really, you know,
27:55.4
at a high priority.
27:56.4
You even have five-in-one vaccines
27:59.4
and not just pertussis or measles,
28:01.4
but because we are just talking about this
28:02.4
in the news,
28:03.4
what are the common viruses
28:04.4
that they are looking,
28:05.4
you know, keeping an eye on now?
28:07.4
I mean, maybe the general public
28:09.4
is not aware of as yet.
28:11.4
Going around nowadays,
28:12.4
and should parents be,
28:14.4
how should we all be aware
28:15.4
at least?
28:16.4
Not be alarmed,
28:17.4
but just be aware that,
28:18.4
hey, this is going on.
28:19.4
Immunization is key
28:21.4
to fighting these types of diseases.
28:23.4
Right.
28:24.4
In this context, see,
28:26.4
all the vaccine-preventable diseases
28:29.4
that I mentioned a bit earlier
28:30.4
in context of vaccine,
28:32.4
like tetanus, diphtheria,
28:34.4
polio, tuberculosis, hepatitis B,
28:38.4
these diseases,
28:39.4
which are vaccine-preventable,
28:41.4
definitely, if the vaccine coverage
28:43.4
goes lower,
28:44.4
there are chances of having
28:46.4
these diseases happen
28:48.4
among children
28:49.4
and in the communities.
28:51.4
The communities should know that
28:53.4
all the preventive measures,
28:55.4
which is vaccines,
28:57.4
is important for them.
28:59.4
Like they should complete
29:00.4
the vaccine schedule
29:02.4
of the children, right?
29:04.4
The children should receive
29:06.4
full vaccination cover,
29:08.4
vaccination for all these
29:10.4
preventable diseases.
29:11.4
And that is where a child
29:13.4
is fully immune
29:15.4
to these diseases.
29:17.4
Now, lastly, doctor,
29:19.4
maybe adults may need
29:20.4
a refresher also.
29:21.4
Do adults need regular
29:23.4
vaccinations as well?
29:24.4
And maybe as adults,
29:26.4
we may have forgotten about
29:29.4
the common vaccines
29:31.4
that we used to have.
29:32.4
And maybe we need more awareness
29:34.4
in that as well personally.
29:36.4
Sure.
29:38.4
For us,
29:39.4
we need to reiterate
29:40.4
that definitely,
29:42.4
the COVID era taught us
29:45.4
a lot of lessons, right?
29:46.4
That we all need to be
29:48.4
looking at the preventive measures
29:50.4
to ensure our health
29:51.4
and well-being.
29:53.4
As adults, definitely,
29:54.4
those who haven't been vaccinated
29:56.4
for COVID,
29:57.4
they should get the vaccination.
29:59.4
In addition to that,
30:00.4
pregnant mothers should definitely
30:03.4
ensure that they are accessing
30:05.4
antenatal care.
30:06.4
And the key message here is
30:08.4
within six weeks of missing
30:10.4
the period,
30:11.4
a woman should attend
30:13.4
to a health facility
30:14.4
and receive all preventive services,
30:16.4
including the TD vaccine.
30:19.4
Luckily,
30:20.4
the Philippines has eliminated tetanus.
30:23.4
However, it is important
30:25.4
that mothers receive these vaccines.
30:27.4
In addition,
30:28.4
adolescents,
30:29.4
in terms of HPV vaccination,
30:31.4
is important for them.
30:33.4
And as adults,
30:35.4
we all need to have
30:36.4
our preventive checkups,
30:38.4
look after our health,
30:39.4
and look after
30:40.4
the nutrition.
30:41.4
So these are all
30:42.4
the key important things
30:44.4
for us as adults
30:46.4
to consider,
30:47.4
especially women,
30:48.4
childbearing women,
30:50.4
who are,
30:51.4
and those women
30:52.4
who have children.
30:54.4
This is important
30:55.4
that we have,
30:56.4
we care for our health
30:57.4
so we are able to care
30:58.4
for the children.
31:00.4
On that note,
31:01.4
thank you very much,
31:02.4
Dr. Malalay Ahmadzai
31:03.4
of UNICEF.
31:05.4
Thank you very much.
31:06.4
Thank you.
31:08.4
We are taking
31:09.4
a quick break.
31:10.4
Head Start will be right back.
31:39.4
Back with more news.
31:44.4
Philippine law enforcement agencies
31:46.4
investigate a deepfake audio
31:48.4
which mimics the voice
31:49.4
of President Marcos.
31:51.4
The government's IT department believes
31:53.4
more of these deepfakes
31:54.4
may spread during the election season.
31:58.4
Lady Vicencio reports.
32:01.4
The Presidential Communications Office
32:03.4
is coordinating with authorities
32:05.4
for the investigation
32:06.4
of a deepfake audio
32:08.4
by President Ferdinand Marcos Jr.
32:10.4
The manipulated audio
32:11.4
makes it sound like Marcos
32:13.4
is authorizing the military
32:15.4
to use force against China
32:17.4
amid escalating tension
32:18.4
in the West Philippine Sea.
32:20.4
The Information and Communications
32:21.4
Technology Department said
32:23.4
this isn't the first time
32:25.4
a deepfake was used
32:26.4
featuring a head of state.
32:28.4
DICT has since reached out
32:30.4
to video-sharing website YouTube
32:33.4
where the deepfake audio
32:34.4
was uploaded.
32:36.4
My
32:53.3
much-needed
32:55.4
support
32:59.4
from
33:00.4
my
33:05.4
marahan to misinform the public
33:07.6
and to deceive the public.
33:08.8
Nakikipag-ungnayan na ang PCO
33:10.8
sa DICT at saka sa NSC,
33:13.5
sa National Security Council,
33:15.0
para doon sa investigasyon.
33:16.8
At nag-coordinate na rin sa Facebook,
33:19.7
sa Google, sa lahat ng mga
33:21.2
social media platforms na
33:22.8
para matukoy
33:25.5
kung sino ba ang gumawa nito.
33:27.3
Kasi baka hindi lang dito sa Pilipinas
33:29.5
baka may foreign
33:31.2
intruders na gumawa nito.
33:33.8
May hackers na galing pa sa
33:35.3
ibang bansa. So, iniimbestigahan po
33:37.4
yan ng ating pamahalan.
33:39.2
We warned more bad actors may
33:41.3
resort to using deepfake with emergence
33:43.3
of artificial intelligence.
33:45.2
The ICT chief also advised the public
33:47.3
to be vigilant and critical
33:49.0
of what they see online.
33:51.5
They call it a super election year
33:53.4
because there are about 80
33:55.0
countries around the world that is
33:57.2
conducting elections.
33:58.6
One side will produce some deepfake
34:01.2
to misinform the others
34:03.7
para
34:04.3
masway yung public opinion.
34:07.7
The PNP Anti-Cybercrime Group
34:09.8
is also investigating the source
34:11.4
of the deepfake audio involving
34:13.4
President Marcos.
34:15.2
According to the PNP ACG,
34:17.2
the YouTube account that uploaded the video
34:19.0
has been deactivated, but another
34:21.1
account with the same name reposted the video.
34:24.1
A Facebook page
34:25.1
bearing the same name was also discovered
34:27.3
with the primary country of its
34:29.4
page managers set to Philippines
34:31.5
and Pakistan.
34:33.1
It was also found,
34:34.3
that the said page was posting fake articles.
34:37.7
The PNP ACG warns bad actors
34:40.0
creating deepfake videos could face
34:42.0
illegal charges and imprisonment.
34:44.5
The International Telecommunication Union,
34:46.7
a specialized agency of the United Nations,
34:49.2
emphasized the need to address the spread
34:51.5
of deepfakes and other cybercrimes,
34:53.7
not only to protect world leaders,
34:55.9
but also for all members of the society.
34:59.4
Deepfakes,
35:01.2
misinformation, etc.
35:03.8
So, that is of concern to us.
35:05.7
We have to keep society safe.
35:08.2
And whether prominent or not prominent
35:10.3
persons, they have to be protected
35:12.5
online.
35:14.4
Meanwhile, the DICT hopes for
35:16.2
increased budgetary support
35:17.8
to enhance its capacity in fighting
35:19.9
cybercrime.
35:21.3
Lady Vicentio, ABS-CBN News.
35:27.8
President Marcos orders an
35:29.7
intensified government campaign
35:31.9
against the sexual abuse of
35:33.8
Filipino children online.
35:35.8
The president directed the Interior Department
35:37.8
and the police to step up their monitoring
35:39.8
of domestic and overseas cases.
35:41.8
He said the full weight of the law must be used
35:45.8
against the perpetrators.
35:47.8
The Philippines recently logged a rising number
35:49.8
of child exploitation cases online
35:51.8
and the sale of child sexual abuse
35:53.8
and exploitation materials.
35:59.8
The president was visibly distressed
36:01.8
very much.
36:02.8
He said,
36:03.8
very bothered
36:05.8
and clearly stressed
36:07.8
with the information
36:09.8
that was related to him.
36:11.8
This cannot only be done
36:13.8
by a whole of government approach
36:15.8
but if not, whole of nation approach
36:17.8
which includes the private sector,
36:19.8
the social media platforms
36:21.8
where these crimes usually occur.
36:30.8
Filipino workers bound for Canada
36:32.8
are now required to undergo
36:34.8
a more stringent procedure
36:36.8
with the Migrant Workers Department.
36:38.8
As Zen Hernandez tells us,
36:40.8
this is part of the government's efforts
36:42.8
to prevent illegal recruitment.
36:44.8
Like many Filipinos,
36:46.8
Evelyn and her husband Raymond
36:48.8
dream of working
36:50.8
and living in another country.
36:52.8
Although they are currently looking at
36:54.8
job vacancies in Europe,
36:56.8
they are hoping to build enough work experience
36:58.8
to eventually work
37:00.8
and live in Canada.
37:02.8
I hope that
37:04.8
with our sacrifice
37:06.8
we can bring our family there.
37:09.8
What is the salary there?
37:11.8
It is more triple
37:12.8
compared to the one
37:13.8
we used to work for.
37:15.8
And our family is safe there.
37:19.8
At least we can be together there.
37:21.8
The Department of Migrant Workers
37:23.8
however warn against immigration consultancy firms
37:26.8
dabbling in illegal recruitment activities
37:29.8
for Canada.
37:30.8
These firms charge in the form of
37:32.8
exorbitant fees
37:33.8
in exchange for a supposed
37:35.8
shorter processing time
37:37.8
for permanent residency in Canada
37:39.8
by way of employment.
37:41.8
To rectify the situation,
37:43.8
the DMW issued an advisory
37:45.8
requiring all Filipinos
37:47.8
bound for Canada
37:48.8
under programs such as
37:50.8
the Atlantic Emigration,
37:52.8
Open Work Permits,
37:53.8
Postgraduate Work Permit,
37:55.8
Home Child Care Provider,
37:57.8
or Home Support Worker,
37:58.8
and Religious Workers
38:00.8
to go through DMW processing.
38:02.8
A supplemental advisory
38:03.8
detailed that process
38:05.8
starting with an e-registration
38:07.8
with the DMW,
38:08.8
submission of necessary employment
38:10.8
and travel documents,
38:12.8
OWA membership,
38:13.8
and eventually
38:14.8
a special exit clearance
38:16.8
addressed to the Bureau of Immigration.
38:18.8
At least,
38:19.8
in the last few months,
38:20.8
we have closed two
38:22.8
Canadian immigration consultancies
38:25.8
that are not licensed by the DMW.
38:27.8
But workers are being recruited
38:29.8
for Canada.
38:31.8
This is also a way of monitoring
38:36.8
the welfare and well-being
38:38.8
of our families in Canada.
38:40.8
The Philippine Association of Service Exporters, Inc.,
38:43.8
a group of licensed recruitment agencies,
38:46.8
confirmed a huge demand
38:48.8
for hospitality, construction,
38:50.8
and manufacturing workers in Canada.
38:52.8
But the group reminds applicants
38:54.8
that Canada does not ask
38:56.8
for placement fees
38:57.8
and that permanent residency
38:59.8
is a privilege,
39:00.8
open to workers.
39:02.8
However,
39:03.8
some applicants turn to illegal recruiters
39:05.8
due to the lengthy
39:06.8
and arduous application process.
39:09.8
In fact,
39:10.8
despite a thousand job vacancies
39:12.8
being offered to Filipinos
39:13.8
in Canada every year,
39:15.8
only 100 or 10 percent
39:17.8
of applicants make it through.
39:20.8
They are really opening the market.
39:23.8
However,
39:24.8
there are holes in the market
39:26.8
because of the point system.
39:29.8
So,
39:30.8
you really need to have experience.
39:32.8
If you are told
39:34.8
that you need to pay for this,
39:37.8
that we should see each other
39:39.8
anywhere,
39:40.8
that is illegal.
39:42.8
PASE also warns of illegal recruiters
39:45.8
promising jobs
39:46.8
not only to Canada
39:47.8
but also in Europe.
39:48.8
The group has also noted
39:50.8
a proliferation
39:51.8
in third country recruitment schemes
39:54.8
where Filipinos already working
39:56.8
in a certain country
39:57.8
are recruited to go to another country.
39:58.8
Illegally.
40:01.8
The Filipinos are deceiving you
40:04.8
that you are already here
40:06.8
because you have a high salary.
40:08.8
But what happens is
40:10.8
when you arrive there,
40:12.8
you have a job.
40:14.8
After two months,
40:15.8
you don't have a job anymore.
40:17.8
Then you have a high salary.
40:19.8
But you are the one who will pay
40:21.8
for your house,
40:22.8
your transportation,
40:24.8
your Wi-Fi.
40:25.8
You will pay for all of that.
40:27.8
Nothing else.
40:28.8
The DMW advises overseas workers
40:31.8
who would like to explore jobs
40:33.8
in other countries
40:34.8
to finish their active contracts first
40:37.8
and return to the Philippines
40:39.8
before entering a new application process
40:41.8
with either a private
40:43.8
licensed recruitment agency
40:45.8
or through a government-to-government track.
40:47.8
The process allows the Philippine government
40:49.8
to have the ability to monitor
40:51.8
the whereabouts and situation
40:53.8
of all overseas Filipino workers
40:55.8
to ensure their safety.
40:56.8
And respond to their needs
40:58.8
in case of any emergency.
41:00.8
Applicants, meanwhile,
41:01.8
may call DMW hotlines
41:03.8
or check their official website
41:05.8
to validate the status
41:06.8
of any recruitment agency
41:08.8
or job order.

41:16.8
The New York appeals court
41:19.8
overturns the 2020 conviction
41:21.8
of former American film producer
41:23.8
Harvey Weinstein
41:24.8
for sexual assault in the Philippines.
41:26.8
And rape.
41:27.8
In a 4-3 decision,
41:28.8
the court said the trial judge
41:30.8
made a critical mistake
41:32.8
by letting women testify
41:34.8
that Weinstein assaulted them
41:36.8
even though their accusations
41:38.8
were not part of the charges he faced.
41:40.8
Weinstein's lawyer says
41:42.8
they always believed
41:43.8
the law was incorrectly applied
41:45.8
in his trial.
41:48.8
Today's legal ruling
41:49.8
is a great day for America.
41:52.8
Because it instills in us
41:55.8
the faith
41:57.8
that there is a justice system
41:59.8
even though there's a hundred cameras around
42:02.8
that a judge will sit in her chambers
42:05.8
and look at the law
42:07.8
and look at the precedent
42:09.8
without fear of favor
42:11.8
and say,
42:12.8
I don't care who the defendant is.
42:14.8
If it's a former president
42:16.8
of the United States
42:17.8
or the most
42:20.8
storied Hollywood producer
42:22.8
of our generation,
42:25.8
the law applies to everyone.
42:32.8
Weinstein, though,
42:33.8
is not expected
42:34.8
to be freed immediately.
42:36.8
He still faces a separate
42:37.8
16-year prison term
42:39.8
imposed last year in California
42:41.8
for the 2013 rape of an actress.
42:43.8
That conviction still stands.
42:49.8
The decision of New York's top court
42:51.8
reopens the landmark case
42:53.8
that fueled the MeToo movement.
42:56.8
Weinstein's conviction
42:57.8
was considered a milestone
42:58.8
for the campaign
42:59.8
in which hundreds of men
43:01.8
in entertainment, media, politics,
43:03.8
and other fields
43:04.8
have been accused
43:05.8
of sexual misconduct.
43:07.8
Some states, including New York,
43:09.8
responded to the movement
43:10.8
by passing laws
43:11.8
that let women bring civil lawsuits
43:14.8
seeking damages
43:15.8
for sexual misconduct
43:16.8
that occurred many years earlier,
43:18.8
even if statutes of limitations
43:20.8
had already passed.
43:21.8
Though a blow to their cause,
43:22.8
those behind the campaign say
43:24.8
this only means more work
43:26.8
needs to be done
43:27.8
in holding powerful men accountable.
43:32.8
We are devastated
43:34.8
for the survivors
43:36.8
who are connected to this case
43:38.8
and the survivors
43:39.8
who had found some solace
43:41.8
and catharsis
43:43.8
in the original verdict
43:44.8
around Harvey Weinstein.
43:45.8
And a lot of us felt
43:47.8
that we were on a road
43:49.8
to seeing a different America.
43:52.8
And this moment
43:57.8
makes it feel like we were wrong.
44:00.8
Inevitably, there will be headlines
44:03.8
in the coming days and weeks
44:05.8
talking about what this means
44:07.8
for the MeToo movement.
44:09.8
This is not a blow
44:11.8
to the movement.
44:13.8
It is a clarion call.
44:15.8
And we are prepared
44:17.8
to answer that call.
44:18.8
This today is an act
44:19.8
of institutional betrayal.
44:22.8
And our institutions
44:23.8
betray survivors
44:25.8
of male sexual violence.
44:27.8
And we need to work
44:28.8
within and without the systems
44:30.8
to start having what is known
44:32.8
as institutional courage.
44:40.8
Switching gears now,
44:41.8
the triumphs and challenges
44:43.8
faced by Rock and Roll Hall of Famer
44:46.8
Jon Bon Jovi and his band
44:47.8
are the focus of a new docuseries.
44:50.8
Our Hollywood correspondent,
44:51.8
Young Chavez,
44:52.8
looks back on these career highlights
44:54.8
with a Grammy Award-winning rock star.
45:06.8
One of the most famous rock stars
45:08.8
of the last four decades
45:09.8
shares the story of grit and determination
45:12.8
that fueled his start in the industry
45:14.8
in the documentary series
45:15.8
Thank You, Good Night,
45:17.8
The Bon Jovi Story.
45:18.8
Jon Bon Jovi, its frontman,
45:20.8
reflects on his relentless drive
45:22.8
to make music,
45:23.8
even in the face of early rejections.
45:27.8
When people who didn't believe in you
45:28.8
when you were starting out
45:29.8
told you, I don't think so,
45:31.8
you said, I think so.
45:32.8
How did you nurture that mindset?
45:34.8
Sheer will.
45:38.8
Blind faith, naivete, youth.
45:41.8
All of those elements
45:42.8
were very integral
45:44.8
because I was so young.
45:46.8
You know, I think any kid
45:47.8
at that age
45:48.8
thinks they're going to be
45:49.8
an athlete, an astronaut,
45:51.8
or a rock and roll star.
45:53.8
You know, there's an innocence to that.
45:56.8
Little incremental steps early on
45:59.8
made me believe that it could happen.
46:02.8
And so I was fortunate enough
46:04.8
to have that success
46:06.8
and right runaway
46:07.8
and get a record deal
46:09.8
when I was still 20 or 21 years old.
46:12.8
Through personal videos
46:14.8
and never-before-seen photos,
46:16.8
it chronicles the band's phenomenal rise
46:18.8
and global superstardom,
46:20.8
as well as the setbacks
46:21.8
and heartbreaks
46:22.8
that they encountered
46:23.8
through the years.
46:24.8
In the documentary,
46:25.8
Jon Bon Jovi also shares
46:27.8
a revealing look
46:28.8
into the devastating hardship
46:30.8
that he went through
46:31.8
when a serious vocal injury
46:33.8
made him doubt
46:34.8
if he'll ever sing again.
46:35.8
The series also shows
46:36.8
the 62-year-old rock legend
46:38.8
facing his mortality
46:40.8
and the realities of aging.
46:42.8
Scenes showing you
46:43.8
struggling to sing,
46:44.8
something that used to be
46:46.8
as easy as breathing to you.
46:47.8
I almost wanted to look away
46:49.8
because the pain,
46:50.8
that vulnerability
46:52.8
was all too real
46:53.8
and devastating.
46:54.8
But taken as a whole,
46:55.8
it's also very inspiring.
46:57.8
So what helped you decide
46:59.8
to honestly show
47:00.8
what you're going through?
47:02.8
We didn't want to make
47:03.8
a vanity piece here.
47:05.8
What was the purpose in that?
47:07.8
You know,
47:08.8
and I didn't want it
47:09.8
to just be my story.
47:10.8
It had to be our collective story.
47:12.8
So band members past and present
47:14.8
all got to speak their truth.
47:16.8
And that is in fact,
47:18.8
you know,
47:19.8
the only reason
47:20.8
to do something like this.
47:22.8
And we're very proud
47:24.8
of the outcome.
47:26.8
Award-winning documentarian
47:28.8
Gautam Chopra,
47:29.8
who also directed
47:30.8
Kobe Bryant's 2015 documentary Muse,
47:33.8
is the filmmaker behind
47:34.8
the four-part Bon Jovi docu-series.
47:37.8
You know, being a rock star
47:39.8
isn't particularly relatable,
47:41.8
but being a human being
47:42.8
who's struggling with something is.
47:45.8
And I just felt like
47:46.8
this will give all of that
47:48.8
even more magic.
47:50.8
This June,
47:51.8
Bon Jovi will also release
47:52.8
their latest album
47:53.8
called Forever.
47:56.8
Thank you, good night.
47:57.8
The Bon Jovi story
47:58.8
will be on Disney Plus
47:59.8
and Hulu
48:00.8
starting April 26.
48:04.8
Yong Chavez,
48:05.8
