Just as President Joe Biden was signing the hard-fought foreign aid bill into law on Wednesday,
00:07.6
the highest-ranking Filipino-American elected official, Congressman Bobby Scott,
00:12.5
was speaking to ABS-CBN News North America Bureau about the significance of the multibillion-dollar funding to global security, including the Philippines.
00:21.5
It shows that the United States stands for democracy and freedom throughout the world
00:26.7
and provides critical humanitarian assistance to civilians in a lot of areas of conflict.
00:34.2
In regards to the Philippines, this legislation will help the United States and the Philippines to better address our shared interests in the Indo-Pacific region.
00:43.2
The $95 billion package includes nearly $61 billion aid to Ukraine, $26 billion for Israel,
00:51.1
along with $25 billion for the United States.
00:51.5
and humanitarian aid for Gaza, and $8.12 billion funding for the Indo-Pacific region.
00:59.2
More than $3 billion of that would go towards submarine infrastructure and development,
01:04.6
an amendment to the bill that Congressman Scott worked on with bipartisan support.
01:09.4
I serve as the co-chair of the U.S.-Philippines Friendship Caucus,
01:13.2
and I joined a bipartisan amendment with my co-chair, Congressman Moreland from Guam,
01:19.6
as well as Congressman Issa.
01:21.5
from California, to support foreign military funding for the Philippines to help us reach our shared goals.
01:31.0
The larger bill will also boost the submarine industrial base and the shipbuilding industrial base in Hampton Roads,
01:39.2
the region I represent in Congress.
01:41.7
And by supporting our commitments under the UCAS agreement,
01:45.6
that's the Australian United Kingdom-U.S. Security Agreement,
01:51.5
we will have a large shipbuilding presence in that agreement,
01:56.2
and a lot of those ships will be built in my district, in Hampton Roads.
02:02.3
This is an economic engine for our region.
02:05.1
It means we will play a significant role in national security.
02:09.3
The passage of this legislation took six months and went through various political drama.
02:15.2
But Scott says his amendments passed without opposition.
02:18.8
We're very pleased to be able to focus.
02:21.0
The attention on the Philippines to make sure that the work of the president with Japan and the Philippines was not forgotten.
02:32.0
Recognizing the volatile situations in Ukraine and in Israel and Gaza,
02:36.6
Scott says he wants to make sure the Philippines is getting the support it needs
02:40.6
when it comes to its territorial dispute with China in the South China Sea.
02:45.3
We look forward to making sure that the Philippines are protected.
02:51.0
Are you concerned, sir?
02:54.3
We're always concerned.
02:57.5
There's a lot of activity going on in the South China Sea.
03:03.4
I think the fact that the United States and Japan are actively working together
03:08.8
will mean that I think we're in a good position.
03:12.0
Meanwhile, in a recent Monmouth University poll,
03:14.6
the survey found only 43% of Americans support the foreign aid package,
03:21.0
with 35% opposing it,
03:23.4
noting concerns whether the U.S. should support allies in conflicts abroad.
