Question: What is the difference in meaning of saying: " Pinapahalagahan mo ba ang mga regalo niya?" versus "Pinahahalagahan mo ba ang mga regalo niya?" ?

No difference...this is fairly common where the reduplication of a syllable may be different depending on the person...oftentimes one version is more common in formal text, and the other is more common in casual text/speech.
 
The infinitive is "pahalagahan"
In the first one "pinapahalagahan" the "pa" is being repeated.
In the second one "pinahahalagahan" the "ha" is being repeated.

Pinahahalagahan is commonly used.
