Question: "patay" can be used in both actor-focus and object-foc

Question: "patay" can be used in both actor-focus and object-focus structure as follows:
 
Pumatay ng lamok ang bata.
Pinatay ng bata ang lamok.
 
But in the so-called verb-relativized sentence the marker "sa/kay" is used instead of "ng" as in the sentences below. Can you explain why?
 
Sino ang pumatáy kay JFK?
Ang lihim na iyán ang pápatáy sa inyóng relasyón.

The prepostion kay is used before proper names, while the prepositions sa or ng precede a noun

Kay is used for proper nouns.
 
Do note that many Filipinos will personalize nouns and certain inanimate objects.
 
Edit: I actually mean personify.
